AIMS Spring 2016 Core
Message from the Dean
Waseda in the World - the World in Waseda
At the School of International Liberal Studies, we aim to produce future leaders in a worldwide
context - people with the intelligence, analytical skills and attitude to problem-solving who can
apply what they have learned in the field that they have chosen, for their own good, for the good of
their community, and for the good of the world.
The broad-ranging multidisciplinary liberal arts courses that we offer, combined with the chance to
study in greater detail under expert guidance, will lay what we see as the basic foundation for such a
future. Our study program is no longer separated from our mainstream undergraduate courses,
which means that those who come to us can integrate with regular students and enjoy the benefits of
a very diverse curriculum as well as the chance to make long-lasting acquaintances with students
and teachers of extremely diverse backgrounds.
Young people with an interest in Japan, or the rest of East Asia, or the world as a whole, will find
our curriculum especially attractive. They will study together with our ordinary Japanese
undergraduates and a large number of both undergraduates and participants from all of the major
Asian nations. Since the majority of our classes are taught in English, our doors are open to those
without advanced Japanese language skills; but we do give rigorous training in Japanese to our
overseas participants.
We are proud of our leading position among Asian universities, and welcome talented students who
are willing to take on the challenge of joining us, and contributing to our pioneering role.
Adrian Pinnington . Dean
School of International Liberal Studies, Waseda University (SILS)
THE ORIGIN OF WASEDA UNIVERSITY
The founding of Waseda University dates back to 1882, when Shigenobu Okuma (1838-1922)
founded Tokyo Senmon Gakko (or College). Early records show that 80 students applied for
admission to the newly opened school, and these pioneering youths were distributed among the
Departments of Political Science, Law, English, and Science. The school later became Waseda
University.
Shigenobu Okuma was one of Japan's foremost statesmen, who helped to guide the destiny of his
country through the turbulent days of the Meiji Restoration and the early Taisho Era. In 1869, he
was appointed Finance Minister and subsequently Foreign Minister. During a period of retirement
from government, he organized the Rikken Kaishinto (or the Constitutional Progressive Party) and
became its president in 1882, which attracted other leaders who became the faculty of the Tokyo
Senmon Gakko. In 1896, Okuma was again appointed Foreign Minister, and two years later he
became Prime Minister, organizing a cabinet with Taisuke Itagaki, another prominent statesman of
the Meiji Era.
In his later years, while not holding public office, Okuma lived in his residence at Waseda,
discussing current affairs with distinguished visitors, both Japanese and foreign. Okuma returned to
politics in 1914 and served a second term as Prime Minister. For his services to the country in
World War I, he was promoted to the rank of Marquis.

THE PRESENT STATUS OF WASEDA UNIVERSITY
As a result of increasing academic prestige and expanding student enrollment, the institution
acquired the status of a university in 1902, and its name was changed to Waseda University. There
are at present 13 undergraduate schools offering programs of study leading to bachelor's degrees
and 24 graduate schools for master and doctoral degrees. The total university enrollment now is
approximately 53,000, comprising 44,000 undergraduate and 9,000 graduate students. The
number of international students is about 4,400, the largest among private universities in Japan. The
academic faculty consists of 2,000 full-time and 4,000 part-time teaching staff. The University is
staffed by approximately 1,000 administrative personnel, including librarians, technicians, and other
staff.
The Central Library houses about 5 million volumes of foreign and domestic books, and the
International Center Library contains about 50,000 volumes closely related to the courses offered at
SILS.

Ⅰ General Information
Located in central Tokyo, the School of International Liberal Studies (SILS) is one of the Waseda
University’s undergraduate divisions, which was opened from April 2004. In this small and elite
college of 2,400 students, classes are largely conducted in English by an international faculty, and
up to one-third of its multicultural student body comes from outside of Japan, largely from other
Asian countries. During their second year, most SILS students will also participate in study abroad
programs outside of Japan, adding a global perspective to their broad education in liberal arts and
the modern world. In addition to this degree-seeking program, SILS offers a Study Abroad Program
to international students. The participants in the Study Abroad Program can take courses with the
SILS regular students. This unique setting makes it well-suited for a study abroad program for
students from around the world, who are seeking to gain a better understanding of Japan through a
wide and varied perspective, such as politics, journalism, art, education, and industry.
1. Length of Study

appropriate class level, ranging from the beginning level to the advanced (Level 1 to 8). Students
are required to take 6 credits of Japanese language courses in each semester. The maximum number
of Japanese language course credits that students are allowed to take is 7.

9. Immigration Procedure
a. Certificate of Eligibility
Japanese Immigration Control Law requires international students to obtain a proper student visa
in order to study in Japan. The Certificate of Eligibility(COE) is the principal document needed
for visa application. The Immigration Office will issue this certificate to the students through their
admitted institution. A COE is not a visa, but it is a document required to apply for a visa.
The AIMS office will apply for the certificate at the Tokyo Regional Immigration Bureau for all
AIMS students. It usually takes one month for the Immigration Office to issue the certificate. Upon
receipt from the Immigration Office, the AIMS office will send the certificate to the home
institution or individual applicant by EMS.
Please note that the Immigration Bureau of Japan may not issue the COE depending on the content
of the documents prepared by the applicant. Waseda University is not responsible for any unissued
COE’s.
16
AIMS Spring 2016 Core
b. Student Visa
The student should submit the following to the nearest Japanese Embassy or Consulate in person:
①COE
②Completed application form for a student visa, downloadable from the Embassy or
Consulate’s website
③Original passport
It usually takes about a few days for the Embassy/Consulate to issue the visa once the above
documents have been received.
If the student enters Japan with a visa for purposes other than for study as a student (e.g., for
business or sightseeing), he/she will be required to change the visa status to a college student visa.
In most cases, a student visa will be issued at a Japanese Consulate located in a country other than
Japan. However it is better and strongly recommended that you get the Student Visa in your home
country before coming to Japan.
Admission to the AIMS Spring 2016 Program ceases to be valid if, for any reason, a student does
not arrive in Japan the day before classes begin.
Upon arrival at the university, the students will be required to present to the AIMS office their
travel documents such as passport, visa, etc.
