Does Contra Costa County Need A Sheriff?
A huge portion of the Contra
Costa Sheriff’s Department
(CCSD) budget is consumed by
the cost of salaries and benefits. Yet
the County Supervisors are now on
record of not wanting to curb public
employee costs including pension
benefit abuse, even as it maintains
insane “3 at 50” retirement policies.
Absent some lawsuit against the
Contra Costa County Employee
Retirement Association (CCCERA),
that would seek a court order to
force CCCERA to follow California
law and stop pension spiking and
make good on overpayments retroactively since 1997, any hope of
reducing or even stemming those
rising costs are lost.
Most likely, deputies are in the
jails and not on patrol or other law
enforcement activities. Most likely,
non-jail CCSD employees are providing services on contract to many
cities and unincorporated areas
which also bear the overhead costs
of the CCSD’s salary and bloated
retirement benefits costs.
Therefore, it might make more
sense for contract cities to create
a joint powers authority (JPA) to
provide law enforcement services.
They could pool their resources,
and at the same time build a public
safety force freed of the financial
burden of the CCSD’s pay-andbenefits structure and jail overhead.
Spinning off patrol and
investigation functions
to such JPAs would
allow the CCSD
to focus on
jails, where
most of its
deputies
already
work.
Since that
would
make it
more of a correctional rather
than law-enforcement
agency, it would make
sense to transition the business
of running the jail to correction officers, rather than with more costly
deputies.
San Carlos may be on the right
track as it works out details of
outsourcing both its fire and police
services, but still needs to cut out
the middleman expense of those San
Mateo Sheriffs and prison costs.
Given the dire fiscal times we
live in, we ought to be looking at a
variety of solutions, even when they
challenge our traditional experience
and understanding of how, in
this case, county law enforcement and correctional services
are provided.
The question
is, can the
Contra
Costa
County
Supervisors
(BOS) even
see past the
blinders of their
blatant obeisance
to the public employee
unions before whom they
grovel?
Indeed, if the County jails are
more a correctional issue, then it
would also make sense for the BOS
to begin immediately to draw up
plans to outsource its County jail
to a private operator. Better yet,
Supervisors could piggy back on
Governor Schwarzenegger’s recent
call to outcource California’s incarcerated to Mexico!
They send us illegals…we send
them ours. See…there is balance in
the universe.

