Centennial year
ends with parade
The 37th annual Seal
Beach Christmas Parade,
expected to draw more than
3,500 spectators, will start
at 7 p.m. tomorrow, Dec. 4.
More than 100 entries will
march down Main Street from
Ocean Avenue to Pacific Coast
Highway.
Ring in the holidays with
this Old Town tradition. Local
bands, dancers, youth groups,
equestrians, classic cars,
floats, military displays and
more will participate.
There will be four separate
announcing stations along
Main Street. The event will be
televised on SBTV-Channel 3.
Santa will bring up the rear
at about 8:15 p.m. Normally
the parade concludes just
after 8:30.
Residents are invited to
come early to shop or eat
dinner at the many restaurants
in town.
The theme this year is
“Celebrating 10 Decades of
Surf, Sun & Santa.”
This is the final event of
the Seal Beach Centennial
celebration. The city has been
celebrating its 100th birthday
all year long.

prevention in general at 1:30
p.m. tomorrow, Dec. 4, in

ceremony, which drew several
hundred spectators to the Administration complex. People sang

what promises to be a festive
holiday season.

decorated tree, and Santa, also
known as Bill Frambach, posed
for pictures.

AARP poll reveals seniors’
attitudes about holiday scams

The American Association of Retired Persons
(AARP) has released a new survey about senior
citizens’ attitudes about Christmas holiday scams,
and the results are quite revealing.
The survey of more 10,000 people polled over a
wide geographical range demonstrates that respondents put themselves at risk during the holidays, a
time when most thieves ramp up their scam efforts:
Some of the key findings:
• Seventy percent failed a quiz about how to
stay safe from holiday scams.
• Fifty-two percent didn’t know that professional
fund-raisers could keep most of the money they
raise for charity.
• Seventy percent of donors to charity didn’t
ask how their money would be spent.
Shareholders are reminded to be extra vigilant
this month when would-be scammers contact them
by phone, email or letter.

Mutual 9 resident Aileen Ackerman was surprised to receive a letter from the Award Notification
Commission in Kansas City that included a check
for $1.2 million.
The catch was that she needed to send an “acquisition fee” of $12.99.
She wisely declined the offer and saved herself
some money in the process.

Some scammers never give up.
Residents Les and Sanda Coombes of Mutual1
were contacted three times in one day by a pesky
recorded message ordering them to call a number
in Washington, D.C., regarding back taxes owed
to the Internal Revenue Service.
“My husband answered the second call and
left the phone off the hook for a half-hour trying
to discourage them from calling again,” said Mrs.
Coombes.
The scam was attempted previously, but the
couple realized it was a scam since the real IRS
would have contacted them by mail.
That’s a good thing to remember for other
residents who may be contacted.

Leisure World community members have shown their appreciation of Golden Rain Foundation
(GRF) employees by bestowing
gifts. The GRF has a policy regarding the receipt of gifts by its
employees, as follows.
Gift Disclosure—Employees
and Foundation Members
Foundation employees may
accept gifts from Foundation
members with a fair market value
of up to $25. Acceptable gifts for
the purpose of this policy include
cash, gift certificates, food and
non-alcoholic beverages, and
small trinkets or merchandise.
Employees may only accept
gifts from Foundation members
when the gift is presented as a
symbol of friendship, appreciation or gratitude, or during the
holiday season.
Departments may receive gifts
(plants, food and non-alcoholic
beverages only) from Foundation
members with a fair market value
of up to $100.
Employees and departments
must report gifts to the Executive Director within one business
day. The Executive Director shall
provide a monthly report of gifts
received to the GRF Board of

New property tax program law
will apply to LW homeowners

In a previous column I reported that Gov.
Brown signed legislation restoring the Property
Tax Postponement Program previously abolished
in 2008 by the former Governor. The new law goes
into effect in 2016.
As a result of that column, I heard from many
interested residents who wanted to be certain that

this new law will benefit eligible residents.
The new law will be implemented by the State Controller. They
were not able to assure me, at this time, that our residents would be
covered.
So I contacted the OC Tax Collector who is very familiar and
knowledgeable with the unique property tax collection process in
Leisure World.
As I result, I am pleased to share the following letter from the
tax Collector’s Office:
“The new law will apply to Leisure World homeowners. The
provisions/requirements of the new property tax postponement are:
You must: Be at least 62 years of age, or blind and disabled; own
and occupy the property as his or her principal place of residence;
have a total yearly household income of $35,500 or less, and have
at least 40 percent equity in the property each year he or she applies.
If further assistance is required, contact the collector’s office from
9 a.m.-5 p.m. Monday-Friday at (714)-834-3411.

