__________________________________________________________________________________________ 2009/SOM2/SCCP/ACBD/002 Curriculum Vitae Submitted by: Singapore APEC Customs Business Dialogue Singapore 1 August 2009 MODERATORS Mr. Tan Eng Pheng Infocomm Development Authority of Singapore Eng Pheng is currently the Senior Director at the Infocomm Development Authority of Singapore. He is in charge of driving IT-enabled business transformation in various economic and social clusters such as trade and logistics, finance, transport, tourism, education etc. His current portfolio includes leadership of a number of iN2015 sectoral initiatives on behalf of IDA e.g. Next Generation ePayment, TradeXchange, Digital Concierge, Infocomm@seaport. Eng Pheng works closely with enterprises in the private sector, as well as government agencies championing development in various industries. In 2009 alone, his team has issued four call-for-collaborations to forge partnerships with private sector companies to catalyse and spearhead transformation in various sectors. Prior to assuming his cluster development role in end 2005, Eng Pheng spent 18 years in various roles in the Government Chief Information Office of IDA and its predecessor organisation, the National Computer Board. His appointments included that of an Information Systems Manager, a Chief Information Officer, and the Director in charge of eGovernment Planning and Management. In the last capacity from 2001 to 2005, he led the formulation of the S$1.3B eGovernment Action Plan II covering a broad range of ICT programmes for the whole Singapore public sector, as well as the development of infocomm policies, technical standards and enterprise architecture at the Whole-of-Government level. From Oct 2004 to Sep 2005, Eng Pheng also led a team to provide international consultancy to another country, resulting in the establishment of an ICT agency and formulation of a national strategic ICT plan for the country. Eng Pheng has more than 22 years of ICT experience. He holds a Bachelor of Surveying (1st Class Honours) from the University of Queensland, Australia, and a MSc in Management of Technology from the National University of Singapore. Eng Pheng attended the Stanford Executive Programme in 2004. Mr. James Goh UPS Asia Pacific Region HQ James Goh is Region Vice President of International Trade Services for UPS Asia Pacific Region HQ. He is responsible for global trade services and customs facilitation & border management matters, regional strategic business issues, trade management services and customs operations in the region as well as providing trade and customs business management solutions to UPS’ global customers in the Asia region. A veteran with more than 40 years’ experience in the industry, Mr. Goh joined UPS in 1988 when he assisted the UPS Group to commence business in the region and to penetrate into the Asian market. He was instrumental in the successful set-up of UPS in Asia and was involved in key strategic planning and operations which led to the smooth establishment and expansion of the UPS operations in the Asia Pacific region. Prior to UPS, Mr. Goh has held management positions in multinational corporations all over Asia. His extensive experience has made him a respected mentor in the industry, leading him to teaching assignments in shipping and logistics management to post graduate students in senior management. Mr. Goh is an advocate of reforms and the evolution of new business models through the use of eCommerce and free trade, speaking frequently at international forums to promote its business value. He is also a regular participant and speaker in WCO and APEC meetings promoting free trade, global trade liberalisation and facilitation in a “safe and secure global business environment”. Mr. Goh is a regular Moderator in the Annual APEC Customs-Business Dialogue, and was Special Advisor to various Asian Customs Administrations over the years in organising the APEC Customs- Business Dialogue for the Host Economies. Apart from this, Mr. Goh also provides thought leadership in the area of trade logistics governance and supply chain management to both academics and governments in the region. Mr. Goh’s last contribution to the APEC cause was when he was invited by Australian Customs Service to be Special Advisor and Main Moderator in the 2007 APEC Customs-Business Dialogue. During that time, he was also the Guest Speaker in the APEC Economic Ministerial Forum sharing his thoughts on “APEC’s Economic Challenges: Breaking down the barriers for growth and integration” and was also the speaker in the APEC STAR V Conference on “Securing the Global Supply Chain to grow the economy” at the invitation of the Australian Government. Just this past year, Mr. Goh spoke and was one of the Session Chair in the most recent NGO Asian Productivity Organisation’s Forum on “Bilateral/Regional Economic Partnership Agreements” held in Bangkok on 17-20 June 2008. The last Customs-related event Mr. Goh was involved in was in Hanoi, Vietnam on 03-06 November 2008 when he was invited by the USTDA to moderate one of the Panel Session on their “Global Customs Initiative: Developing a Risk Management Framework for ASEAN”. To