How to Combat Your Teen’s Sassy Mouth
By Patt Saso
http://www.sasoseminars.com/
Mary started counseling with me
because her teenage daughter is disrespectful. Jenny is mouthing off to her
mother.
Mary is angry and hurt by her teen’s
behavior towards her. She is fed up with
Jenny’s sarcasm and rudeness. Mom
states that Jenn’s criticism and swearing
is affecting everyone in the household.
She wants it to stop now.
To try and curb the disrespect, Mary
has withheld Jenny’s cell phone, taken
away time with friends, and put her
on restriction. Nothing seems to be
working.
Why Isn’t the Disrespectful
Behavior Stopping?
Putting a teen on a harsh restriction
for a sassy mouth is like trying to kill a
fly with an ax. It is almost impossible
to get the results we want from our kid
with this action. It may help the parent
feel better but it will probably not get
the long-term results you want.
Think in terms of what parents do
and say as an echo. It will always come
back.
What Is Going On Here?
When a parent goes out-of-control
trying to control a child’s behavior you
may wonder, “Who is the adult here?”
When parents get into a power struggle
with their teenager they lose their
authority.
When children do not recognize the
power structure within the family they
tend to act out more. It can become a
vicious cycle.
If no one is driving the car it will veer
off the road on the next curve.
In working with Mary it was important for her to understand the source
of her daughter’s anger so that she
would not take it personally. This way
she could free up her mind to respond
in a way that would help her daughter
communicate her feelings, rather than
act them out.
Why Teens Talk Back
Teenagers talk back for a number of
different reasons. The most common is
developmental. Teens push the limits
and challenge authority.
Disrespect often emerges as teens
struggle to break away from parents
to establish their own identity and
independence. This period is typified
by an increase of criticism toward parents for almost everything from them
“knowing nothing” to being too strict or
worrisome.
Another reason is because children
may not have been taught how to communicate a difference of opinion or to
appropriately express their anger. This
is true even for many adults. If parents
are unable to model this type of communication then don’t expect the kids
to do it.
Consider Your Parenting Style
A third reason teens talk back may
be a result of your parenting style.
Permissive parents, who do not take
action to establish their authority, will
hear back-talk.
Authoritative parents, who are rigid
and inflexible in attempting to take
away power from kids, will witness acting out behaviors.
Some teens have to self-protect from
harsh parenting. When parents make
hurtful and denigrating remarks kids
react with disrespect. They mirror the
disrespect of the parents.
Democratic parents will still hear
back-talk, but will respond differently
to it. They are less likely to take the
disrespect personally, exhibit more
patience, and seek neutral discipline
methods.
Confronting Back-Talk
In the case of smart mouths, parents
need to use an assortment of responses.
Consequences are more effective when
used sparingly.
It is important to respond gently and
be consistent in confronting the negative behavior. Negative responses often
produce more of the behavior we are
trying to nip in the bud.
Ordering your child not to talk back
or demanding respect does not work.
This often back-fires and stimulates
more of what you are attempting to
eliminate.
Defuse the anger
Empathic listening reduces defenses,
tension and hostility. If a person feels
understood they are more likely to
relax and open up rather than build
resistance.
“It is very frustrating to be limited
on your sense of freedom.”
“I can’t imagine how hurt you feel
by not being invited.”
“How sad that you broke up.”
Lighten up
Sometimes it is useful to break the
tension by being playful. Use good
judgment with your words and actions.
Modeling Your Response
A parent’s response needs to be one
of modeling what is wanted and expected from our kid. If we are not walking
the talk then why would our teen?
When Encountering Back-Talk
Consider These 4 Tips:
Word of Caution: Not any of the following tips will be effective if you and
your teen are not calm enough to listen
to each other.
Combat a sassy mouth with neutral
feedback
Try naming the emotion that your
teen is feeling, without judging it. This
will help raise their level of awareness.
“Okay I’m a neurotic mother! I
worry too much.”
“I sound like a Marine sergeant,
don’t I?”
When kids resort to back-talk they
are usually frustrated and feel lost or
stuck. They need examples and guidance to communicate effectively.
Combat a sassy mouth by practicing
the considerations mentioned above.
With the modeling of parents these
tips will help teach your child to selfregulate his or her own emotional state.
Through practice teenagers will be able
to identify what is going on inside of
them and to expresses these emotions
without the back-talk.
See you next month.
The following three examples may
circumvent a power struggle.
“You seem irritated that I said no.”
“Your hurtful words let me know
that you are angry.” “I can see that you are mad.”
Develop emotional intelligence
Helping a child label feelings, instead
of punishing them for having them,
increases emotional aptitude. It also
serves to teach self-awareness. If
you deny feelings the negativity will
continue.

Morgan Hill Police Warn Homeowners
About Foreclosure
“Rescue and Lease Back” Scam
Morgan Hill police and the Santa
Clara County District Attorney’s Office
are advising residents to be aware of
scam artists posing as foreclosure rescuers. Police believe some homeowners
may have fallen victim to a foreclosure
“rescue and lease back” scam in which
scam artists pose as foreclosure rescuers
and deceive homeowners facing eviction
into believing that they can move back
into a home that has been foreclosed
upon even after a court has ordered
their eviction, according to police.
The scam artists record documents
such as fraudulent deeds, police said.
Individuals and businesses offering
mortgage-foreclosure consulting, loan
modification and foreclosure-assistance
services are required by law to register
with the state attorney general’s office
and post a $100,000 bond. Loan modification consultants and businesses are
not permitted to charge up-front fees
for their services, police said. Residents
can verify a person or company offering
foreclosure assistance by visiting http://
ag.ca.gov/loanmod. Anyone who has
information regarding this type of scam
is encouraged to contact Detective
Guerrero at (408) 779-2101 or District
Attorney Investigator Jamie Gauthier at
(408) 792-2707.

