3 WELCOME TO WESTCHESTER SECONDARY CHARTER SCHOOL
Now in our third year, Westchester Secondary Charter School (WSCS)’s mission is to serve the
students and families of our community by providing a personal, rigorous and comprehensive
education. We are passionate about growing young people into well-rounded, engaged citizens
who are ready to face the challenges of the 21st century. WASC-accredited, we provide all the
benefits of an independent school (the arts, sports, small faculty-student ratio and community
engagement) with the gift of public education. We’re continuing to grow together and invite
you—as a student or family member—to fully immerse yourself in our school community. This
handbook will help acquaint you with the mission and operations of the school. It explains some
of our philosophies and beliefs, and describes in general terms some of our educational
guidelines and policies.
Although this Handbook is not intended to be an exclusive or comprehensive policies and
procedures manual, we hope it will serve as a useful reference regarding the school’s general
policies and expectations. We encourage you to request copies of our complete policies, which
may be referenced throughout this Handbook. If you have any questions or wish to obtain copies
of any specific Board policy, please see our website at westchestercharter.org/board-policies or
ask our office staff.
School Mission Statement
Westchester Secondary Charter School will provide students in grades 6-12 with a challenging
and comprehensive college preparatory education in a public school setting, employing the
technology of the 21st century. We will inspire students to strive for academic and creative
achievement and excellence.
School Vision
The vision of Westchester Secondary Charter School is to develop in its students a sense of
personal and civic responsibility, as well as the skills to think critically, communicate effectively,
and successfully engage in the global community.
Our goals and purposes are:

To re-establish a strong secondary school around which the entire community can unite,,
support and be proud. WSCS will serve the Westchester community, as well as those
communities that have traditionally attended Westchester schools, primarily: Playa del
Rey, Windsor Hills, Ladera Heights, and Playa Vista. These areas represent a richly
diverse group of students, whose families share the common goal of procuring the best
educational opportunities for their children.

To address the needs of the diverse learners we will serve traditional learners, gifted and
high-achieving students, those with special needs, and English learners; and provide
appropriate intervention in order that all students perform at grade level;

improving programs which have been reduced due to budget cuts;

To give students the gift of time, through smaller classes and a schedule that offers
maximum flexibility;

To manage our school as efficiently and effectively as possible, thus restoring the
confidence of potential community partners who can provide additional resources.

STUDENT ATTENDANCE
The first way for a student to be successful at school is to attend each day. Students who are
absent will receive make up work to be completed in a timely manner. More than 10 missed days
is considered excessive by the state. Schools are funded through the actual attendance of each
student and WSCS loses approximately $50 each day a student does not attend school. Students
with frequent absences are at risk of falling behind and could be retained, as nothing replaces the
classroom interaction within each lesson. Parents are requested to schedule medical or dental
appointments during non-school hours.
Vacations during the school year are very costly to schools, for that reason we ask that
students request and complete an independent study form if missing 5 days or more. The request
should be made as far in advance as possible to give the teacher time to prepare work. When
completed, an Independent Study allows the school to collect ADA (school financing) for the
missed days. An Independent Study form is available in the office. .
We expect parents to call the school when a child is not going to be present. The call may be
made at any time during the night. If you call 310-216-6800, a voicemail system is available to
take your message. A written excuse is required for all absences when the student returns to
school. When you report an absence you must state the day, the reason, and your relationship to
the student. Students shall be classified as truant if the student is absent from school without a
valid excuse three full days in one school year, or if the student is tardy or absent for more than
any 30-minute period during the school day without a valid excuse on three occasions in one
school year, or any combination thereof. Such students shall be reported to the Principal or
designee. The truancy process is outlined in detail in our Attendance Policy available on our
website and in our Policy book in the main office.

5 If student is absent ten (10) or more consecutive school days without valid excuse and
parent/guardian cannot be reached at the number or address provided in the registration packet
and does not otherwise respond to the Charter School’s communication attempts, as set forth
above, the student will be deemed to have voluntarily disenrolled and notification of the
disenrollment will be sent to the student’s district of residence.

