Oklahoma Soccer Association Presents Kohl’s American Cup President’s Cup Recreational President’s Cup Competitive Edmond Soccer Club, Edmond, Oklahoma Union Soccer Club, Tulsa, Oklahoma Tulsa United Soccer Club, Tulsa, Oklahoma April 28 - 30, 2006 1 Coaches must have either a copy of the registration form with the medical release information on it or a separate medical release for all players. • Coaches must have access to a copy of each player’s birth certificate in case age verification is requested. Scheduling: Each team will be guaranteed a four game minimum. Please do not call the OSA office regarding schedules, number of teams, etc. Kohl’s American Cup Festival 2006 Rules Oklahoma Soccer Association PO Box 35174 Tulsa, OK 741530174 Eligibility: Any registered OSA recreational team in good standing may enter the tournament. A recreational team is a team where players do not try-out or the coach does not recruit or select specific players. No friendship teams will be allowed to play. Coed teams will play in the boys division. Official stamped roster from either the country or OSA is required. No guest players allowed. Any team playing an illegal player will forfeit all games played and will be eliminated from the festival. Check In: A mandatory check in will be held on the Friday night from 6 to 8 pm prior to the tournament. Team packets with final schedules will be given out at this meeting. You are required to attend or have a team representative at this meeting. Any schedule changes will be announced at this meeting. Any team not showing up at coaches meeting will be charged $75.00 per team. The fee must be paid before the first game. Entry Fee: Under 6 – $100.00 Under 8 – $150.00 Under 10 – $180.00 Performance bond and trash bond checks will be destroyed the Monday following the tournament, and will not be given back. Coaches will be notified before the checks are cashed. Make cashier / checks payable to the: The following documents must be available for check-in: • • Copy of original birth certificate and or medical release forms for each eligible player. An approved league roster with jersey numbers. Check-in information: • Check-in for each team will be one hour prior to your first scheduled match at the Headquarters site at the Edmond Complex. • Bring a copy of your club/ league-stamped roster. 2 Forfeiture Rule: A forfeit will be declared if a team fails to appear within 10 minutes after the scheduled game time with minimum number of players. A team that forfeits a match will be considered to have withdrawn from the tournament and will forfeit all applications fees and performance bonds. Unfinished Games: An unfinished game due to any cause may be replayed providing neither team is at fault nor play has not begun in the second half. If play is stopped after completion of the first half, and cannot be resumed as determined by the Tournament Chairman, and provided neither team is a fault, the Tournament Committee may deem the game complete. Should play be stopped at any time due to one of the teams being judged at fault, it shall be at the discretion of the Tournament Committee as to whether the game is to be replayed, stand as is, or declared a forfeit. Awards: Each person will receive Kohl’s American Cup Festival medal during an awards presentation. Game Rules: Rules of the US Youth Soccer (affecting game play and game participants) shall govern this tournament with the exception of the following tournament rules: • • • • Length of Games: The length of games may be adjusted to ensure a developmentally appropriate amount of minutes each day. The length of games for each age group shall be as follows: Under 6 Four 10 Minute Quarters Under 8 Four 10 Minute Quarters U10 Two 20 Minute Halves Ball Size: Under 6 – Under 8 Size 3, Under 10 - Size 4, 1. 2. 3. 4. 5. 6. 7. 8. Free Kicks: These are US Youth Soccer Recommendations U6 & U8 – ALL restarts for fouls are Direct Free Kicks and opposing players 4 yards from the ball U10 – Confirm with FIFA except no offside and opposing players 8 yards from the ball. Substitutions: May substitute players at any stoppage of play and substitutions may be unlimited. Send Offs: Any player or coach sent off will be ineligible to play or coach in the next tournament or festival game. The tournament committee may render additional sanctions, as it deems necessary. All player cautions and send offs will be reviewed as noted by the referees on the game forms for proper action by the tournament committee. Any Send Off in the last game played in the tournament will carry over to League play. Other Rules and Guidelines: Any situation not covered by these rules shall be decided by the tournament committee and shall be final and binding. Team Responsibilities: Be at your game ready to play at the designated time. First team listed is the home team. Home team will take the North or West side of the field. Teams will sit on opposite sides of the field. Home team is to change jersey if the referee will determine color conflicts and it. Both teams will furnish a game ball. Referee