It was also a pilot site for the Reaching Every Depressed Area (RED) approach, which preceded RUP. In 2011, Makati expanded its focus from IYCF and breastfeeding to other maternal, neonatal and child health services. The RED/ RUP approach is integrated into the city’s health programs. In fact, the city did not develop a new Technical Working Group (TWG) for RUP. Instead, implementing approaches to reach the urban poor were incorporated into the mandate of the Maternal, Newborn and Child Health and Nutrition (MNCHN) TWG. The TWG membership was also expanded, to include representatives of the City Social Welfare and Development Office, the City Urban Planning and Development Council and the association of Barangay Councilors. The City Health Department augmented the funds given them by WHO, through LGU funds and the MNCHN grant from the Department of Health. Volunteers developed and trained through RUP were made members of the Community Health Teams (CHTs). Results of the RUP Implementation A comparison in the 2010 annual baseline data and end line data in 2011, showed increases in the performance among the 10 RUP barangays in terms of core MNCHN indicators.