7 ACADEMIC SUCCESS
Students at WSCS are expected to complete all assignments on time and to do their work to the
best of their ability. Students must receive a C or better in order to receive credit for a course.
Student success is a result of collaboration between faculty, parents, and students. Students and
families have access to an on-line grade book (PowerSchool), and information on how to access
this program will be sent home once school starts or provided through the main office. Teachers
will keep these grade books current. Parents can receive training in how sign up or use this
program at any of the monthly parent meetings.
Schedules
Most classes at WSCS are yearlong courses. Assessments provide guidance for placement but
they are not the only factor taken into consideration. Student requests for electives and suite
classes will be respected to the greatest degree possible but not at the expense of academic
placement. Students requesting a schedule change must secure a form from the office and have
it completed by the teacher of the class requested and a parent prior to the conclusion of the first
week of each grading period. Suite classes change every six weeks and electives run for a
semester. Students may not change electives until the end of the semester unless a support
program is needed.
Grading
Teachers will use a letter grading system based upon standards consistent with the University of
California criteria (A, B, C, F, I).
Grade Point Average (GPA)
Grade point averages (GPA) are computed using the following points for letter grades:
A=4
B=3
C=2
F=0
Any courses that are offered on a pass/fail basis will not affect the GPA and will be used to
compute credits only. Advanced Placement (AP) classes, when available, are graded one point
higher per grade (i.e. A “B” in an AP class is still considered 4 points).
An Incomplete (I) can be given to students who have an agreement between the teacher and
administration for extended time when: (1) have some reasonable excuse for the late work and
(2) have made a timely request as determined by the classroom teacher.
Late Work Policy
Any work assigned should be turned in during the time frame indicated by the teacher unless
otherwise arranged between the teacher and parent as a result of absences. No homework or

8 classwork will be accepted after the week it has been assigned and long-term assignments and
projects must be submitted during the unit of study in which the work was assigned.
Testing
All public schools are required to administer state tests. The CSTs are no longer being used and
new tests called Smarter Balanced are being given each spring. These tests are administered on
the computer and reflect the new Common Core Standards.
WSCS also conducts its own benchmark exams periodically throughout the year in order to
assess progress and needs for intervention within class or in a support class. All students are
expected to take these tests and make them up if absent. Students should make an appointment
with the teacher to take the tests after school or on Saturday.
Cheating/Academic Honesty, Integrity Policy
We recognize that the pressure to achieve good grades can sometimes incentivize cheating.
WSCS is an environment that highly values honesty and integrity. The work turned in must be
solely from the student. Cheating is defined as seeking to obtain (or aiding another to obtain)
credit or improved scores through the use of any unauthorized or deceptive means (including
copying and pasting from the internet). Please see the Academic Honest Policy at the website for
a detailed explanation.
WSCS Acceleration/Retention Policy

Any middle school student whose academic mastery is vastly below grade level (more that 2
F’s in core subjects spring semester) will be retained. Students will not be retained more than
1 time during their WSCS tenure. A warning of possible retention will be sent at the 5th grading
period.
Decisions about retention of Special Education students will be based on the criteria of the
student’s IEP and his or her performance level.
A parent or guardian may appeal the administrative decision to the board of directors within 15
school days.
High School Graduation Requirements
WSCS is a WASC Accredited school. The UC guidelines are our minimum expectation for
graduation. All of the core subjects are offered every year. 230 credits are required for
graduation and we do not assign grades less than a C. Students are expected to complete:
4 years of English, Math, History
3 years of a Lab Science
2 years of Physical Education and a foreign language

Eighth Grade Graduation
In order to matriculate to high school, students must have a 2.0 grade average. Participation in
the graduation activities requires meeting the following criteria:
Not exceeding two fails
Meeting all disciplinary obligations (detentions)
Meeting all financial obligations (lost textbooks)
Receiving behavior clearance from 8th grade team
CODE OF CONDUCT
Westchester Secondary Charter School uses Peters Procedures, a school wide, common-language
code of conduct that includes classroom rules, conflict resolution, anti-bullying ideology, and
social skills. The Procedures learned in one class will be consistent campus-wide. Students will
learn the Procedures at the beginning of the school year.
PARKING RULES
Parking spots will be available to visitors in the parking lot. No car is to be parked along La
Tijera Boulevard or on Manchester Boulevard during school hours; please obey the city parking
signs. Tickets will be given by the city, and the school cannot excuse you from a ticket. Please
help us be good neighbors by observing these restrictions. We pride ourselves on having strong
relationships within the community, which will ultimately help our school in many ways. Thank
you for dealing with any parking inconvenience in order to further these relationships.
STUDENT DROP-OFF AND PICK-UP
Parents should consider letting students walk or bike to school if practical; bike racks are
available on campus. Otherwise, when dropping students off or picking them up please abide by
the school procedures.
Pick-up must be within 30 minutes of dismissal, so no later than 4:20 p.m. Monday through
Thursday, and 2:10 p.m. on Fridays. Any students still remaining at school after those times will
be required to wait for parent pick-up in the lunch area.
Morning drop off:
Our gates are open at 7:00AM when College Bound begins their supervision of enrolled
students. School supervision on our grounds does not begin until 8:00AM. Once students come
on to our campus, they are not permitted to leave.

