Useful information The FAQs (Frequently Asked Questions) cover the entire range of subjects of interest to French government scholarship holders, using concrete examples. • Your dossier This section enables you to track the payment of your stipend at any time and also any reimbursements of medical or other expenses. You can also check that your personal details (especially your address) are up to date. • Your contacts No need for you to waste time coming to our offices. This section contains a contact form, providing a link between you and our staff at Campus France. Any questions you have should be directed here, and they will immediately be forwarded to the person handling your dossier. • Memorise your access codes To log on to your online Private Area, you will need to use the personal, confidential access codes you have been provided with. Dossier www.campusfrance.org 02 DAY TO DAY details of your stay Scholarship 3 SOME POINTS on the regulations governing scholarships Your obligations As a holder of a French government scholarship, you are expected to attend regularly all the activities set out in your training programme and to comply with the rules of your host establishment. Campus France may be brought to suspend payment of your stipend if you fail to comply with certain obligations, and in particular: • should you fail to provide any postal or e-mail address, • in the event of any unjustified absence during training, • should you fail to respond to requests from Campus France within the time specified (requests for academic results or supporting documents). Remember Your scholarship is awarded by the French government for a specific training course and a limited period which you are required to conform to. Obligations www.campusfrance.org 02 DAY TO DAY details of your stay Scholarship Your rights Payment of your stipend Campus France will pay your stipend monthly, at the beginning of each month. The amount of the stipend is determined by the official rate set by the French government. It appears on your “Stipend Attestation” and in your online Private Area. Your accommodation If you arrange your own accommodation, Campus France will pay you a monthly housing allowance. Registration fees As a holder of a French government scholarship, you are exempted from payment of university registration fees; your registration is entirely free of charge. You must present your Stipend Attestation when registering at the university, to prove your status. Payment of tuition fees Any tuition fees charged by other higher education institutions may be covered by Campus France if they have been accepted by the Cultural Section of the French Embassy. Useful information If you are required to advance the amount of your registration or tuition fees, these will be reimbursed by Campus France on presentation of an invoice marked as paid. Additional allowances You may be entitled to a certain number of allowances in addition to your stipend, for the purchase of books, educational or IT equipment (or reimbursements for such purchases), or to cover travel costs in France or abroad. You will not need a residence permit if you have a short-stay visa or if you are a European Union national. Once you have your visa and the French Office of Immigration and Integration (OFII) certificate, issued by the French Embassy in your home country, you must apply for an OFII stamp (in French: “vignette”), in order to be eligible for residence in France. 5 steps to obtain your residence permit: 1. A s soon as you have an address, and no later than 3 months from your arrival in France, you make an appointment with Campus France. 2. Campus France assists you with the initial formalities. 3. C ampus France sends you by post a letter certifying that your application has been submitted, as well as an appointment for you with OFII. 4. O n the stated day, you arrive for your appointment carrying your passport with your visa, proof of residence, an identity photograph and the amount of the tax you will have to pay. 5. The OFII puts a stamp on your passport, which gives your visa the status of a residence permit. To open a bank account, you will need to present three documents: • your passport, • a certificate from Campus France stating the amount of your monthly allowance (Stipend Attestation), • proof of residence (provided by Campus France if we have arranged your accommodation). There is no charge for opening a bank account or for the issue of a cheque book. Other bank services such as credit cards are subject to charges, however. Once you have opened a bank account, please send us your bank account details (in the form of a Relevé d’Identité Bancaire, or RIB). The RIB must contain the IBAN (International Bank Account Number) and BIC (Bank Identifier Code) codes. State housing allowances You may be eligible for state housing allowances if you are a student staying in France for at least 3 months, have a valid residence permit and a permanent address. For details of the type and amounts of allowances payable, visit the website of the national agency in charge, the Caisse d’Allocations Familiales, at www.caf.fr under the heading “Etudiants”. Change of address If you arranged your own accommodation and decide to move during your stay, please remember to let us know and give us your new address. Leaving your accommodation At the end of your stay, whether you have been staying in a hotel or a student residence, you are requested to comply with the departure dates indicated on your accommodation voucher. Extending your stay in accommodation arranged by Campus France can only be considered under exceptional circumstances, and only if you request so in advance. The same applies should you wish to leave your accommodation before the agreed date. Allowances www.campusfrance.org 02 DAY TO DAY details of your stay 7 YOUR INSURANCE In France, membership of a social security scheme is mandatory, and entitles you to the reimbursement of all or part of your medical expenses. Remember that you will need not just medical insurance, but also third part liability insurance (to cover any damage or injury you may cause to another person). The student social security scheme Students aged between 16 and 28 enrolled in a higher education establishment recognised by the French state must be registered with the student social security scheme. If this is your case, and as a holder of a French government scholarship, your registration is free of charge. You are also required to take out membership of a supplementary health insurance scheme for students (“mutuelle étudiante”) and pay the cost of this insurance. Campus France will reimburse the cost up to a capped amount. The mutuelle provides you not only with top-up reimbursements of your medical expenses but also with third party liability insurance. The Campus France insurance scheme This special scheme provides insurance for all French government scholarship holders not eligible for the student social security scheme. It covers the reimbursement of medical expenses, hospital costs, repatriation assistance, third Useful information party liability insurance and death & disability insurance. If you are covered by one of the Campus France insurance schemes, you will not come under the main French social security scheme (in French: “Régime général de la sécurité sociale française”), administered by the national health insurance agency, the “Assurance Maladie”: • you will not have a Social Security number, • you will not have a “Carte Vitale” health card, • you will not have to declare a designated general practitioner, • you will not be subject to the requirements of the coordinated treatment pathway. Payment www.campusfrance.org 02 DAY TO DAY details of your stay Insurance If I fall ill, which doctor do I consult? Doctors in France charge different consultation fees depending on whether or not they have entered into agreements (in French: “conventions”) with the Assurance Maladie. Before consulting a doctor, we recommend you check the fees charged. Doctors are obliged to display their consultation fees in their waiting room, or you can ask for the information over the telephone when calling for an appointment. Be advised Campus France does not reimburse the difference between the official (in French: “conventionné”) rate and the fee charged by a doctor. Any difference will be at your expense. Campus France does not reimburse consultations with doctors who are not “conventionnés”, i.e. who do not have an agreement with the Assurance Maladie. What if I need hospital treatment? Campus France only covers treatment in hospitals or clinics that are “conventionnés”. In such circumstances, Campus France pays all costs direct to the hospital. We provide academic monitoring and follow-up throughout your training, for example: • assistance in drawing up an internship agreement, • assistance if you have difficulty keeping up with your courses, • extra French language courses, upon request of your academic supervisor, • regular monitoring of examination results, which you are required to forward to Campus France. Who can sign up for these activities? • all scholarship holders under Campus France management, • their • in spouses and any children over 12, certain cases a guest, if accompanying the scholarship holder. How do I sign up? By post. Simply complete and return your registration form. Your registration will not be final unless accompanied by payment (by bank cheque or postal money order only). Your registration is in your name and personal to you. Once we have received your payment, we will issue you with a receipt which must be presented to our guide, along with your passport or residence permit, on the day of the activity. Be advised Credit card payments for these activities are not accepted. You may not transfer or sell on your registration to a third party.