chooses. All player jerseys will be numbered according to team roster. Coaches please have at least 6 copies of your team roster available. PROTESTS: A team wishing to protest a game must have the protest in writing with a $75.00 check paid to OSA within one hour of posting the scores. The tournament committee will have the decisions on all protests. Game Forms: All coaches must report to the tournament headquarters’ tent at the playing sites no later than 30 minutes prior to each team’s first scheduled game. Other Rules and Guidelines: Any situation not covered by these rules shall be decided by the tournament committee, and shall be final and binding. Important Information: • • • Coaches must sign in at registration desk at least 30 minutes prior to their first game. The referee is responsible for returning completed game form to tournament committee at the registration table at that complex within 30 minutes of completion of game. Parking at complexes: please remember to park courteously. 3 • • • • Be aware of no parking areas and private property (churches, homes, etc.). Parking is at your own risk. The Oklahoma Soccer Association and or the Local Soccer Clubs are not responsible or liable for stolen or damage vehicles. Speed limit at all complexes, 5 miles per hour. No glass containers; No alcoholic beverages and please leave your sideline clean for the next team or forfeit your trash bond. Dogs are not allowed at the complex. Coaches are responsible for insuring that their team and its supporters abide by the tournament rules and procedures. No Smoking allowed on the touchlines or coaches’ technical areas. Seeding President’s Cup seeding will be done utilizing information on the application and team history. 6. Scheduling a. OSA will prepare all schedules for the President’s Cup. b. In the event there is an odd-number of teams in a division (with more than 5 teams entered), the State Tournament Committee will evaluate the bracket and determine the best format. 2006 Oklahoma President’s Recreational Cup 1. Purpose The Oklahoma President’s Cup is being held for those ages Under 12 – Under 14 recreational teams both boys and girls for competition. 2. Eligibility A. The Oklahoma President’s Cup is open to any recreational team, that is registered and in good standing with the Oklahoma Soccer Association B. All teams wishing to play in the Oklahoma President’s Cup must submit the following documents to the OSA - Tulsa office by the posted due date: 1. A President’s Cup application. An official team roster stamped by the home club and country. A team check for the entry fee of $300.00 before April 10, 2006. 2. $100 trash bond (separate team check). Teams and parents are responsible for picking up and properly disposing of their trash or the trash bond will be forfeited. 3. A $100.00 performance bond (separate check). Withdrawal from the tournament after April 10th, 2006 will result in the forfeiture of the bond. Failure of a team to participate in all of its scheduled matches or adhere to the tournament rules will result in the forfeiture of the bond. 4. Bond checks will only be deposited in the event a team does not fulfill all of its tournament responsibilities. OSA will destroy all un-deposited checks upon completion of the tournament. 8 7. Tournament Check-in a. A mandatory team check-in and coaches/ managers meeting will be held on Friday, April 28, 2006, at the Edmond Soccer Complex. b. The following documents must be available for check-in: i. Copy of original birth certificate for each eligible player. ii. An approved league roster with jersey numbers. iii. Stamped USYS Player Pass for each eligible player. All player information MUST EXACTLY match the information on the approved league roster. c. Any team not making the check-in meeting on Friday and doing so on Saturday will pay a $75 check-in fee at that time. 8. Referees The SYRA and/or his designee will assign all referees for the Oklahoma President’s Cup. Referee fees for all preliminary games are included in the entry fee for the tournament. Referee fees for all quarterfinal (if applicable), semifinal, and final matches will be paid in cash at the field prior to the match. Each team is responsible for ½ of the total fee for each match. Please check the OSA website, State Tournament page, for the pay scale. 9. Rules of Competition a. Length of Match, Overtime, and Ball Size Age U12 Match Length Overtime Ball Size 30 min halves 2 – 5 min periods 4 Age U14 Match Length Overtime Ball Size 35 min halves 2 – 10 min periods 5 Preliminary matches may end in a tie; overtime will only be played for Quarterfinal (if applicable), Semifinal and Final matches. If matches are still tied after the overtime periods, FIFA kicks from the penalty mark will be used to determine a winner. Substitutions for U11 and U12’s are unlimited and may be taken at any stoppage. Substitutions for U13 and U14’s are by USYS policy. Determination of Winners 1. Scoring Method in Round-Robin a. In preliminary round-robin games, team standings shall be determined by accumulation of points awarded as follows: Win (including forfeit) 3 points Tie 1 point Loss 0 points b. There will be no overtime played during the round-robin portion of the tournament. 