10 Parents dropping off students by car must enter the school parking lot from Manchester and will
continue through the parking lot and exit by way of La Tijera. Parents may NOT enter from La
Tijera or exit onto Manchester as it will disturb the carpool line.
Afternoon dismissal/pick-up:
Dismissal is at 3:50PM. Supervision of grounds ends at 4:00PM. Students should be enrolled in a
school activity or College Bound if they are staying after 4:00PM. Parents will be responsible for
paying the required fees to College Bound.
Parents dropping off students by car must enter the school parking lot from Manchester and
continue through the parking lot and exit by way of La Tijera. Parents may NOT enter from La
Tijera or exit onto Manchester as it will disturb the carpool line.
STUDENT SAFETY
Our primary concern is for student safety. Staff members and/or Parent Volunteers monitor all
breaks and activities. Guidelines are in place for student safety. Students are to report any sexual
harassment, physical harassment, psychological harassment, or discrimination concerns to a staff
member. Board policy clearly defines the steps to be taken to address these concerns, including
when such concerns are directed toward a fellow student or a member of the school staff. Board

STUDENT BEHAVIOR
To create the atmosphere and learning environment described in our charter, expectations for
behavior must be very high. Families are asked to carefully go over information mailed or given
at campus meetings such as back-to-school night. Be proactive in prevention of discipline
problems. If warnings are given, or conferences held regarding student behavior, know the intent
is to provide a safe, respectful learning environment for your child as well as all other charter
school students. Please take any warnings very seriously.
Behavior Expectations
Students are expected to be responsible for doing their “personal best” on all schoolwork, in
social relationships, and while contributing to a caring, positive school community with a clean,
orderly environment.

11 WSCS is a school with high standards. Attendance at WSCS is a choice and a privilege. All
students are expected to be kind, thoughtful, and respectful of fellow students, all faculty
and staff, student teachers, guests, and parent volunteers.
Positive, appropriate behavior will be rewarded through the natural consequences of social
success, and strong academic achievement, along with opportunities for campus leadership.
Classroom
1.
Show respect for your classmates and teacher by using appropriate language, speaking
politely, waiting for turns, being prepared (homework and supplies), including everyone,
and fully participating in class activities.
2.
To learn you must attend. Attendance must be consistent and while in class your attention
must be on the teacher, student, or group presenting. Fully participate!
3.
Assignments have firm due dates and clear expectations. Work must be turned in on time.
Students are given a weekly homework log to help manage assignments, and work is
posted in the teacher grade books the weekend prior to the assigned work week to help
students be ready in advance of due dates. Students may be given the opportunity, when
appropriate, to improve and re-submit tests and major assignments or projects that do not
meet class standards within a grading period, allowing success to all who put in the
required effort.
Front Office
1.
Our office manager will be treated with respect. Please be patient and wait for a turn
unless you are injured; then it is appropriate to be assertive and get her attention quickly.
2.
Students must have permission to leave the school grounds. You must check out through
the school office before you leave. See “Leaving School Early” for more information.
3.
You need a pass from your adult supervisor to go to the office -- unless you are late for
school, then report to the office first to check in.
4.
Students should not use the phone in the office. If ill students are sent to the office with a
note, the office staff will call the parents/guardians to request pick-up. If students need
to stay after school, they should make arrangements with a teacher and call from that
room so the location of the student is well communicated and all parties know where the
student is after school.
Walkways, Restrooms, Athletic Areas
1.
Students are to walk to the right on sidewalks, between, or around all buildings.