Alameda County Sheriff’s officials are asking for the public’s help in finding two suspects who are believed to be involved in the death of a man whose
decomposed body was found down an embankment off of Niles Canyon Road in Fremont last week. Sgt. Scott Dudek said tonight that investigators used
dental charts to determine that the body that was found on Aug. 26 was that of Francisco Lopez, a 27-year-old East Palo Alto man who was reported missing
in February. Dudek said that at about 2 a.m. on Feb. 26, Lopez and his brother, Fernando Lopez, went to a house at 19123 Standish Ave. in unincorporated
Hayward that had a large marijuana growing operation. Dudek said he believes the brothers simply wanted to buy some marijuana but “picked the wrong
house” because the people there were suspicious of them and thought they were there to burglarize and steal marijuana plants. “It was not the smartest move
and it proved to be fatal to Francisco Lopez,” Dudek said. It’s not acceptable in the drug world to show up at a marijuana house at 2 a.m. without anyone to
vouch for you, he said. Both brothers were tied up at gunpoint and beaten severely, but when the suspects were in the process of moving them to another
location, Fernando Lopez was able to escape, according to Dudek. Francisco Lopez, however, hadn’t been seen or hear from until his body was found, he said.
On Aug. 23, Sheriff’s investigators obtained arrest warrants for four suspects in the case and accused them of murder and kidnapping. Miguel Michel, 41, was
arrested on Aug. 24, and Tiburcio Sanchez, 24, was arrested on Aug. 25. But Dudek said 62-year-old Manuel Trujillo and 47-year-old Mohammed Kahn are
still at large and are considered armed and dangerous because they know they have arrest warrants.Kahn, who is out of jail on $500,000 bail on a previous
weapons and narcotics case, might have been seen in the area of International Boulevard and Hegenberger Road in Oakland in the last week, Dudek said.
Trujillo lived in Hayward but has fled the area and might be staying in Sacramento, according to Dudek. He said there are three other suspects in the case,
but investigators are still gathering information and haven’t yet obtained arrest warrants for them. He said warrants for the other suspects probably will be
issued in a few weeks.

Police are asking the public for help in identifying a person of interest linked to
the Aug. 24 shooting death of 39-year-old Vallejo resident Corey D. Dunn. Officers
responding to reports of multiple gunshots heard by neighbors in the 200 block
of Woodrow Avenue found Dunn shot to death in a residential garage, police
said. Nearby residents told police a man fled the scene and hopped in a black van
shortly after the shots were fired. Based off a witness’s rendition of the person of
interest, police describe the subject as a black man approximately 30 to 40 years
old, 5 feet 9 inches to 6 feet tall and weighing between 190 and 200 pounds. Police
caution not to confront the man if he is sighted, but to contact police and to note
the license plate if a similar van is noticed. The man may be traveling in the black,
full-size van he reportedly used to flee the scene. That van is American in make
with a tan or light-colored horizontal stripe around the body and has a very loud
exhaust, according to witness reports to police. Please call the Fugitive Watch

Murder / asesinato
The Vallejo Police Department is requesting the public’s help in locating two suspects connected to an Aug. 8 homicide in the city. Active leads that the
department has been following this week indicate the primary suspect in the murder of Saint Nick Stanley, who was found dead in a vehicle last Sunday, is
Alfonso Arthur Mestas Jr., 37, of Vallejo. A warrant has been issued for his arrest on suspicion of murder, police said. Mestas’ girlfriend, 22-year-old Jessica
Gonzales, is also wanted as an accessory to the murder of Stanley. The pair is not in custody and police believe they may be together. Police found Stanley,
38, on Aug. 8 just before 3 p.m. when they responded to a call about a man bleeding in a parked truck in the parking lot of the Deluxe Inn located at 2070
Solano Ave. in Vallejo. Stanley’s body was in the driver’s seat of the running vehicle when police arrived. He had been shot once and was pronounced dead at
the scene. An autopsy the following day confirmed that the gunshot was the cause of death, police said. Police consider Mestas to be armed and dangerous.
He sometimes uses the moniker “Capone,” which is tattooed on his right arm, police said. If they are located, police insist people not attempt to contact the
suspects, but instead call 911 immediately.

