Akram Sheikh, Chairman, PEC initiated the proceedings of the meeting with Tilawat-e-Quraan–e-Pak. He, thereafter, welcomed the members of the first restructured body named Governing Body of PEC and also thanked the outgoing members of the Interim Executive Committee who supported him whole heartedly and gave their candid and forthright opinion on all professional matters during the interim period. The Chairman then explained the new vision, mission, objectives and additional functions of the Council. He emphasized on the fact that engineering profession is to act as key driving force for development of the country and that the Government has placed trust in the PEC according to the new Law accepting the idea of technology driven progress through engineers in the country. He also highlighted that new role of the Council as Think Tank and added responsibilities as custodian of technology and learned institutions. 2. The Chairman PEC’s pledge. The Chairman then pledged to personally respect the PEC Act to abide by it and to remain above the conflict of interest and expected all the members to join him. Engr Saleem Azhar on behalf of members spoke to assure the Chair that he and the members were with him in this effort and that they support the new mission and functions of the Council. Engr Malik M. Saeed Khan thanked the outgoing members of the Executive Committee on behalf of the members of the 3 Governing Body and appreciated the Chairman’s efforts for restructuring PEC and promulgation of Amendment Ordinance. Lt Gen ® M. Akram Khan said that efforts of Engr Dr. M. Akram Sheikh should be brought on record. The Chairman thanked members and desired for contribution of all members to cope with enhanced responsibilities of the Council and to remain above politics. 3. Introduction of Members. introduced themselves individually. All members present in the meeting 4. Consideration of Panel of three Names – Appointment of Vice Chairman. After deliberations it was decided that members would suggest names on the proposed proforma. The members would send their choice of names to Registrar PEC within two weeks. The house reposed trust in the Chairman to finalize the names and send the same to the Government for approval/appointment of Vice Chairman, PEC. The process would be formalized after approval of the Chairman PEC, within one month from the date of issue of the minutes. Any relevant engineer, registered with PEC, may be co-opted as member of the committee. c. Engineering Accreditation and Quality Evaluation Committee (1) Engr Lt Gen ® Syed Shujaat Hussain Convener (2) Engr Dr. Ahmad Saeed The Chairman PEC appreciated and thanked Engr Maj Gen ® Agha Manzoor Rauf for the tremendous work done in the last two years and requested him to continue as adviser to the committee. d. PEC Employee Trustee 5 The Chairman also desired to establish/constitute a committee for engineering standards under Engr Pervez Butt Chairman PAEC and a committee under Engr M. Mazharul Islam for formulation of PEC bidding documents. The latter shall work in consonance with Act and Byelaws Committee. j. Constitution of Development Committee. The Chairman constituted the following development committees at provincial level which shall formulate short, medium and long term development plans for each province with particular emphasis on less developed areas for their integration into the process of development. The conveners nominated below shall form their own teams and could co-opt expatriates wherever needed. These committees shall form standing committees and their terms of reference shall be laid down by HQ PEC. The committees shall have Engr Malik M. Altaf Khan During the course of discussion on construction of PEC regional offices in Peshawar and Lahore, where PEC does not have its own office buildings, it was desired by Chairman PEC and accepted by Engr Syed Imtiaz Hussain Gilani that a PEC office shall be a part of the new UET Peshawar project on a piece of about 2 kanals of land. For Lahore offices Engr Tahir Ahmad Malik was requested to coordinate with Government of Punjab to get a piece of land measuring about 2 kanals at a reasonable place in Lahore as soon as possible. Deputy Registrar PEC Branch Office Lahore shall provide all possible assistance in this regard. 6. Confirmation of Minutes of 93rd Executive Committee Meeting. The minutes were confirmed by the house as such. 7. Progress/Implementation Status of decisions taken in 93rd Executive Committee Meeting. The Registrar, PEC intimated the progress on each point. Engr Dr. Bahawani Shankar Chowdhry pointed out that in Ministry of Water & Power SRO No. 952(I)/2004 between the date and the year 2004 the month of issue had been missed out. The correction has been referred to the Ministry for incorporation. 8. Approval of Audit Report 2003-2004 and Budget 2004-2005. The Audit Report and the Budget 2004-2005 were approved by the Meeting. Action By: HQ PEC 6 9. Opening of New Chapter for Engineering Sciences for Registration of Engineers. Engr Maj Gen ® Agha Manzoor Rauf Convener A&QEC explained the case. After discussion the Chairman decided that the matter be placed before the Vice Chancellors Committee for their views before a new chapter on this subject is opened for PEC registration. The Governing Body authorized the VCs’ Committee to decided and that their decision should be final. Action By: HQ PEC 10. Case of 92 Students of Al-Khair CECOS University. After the case was explained by Engr Maj Gen ® Agha Manzoor Rauf, Convener A&QEC, the House discussed the issue in detail and decided that the previous decision arrived at by the VCs’ Committee and endorsed by the 92nd Executive Committee Meeting held on 14th January, 2004 be maintained. Action By: HQ PEC 11. Conclusion. In his concluding remarks the Chairman reemphasized the role that PEC has to perform in progress of the country and highlighted that as we move ahead we have to deal with a number of issues regarding regulation of engineering profession and difficulties in the structure and posts of engineers etc. He also highlighted efforts of Mr. Feroz Khan for developing an indigenous car. There being no other point, the Chairman thanked the participants for all the support they gave him, the ensuing discussion and the decisions taken during the meeting. He finally expressed his appreciation for conduct of the First PEC Governing Body meeting with dignity, poise and maturity. In the end the Chairman informed the members to collect a copy of Working Draft of Medium Term Development Frame work 2005-2010 prepared by Planning Commission, Government of Pakistan and asked for input/comments within two to three weeks to firm up the plan. The Chairman PEC drew the attention of the House to Website www.pakistan.gov.pk for reference on 5 year development plan. The meeting ended with a vote of thanks to and by the Chair.