Students are to use quiet voices near any buildings. Yelling or disruptive behavior
disturbs classes nearby.
3.
Students are not to be in any rooms unsupervised.
4.
Students are to eat in designated areas only. Please bring healthy foods and a water bottle
to school every day to the extent possible. Lunches may be purchased online for delivery
by Choices; water bottles only are permitted in the classroom. Snacks should be
consumed outside during the 10 minute passing period.
5.
Gum and soda (or energy drinks) are not permitted on campus. Candy and other treats
should be minimal.
6.
Students are expected to follow rules for all games and sports. If you don’t know or
understand the rules, ask for help.
7.
Students are expected to resolve their differences in a fair and positive manner.
8.
Students must be visible to supervisors at all times (except quick trips to the restroom or
when asked to run an errand).
9.
Sports equipment is to be returned to racks or designated rooms as directed by staff.
Off Campus or After School Events
For school-sponsored activities of any kind, students are expected to adhere to the same dress
and behavioral expectations as during the school day.
CONSEQUENCES FOR INAPPROPRIATE BEHAVIOR
Consequences for inappropriate behavior will fit the individual and the infraction as well as
follow our progressive discipline plan (available on our website). Parents will be notified if the
inappropriate behavior becomes a pattern, or if the behavior was serious and deliberate. We wish
to remind parents and students that attending WSCS is a choice and with choice comes
responsibility to behave appropriately when on the school campus or engaging in school
activities.
Minor offenses will cause students to receive a lunch detention and/or the loss of time to change
classes. Students exhibiting unacceptable behavior will be referred to the office where a
conference with an administrator or designee and/or parents will be held. Two detentions are
considered an office referral. Immediate suspension will be required if the situation warrants,
such as in the case of fighting or serious offenses prescribed by law. Any student, who has been
suspended, has two office referrals, or four lunch detentions will be placed on the Loss of
Privileges List and is not eligible to attend school activities. Students returning from a
suspension are expected return at 8:00 a.m. the next school day with their parent/guardian to

13 meet with the teacher or adult where the offense occurred.
The school’s Suspension and Expulsion Policy is obtainable on the school’s website at

PERSONAL ITEMS AT SCHOOL

Cell phones or other electronic communication devices must be left in backpacks (not in
pockets) and turned off. Teachers will decide when Kindles and other e-readers may be
used in class.
•
Only school equipment and athletic gear are allowed on campus. Personal items such as
music players or electronic games are to be left at home.
Consequences: Hats worn indoors, cell phones or electronic devices used during class, or other
“playthings” will be taken to the school office. They may be picked up after school, except under
rare circumstances.
STUDENT DRESS CODE
Please keep in mind that for school to function best as a place of learning, students need to dress
appropriately. Casual attire should be saved for weekends.
The following guidelines will be used to determine appropriate attire:

Modesty in dress is required -- in general, nothing too short, or cut too low.
Shorts must have a defined leg and inseam. They should be “walking short” length, midthigh. Two inches above the knee. No shorter, please. Skirts must also be mid-thigh
length.
Pants need to be an appropriate size and not show undergarments. Leggings are not pants
but an accessory. If a student chooses to wear leggings, she must wear a dress, tunic or
sweater over them that is also no shorter than two inches above the knee.
Large jewelry and accessories are not to be worn at all.
Tops must not have necklines that are too low, must cover midsections, and must overlap
with the waist of skirts or pants and/or be tucked in. Student must be able to raise arms and
not have midriff showing. Shoulder straps must be at least three finger widths across.
Bra straps must not be showing.
Students may wear minimal make up that is not obvious and serves to enhance natural
beauty.
Hats or head coverings are not to be worn inside by either boys or girls except as necessary
for religious purposes.
Clothing with drug, alcohol, sexually suggestive, or negative messages, or gang-related
clothing will not be allowed on campus at any time. In general, while recognizing that
some clothing will have a small manufacturer’s name, clothing should not have slogans or

advertise companies, bands, etc. School spirit wear is an exception.
Aerosol cans of hair spray, deodorant, or extreme hair colors are not permitted on campus.
(Extreme is when the color is cause for classroom distraction as determined by the

