REPORTS FFV 2007 Annual Report 2007 Annual Report 2. REPORTS 2.1 PRESIDENT’S REPORT Since the new Board was elected on the 3rd of August, it has been an exciting, demanding and exhilarating time for myself, the Board, our CEO and his team at FFV. Our main target has been to have a Strategic Plan implemented in the New Year of 2008, keeping our sights set firmly on the future direction of FFV. The real task at hand was to listen to what the football people in Victoria currently thought about our game and how they believed the direction the FFV should be focused and driven. We traveled and made ourselves available to all clubs, across all zones and met with our six Standing Committees and 24 Zone Representatives, listening and noting with help from the facilitators from Sports Business P/L all the evaluations and ideas of the stakeholders. Additional interviews with relevant state government departments, local councils, Melbourne Victory, VIS and FFA also took place in November and were folded in to the mix before the board sat down to commence setting the Strategic Plan Framework. Members have been invited to attend a Planning Workshop on the 19th December 2007 which we see as one of the most important sessions we will hold to date. There have been many other matters that have arisen over the last few months and the CEO will discuss the operational achievements and the new directions from FFA but our job as a board is to get the long term plan settled so that all our stakeholders can see where the game is heading in Victoria. We thank the many tireless volunteers of our game, we are fully appreciative of the fact that their work load is enormous. Visiting the country regions and seeing first hand their special conditions re travel , effects of the drought and the isolation from many services inspired us to work harder on providing equal opportunities for all Victorians. I can say with confidence that the efforts of all involved in our great game are reaping great rewards. The number of new participants each year is growing and we are seeing a wonderful increase in girls playing. The excitement of seeing the Victorians excelling in various national teams and in the A League makes us all proud and many can claim some ownership of their success. Thank you to everyone involved at all levels and I ask that you ensure you give your own families the attention that they deserve as well as other people’s children when you are volunteering in our great game. On behalf of the Board of Directors, thanks for your support. Tony Dunkerley President Football Federation Victoria 2007 Annual Report 2. REPORTS 2.1 CHIEF EXECUTIVE OFFICER’S REPORT It is an honour to be able to table my first report as CEO of FFV since my appointment in early May. It has from day one been an invigorating yet challenging introduction to the sport. The first mandate of my employment was to ensure the finalisation of the constitutional reform process, one which involved administering the election process for the new Zone Representatives and Standing Committees. This was followed closely by an election process for the Board of Directors via the newly appointed members being the Zone Representatives and Standing Committee Chairpersons. I am pleased to report that this process is now finalised and on the 3rd August 2007 the deferred 2006 AGM was held and a new Board of six representatives being Tony Dunkerley (President), Bart Harrold, Chris Nikou, Jamie Parsons, Mark Trajcevski and Nick Monteleone were elected. The process of implementing the constitutional reform demonstrated the passion and determination of the stakeholders to see the reform implemented that would provide a voice for all aspects of the sport. The new Board has taken the mandate to implement change, principally illustrated by the Board developing and agreeing to a Board Charter that sets the governance and leadership philosophies for the organisation. Following closely on this document was agreement from the Board that a new strategic direction for the sport be developed and this has required a bottom up approach to the development of the Strategic Plan. The Board’s commitment to this can not be underestimated as from the months of September to November they have undertaken a consultative roadshow that included over 20 meetings where every club, Standing Committee and Zone Representative had the opportunity to express their views in an open forum. The consultative process has also included state government, local governments, Victorian Institute of Sport, Melbourne Victory and Football Federation Australia. At the 2007 Annual General Meeting the Board will outline a blue print for the sport going forward. While both mine and the Board’s focus has been on developing the strategic direction for the sport, the office staff have been committed to the delivery of the 2007 season. I would like to express my thanks to the hard work of the staff and congratulate the clubs participation in competitions around Victoria and also the Victorian State Teams who proudly represented