Purpose. To prescribe procedures for the nomination and selection of the BJOQ/SOQ/BJOY/SOY for the staff of COMNAVRESFOR. 2. Discussion. The BJOQ/SOQ/BJOY/SOY Program recognizes one Sailor who is the best representative of the ever-growing group of dedicated professionals who serve as role models of professionalism and personal dedication. Each BJOQ/SOQ/BLJOY/SOY candidate is typified by sustained superior performance, proven leadership, a proven dedication to self-improvement, outstanding professionalism, strong military bearing, and superior personal appearance. The COMNAVRESFOR Staff Command Master Chief 3. Coordination. (C/MC) is the coordinator of the Staff BJOQ/SOQ/BJOY/SOY Programs. 4. Criteria for Nomination/Eligibility a. BJOQ . Enlisted personnel in paygrades El through E4, except personnel frocked to E5, will be considered for nomination and selection. b. SOQ. Enlisted personnel in paygrades ES and E6, including frocked personnel, will be considered for nomination and selection. Personnel selected for advancement to E7 are not eligible. The Evaluation Report and Counseling Record (E1-E6) NAVPERS 1616/26 will be used for both BJOQ and SOQ nomination packages. (1) Blocks 1 through 9 and blocks 14, 15, 20, 21, 28, and 29 are to be filled with data as it pertains to the member being nominated. (2) Blocks 10 through 13, 16 through 19, and 30 through 41 are omitted and left blank. (3) Block 42. or person nominating. Signature of Leading Petty Officer (LPO) (4) Block 43. Selection Process (1) BJOQ. The C/MC will designate by letter, the Board Chairperson and a minimum membership of four First Class Petty Officers. The Board Chairperson is responsible to coordinate the time, place, and uniform for the board with board members and BJOQ nominees. (2) SOQ. The C/MC will designate by letter, the Board Chairperson and a minimum membership of five Chief/Senior Chief Petty Officers. The Board Chairperson is responsible to coordinate the time, place, and uniform for the board with board members and SOQ nominees. (3) For both the BJOQ and SOQ Selection Boards: (a) Each BJOQ and SOQ nominee will be interviewed by the selection board. (b) Enclosure (1) of this instruction will be used to evaluate and score each individual candidate. The candidate with the highest cumulative point total of all voting board members will be recommended to the chain of command as the selectee. In the event of a tie, a restore will be held and a subsequent tie will be decided by the Board Chairperson. (c) The Board Chairperson will report the findings of the board via written letter to the C/MC. (d) Final approval authority of all selection board results rests with COMNAVRESFOR Chief of Staff (NO1) or designated representative. d. Recognition/Special Privileges (1) The Sailor selected as the Staff BJOQ will receive the following: (a) Admiral’s Meritorious Mast. (b) Flag Letter of Commendation. (g) Congratulatory note placed in the plan of the week. (h) Automatically placed in nomination for BJOY competition. (i) Presentation at Command Awards Ceremony. (2) The Sailor selected as the Staff SOQ will receive the following: (a) Admiral’s Meritorious Mast. (b) Flag Letter of Commendation. (c) SOQ Certificate. Nomination Package Criteria/Procedures (1) Follow the guidelines provided by enclosure (2) of this instruction for the BJOY nomination format. (2) Departments are limited to one nomination per division within their department, except in the case of previous BJOQs. (3) Nomination package shall reach COMNAVRESFOR (NO1C) by the last Monday in January . c. Selection Process. The C/MC will designate by letter, the Board Chairperson and a minimum membership of five First Class Petty Officers.