play his part in promoting economic resilience during the current economic down-turn, Mr. Goh accepted the invitation to share his thoughts in the UNESCAP/WorldBank’s Regional Policy Forum on Trade Facilitation and SMEs in Times of Crisis held in Beijing China during 20-22 May 2009 and again on 19 June 2009 where he expounded on the importance of trade to Senior Trade Officials from 25 Asia Pacific Region countries during the WTO Regional Trade Policy Management Course 2009. Mr. Goh serves in a number of Government-appointed Advisory Panels and Economic Committees on transportation, supply chain & logistics, trade and customs modernisation in a number of Asian countries. He was also previously an Advisory Panel Member of the Dean’s Board of Distinguished Counsellors of the Johnson & Wales University’s Alan Shawn Feinstein Graduate School, Rhodes Island. As an Advisory Panel Member in the Research Consultative Committee of The Logistics Institute of Asia Pacific (TLI-AP), the leading educator in Supply Chain and Logistics Management in the Asia Pacific Region, Mr. Goh is currently most active in pursuing and contributing to the development of trade logistics and Supply Chain management to meet the needs of new business models. For his service to the Ministry of Finance’s Customs Advisory Committee, Mr. Goh was conferred the PBM Pingat Bakti Masyarakat (The Public Service Medal) by the President of Singapore in conjunction with the 43rd National Day Celebration of Singapore this past November 2008. Mr. Goh was recently elected to the Council Membership of the Private Sector Consultative Group of the World Customs Organisation. Mr. Goh is based in Singapore and resides with his wife and two sons. Mr. Teng Theng Dar Singapore Business Federation Teng Theng Dar CEO, Singapore Business Federation (Feb 18, 2008 ~ ) - APEC Business Advisory Council (ABAC) – Singapore Member (2003 - Present) - Chairman, APEC Business Advisory Council (2009 ~ ) Mr Teng, 58, has more than 29 years of management experience in Asia, Australia, and in recent years, the Middle East. He spent ten years each in Japan and Indonesia, four years each in Malaysia and Australia managing businesses in the following sectors: FMCG (Manufacturing, Marketing & Distribution), Commodities trading, Agri-Food, ICT, Energy-saving solutions & products, and Construction. His key appointments include being chairman of SBF's Middle East Business Group, vice-chairman of the Saudi-Singapore Joint Business Council, Co-chair of Guangdong Singapore Business & Economic Council and Singapore's Non-Resident Ambassador to the Sultanate of Oman. Aside from being the Special Advisor to the Singapore Plastic Industry Association, Mr. Teng is a member of: - Singapore Customs Advisory Committee - Pro-Enterprise Panel (an initiative of the Ministry of Trade & Industry, Singapore) - Oman- Singapore Joint Committee - Singapore-Guangdong Collaboration Council Mr Teng is active in charity work, and is a Trustee of Heartware Network, and General Council member of the National Arthritis Foundation. He graduated from the School of Commerce, Waseda University, Japan in March 1979 and is a member of the Japanese University Graduates Association of Singapore. SPEAKERS Ms. Julie Olarenshaw Australian Customs and Border Protection Service Julie Olarenshaw commenced with Customs in 1988 and spent her first seven years in the international passenger environment where she was responsible for several drug seizures and successful prohibited import prosecutions. Julie spent the next 5 years as a Customs Investigator focusing on community protection and fraud matters during which time she was seconded to the National Crime Authority combating organised crime. She then worked closely with industry groups and other government agencies in managing two Melbourne Compliance Teams. Her move to Canberra from Melbourne in November 2004 to take up the Director Standardised Data Set Project position saw a change in focus from operations management to developing future strategies for international trade reporting. Having completed developing the Enhanced Trade Solutions 2015 strategy, Julie now chairs the APEC Sub Committee on Customs Procedures Single Window Working Group and represents Australian Customs in a wide range of domestic and international fora. Mr. Park Jong-Pil Korean Customs Service Park Jong-Pil is the Deputy Director of the Information Planning Division of the Korea Customs Service (KCS). He started his customs career in Daegu Regional Customs House in 1989. Jong-Pil was also seconded to the Christchurch Customs, New Zealand Customs Service and the University of Antwerp in Belgium. Prior to his current appointment, he was the Assistant Director of KCS’ International Cooperation Division. He is currently married with a son and a daughter. Mr. Winston Tay Singapore Customs Winston Tay started his career with Singapore Customs in 1996 after graduating with a Bachelor of Accountancy from the National Technological University of Singapore. He was appointed Singapore Customs’ head of its Research & International Branch in 2001 and then went on to head various branches that focused on trade facilitation. Throughout his customs career, he