Victoria at the National Championships, China Mens Tour and National Futsal Championships. No doubt the highlight of the 2007 season was the Matildas performance at the FIFA World Cup in China, in particular Victoria’s own Melissa Barbieri performance in goal for Australia. I am confident this will provide a great launching pad for the further participation of females within the State. The season could not have happened without the support from both local and state governments, and corporate partners, thank you to one and all for your continued support. Finally, thank you to all the volunteers including club officials, referees, coaches and the administrators that helped deliver the sport in Victoria throughout the season. Both the Board and I have certainly heard your concerns and we’re well abreast of the challenges of delivering the sport and we look forward to working with you as your state organisation going forward. Mark Rendell Chief Executive Officer Football Federation Victoria 2007 Annual Report 2. REPORTS 2.3 COMMERCIAL OPERATIONS In 2007 Commercial Operations welcomed a new Head of Department who has continued to maintain strong relationships with existing sponsors and partners while also working on new relationships that will be revealed in time for the 2008 season. Nestle MILO continued their naming rights arrangement for all junior programs and competitions. Their support of MILO GoalKick was again a big factor in the program’s continuing success. The program was headlined by a mid-year launch in the City Square, attended by Socceroo Mark Schwarzer and Melbourne Lord Mayor John So. 2007 saw Foxtel bolster its support of the Federation, taking on the naming rights of the Men’s Premier League, branded the Foxtel Cup. The department continued to engage in multi-layered promotional programs including further investment in web-technologies that will continue to evolve in 2008. 2.3.1 LICENSING PROGRAMS A ruling by the ACCC in November will see some amendments to FFV’s licensing program which will widen the number of apparel licensees from four to as many as eight. The continuation of the program will help maintain a minimum standard of uniforms for team’s competing in affiliated competitions, whilst also delivering a valuable revenue stream to the Federation to assist in the administration of the sport. FFV thanks COVO Sports, NIKE, Kelme, Adidas, Mitre, Patrick and Spartan for their continued support. 2.3.2 MEDIA Coverage of football at all levels is continuing at unprecedented levels, with local and ethnic media providing significant vehicles for news and information pertaining to local leagues at all levels. FFV’s relationship with the Herald Sun has continued and the paper has consistently given exposure to the flagship Foxtel Cup competition. In conjunction with TVH, the Victorian Football Show has continued to gain strong audiences on Channel 31 and Foxtel’s Aurora Community Channel, whilst community radio station XX Radio carried live coverage of the Foxtel Cup Finals Series. FFV has commenced web-casting vision of game’s on the Federation’s web site as well as post-match interviews and magazine style programs that is to be boosted in 2008. Commercial Operations will continue to foster relationships with all levels and forms of media to gain even greater coverage of the local game across the state. 2007 Annual Report 2. REPORTS 2.3.3 EVENTS Gold Medal Night was again a success at the Grand Hyatt with more than 500 guests helping celebrate Victorian football’s night of nights. This year was the first time that the event was staged without the assistance of an external event company, ensuring greater fiscal success of the event that was hosted by Fox Sports Football Analyst Simon Hill and headlined by comedian Dave Hughes. As was aforementioned, the MILO GoalKick launch and subsequent Today Show appearance further enhanced FFV’s reputation as a leading vibrant sport in the Victorian market place. The department also oversaw the commercial and promotional aspects of the finals series, culminating in the Grand Final played out in front of more than 5,000 fans. Susan Dean, Head of Commercial Operations 2007 Annual Report 2. REPORTS 2.4 FOOTBALL OPERATIONS 2.4.1 COMPETITIONS In a year dominated by the impact of the drought and advanced staged water restrictions, the 2007 metropolitan competition season ultimately proved a success, with more leagues and teams represented than ever before. Credit is due to all clubs and their administrators in showing faith in a competition season which at times appeared threatened by the absence of consistent rainfall. The Foxtel Cup welcomed the introduction of the Australian Institute of Sport, who were a breath of fresh air with the energetic style of football they brought to the table. Their inclusion allowed the Victorian Institute of Sport to also grace the Under 21 competition, and they finished a creditable fifth in a league comprising sixteen teams. The Preston Lions were the standout performer throughout the home-and-away season, claiming the minor premiership after an awkward start which only saw them notch their first win of the season in the fourth round. After a surprise defeat to the Whttlesea Zebras in the Major Semi-Final, the Lions proved a class above in an entertaining Grand Final, winning 3-1 against the Zebras at Bob Jane Stadium. The Women’s Premier League saw a new champion, with Heidelberg United claiming it’s first ever championship courtesy of a nail-biting 3-2 win over Box Hill Inter. It was just reward for a team that had come so close the previous season. 