SPECIAL BOARD OF DIRECTORS MEMBERS MEETING
MINUTES GOLDEN RAIN FOUNDATION
November 4, 2015
In accordance with Article V, Section 3, of the corporation bylaws and pursuant to due notice being delivered to the Directors
and shareholders, a special meeting of the Golden Rain Foundation
(GRF) Board of Directors was called to order by President Winkler,
at 10:00 a.m., on Wednesday, November 4, 2015, in Clubhouse Four.
ROLL CALL
Following the roll call, Corporate Secretary Reed reported that
Directors R. Stone, Pratt, Snowden, L. Stone, Reed, Hood, Wood,
Rapp, McGuigan, Winkler, Damoci, Lukoff and Moore were present. Directors Dodero, Greer, Friedman and Bolton were absent.
Executive Director Ankeny was also present.
Corporate Secretary Reed announced a quorum of thirteen (13)
Directors were present and seven (7) constitute a majority of votes.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mrs. Reed.
ANNOUNCEMENTS
The winner of today’s election was installed at the conclusion of
today’s meeting and was asked to see GRF Secretary, Marisa McAuley, before leaving today in order to obtain information regarding
next week’s schedule and to answer any questions.
All Foundation members were welcomed to observe the counting
process. Once the counting process was underway, the meeting was
in recess and the Board retired to the Art Room for an Executive
Session meeting until the counting process was completed.
MEMBER COMMENTS
In accordance with Policy 5610, Participation by Foundation
Members, members may enter into a comment period prior to the
beginning of business. Foundation members must register their
requests in advance of the meeting and comments are limited to
four minutes.
One Foundation member spoke on publishing an article in the
Golden Rain News regarding flood insurance.
ELECTION FOR GRF DIRECTORS REPRESENTING MUTUAL ONE
The President stated that the purpose of the meeting was to observe
the counting process for the election of a GRF Director representing
Mutual One. The President introduced the principals of Accurate
Voting Services (AVS), Inc. Ms. Cheryl Wilson thanked the Board
for engaging AVS to conduct today’s election, advised how the
election process has progressed and the work that will be conducted
today. As a quorum of the Board was present, the counting process
began at 10:08 a.m.
Mrs. Rapp MOVED, seconded by Mrs. Damoci and carried
unanimously –
TO recess for an Executive Session meeting in the Art Room.
At 11:11 a.m., after the ballot counting was conducted, the regular
Board meeting resumed and Ms. Wilson reported the election results
as follows:
Mutual One: Ruben Collazo, 69; Leah J. Perrotti, 222; Larry
Stotz, 60; Tom Waterham, 17. Quorum only: 8. Abstain: 0.
There were 376 ballots received, resulting in 44% participation.
The President thanked the members of Accurate Voting Service for
their work. The newly-elected Director, Leah Perrotti, was installed
as the GRF Representative for Mutual One.
BOARD MEMBER COMMENTS
Thirteen Board Members welcomed and congratulated the new
GRF Director representing Mutual One.
GRF Director Perrotti stated she feels honored to be trusted by
the shareholders of Mutual One.
She reported she will work hard and cohesively with the GRF
Board to maintain the Community.
The meeting was adjourned at 11:18 a.m.

FEAST – Members of The Church of Jesus Christ of Latter
Day Saints enjoyed a festive pre-Thanksgiving meal.

Members enjoy food, entertainment
The Church of Jesus Christ of Latter Day Saints held a festive
pre-Thanksgiving dinner last week in advance of the holiday.
Resident members of the church and friends enjoyed turkey, ham,
dressing, mashed potatoes and all the trimmings, followed by pies
and cake for dessert.
Following the dinner, the Pogue family provided entertainment.
Melanie Pogue played piano and Christian, her husband, sang a
selection of seasonal songs. Daughter Eden, 3, joined her father in
a few of the songs.
The church meets on the third Monday of the month in Clubhouse 3.
All residents are welcome.

to be thankful for. Nestled in the
community of Leisure World, the
church has an amazing opportunity to reach out to those who call
Leisure World home.
The church’s Thanksgiving
feast was enjoyed by almost 90
people who gathered as friends
and family. Special thanks to the
Leisure World Woman’s Club,
whose members helped finance
the dinner with a cash donation.

