Aim of the project
Understand the effects of climate policies on supply and demand in energy resource markets, in
particular inter-temporal and interregional carbon
leakage. This requires in a first step the analysis
of the resource markets and especially the suppliers’ behavior, before investigating the effectiveness of climate change mitigation measures.

Goal: Increase the knowledge on extractive industries and technologies and identify long-term
drivers of reserves and production costs.
Goal: Understand supply and demand sides
whilst incorporating the constraints imposed by
climate policy. Develop a deeper understanding
of the cross-sectional and inter-temporal relationship between energy resource markets and the
EU market for carbon allowances.
Goal: Identify and quantify the interactions between different climate policies and the energy
resource markets considering strategic behavior
and demand shifts. Assessing the impact of carbon leakage on the efficiency of climate policies.
Method: Create a database on reserves, resources, and future production costs for coal, oil
and natural gas on a disaggregated mining/production basin base. Develop or refine methods
for future production cost estimations.
Cooperation with leading geological institutes
and resource experts.
Method: Application of state-of-the art time series methods to systems of prices.
Cooperation with empirical analysts of energy
markets and international academic scholars.
Method: Expanding and integrating our partial
equilibrium models of the coal, oil and natural gas
markets with a demand and trade module using
data and inputs from the project modules on data
and econometric analysis.
Cooperation with energy modeling experts.