2007 witnessed the introduction of the Men’s Metropolitan League, a competition designed to provide a bridge between the Men’s Provisional League and the Men’s Thirds League. Keilor Wolves were crowned the inaugural Metropolitan League champions, and it appears likely that the league will comprise two divisions in 2008 as interest levels continue to rise. At junior level, the Under 18 Super League was launched as a development pathway for our younger players and match officials into the Under 21 Men’s Premier League. The competition was largely showcased at the Darebin International Sports Centre, and Melbourne Knights were crowned foundational champions. 2.4.2 REGISTRATIONS From an administration perspective, the 2007 season witnessed the rollout of the National Registration Regulations, which incorporated all of regional Victoria registering their participants on-line for the first time since the SportNet system was introduced in 2004. Over 42,000 participants registered their players on-line, along with completing the paper-based form process required by FFA. Overall, participation numbers continued to climb in almost all categories. Tony Persoglia, Head of Football Operations 2007 Annual Report 2. REPORTS 2.4.3 REFEREES FFV has enjoyed another successful year on the refereeing front. As will be further detailed in the section relating to tribunal, the Federation took a major step towards building greater respect for officials by instituting a zero tolerance policy towards the abuse of referees, amongst others. The state’s elite referees have continued to be recognised on the big stage, with six Victorians taking up positions in the A-League coupled with Jim Ouliaris and Hakan Anaz gaining experience in Asian Football Confederation competitions. Total numbers in the officiating ranks remained strong, hovering around the 1,000 mark, whilst the continued growth in young referees – both male and female – has been an encouraging sign for the sport moving forward. 2.5 ELITE DEVELOPMENT 2.5.1 YEAR IN REVIEW Elite Development has enjoyed a year of exciting developments, highlighted by the launch of the new V>Elite Program, which had close to 2000 players enter the initial trial phase. The Women’s National Training Centre moved to a full time program through out the year while the performance of the state’s teams at the Girls and Boys National Youth Championships was much improved on years gone by. Victorian players again stood up to be counted across our national teams, with standout elite players Melissa Barbieri, Kamal Ibraham , Petar Franjic, Tedros Yabio, Matthew Theodore, Amy Jackson as well as breakthrough performances from up and coming players like Enza Barilla, Millie McLean and Stef Cola. Elite Development continues to build on Victoria’s reputation as a leading football state with the success of its development program, new targeting initiatives, revised squad formats, high quality staff appointments (Ange Postegoglou) and a strong aspirational culture of elite performance and success. Coaches and Staff have worked closely with stakeholders to ensure our footballers have had the best possible preparation and support. Futsal continues to grow within FFV with participation numbers and affiliation numbers increasing with 1728 register players and 33 registered referees. FFV’s coaching department had over a 1000 coaches complete accreditation courses. These include junior, youth and senior accreditations. Further to this, a number of coaches have embarked on their Asian Football Confederation licensing courses. Melissa Barbieri remains established as the number one keeper for the Matildas and for a large part of the year was unavailable to the NTC program whilst the Matildas prepared for the World Cup and Olympic Qualification. NTC staff were able to further facilitate her development by assisting her to be registered with the Richmond FC Foxtel Cup Under 21 team. 2007 Annual Report 2. REPORTS Looking ahead, the release of FFA’s Game Development Plan means further work needs to be undertaken in partnership with our stakeholders to sustain the momentum built over the last year. The coaching area has continued to deliver a series of seminars and courses that is continuing to shape the development of football educators in the state. FFV accredited more than 1,000 coaches through out the year while the organisation has continued to deliver regional areas better access to coaching education. As well as regular courses, coaching development has been fast tracked