and cleaned up assisted by volunteers. Thanks to Kevin Schrock,
who provided piano music.

celebrate Hanukkah beginning on

Known as the Festival of
Lights, it commemorates the victory of the Israelites over the Syrian Greek army 2,200 years ago.
At home, Hanukkah is celebrated by lighting the menorah
with one more candle each night.
Dreidel, a spinning top gambling
game, is played. The four sides of

Martinez-Simons and Teresa DeHollender won the women’s

‘A Christmas Carol’ to debut Dec. 10

HOLIDAY CONCERT—The Leisure World Symphony Orchestra will have a holiday concert

60-piece wind ensemble to perform
The Shoreline Symphonic Winds, a 60-piece symphonic wind
ensemble, under the direction of conductor and musical director
Greg Flores, will perform live in concert at 7 p.m. on Dec. 10 in
Clubhouse 2. Doors open at 6 p.m.
The ensemble will play Christmas music ranging from traditional classics to the more contemporary. The program will feature
a Christmas Carol sing-along.
The Long Beach Community Band, also known as the Shoreline

The Leisure World Chorale will host a Christmas concert, “It’s

The Community Karaoke
Club will celebrate the 100th
birthday of Frank Sinatra at 5:30
p.m. on Dec. 9 in Cluhouse 1.
Sinatra died at age 82 in 1998,
but his music and memory are
still fresh and vibrant. There are
about 300 Sinatra recordings in
the club’s song book. Singers will
pay their respects to “Ole Blue
Eyes” by performing his hits.
People can practice their selections from 1-3 p.m. on Tuesday
in Clubhouse 6.
The club has an average of
about 30 performers at 5:30 p.m.

Minibus Orientation
Minibus ‘101’ is today, CH 3
The Golden Rain Transportation Department will conduct informational meetings on using the
Minibus service from 10-11:30
a.m. and 6-7 p.m. today, Dec. 3,
in Clubhouse 3, Room 3.
The sessions are for shareholders who want to learn about
Minibus system routes and
timetables.
Information on the Golden
Rain Access Bus service, the
Trader Joe’s/Denny’s shuttle
and updated information on the
Seal Beach Senior Service to Old
Town and the Rossmoor shopping
areas will be provided.
“Learn the Route,” a special
ride-along session, immediately
follows the 10 a.m. meeting.
Shareholders are invited to ride
a Minibus to become better acquainted with the various routes.
Information on short-cuts, transfers between routes and how to
navigate the time tables will be
presented from a “seat-on-thebus” perspective. This month the
transportation staff will preview
the “D” route. The ride-along is
limited to the first 17 participants
and takes one hour.

Humanists believe that it is up

On Sunday, Dec. 6, the Leisure
World Humanist Association will
celebrate three of humankind’s
extraordinary achievements: the
invention of writing, of medicine
and the theory of evolution.
It is difficult to imagine
humans developing a complex
civilization without the invention
of writing.
Many would not be here today
without the great advances in
medicine. Knowledge about evolutionary history has profoundly
impacted people’s place in nature
and religious beliefs.

The Filipino Association of Leisure World (FALW) will host the
traditional “Simbang Gabi” celebration at 5:30 p.m. on Dec. 16, in
Clubhouse 2. All are welcome.
Celebrating the Mass will be Rev. Fr. Juan Caboboy, pastor of
Holy Family Church of Leisure World. A light dinner and community
singing of Christmas songs will follow the Mass.
As a tradition in the Philippines, “Simbang Gabi” or Misa de
Gallo is celebrated for nine consecutive nights, starting Dec. 16, to
mark the start of Christmas.
During the Spanish occupation of the Island, the “Misa de Gallo,”
or Mass of the Rooster, was introduced to the country to announce
the birth of Jesus Christ. It ends on the eve of Dec. 24.
This is a happy and most revered day. Filipino families, relatives
and friends gather at their nearest church to welcome Jesus Christ
in their hearts.
After the midnight Mass, families invite relatives and friends
into their houses to be feted to a “noche buena,” an early breakfast
of Filipino dishes and delicacies,
mostly native rice cakes, hot
chocolate and to exchange gifts.
Filipinos living outside the
Philippines continue this tradition in their adopted countries
to strengthen the bind between
families and friends.
Many Filipino families living abroad miss the traditional
display of Christmas decorations,
including the famous “Parol,”
Christmas lanterns, in every
window. A parol is an ornamental,
star-shaped Christmas lantern
that is traditionally made out of
bamboo and paper, and comes in
various sizes and shapes with two
tails to serve as the rays.