difficulty for those with asthma.
Pajama-type bottoms are not appropriate for school. If a student wears inappropriate
clothing to school, parents will be contacted to let them know that the clothing worn is not
acceptable. In the meantime, students will be asked to wear clothing provided by the school
that day, or, if time allows, a parent may bring alternate clothing from home.
Students should always wear closed toe shoes and no greater than 2” heel.
Students should not wear any facial or body piercings (earlobes okay).
LUNCH TIME RESPONSIBILITIES
Student leaders may be assigned to assist at lunchtime. We believe that to be a true community,
students should not only learn together, but also assist one another with the routines often taken
for granted at school. Students are to behave in the lunch areas as they would at the dinner table
using good manners and helping to clean up afterward.
SCHOOL LUNCH
Students may either bring a lunch from home or buy a lunch from Revolution. Menus are
on-line and meals are purchased in advance. Free and reduced-price lunches are available but
the appropriate form must be completed; please check at the office for information.
Regardless of whether a student buys lunch or brings it from home, a healthy nutritious lunch is
very important to optimal learning. Sodas (including caffeine “energy drinks”), gum, and candy
should not be part of any lunch. Please support our efforts to teach and model good nutrition.
DAILY SNACKS
Students may bring a nutritious snack to be eaten between class periods. Small nutritional
snacks will be available to buy from the student store. These purchases help support the school’s
fundraising efforts.
LEAVING SCHOOL EARLY
Students are not to leave campus during the school day unless permission is obtained from the
charter school office. Parents or legal guardians who pick up the children other than at dismissal
time must sign them out of the charter school office. Notice of early pick up is appreciated.
Parents are not to go directly to the classrooms. Complete attendance is important! If a student
must leave early, please check for the best possible time within the student’s schedule.

15 VOLUNTEERS
Running a comprehensive and inclusive educational community requires the tireless efforts of
not only faculty and staff, but also a wide network of parent and family volunteers. Please
consider joining us for at least one campus event or field trip over the course of the school year.
If every parent volunteered once, we would never lack for support! In order to volunteer at
Westchester Secondary Charter School, all volunteers must be processed for security. This is a
measure to ensure child safety at our school. All volunteers must register at the charter school
office and obtain a volunteer badge. Please return the badge when completing the volunteer
period.
VISITORS
All visitors must check in at the charter school office. No one is to walk on campus or visit
rooms without first signing in at the charter school office and receiving a visitor badge.
When visitors are leaving, they must also check out at the charter school office. Classroom
observations by a parent or guardian must be prearranged with the school administration.
Students may not invite a relative or friend who is visiting to spend time at the school with them,
except for prescheduled parent/guardian class observations.

PARENT INVOLVEMENT
You can volunteer with the school by serving on the board of directors or one of their
committees, attending board meetings, actively participating in fundraising by working with the
Friends off WSCS, or assisting with lunch supervision during the school day.
Our PTO is called The Friends of WSCS and it is a 501c3 set up to support the school with
volunteers and fundraising. They have many roles of leadership, hold monthly meetings and
raise funds through drives and events. They also identify grade level leaders who meet after the
“Friends” meeting to address needs specific to that age group and plan events for them and their
teachers. This group also plans teacher appreciation activities such as lunches, Valentine’s Day
baskets
There is a volunteer opportunity for every interest area and level: for instance, the beginning of
the year requires lots of assistance as we collect information for our Prop 39 application, and an
extra person to help at lunch is always appreciated. The sports teams and performance groups
that gather outside of normal school hours are eager to find parents willing to help out. Campus
Beautification occurs several times a year too. There are lots of ways to be involved! In order to

16 COMMUNICATIONS POLICY
We welcome and encourage communication between our families and staff. We want you to
meet with your teachers and administrators, but please allow for three days notice for
appointments. We also encourage the use of email. Staff email addresses can be found on our
website and responses should occur within 48 hours. While abuse is rare, excessive use of email
or inappropriate language in correspondence will require administrative limits and suggestions
for alternative forms of communication. The school can also refuse a visitor if his/her presence
poses any threat or disruption to the school environment.

MEDICATION
All medication, prescription and over-the-counter drugs must follow the California State Health
and Safety Codes. School personnel will give your child medication at school if the following
guidelines are followed:

Parent (over the counter meds) and/or physician (prescription) complete the
administering medication form available in the office. This form is included as an
optional form in the enrollment packet and must be updated each year.

The prescription medication is brought in a pharmacy labeled container that includes the
student name, medication name, prescribing doctor, dosage and the time to be given.

Over-the-counter medication must be in the original container, marked with the student’s
name.

