The Masters in Governmental Accounting
program actively works with the Government
Certificate in Governmental Financial Management
As an alternative to the master’s program, non-matriculated students may complete
four online courses to receive a Graduate Certificate in Financial Management and
prepare to sit for the Certified Government Financial Manager exam. The courses—
Governmental Accounting and Auditing, Public Sector Auditing, Governmental
Budgeting Systems, and Design and Development of Information Systems—also
can later be applied towards the master’s degree.

Faculty Profile
Irfan A. Bora, CGFM, CPA, CMA
Director, Masters in Governmental Accounting
Department of Accounting and Information Systems
Professor Bora is the former Chief Financial Officer and Director of Finance and
Management at the New Jersey Meadowlands Commission where he managed
the financial operations of the agency and served as the administrator of the
Meadowlands Intermunicipal Tax Sharing Formula. He was instrumental in
developing the online component of the program making it the first complete
online graduate program at Rutgers Business School. Professor Bora has taught
courses in governmental accounting and auditing and design and development
of information systems. He brings into the classroom public financial
management expertise covering a broad spectrum of experience with real-world
applications and strong relationships with leaders in the field thus offering
students career advice and planning.
