260.3 ANNUAL BUSINESS PLAN PROGRESS REPORT

Purpose
To provide Council with an update of year to date progress against the 2015-16 Annual
Business Plan for the September 2015 quarter.
Background
Council adopted its 2015-16 Annual Business Plan on 7 July 2015. The Annual Business Plan
sets out the priorities for Council for the coming year and details the programs and projects
to be delivered in 2015-16.
The First Quarter Progress Report (Attachment 1) presents the Business Plan actions for 201516 and is provided to update Council on the progress against the Business Plan at the end
of September 2015.
Proposal
The Annual Business Plan 2015-16 report details 29 actions to deliver the 2015-16 Annual
Business Plan. These actions include deliverables specifically identified as key objectives of
the Annual Business Plan 2015-16 and the CEO’s Key Performance Indicators. These
objectives include:

Stormwater Harvesting and Re-use Scheme
Monarto Five Ways Intersection
Murray Bridge B-Double and OD Bypass Route (Stage 1)
Riverfront Masterplan
Comprehensive Review of the Community and Strategic Plans
Long Term Financial Plan review
Asset Management Plans
Community Engagement Framework
With the exception of the Strategic Property Review, all Annual Business Plan key objectives
have commenced with the Community Engagement Framework and Lerwin Strategic
Review completed. All other projects are on track to be completed within the required
timeframe
Of the total 29 actions –
• 1 action has not been started
• 38% have progressed by over 50%
• 52% have progressed by less than 50%
• 2 have been completed
Legislative Requirements
Section 123 (2)(b) requires that the Annual Business Plan includes an outline of the Council’s
objectives for the financial year.

Quarterly reporting on the progress of projects:

enables the Council to monitor activities to ensure that projects stay on track

Quarterly monitoring and reporting on the progress of projects and financial position
provides a vigorous business process that assists in mitigating any identified strategic risk.

The final Annual Business Plan progress reports will be posted on Council’s website following