Student progress will be continuously assessed and families have access to student records
through our on-line grade book: PowerParent. Report cards will be sent home with students two
times per semester and mailed home at the conclusion of each semester.
Parents may be asked to attend a parent/teacher/student conference as needed. They may request
one as well. Please be respectful of the teachers’ time by calling the school in advance to
schedule appointments or using the teacher’s preferred scheduling system.
RESOLVING PROBLEMS
From time to time, problems arise. Parents should contact the child’s teacher as soon as possible
and inform the teacher of the concern so that a resolution may be reached. If the parent is not
satisfied at the teacher level, the parent may ask to see the Principal. Appointments maybe made
by calling the Office Manager at 310-216-6800. Copies of the school’s complaint policies and
procedures can also be obtained at the front office and on the website under
westchestercharter.com/board-policies.
COMMUNITY SERVICE
WSCS is a community-based school, and it is important that students realize they are
contributing members of the school and it surrounding communities. Thus, students at WSCS
are expected to complete community service hours. The students will serve the community in a
variety of ways: mentoring other students, volunteering for school events, and working for
service organizations outside of school.
Students will also be involved in a variety of activities to enhance their understanding of how a
community functions. This includes service learning and establishing ongoing relationships with
businesses, local government, and community organizations. Emphasis will be placed on
students being connected to their community and becoming contributing members of society.
Students will record their community service hours. Colleges are generally interested in students’
community service records for applications and scholarships. Complete information about this
requirement will be made available in the beginning of the first semester.
Community Service Hours will be recorded in history classes. Students in grade 6 are expected
to complete 5 hours, grades 7 and 8, 10 hours and grades 9 and 10 require 15 hours per year.
Juniors and Seniors are required to volunteer 20 hours of time to the community throughout the
year.

18 SCHOOL FIELD TRIPS
Field trips are an integral part of WSCS curriculum. They are the springboards to further learning
and to projects that demonstrate this learning. Students must always have a signed permission
slip to leave campus. For more information regarding school field trips, please see the field trip
policy on the website at westchestercharter.com/board-policies. While leaving campus provides
unique learning opportunities it is costly. Any contribution you are able to make to these events
is appreciated, and a suggested donation will be provided for each trip.
PHYSICAL EDUCATION
Physical education is offered every day for all students grades 6-10. All students will need to
bring/wear athletic shoes, shorts and t-shirts for this course. WSCS student athletic wear is
available for purchase through the office. Active participation is expected with rare exceptions
requiring a note from home/doctor. The school can provide appropriate attire for physical
education when the student has demonstrated economic need.
CARE OF SCHOOL PROPERTY
Students are responsible for proper care and use of school property and supplies. Intentionally
defacing, damaging, or destroying school property is an offense for which students can be
suspended or expelled. Replacement or repair of property will be the family’s financial
responsibility.
Students will have access to expensive computers (including laptops and tablets) while enrolled
at WSCS. These devices come wireless internet access and educational applications. The use of
technology and the internet are integral components of our curriculum. A technology agreement
was signed as part of the enrollment packet stating parent responsibility for the loss or damage of
any computer and its peripherals. While we are aware that some things break from use, we are
able to recognize damage due to abuse or neglect. This is a serious responsibility for students.
In addition, computers or other electronics, or the internet, may not be used to bully, threaten, or
intimidate students or adults. Such behavior can result in revoking computer privileges,
suspension, or expulsion. The policy regarding internet and computer use, as well as the
agreement families signed upon enrollment, may be found on the school website at
westchestercharter.org/board-policies.
In addition to computers, printers are also available. These printers use expensive ink cartridges
and paper. Students must be certain that what they are printing is actually needed in a hard copy.
They must also not print more than is needed. If there is any question, check with your instructor.
FIRE AND EMERGENCY DRILLS
Students practice drills several times a semester for the purposes of establishing routines around
an emergency. All teachers instruct students in fire and earthquake safety practices and exiting

19 routes. Students will exit in single file, silent lines to facilitate safety, and further instructions if
they should become necessary. Our Safety Plan is on file in the Main Office and with the
Principal, and on the website at westchestercharter.com/board-policies.
LOST AND FOUND
A container for lost items is located by the Gymnasium. Students may check there daily for any
lost articles. Parents are encouraged to check when on campus as well. Please have your student
check often as these articles will not be accumulated, but donated at the end of every month.
Students are responsible for school property signed out to them, as well as all personal
belongings. WSCS is not responsible for items that are lost on campus.