was actively involved in the development of Singapore’s Single Window, TradeNet. He is currently the head of the Schemes Promotion and Administration Branch. Mr. John T. Cann Microsoft Operations Pte Ltd John T. Cann is the Asia Pacific Regional Business Development Manager for Microsoft’s Global Strategic Accounts Group. He is responsible for overseeing and managing the firm’s relationships with multi-lateral and bi-lateral donors, governments, partners, and beneficiaries on projects throughout the region. Mr. Cann has more than 20 years of experience designing and implementing information technology solutions in some of the most difficult environments in the world. Mr. Cann joined Microsoft after two decades of management and technology consulting in the public and private sectors, and in the international foreign assistance markets. Mr. Cann holds a Bachelor of Arts Degree from the University of Virginia, and a Masters in International Business and Commerce Policy from George Mason University in the United States. Mr. Allen Bruford World Customs Organization (WCO) Allen Bruford is Deputy Director of the Facilitation Sub-Directorate at the World Customs Organization. Prior to taking up his current position, he worked for the New Zealand Customs Service in a variety of executive level roles, including a diplomatic posting to the New Zealand Embassy in Washington D.C. working on customs, security and trade related issues. In the Customs area his experience includes trade negotiations, trade risk assessment, cargo examination, revenue collection, and the audit and oversight of customs controlled areas. From 2000 to 2005 he led the introduction of trade facilitation and security programmes in New Zealand including the container security arrangements with the United States. During his career Allen has also been responsible for managing New Zealand’s largest ports and airports. Mr. Takashi Matsumoto Ministry of Finance, Japan Mr. Takashi Matsumoto has more than 30 years Customs experience in Japan mainly at the international affair and capacity building areas particularly a policy adviser to Indonesian Customs from 1996 to 1999 and APEC Sub-Committee on Customs Procedure (SCCP). Mr. Takashi has worked for the WCO Regional Office for Capacity Building Office (ROCB) in Bangkok since in June 2004 to June 2009 as head of the ROCB. Mr. Robert (Rob) Barton Auslander Advanced Micro Devices (S) Pte Ltd Mr. Robert Barton Auslander is a global Supply Chain Executive with extensive expatriate and working experience in Asia (particularly China), EMEA and the Americas. His significant focus areas are in procurement, channel assembly & distribution, logistics, sales & operationas planning, inventory mgmt, manufacturing operations. Throughout his extensive working experience, Rob has: Migrated AMD’s channel processor in a box business ($400M) from a build to forecast to a build to order fulfillment model - yielded in excess of $20M in inventory savings. Reduced AMD’s PIB channel inventory from average of 14 weeks to 3 weeks via collaborative (POS) planning process. Consolidated and optimized AMD’s global distribution centers (5) and order fulfillment network enabling on-time delivery > 98% with full in-transit –on-line visibility through an automated application. Reengineered Dell’s RMA and reverse logistics network in Latin America, Canada & Mexico to achieve a $ 10 M annual savings out of a $ 70 M spend. Created Dell’s Global Logistics function – leveraged the $ 400 M spend through carrier and network optimization for Asia bound freight to the United States. Structured VAT and duty reduction assembly programs in: China (Bonded & FICE) Brazil (Recof), Mexico (NAFTA), Colombia & Argentina (like for like), Netherlands (EU VAT) and the United States (FTZ). Ms. Nancy Tai Yeon Technologies Nancy has over 20 years of experience in IT management. Her career has covered several industries including banking, health care and manufacturing. For the last 7 years, Nancy has devoted herself to developing applications based RFID solutions. In 2003, Nancy led an RFID team in Georgia-Pacific responding to Wal-Mart’s RFID mandate. Her wealth of knowledge and experience with the subject matter made her speaker in several RFID conferences in US, Asia and Europe. In January 2004, Nancy was named the co-chair of Pilot and Implementation workgroup in EPCglobal, the RFID standard development organization, and served the workgroup for several years. Under Nancy’s leadership, practical RFID deployment tools were developed and posted on the EPCglobal web sites to help companies deploy RFID. In April 2006, Nancy joined YFY Paper in Taiwan and established Yeon Technologies, focusing on RFID product development and providing standard based professional RFID solutions. Nancy maintains close contact with RFID leaders around the world and has direct access to global RFID standard development processes. Nancy is very familiar with the RFID requirements made by Wal-Mart and other retailers. She also understands the business value this technology can bring to the organizations. In addition to the RFID implementation in manufacturing and at retails, Nancy also provides similar solutions for