DIOCESE OF SCRANTON Field Auditor Position Description Job Title: Field Auditor Reporting Functions: Reports to Diocesan Secretary for Finance Job Function: Responsible for auditing of parish, elementary school and cemetery functions to ensure financial and accounting policies, procedures, and controls are being followed; resources are being safeguarded and used effectively; opportunities for fraud and abuse are minimized; generally accepted accounting procedures are in place, and competent personnel are in place to implement these procedures. Provide parishes and schools with assistance to bookkeepers: provide bookkeeper training for general accounting practices and diocesan accounting requirements; assist with accounting software problems: prepare ad hoc financial analyses when requested by pastors. Duties and Responsibilities: 1. 2. The audit program for parishes, elementary schools and cemetery accounts, specifically, includes but is not limited to: a. Conducts overall financial reviews of parishes, elementary schools and cemeteries on a scheduled and ad hoc basis to ensure compliance with policies. b. During the financial reviews determines: 1) Personnel of sufficient caliber are in place and perform their tasks competently. 2) Adherence to policies and procedures. 3) Generally accepted accounting principles as required by the Diocese are in use and the consistency with which the accounting principles have been applied from year to year. 4) Prepares reports identifying the objective and scope of study, the methods used, findings, observations and any recommendations. Assistance to parishes, schools, and cemeteries includes but is not limited to: a. On an as-needed basis, provide training for parish and school bookkeepers for general bookkeeping and Diocesan accounting requirements. b. Assist or instruct bookkeepers with routine accounting tasks, year end financial statement and budget preparation, payroll tax filings, setup of payroll tax formulas for new calendar year, software and data recovery. c. When requested, provide ad hoc financial analyses to pastors. 3. Additional Tasks a. Prepare Diocesan annual parish assessment calculations. b. Assist in the reviews and updates to the accounting manuals for parishes, elementary schools, and cemeteries. c. Assist in the review and analysis of the annual budget and financial reports for parishes, elementary schools, and cemeteries. d. Assist in the evaluation and implementation of standard accounting software for parishes, elementary schools, and cemeteries. e. Assist in establishing a program of internal controls for parishes, elementary schools, and cemeteries. f. Maintains current informational status of federal, state, and local tax laws and requirements that concern the financial operation of the parishes, elementary schools and cemeteries. g. Maintain current status of the tax-exempt requirements (federal, state, and local) as required. h. Perform additional duties as assigned. Qualifications: a. Bachelor’s Degree in Accounting b. Minimum of three (3) years experience in the accounting, auditing, finance, or business administration fields; Professional certification a plus. c. Computer proficiency and knowledge of Microsoft Office, especially Excel d. Excellent communication skills required with the ability to work with all levels of personnel; must be a team player e. The ability to multi-task and also work independently with little supervision f. Must possess a valid driver’s license as travel is required g.