2. Advancement a. The team earning the most points in each group will advance to the next round of the tournament. In divisions of 3 brackets or more, the team with the most points after the group winners are declared will advance as the wildcard. b. If, in the first round of the championship series, the predetermined pairings result in two opponents from the same bracket, realignment of the pairings will be made. 3. Tiebreakers a. In case two or more teams accumulate an equal number of points within any group, the following tiebreakers will be considered in order until the tie is broken (1) Winner of head-to-head game unless a threeway tie exists; (2) is used first if this happens (2) Most wins (3) Team with greatest net goal difference (NGD) which is computed as ‘goals for’ minus ‘goals against’ with a maximum of 3 NGD per game (4) Team with most goals for (no limit) (5) Team with the least goals against (no limit) b. The same tiebreakers will be used to determine wildcard teams. c. If two (2) teams are still tied after computing all of the listed tiebreakers, the result shall be decided by kicks from the penalty mark in accordance with the FIFA procedure. The coach shall make player selection for such kicks from the team’s eligible roster independent of any other game lineup. d. If more than two (2) teams are tied at the end of the preliminary round, the tiebreaker criteria listed will be used in order shown, beginning at [a., (2)], to either advance or eliminate one team. When two teams remain they will then be compared, beginning again with criteria [a., (1)] above to determine the ultimate placement. e. If three (3) teams are still tied, after computing the listed tiebreakers, the winner shall be determined by the drawing of lots conducted by the tournament chairman or their designated official in an open and public manner. 4. Forfeiture Rule - In the event a team in roundrobin competition forfeits any match, the official game scores for all of that team’s games will be recorded as 3-0 losses. A forfeit will be declared if a team fails to appear within 10 minutes after the scheduled game time with at least seven players. A team that forfeits a match will be considered to have withdrawn from the tournament and will forfeit all applications fees and performance bonds. 5. Unfinished Games - An unfinished game due to any cause shall be replayed providing neither team is at fault and play has not begun in the second half. If play is stopped after completion of the first half, and cannot be resumed as determined by the Tournament Chairman, and provided neither team is a fault, the Tournament Committee may deem the game complete. D. Send Offs and Unserved Send Offs 1. Any player or coach sent off during the President’s Cup will be ineligible to participate in the next President’s Cup match or Region III President’s Cup match for that team. All cautions and send offs as noted on the game form by the referee of the game will be reviewed by the Tournament Committee and further disciplinary actions may be taken. Any person instructed to leave the complex will not be permitted to return that day. 2. Any player or coach who is sent off in their last President’s Cup match is ineligible to participate in the first match of a State tournament the following year. E. Game Cards Referees will present the Referee’s Game Report to both coaches following a match for their signatures. The referee or one of the assistant 9 referees is responsible for turning in the match report to the Tournament Committee. 10. Roster Freeze Date All Directors’ Cup team rosters will be frozen on Monday, April 10, 2006. This means no player additions or transfers are allowed after this date. 11.Team and Match Responsibilities A. Be at the field ready to play at the designated time. B. First team listed is the home team. Home team is to change jerseys and/or socks if a conflict exists. C. Team players and coaches will sit on the designated side of the field. All spectators will sit on the opposite side of the field. Only rostered players, coaches, and a team manager will be allowed on the team side. Failure to comply with this could result in the loss of a team’s performance bond. D. Both teams are to provide a match ball to be selected by the referee. FOR THE FINALS ONLY, OSA will provide the match balls. E. Referee’s match report will constitute the official record of the match. A team representative must sign the report following the completion of each match. F. All players’ jerseys, including goalkeepers, must be numbered according to the roster approved at check-in. G. Please leave your team area clean or the trash bond will be forfeited. 