transportation and logistics to enhance supply chain security and efficiency. In recognition to her industrial insight and experiences, Nancy has been appointed as advisor to several government as well as industry focused committees in Taiwan. Mrs. Lee Ju Song International Chamber of Commerce (ICC) Asia Mrs Lee Ju Song is the Director of the ICC Asia Office. She is also Chair of the ICC-World Chambers Federation Certificate of Origin Task Force and a member of the ICC-WCF World ATA Carnet Council and ATA Carnet Administrative Committee. An economist by training, she is actively involved in promoting international trade facilitation as ICCWCF Carnet Advisor. Her active involvement in trade facilitation matters and capacity building programmes brings her to work with various international and regional organisations in promoting international trade facilitation, trade and investment co-operation, economic integration, trade and e-documentation and chamber management. These include World Customs Organisation, WTO, UNDP, UNCTAD, World Bank, APEC, ASEAN, SAARC, CACCI and Customs Training Colleges. Mrs. Lee was also active in fostering regional co-operation and had been Asean-CCI Asean Section Secretary-General of the Asean EU Business Council and Asean New Zealand Business Council, ASEAN Canada Business Council, a Council Member of ASEAN-US Business Council. She graduated from the University of Singapore with a Bachelor of Arts and a Bachelor of Social Science (Hons). Mr. Lok Hwee Chong CAPEC/TNT Express Worldwide Lok Hwee Chong is the Regional Customs and Regulatory Affairs Manager for TNT Express covering the Asia Pacific region and the current chairperson of the CAPEC Customs Facilitation Working Committee (CFWC). He works closely with the TNT national customs clearance teams ranging from countries such as Indonesia, Malaysia, Vietnam to Japan and Korea, to ensure compliance of TNT operations while ensuring that the service standards for express delivery are consistently met. He has in-depth understanding of origin, classification and valuation issues having worked as a consultant at the PricewaterhouseCoopers' Worldtrade Management Services practice based in Singapore. Besides his extensive private sector experience, Hwee Chong have also worked for the Singapore Ministry of Trade & Industry, served at the Mission of Singapore to the European Communities based in Brussels, and recently also at the ASEAN Secretariat's Bureau for Economic Integration and Finance. In his various roles, he has consistently helped companies to navigate the complex trade and customs regulations of accessing concessions, resolving refunds and negotiating solutions. Mr. Koon Hon-Chuen Hong Kong Customs and Excise Department Mr. Koon joined the Hong Kong Customs and Excise Department in 1982 as a Customs Inspector and is currently serving in the post of Superintendent of the Intellectual Property Investigation (Administration and Support) Group, Intellectual Property Investigation Bureau. During his 27 years of service in the department, he had served as a training instructor in the Customs and Excise Training School. He had also worked extensively in the area of investigation. He had engaged in drugs investigation and financial investigation duties. He was posted to the Intellectual Property Investigation Bureau in 2006 and took up the posts of Divisional Commander of the Copyright Investigation Division and Intellectual Property Investigation Support Division. He then transferred to the current post in 2009. He has gained profound experience in the area of intellectual property rights investigation and protection. Mr. Rafael Reano Azpilcueta National Superintendence of Tax Administration - SUNAT Mr. Rafael Reaño holds a Law Degree from the Universidad de Lima, Peru and he also holds a LL.M. Degree in International and Comparative Law with mention in Foreign Trade from The George Washington University of the United States. Until May 2008 Mr. Reaño was the Manager of Customs Procedures, Harmonized System and Operators of SUNAT’s Intendancy of Customs Technical Operations, where he was in charge of evaluating permanently Customs regimes, Tariff Nomenclature application, and authorizing the activities of foreign trade operators. Currently Mr. Reaño is the Manager of International Agreements and Valuation of the above mentioned Intendancy and he is in charge of evaluating permanently the regulation on application of International Agreements undersigned by Peru in Customs matters and the valuation system, as well as the activities related to institutional and international technical cooperation. Mr. Reaño is the chief customs negotiator in Customs Cooperation Mutual Agreements negotiations and is also the coordinator in customs related matters in Free Trade Agreements negotiations. He also is the customs representative in the Local Technical Group for the support of the Peruvian negotiators in Trade Facilitation of the Doha Round. Before joining Peruvian Customs, Mr. Reaño was in the private practice as lawyer in international trade and in commercial law. He also was professor on Customs Taxation in the Master Program on Taxation and Fiscal Policy of the Universidad de Lima, Peru.
