Ann Koehn ~ Public Relations Coordinator supports, vocational training and supported employment Doug Wisby, President/CEO; Ann Koehn, Writer/Editor. Notes From Doug Wisby ~ Even more change. It seems nowadays that everything is always changing to the point that the only constant is change. I am a big supporter of change, if and when it makes sense and is done for the right reasons. Once again the state of Kansas is making changes on an epic scale. Most recently the epic change was the outsourcing of all Medicaid services and dollars to three for profit insurance companies. The state claimed that this would improve services and save money. They also indicated that these promised savings would be utilized in taking people off the waiting list for services. Many of these people have been waiting for years for services. Unfortunately three years later and nobody has been removed from the waiting list with these promised savings. In addition, I believe that services have suffered, in some cases significantly, with the insertion of insurance companies into the system. Now the state is proposing to consolidate all areas of Medicaid services in Kansas into one big pool of money and services. This includes combining systems for Intellectual and Developmental Disabilities, Autism, the Frail/Elderly, Physical Disabilities, Serious Emotional Disturbances, Traumatic Brain Injuries, and Technology Assisted. Unfortunately the state is long on rhetoric and short on details for the enormous undertaking. Once again the state is promising to take people off the waiting lists utilizing these “expected savings”. Utilizing a one size fits all system for people with varying types and degrees of disability removes the emphasis on the individual. Services should be designed to meet the individual needs of the person. These changes could and probably will negatively affect persons with disabilities. As citizens of Kansas we shouldn’t balance the budget on the backs of the poor and disabled. Advocacy 2015 MCDS Advocates went to the Capitol on April 30th for Push Day 2015. Hundreds of disabled individuals, along with their families and advocates, rallied at the Statehouse to call for the full funding of the services that they rely on, so they may continue to live as independently as possible. What is an advocate? ~ a person who supports a cause or policy ~ a person who works for a cause or group The MCDS Advocates on the steps of the Kansas State Capital. ~ a person who supports the cause of another person in a court of law Advocates are needed so that persons with developmental and intellectual disabilities may continue to live as members of society and live as independently as possible.