12. Any situation not covered by these rules shall be decided by the Tournament Committee and shall be final. Purpose The Oklahoma Director’s Cup is held each year to determine Oklahoma Soccer Association’s Division 1 Champion in the U11-18/19 competitive age groups.The champion of the U14U18/19 girls and boys divisions in the Director’s Cup will advance to the USYS Region III Director’s Cup Regional Tournament. II. Eligibility A. The Oklahoma Director’s Cup is open to any team, competitive or recreational, that is registered with the Oklahoma Soccer Association and in good standing, except for those teams that fall into one of the following categories: 1. Any team that participated in the Regional Premier League (SPL) 2. All U12-14 teams that participated in the OPL in both the fall and spring seasons. 3. The original six (6) All U11 teams that were invited to participate in the OPL spring season. 4. The top 4 teams in the top division for each age for the U15-19’s. 5. Any team that plays out of the normal division for their age in the OPL. B. All teams wishing to play in the Oklahoma Director’s Cup must submit the following documents to the OSA – Tulsa office by the posted due date: 1. A completed online application for the Oklahoma President’s Cup 2. A tournament approved league roster. It must include jersey numbers. 3. A team check for the entry fee (unless paid online). Note: withdrawal from the tournament after application deadline but before scheduling deadline will result in forfeiture of the application fee only. 4. A $400.00 performance bond (separate team check). Withdrawal from the tournament after scheduling deadline will result in the forfeiture of the bond. Failure of a team to participate in all of its scheduled matches or adhere to the tournament rules will result in the forfeiture of the bond. For teams advancing to further Regional play performance bond checks will be held over. Failure of a team to participate in all mandatory activities during Regional play will result in the forfeiture of the bond. 5. A $100 trash bond (separate team check). Teams and parents are responsible for picking up and properly disposing of their trash or the trash bond will be forfeited. 6. Bond checks will only be deposited in the event a team does not fulfill all of its tournament responsibilities. OSA will destroy all undeposited checks upon completion of the tournament. No checks will be returned. 12 III. Seeding President’s (Director’s) Cup seeding will begin with an online coaches’ poll then finalized by the tournament committee. All seeding of the tournament committee are final. IV. Scheduling A. OSA will prepare all schedules for the President’s (Director’s) Cup. B. In the event there are an oddnumber of teams in a division (with more than 5 teams entered), the State Tournament Committee will evaluate the bracket and determine the best format. C. All U17-19 teams will be asked to provide information on graduation conflicts prior to the schedules being prepared. Please have this information available at t h e seeding meeting. Every effort will be made to schedule around graduation ceremonies only, no guarantees. Please submit a list of schools, graduation dates and times as soon as possible for consideration. V. Tournament Check-in A. A mandatory team check-in will be held on Friday prior to tournament play., Check in for the U18s and U19s will be Friday prior to their tournament play. C. The following documents must be available for check-in: 1. Copy of original birth certificate for each eligible player. 2. An approved league roster with jersey numbers. 3. Stamped USYS Player Pass for each eligible player. All player information MUST EXACTLY match the information on the approved league roster. D. Any team not making the checkin meeting on Friday and doing so on Saturday will pay a $75 check-in fee at that time. VI. Referees The SYRA and/or his designee will assign all referees for the Oklahoma State Cup. Referee fees for all games are included in the entry fee for the tournament. VII Rules of Competition A. Length of Match, Overtime, and ball size Age Match Length Overtime Ball Size U11-12 30 min 2-5 min 4 U13-14 35 min 2-10 min 5 U15-16 40 min 2-10 min 5 U17-19 45 min 2-10 min 5 Preliminary matches may end in a tie; overtime will only be played for Semifinal and Final matches. If matches are still tied after the overtime periods, FIFA kicks from the penalty mark will be used to determine a winner. B. Substitutions 1. U11 and U12 (unlimited) a. any stoppage of play 2. U13-19 (unlimited) a. Prior to a throw-in by the team in possession b. Prior to a goal kick by either team c. After a goal by either team d. After an injury by either team when the referee stops play e. After a caution is issued for the cautioned player only f. At half –time C. Determination of Winners 1. Scoring Method in Round-Robin a. In preliminary round-robin games, team standings shall be determined by accumulation of points awarded as follows: Win (including forfeit) 3 points Tie 1 point Loss 0 points b. There will be no overtime played during the round-robin portion of the tournament. 