Position Title: Director of Outdoor Program and Camp Properties
Reports To: Chief Operations Officer
Work Location: Based out of Newark Delaware with Camps in Delaware and Maryland
JOB SUMMARY:
The Director of Outdoor Program ensures the achievement of the strategic goals for quality and
growth of our camping program and serves as the Director of all council outdoor program and
camp property. The Director of Outdoor Program ensures that the council’s owned program
facilities are safe and operational. This position supports membership recruitment and retention
through effective administration of camp programs and properties in support of the Girl Scout
Leadership Experience and Council business needs. This role also ensures the safety and
security of all camp properties, buildings, equipment, and vehicles within the guidelines of the
council, GSUSA, the American Camp Association, and any regulatory agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include, but are not limited to the following:
1. STRATEGIC PRIORITIES
 Actively participate in the development and implementation of strategic initiatives, and short
and long term outdoor program and property planning process.
 Collaborate with fund development, membership and other appropriate staff and board
members to develop long and short term plans and strategies for property usage in support
of property, program, membership and GSCB goals.
 Keep abreast of GSUSA resources and relevant trends while providing leadership to ensure
that best practices are incorporated into GSCB operations.
 Perform as an active member of the Membership, Adult Learning, Property and Program
departments by participating in cross functional team activities and planning sessions.
2. PROGRAM
 Development, implementation and evaluation of Program Managers who are responsible for
safe, high quality outdoor program including resident camp, weekend troop camp, and other
provided program.
 Collaborate with other Directors to ensure cohesive plans that meet the needs of the
members and goals of the council.
 Manage negotiations of contracts for programs.
3. PROJECT MANAGEMENT
 Based on the strategic plans and budget, plan and organize property developments and
repairs.
 Work with outdoor program staff to develop contract specifications, solicit bids, and
recommend contractors for major projects.
 Oversee all contracted construction and improvement projects for council properties.
4. PERSONNEL MANAGEMENT
 Manage the effective development and retention of high performing outdoor program
managers and Site Managers.
 Manage and support camp and reservation process to ensure efficiency.
 Assign the Senior Program manager and the Senior Site Manager specific tasks and
projects to ensure successful site team planning, quality collaborations among outdoor
program and property staff members, and efficient implementation of the overall Outdoor
Program strategic plan.
 Ensure staff are trained, organized, and deployed appropriately to achieve successful
results.
 Ensure consistent supervision of contracted or outsourced personnel.
 Ensures volunteers are appropriately trained and effectively supervised when assisting with
property related activities.
5. PROPERTIES, VEHICLES & EQUIPMENT
 Develops and oversees a long range growth and use plan for the outdoor program
department that includes innovation in outdoor program, recognizes the important traditions
of Girl Scouts and coordinates with the overall strategy of the Council.
 Develops and oversees annual and long-term maintenance plans for all camp properties
and other properties, including preventative maintenance and repair/replacement schedules
for buildings, grounds, vehicles, and equipment.
 Assist the CFO and manage Site Managers with negotiation of bids and contracts for
property, equipment, and materials.
 Participates in evaluation of property for sale or purchase, as needed, and makes
recommendations.
 Accumulate and maintain architectural/engineering drawings of properties and building for
ready reference.
 Maintain accurate inventory of fixed assets and equipment on properties.
6. BUDGET
 Develop and administer the property operating and capital budget related to properties and
facilities to ensure expenses do not exceed approved budget.
 Supervise payment authorizations related to the Outdoor Program department.
7. INSURANCE & RISK MANAGEMENT
 Ensure compliance with local, state and federal laws, regulations, health and building codes,
OSHA guidelines, GSUSA safety guidelines, and ACA site standards.
 Ensures site security by developing emergency systems and procedures to ensure safe
usage of facilities.
 File and manage property and auto insurance claims and work with carriers to ensure
efficient claim resolution for Outdoor Program losses.
8. OTHER: Other duties as assigned.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty
satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or
ability required.
 Experience developing and managing outdoor program and a passion to ensure that the
largest number of girls are exposed to quality, safe, fun, educational, and unique
experiences in the out-of-doors.
 Excellent organizational and human relations skills.
 Ability to maintain a high customer service focus for all internal and external customers
(staff, volunteers, families, girls, community visitors, vendors, etc.)
 Excellent communication skills, both oral and written, including knowledge and use of
proper grammar, punctuation, and spelling.
 Willingness to join and maintain membership in GSUSA and ability to model behavior
consistent with the Girl Scout Mission, Promise, and Law.
 Willingness and ability to work varied hours, including nights and weekends.
 Ability to organize, plan and implement multiple projects and to work independently with
minimal supervision to achieve goals and objectives.
 Ability to work collaboratively as a member of department and cross-functional teams.
 Valid state-issued driver’s license, valid auto insurance, acceptable driving record and
access to a vehicle on a daily basis, and willingness to drive throughout the council’s
jurisdiction.
 Acceptable criminal background history.
 Proficiency in Windows-based computer operations, including MS Office. Ability to quickly
learn and utilize new software applications.
EDUCATION and/or EXPERIENCE
 Undergraduate degree in property management, outdoor resource management,
recreation management or related field or an equivalent combination of education and
professional experience. Graduate degree preferred.
 At least five years progressively responsible experience, managing property and programs
including camp operations, construction projects, and development and implementation of
maintenance programs, preferably in a programmatic setting. Experience managing a
camping program with a high-capacity use philosophy is strongly preferred.
 5+ years’ experience with management of employed staff, budget administration,
maintenance schedules, and project management experience.
 Non-profit program and property management strongly preferred.
 Knowledge of health and safety standards and laws, ACA standards, building codes and
other federal, state, and local regulations regarding camp properties.
 Architectural or construction knowledge helpful.
 ACA membership and Accreditation visitor.
