Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian
organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare
exclusion and natural disasters. MSF offers assistance to people based only on need and
irrespective of race, religion, gender or political convictions.
The goal of the MSF OCB (Operational Center Brussels) Supply Unit for the coming years is to
implement a global coordination on the supply chain in order to get a more efficient and cost
effective flow for our goods from the point of origin to the point of consumption (End to End concept).
In order to improve data exchange between MSF Supply, the procurement center for MSF OCB and
its regional hub KSU (Kenya Supply Unit), based in Nairobi, there is a need to upgrade the IT/IS
systems for KSU.
We are currently looking for :
A Project Manager IT/IS (6 months contract)
Under the supervision of the Site Director of MSF Supply and the General Manager of KSU, the Project
Manager will be responsible for the coordination and follow-up for the implementation of the new IT/IS
architecture at KSU (Kenya Supply Unit).
As head of the Project Management Team, the IT/IS upgrade Project Manager is globally responsible for the
realisation of the project for the supply and finance business area and is specifically in charge of the functional
aspects.
The project should logically be divided into 3 phases:

An analysis phase aiming at analyzing the requirements available through former faisability studies
and translate those into a project plan

A implementation phase, supported by an adequate support/training strategy

A maintenance phase, with the possibility of re-initiating one or several development cycles for new
versions
RESPONSIBILITIES:

As head of the Project Management Team, be the leader in the global project management process
(follow-up, phasing, coordination of the stakeholders, representation, reporting, change management,
quality management, risk management, definition and respect of deadlines and budgets, project
documentation…)

Lead and manage the project management team and advise, support and inform the project board.

Develop the implementation and training strategy for the applications, in collaboration with all the
stakeholders (MSF Supply, MSF Logistique, KSU) taking into account the organisational, functional,
and technical constraints.

Define with the project board the organisational supply setup, HR and financial resources necessary to
support the training & deployment strategy.

Write the supply processes, the user requirements and the functional specifications for the required
developments based on the existing studies

In collaboration with IT department, ensure that technical requirements are in place in order to deploy
the applications.

Identify training needs; setup and train international or/and specific training teams and organize the
training

Assure the exhaustive final testing of all supply functionalities developed as per technical
specifications, until final version is ready for deployment.

Build up a support strategy for the tools
PROFILE

Degree in Logistics or Supply Chain Management or University degree in Economics or in IS/Business
Applications with strong knowledge in Logistics/SCM

Expertise in Supply Chain Management

Very good knowledge of MSF supply chain is an advantage

Definition and modelling of functional user requirements, processes and specifications

Functional design of supply information systems

Good overall comprehension of the IT/IS field is a plus (architecture, databases, etc…)

Experience and/or very strong interest in designing, developing and implementing IS solutions

Several years of relevant professional experience in Supply Chain positions

Proven experience in projectmanagement, with knowledge of one ore more methodologies

Rigor, organisation, sense of priorities

Capacity of analysis and synthesis

Good communication skills and diplomacy

Capacity to work independently, initiative

Cultural/organizational sensitivity;

Flexibility

Team spirit

English (strong oral and written skills)

French good knowledge required

Available for travels to Nairobi (60%), Brussels (30%), occasional trips within Europe (Bordeaux,
Paris,…).

Significant autonomy in daily work..
Salary based on experience + meal vouchers, hospital insurance, group insurance, 13th month, travel
expenses, 26 days paid holiday.