Sunshine Club
Year-end potluck will thank club’s guests in 2015
The Sunshine Club will host
a year-end party at 10 a.m. on
Friday, Dec. 11, in Clubhouse
3, Room 2. This will be the last
gathering of the year.
The club will meet at 10 a.m.
on Friday, Dec. 4 , in Clubhouse
3, Room 8, to discuss the potluck
party.
The party will celebrate the
progress the club has made in
the past four years and thank the
guest speakers who spoke during
the year.
A potluck will feature favorite ethnic dishes provided by
members and guests. Everyone
who attended a club meeting is
invited to come and contribute
a main or side dish to feed sixeight people. Call Anna Derby,

The festivities will begin with
an update on community affairs
and questions before members
and guests enjoy the variety of

With the arrival of cooler
temperatures and the holiday
season, many of us enjoy the
warmth and light offered by
candles. They are decorative,
come in pleasing aromas and
can offer ready and simple
light during power outages
and emergencies. But the use
of candles has also resulted
in the following statistics (as
provided by the U.S. Fire
Administration):
• On average, 42 home
candle fires are reported
every day.
• More than half of all
candle fires start when something that could burn, such
as furniture, mattresses, bedding, curtains or decorations,
is too close to the candle.
• In one-fifth (20%) of
candle fires, the candles are
unattended or abandoned.
• Over one-third (36%) of
home candle fires begin in the
bedroom.
• Falling asleep
is a factor in 12%
of home candle
fires and 36% of the
associated deaths.
• December is
the peak time of
year for home candle fires. In December, 13% of home
candle fires begin
with decorations
compared to 4%
the rest of the year.
• One-half of
home candle fire
deaths occur between midnight
and 6 a.m.
• Young children and older
adults have the
highest death risk
from candle fires.
• The risk of fatal candle fires
appears higher when candles are
used for light.
If you use candles, please
make sure to follow the following candle safety tips:
• Consider using batteryoperated or electric flameless
candles and fragrance warmers,
which can look, smell and feel
like real candles – without the
flame.
• If you do use candles, ensure
they are in sturdy metal, glass or
ceramic holders and placed where
they cannot be easily knocked
down.
• Avoid using candles in bedrooms and sleeping areas.
• Extinguish candles after use
and before going to bed.
• Keep candles at least 12
inches from anything that can
burn.
• Keep candles out of the reach
of children and pets.
• Set a good example by using matches, lighters and fire
carefully.
• Never use a candle where
medical oxygen is being used.
The two can combine to create a large, unexpected fire.
• Always use a flashlight –
not a candle – for emergency
lighting.
• Never put candles on a
Christmas tree.
• When worshipping in the
home, don’t place lit candles
in windows, where they can
ignite blinds and curtains or
pass candles from one person
to another. To lower fire risk,
candles should be used by
only a few designated adults.
And NEVER leave burning candles unattended!