by the inclusion of a series of Work Shops which have covered various coaching topics over the year. The Annual Elite Coaches Conference was held at Rydges on Bell and St Monica’s College and was again a great success bringing together some of the best coaching minds in the country, delivering varied content to more than sixty coaches. Australia’s move into the Asian Football Confederation saw the conversion of senior accredited coaches and above to the globally recognised AFC curriculum. FFV Coaching and Development Manager Harry Bingham has taken a leading role in the delivery of exclusive AFC accredited courses through out the year. 2.5.2 TRAINING PROGRAM FFV works with coaches at a vast array of training venues across the State. The FFV Elite Development department staff, together with head coaches, assistant coaches and staff monitor and oversee the training and competition schedules for coaches within the state program. 2.5.3 COMPETITION PROGRAM FFV sent four boys and two Girls state teams to the 2007 Qantas National Youth Championships in Coffs Harbour. Victoria was represented by both Country and Metropolitan sides in both the Under 14 and Under 15 Boys age groups and the Under 15 and Under 17 Girls. The tournament represented a gruelling eight day event. The Girls State Championships were again held at FFV Headquarters with increased numbers and a pleasing improvement in the standard of play. Over 400 female footballers showed their wares to the various selectors on October 13-14 with more than 3000 people enjoying the football carnival. 2.5.4 WOMEN’S NATIONAL LEAGUE With a large preparation schedule facing the Matildas in a World Cup year there was no formal Women’s national league during 2006-07. FFA has flagged plans to reintroduce the competition in 2008-09. 2007 Annual Report 2. REPORTS 2.5.5 NTC CUP - SUPER LEAGUE NTC this season played 19 games against the U14’s Super League boys with a record of 10 wins, 2 draws and seven losses. NTC reached the Quarter Finals of the NTC Cup series where they were knocked out by Green Gully. Eric Hollingsworth, Head of Elite Development 2.5.6 FUTSAL Futsal held a successful State Championships with the growth of the game necessitating the event splitting into two separate competitions for clubs and schools. Victoria Futsal performed admirably at the National championship in Canberra. REPORTS 2.6 BUSINESS AFFAIRS 2.6.1 CONSTITUTIONAL REFORM Over the year there have been significant steps taken to finalise the number of zones and their boundaries to enable FFV to move forward with the election of a new Board of Directors. This was ultimately achieved in July 2007 and now we have an elected board that is truly representative of a democratic process the sport can be proud of. Moving forward, FFV is in the process of developing a new strategic plan that will provide football with a framework that will enable it to realise its growth potential and become a leader in service delivery. 2.6.2 GOVERNMENT RELATIONS A big part of FFV’s success in delivering Constitutional Reform has been the strong working relationship we now have with Government and the various government funded departments. This was clearly evident when FFV met with the Minister for Sport, Mr. James Merlino, Mr. Carlo Carli MP (Member for Brunswick) and other state government ministers in a general discussion regarding the directional path of football and the needs and issues facing our sport. Sport and Recreation Victoria (SRV) and VicHealth continue to provide FFV with valuable funding. 2006-07 saw the conclusion of funding under the Pathways to the World Game Scheme (SRV) and the Partnerships for Health Scheme (VicHealth). In addition, the Women’s Sport Package funded through SRV also drew to a close, however, FFV continues to commit resources into a legacy program that will see an ongoing focus towards the development of initiatives that will create further participation opportunities (active & non-active) for women in football. Government remains critical to FFV’s ability to service the football community, and we look forward to their ongoing support in the future. VicSport, as well as the Australian Drug Foundation through the Good Sports Program, provide FFV with tremendous support, particularly in the education of clubs and volunteers. The ongoing support of CMYI, Victorian Multicultural Commission, Regional Sport Assemblies, Department of Immigration and Multicultural Affairs, Play by the Rules, Onside Victoria, and a host of other organisations is greatly appreciated. 