2. Advancement a. The team earning the most points in each group will advance to the next round of the tournament. In divisions of 3 brackets or more, the team with the most points after the group winners are declared will advance as the wildcard. b. If, in the first round of the championship series, the predetermined pairings result in two opponents from the same bracket, realignment of the pairings will be made. 3. Tiebreakers a. In case two or more teams accumulate an equal number of points within any group, the following tiebreakers will be considered in order until the tie is broken (1) Winner of head-to-head game unless a three-way tie exists; (2) is used first if this happens 13 (2) Most wins (3) Team with greatest net goal difference (NGD) which is computed as ‘goals for’ minus ‘goals against’ with a maximum of 4 NGD per game (4) Team with most goals for (no limit) (5) Team with the least goals against (no limit) b. The same tiebreakers will be used to determine wildcard teams. c. If two (2) teams are still tied after computing all of the listed tiebreakers, the result shall be decided by kicks from the penalty mark in accordance with the FIFA procedure. The coach shall make player selection for such kicks from the team’s eligible roster independent of any other game lineup. d. If more than two (2) teams are tied at the end of the preliminary round, the tiebreaker criteria listed will be used in order shown, beginning at [a., (2)], until one team is eliminated. If two teams remain they will then be compared, beginning again with criteria [a., (1)] above to determine the advancing team. e. If three teams are still tied after computing the listed tiebreakers and FIFA Kicks have to be taken, there will be a draw by the Tournament Committee. The first team drawn will receive the bye, the next team drawn will be the home team against the remaining team in the first contest of FIFA Kicks. The winner of the first contest will then compete against the bye team in FIFA Kicks to determine the winner. The bye team will be the home team. 4. Forfeiture Rule - In the event a team in round-robin competition forfeits any match, the official game scores for all of that team’s games will be recorded as 4-0 losses. A forfeit will be declared if a team fails to appear within 10 minutes after the scheduled game time with at least seven players. A team that forfeits a match will be considered to have withdrawn from the tournament and will forfeit all applications fees and performance bonds. 5. Unfinished Games - An unfinished game due to any cause shall be replayed providing neither team is at fault and play has not begun in the second half. If play is stopped after completion of the first half, and cannot be resumed as determined by the Tournament Chairman, and provided neither team is a fault, the Tournament Committee may deem the game complete. Should play be stopped at any time due to one of the teams being judged at fault, it shall be at the discretion of the Tournament Committee as to whether the game is to be replayed, stand as is, or declared a forfeit. D. Send Offs and Unserved Send Offs 1. Any player or coach sent off during the State Cup will be ineligible to participate in the next State Cup or Southern Regional match for that team. All cautions and send offs as noted on the game form by the referee of the game will be reviewed by the Tournament Committee and further disciplinary actions may be taken. Upon being sent off during the State Cup any player or coach must go to the tournament headquarters for the remainder of that match. Any other person instructed to leave the complex will not be permitted to return that day. 2. Any player or coach who is sent off in their last State Cup/Southern Regional/National Championship match is ineligible to participate in the first match at the State Cup the following year. (USYS Rule 225, Section 3) E. Game Cards Referees will present the Referee’s Game Report to both coaches following a match for their signatures. The referee or one of the assistant referees is responsible for turning in the match report to the Tournament Committee. VIII Roster Freeze Date The freeze date for All State Cup team rosters will be published following the application deadline. This means no player additions or transfers are allowed after this date. IX Team and Match Responsibilities A. Be at the field ready to play at the designated time. B. First team listed is the home team. Home team is to change jerseys and/ or socks if a conflict exists. C. Team players and coaches will sit on the designated side of the field. All spectators will sit on the opposite side of the field. Only rostered players, coaches, and a team manager will be allowed on the team side. Failure to comply with this could result in the loss of a team’s performance bond. D. Both teams are to provide a match ball to be selected by the referee. E. Referee’s match report will constitute the official record of the match. A team representative must sign the report following the completion of each match. F. All players’ jerseys, including goalkeepers, must be numbered according to the roster approved at check-in. G. Please leave your team area clean or the trash bond will be forfeited.