WATCH...1-800-9CAUGHT
Vallejo police announced Friday that they are seeking a third suspect in
connection with the fatal shooting of a 38 year old man earlier this month. At
about 2:50 p.m. on Aug. 8, police responded to the Deluxe Inn at 2070 Solano
Ave. on a report of someone dead in a vehicle. Officers found the victim, Saint
Nick Stanley, in the driver’s seat of a truck with its engine running, police said.
Stanley, a Vallejo resident, had been shot once and was pronounced dead at
the scene. A week later, police identified two suspects that they were seeking
in connection with the murder. The primary murder suspect, Alfonso Arthur
Mestas Jr., 38, of Vallejo, is believed to be with his girlfriend, 22-year-old Jessica
Gonzales, who is wanted as an accessory to the murder, according to police.
Investigators announced Friday that a third suspect, Misty Dale Jackson, 36,
is also wanted as an accessory to the murder. Jackson is described as a white
woman who is 5 feet 4 inches tall, 150 pounds, and has brown hair and blue
eyes, police said. Mestas, who sometimes uses the moniker “Capone,” which is
tattooed on his right arm, should be considered armed and dangerous, police
said. Mestas is described as a Hispanic man who is 5 feet 10 inches tall, weighs
225 pounds, and has black hair and brown eyes. Gonzales is described as a
white woman who is 5 feet 5 inches tall, weighs 160 pounds, and has brown
hair and hazel eyes. If any of the three suspects are located, police insist that
people do not attempt to contact them, but instead should call 911 immediately.

Attempted Frightening
In a flurry of candy and goodies, tricks and treats, pranks and goblins –
Jack O’Lantern is watching and ready to strike out at those who do not
obey the rights of Halloween. It has been reported that O’Lantern lurks
in areas of eerie darkness, and preys upon those who dare to venture out
on their own without two buddies. He is frightened by bright porch lights,
exterior lights and flashlights. He allegedly cruises the streets, alleys and
parks with reckless abandon, looking for those who fumble with long
cumbersome costumes, frequently manipulate vision-impairing masks,
and have no hands free to avoid injury. Fugitive Watch is asking your

Why Sharks Circle You Before Attacking
Two great white sharks swimming in the ocean spied survivors of a sunken
ship. “Follow me son” the father shark said to the son shark and they swam to the
mass of people. “First we swim around them a few times with just the tip of our fins
showing.” And they did. “Well done, son! Now we swim around them a few times
with all of our fins showing.” And they did. “Now we eat everybody.” And they did.
When they were both gorged, the son asked,”Dad, why didn’t we just eat
them all at first? Why did we swim around and around them?”
His wise father replied, “Because they taste better without the baloney
inside!”

Campus crooks use stolen student ID card to have pizza delivered to their dorm
room
Two weeks ago, my daughter, a freshman at the University of Cincinnati,
had her wallet stolen while she was participating in an intramural basketball game.
It contained her student ID, a bank debit card, driver’s license and room
keys. She reported it to the campus police, and then to her bank to cancel the debit
card. At that time, she found out that the debit card had been used at a gas station
just off campus.
Two days later, the wallet was returned, minus the debit card and student
ID card. The student ID card can also be used as a debit card at on-campus and

some selected off campus locations. When she checked the balance on her student
ID card, she found that it had been used at an off campus pizzeria, where they had
placed an order that totalled $45.00, and then had it delivered to their dorm.
Police also checked the video system at the gas station. They had obligingly
come inside to make a purchase, and stood directly in front of one of the in-store
surveillance cameras.
Their initial court appearance is pending.