2.6.3 LOCAL GOVERNMENT One of the biggest issues facing FFV is the ability of Local Government to meet the forever increasing demand for grounds and facilities to cater for the growth in football. To that end, it is fair to say that councils are gradually and positively shifting their focus in meeting this demand. FFV has been trying to do its bit to expedite the process by forging strong interpersonal relationships with council executives, recreational planners and consultants across Victoria. One of the key outcomes of 2007 has been the finalization of the Eastern Region Soccer Strategy. After almost two years of work, the steering committee made up of six councils (Whitehorse, Maroondah, Knox, Boorondara, Manningham & Monash), SRV and FFV are close to releasing the final report. This challenging project will provide the key stakeholders with the blueprint to understand the needs of football and provide improvements to infrastructure that will attract more people to the game. Not surprisingly, a number of other football strategies have emerged that involve 2007 Annual Report 2. REPORTS collaborations between Casey/Cardinia/Yarra Ranges, Bayside/Kingston and Moreland/ Hume/Moonee Valley councils in addition to those individual council projects undertaken in-house. From a country perspective, there has been tremendous work carried out in Ballarat and Bendigo in the development of regional football centres, which we anticipate will take further shape in 2008. Bringing together a broader range of stakeholders in a collaborative sense will only serve to improve our sport’s ability to see further facility improvements and upgrades and FFV is keen to proactively support and engage going forward. 2.6.4 COUNTRY AND AFFILIATED PARTNERS FFV has continued to work hard at establishing clearer lines of communication and support structures with affiliated partners, particularly in Country Victoria. The constitutional reform process over the last 12 months has certainly provided FFV with an opportunity at building closer links with our regional stakeholders. 2.6.5 INTERNATIONAL RELATIONS Following on from Melbourne victory’s tour in July, the Victorian Men’s State Team partook in a two-match tour of China in mid-October. Despite losing both matches against Dalian Shide FC (1-3) and against Guangzhou Pharmaceutical FC (0-1), the tour was tremendous learning curve for what was largely a young and inexperienced squad. FFV was successful in enhancing its player/coach pathway process and building some key strategic partnerships. As a result of the key strategic partnerships developed over the last six years, FFV is now in a strong position to develop, control and implement its own international arrangements. FFV is currently in the process of finalising future tours for its senior men’s and women’s representative teams in 2008 as well as appointing an international football coach to assist in the development of our representative teams and further those business opportunities in China. 2.6.6 SPECTATOR BEHAVIOUR This year saw FFV take serious steps in curbing and dealing with poor spectator behavior in football. FFV will continue to work with its clubs, State Government, Victoria Police, Security Providers, Football Federation Australia and its security consultants to create a framework that will make football venues safer, more comfortable and family friendly. A significant part of this project will involve the development of partnerships via the engagement of those key stakeholders and the rollout of educational forums and policies that will mitigate risk going forward. George Angelopoulos, Head of Business Affairs 2007 Annual Report 2. REPORTS 2.7 TRIBUNAL AND APPEALS BOARD - A DIVISION OF OPERATIONS 2.7.1 HEARINGS 2007 was a watershed year for the FFV Tribunal and Appeals Board. Not only were the number of Tribunal and Appeals Board members boosted, the amount of matters that went before the Tribunal increased. In 2006, 89 cases were heard before the Tribunal and Appeals Board. In 2007 that number had risen to 163, representing an increase of 85%. The increase in Tribunal hearings can be attributed to a range of factors including: • The tougher red card fixed penalty player suspensions which created more appeals from those penalties. • The new FFA Regulations. • The new zero-tolerance policy in junior fixtures which FFV introduced during 2007. • The fact that there are more participants playing football than ever before would likely equate to a natural increase in Tribunal and Appeals Board misconduct matters. • A more vigorous investigative process undertaken by the disciplinary staff. TABLE A: NUMBER OF TRIBUNAL AND APPEALS BOARD HEARINGS The Tribunal and Appeals Board typically sat on a Wednesday night. This convention will continue into 2008 and 2009 respectively, although at a new venue. TYPES OF TRIBUNAL AND APPEALS BOARD HEARINGS Throughout 2007 a wide range of cases went before the Tribunal for determination. The matters have been classified into broad groups as outlined below. From time to time, some cases fall under more than one category and in those instances those cases are recorded against all of the categories they fall under. 