Premiums are on rise due to fires

Golden Rain Foundation (GRF) property insurance premiums
are up nearly 20 percent from last year, largely attributable to a
sharp increase in unit fires in Leisure World.
This year, GRF’s total policy coverage will cost about $2.1
million, with the property insurance premium totaling $1,271,055.
The 2014-15 expiring property insurance premium was $1,063,386.
GRF Treasurer Linda Stone and Vice President Carole Damoci
wrote the first premium check of $887,324.30 last week.
Since 2008, there have been 11 property insurance claims, most
of them due to fire, with a total payout of $2.9 million.
DLD Insurance Brokers, Inc., has provided insurance to the
Golden Rain Foundation and LW mutuals for more than 24 years.
It provided more than 75 insurance carriers GRF’s unique insurance specifications, and only one viable quote was received—from
GRF’s incumbent carrier, Philadelphia Insurance Co.
A growing number of insurance carriers nationwide are unwilling to cover senior living communities because of potentially high
exposures, according to an insurance renewal report provided by
DLD.
Insurance companies have a preferred loss ratio of 40 percent—that is the ratio of claims paid by an insurer to the premiums
earned, usually for a one-year period.
In Leisure World, total losses over seven years of property
coverage and four years of general liability-auto exposures equaled
$3.6 million, with four general liability claims still open.
So the losses will potentially close out higher, according to
the DLD report.
Those losses, coupled with the premiums paid by the GRF,
amount to an overall loss ratio of almost 55 percent. And the majority of those losses, $2.9 million, are from property loss due to fire.
Each shareholder can help by being aware of surroundings.
Fires caused while cooking are the leading cause of fire-related
injuries for seniors. The following are common-sense tips for
preventing kitchen fires:
• Keep towels, food packaging, cook books, curtains, pot holders,
and other combustibles away from burners on the stove or grill.
• Do not wear loose or dangling clothing while cooking on
the stove or grill.
• Use dry oven mitts to handle hot pans. A hot pan can turn a
wet mitt into scalding steam.
• Do not cook if you are sleepy or have been consuming alcohol
or medication that causes drowsiness.
• Never leave a stove unattended while cooking. If you need
to step away from the stove, turn it off.
• Frequently check items baking or broiling in the oven to be
sure they do not ignite.
• Turn pot handles away from the front of the stove so they
cannot be knocked or pulled off.
• Open micro-waved food slowly and let it cool before eating.
• Never put foil or other metals into a micro wave.
• Make sure the stove is kept clean and free of grease buildup –it can cause fire.
• Do not use water to extinguish a grease fire—it will splatter
and spread the fire.
SCE Medical Baseline
SCE offers medical baseline rates, alerts for customers who need electric powered life support
Leisure World residents who
have medical conditions requiring electricity-powered life support equipment may be eligible
to receive an additional baseline
allocation from Southern California Edison (SCE). Certification
by a doctor is required.
All residential customers are
billed a certain amount for their
natural gas and electricity use at
their utility company’s lowest
residential rate, according to the
California Public Utilities Com-
mission (CPUC).
This is called the “baseline allowance,” and it is set depending
on what climate zone and season
homes are in.
Extra allowances for natural
gas and electricity are billed at
the lowest rate for customers who
rely on life support equipment,
or those who have life threatening illnesses or compromised
immune systems. The extra
allowances are called “medical
baseline.”
SCE’s Medical Baseline
program offers an additional
year-round baseline allocation
of 16.5 kilowatt-hours (kWh) per
day in addition to the person’s
applicable seasonal baseline and
the baseline for their region.
People can apply for additional kWh if they have a hardship
case and need more.
Eligibility for Medical Baseline
To be eligible for medical
baseline, you or someone who
lives with you full-time must re-
quire use of a medical life-support
device or piece of equipment. Life
support devices utilize mechanical or artificial means to sustain,
restore or replace a vital function.
Paraplegics, hemiplegics,
quadriplegics, people with multiple sclerosis or scleraderma or
those who have a life-threatening
illness or compromised immune
system are eligible.
In the event of an emergency
that requires power reduction,
SCE will automatically contact
medical baseline customers
with a pre-recorded telephone
message.
The message warns of the
strong likelihood of a rotating
power outage and recommends
necessary emergency precautions.
Because SCE could only receive 10 minutes’ notice, medical
baseline customers may not hear
about the outage before it occurs.

Geltner, Patricia Padgham

Patricia Padgham Geltner
was born in Grinnell, Iowa. The
youngest of three children, her
father, John, was a doctor and
her mother,
Veronica, had
been a nurse.
In 1955 Pat
married Ken
Graff, who had
also gone to
Grinnell High
School.
The couple
spent most of their married life
in California, where Pat devoted
most of her time to looking after
her family and home. She was
very involved with her children—inventing games, creating
projects and making puppets for
them to play with. She enjoyed
sewing and made most of the
clothes for daughter and herself.
After her divorce, she moved
in with her mother, who was
suffering from terminal cancer.
While caring for her mother,
she met Bob Geltner, whom she
married in 1989.
Pat loved reading, especially
mysteries and historical nonfiction, watching mysteries and
musicals, traveling and going for
walks. She joined the Art League
and created many beautiful pictures in pastel. She also loved to
spend time baking and playing
games with her grandchildren—
often games she had invented
specifically for them. She was
imaginative and creative—writing and producing puppet shows
and radio plays with her children
and grandchildren.
Geltner is survived by her
husband, Bob; brother, John;
children, Gary and Janet; and
grandchildren, Michael and
James.
Honor her memory by appreciating the beauty around and
being kind to those who are near.

Association or the Breast Cancer
Research Foundation.