2007 Annual Report 2. REPORTS 2.7.2 RED AND YELLOW CARDS The 2007 season saw the Disciplinary Department administer over 1000 suspensions across Senior and Junior Competitions, stemming from red cards and the accumulation of five yellow cards respectively. In total, there were 1266 such suspensions. They can be categorized as 790 senior red cards, 181 junior red cards and 295 instances when five yellow cards were accumulated. Some interesting and notable facts include: a) 206 of the 1266 player suspensions were as a result of a player using offensive, discriminatory gestures and/or language against a match official, another player or other persons; and b) a total of 355 player suspensions were as a result of a player receiving a second caution (a second yellow card). One encouraging note that can be derived from the player suspensions tally this year is that the number of player suspensions has decreased. In 2006 there were a total of 1448 player suspensions, as compared to 2007’s 1266. 2.7.3 FFV ZERO TOLERANCE POLICY IN JUNIOR GAMES In 2007 the FFV Tribunal heard a disturbing number of cases involving the use of offensive, insulting or abusive language against junior players. Often such language was used by club officials, coaches and spectators. In response to such cases, the FFV Board in June 2007 wished to make it clear that its primary concern is the welfare of children who are playing in FFV junior football competitions. The Federation’s judiciary has handed out its findings accordingly. 2.7.4 NEW DEVELOPMENTS RULES AND REGULATIONS One of the major challenges this year for the Disciplinary Department and Tribunal and Appeals Board members was working with FFV’s existing set of Rules and Regulations. Looking to the future, the Disciplinary and Operations Department have commenced the revamping of FFV’s Rules of Competition and Regulations. Sports Lawyer, Tim Frampton has been briefed to begin drafting. While the process has just commenced and the end product is still to be produced, we are aiming for a consistent, clear and fairer set of rules for all of the parties subjected to them. NEW TRIBUNAL VENUE FOR 2008 AND BEYOND Throughout the 2007 season, the Tribunal and Appeals Board held its hearings at FFV Headquarters in Thornbury. In 2008 the Tribunal hearings will be held in a new venue at the Psychologists Registration Board, level 10, 379 Collins street, Melbourne (on the corner of Queen and Collins Streets), and is a purpose built facility with court rooms and meeting rooms. 2007 Annual Report 2. REPORTS TRIBUNAL AND APPEALS BOARD MEMBER RECRUITMENT At the start of 2007 FFV had just 12 tribunal members on the roll. This was too small a number when typically two tribunals operated on a weekly basis, resulting in at least 6 members being used. With only 12 members, some people were being asked to sit several weeks continuously, which was not desirable. Throughout the season over a dozen new members were inducted. There are now 26 Tribunal members on the roll. In addition, three more Appeal Board members were inducted, increasing its number from five to eight. Lydia Dowse, Head of Operations 2.8 FINANCE REPORT On completion of the audited financial statements of Football Federation Victoria for the financial year 31 October 2007, FFV reported an operating profit of $ 44,625 resulting in an increase in the Federation’s retained earnings to $469,036. KEY HIGHLIGHTS • Consolidated revenue increased by $640,479 whilst expenditure increased by $660,320 compared to the 2006 financial year. • Net assets increased by$44,625 after decreases in total assets and liabilities through the financial year. • This financial year the FFV invested in additional developments to the Sportnet online registration system including online team registrations for Metro Junior, Women’s, Thirds and Masters leagues. • Access to all regional affiliate clubs to allow regional clubs to register players online and the capability for Metro and Regional club official details to be updated online as part of the FFV strategy to provide clubs with real time access and reducing the requirement for paper form lodgment. • The FFV signed an agreement with the Victorian State Government Sport Recreation Victoria to participate in the Drought Relief Community Sport & to the value of $75,000 along with Tennis Victoria and Cricket Victoria. The amount incurred in 2007 financial year was $25,000 the balance of $50,000 will be incurred in the 2008 financial year. • FFV invested in capital improvements at the Darebin Sports International Centre including the installation of lights on pitch 3 to the value of $95,734. • Depreciation increased by $100,481, an increase of 29% due to continued investment in software developments and infrastructure improvements at DISC. FFV has estimated that the useful life of it’s customer management system is to end 31 October 2008. As a result FFV has accelerated the depreciation of the system and has recognised an additional $79,345 this financial year. This is due to FFA planning to introduce a new CRM database to replace Sportnet in season 2009. We take this opportunity to recognise the efforts of club officials who volunteer their time to the benefit of participants, clubs and the football family. Finance look forward to continued support in the development and growth of the game in 2008 and beyond. Chris Attard, Head of Finance 2.8.1 AUDITOR’S REPORT 2007 Annual Report 2.