20 SECURITY CAMERAS IN HALLWAYS
Our landlord, The First Baptist Church, has installed security cameras in the hallways to increase
security for their property, which has frequent public access.
The cameras can promote and foster a safe and secure teaching and learning environment for
students and staff, ensure public safety for community members who visit or use our school
property, and can diminish the potential for personal and school/church loss or destruction of
property.
Signage and Notification: Signage will be posted at the school that notifies students, parents,
staff and the general public of the use of security cameras. Students, parents and staff will
receive additional notification at the beginning of the school year regarding the use of security
cameras in the schools and on school grounds. Such notification will include, but not be limited
to, staff handbooks and student handbooks.
Camera Placement: The security camera system is installed in public areas only. These areas
include, but are not limited to, grounds, exterior entrances or exits to school buildings and large
gathering spaces such as corridors, large spaces and main entries. Security cameras will not be
used where there is a reasonable expectation of privacy, including but not limited to restrooms,
changing rooms, private offices, or locker rooms.
Viewing: There will be no monitoring of live recordings, except in the case of a suspected
emergency or safety concern. Reviewing the recordings will occur only when a suspected
incident is committed inside or outside the building (e.g. vandalism, graffiti, etc.). Viewing the
data is to be performed by authorized personnel that have been expressly designated by the
principal or church officer. A log book shall include the following details: the persons viewing
the data, what event triggered the viewing, and the date/time viewed and be maintained by the
principal and made available to appropriate authorities.
No sound is to be monitored or recorded in connection with the video surveillance system.
Surveillance system misuse shall be addressed on a case-by-case basis by the principal.
Limited Access to Recordings: Any video recordings used for security purposes in school
buildings or grounds are the sole property of the church. Release of such videos will be made
only as permissible pursuant to applicable laws and with the permission of the principal or
his/her designee. Access to video recordings from security camera shall be limited to school
administrators (Superintendent/designee, School Principal/designee). Law enforcement officials
(Chief of Police/designee) shall be granted access to video recordings after giving prior notice to
the principal.
Data Storage: All video recordings and logs are stored in a secure place to avoid tampering and
ensure confidentiality in accordance with applicable laws and regulations. Recordings will be
saved for thirty (30) days and automatically deleted, unless being used in an ongoing
investigation.

21 FERPA INFORMATION
Model Notification of Rights under FERPA for Elementary and Secondary Schools
The Family Educational Rights and Privacy Act (FERPA) affords parents and students who are 18 years of age or
older ("eligible students") certain rights with respect to the student's education records. These rights are:
1.
The right to inspect and review the student's education records within 45 days after the day the [Name
of school (“School”)] receives a request for access.
Parents or eligible students should submit to the school principal [or appropriate school official] a
written request that identifies the records they wish to inspect. The school official will make
arrangements for access and notify the parent or eligible student of the time and place where the
records may be inspected.
2.
The right to request the amendment of the student’s education records that the parent or eligible
student believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights
under FERPA.
Parents or eligible students who wish to ask the [School] to amend a record should write the school
principal [or appropriate school official], clearly identify the part of the record they want changed, and
specify why it should be changed. If the school decides not to amend the record as requested by the
parent or eligible student, the school will notify the parent or eligible student of the decision and of
their right to a hearing regarding the request for amendment. Additional information regarding the
hearing procedures will be provided to the parent or eligible student when notified of the right to a
hearing.
3.
The right to provide written consent before the school discloses personally identifiable information
(PII) from the student's education records, except to the extent that FERPA authorizes disclosure
without consent.
One exception, which permits disclosure without consent, is disclosure to school officials with
legitimate educational interests. A school official is a person employed by the school as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law
enforcement unit personnel) or a person serving on the school board. A school official also may
include a volunteer or contractor outside of the school who performs an institutional service of
function for which the school would otherwise use its own employees and who is under the direct
control of the school with respect to the use and maintenance of PII from education records, such as an
attorney, auditor, medical consultant, or therapist; a parent or student volunteering to serve on an
official committee, such as a disciplinary or grievance committee; or a parent, student, or other
volunteer assisting another school official in performing his or her tasks. A school official has a
legitimate educational interest if the official needs to review an education record in order to fulfill his
or her professional responsibility.
[Optional] Upon request, the school discloses education records without consent to officials of another
school district in which a student seeks or intends to enroll, or is already enrolled if the disclosure is for
purposes of the student’s enrollment or transfer. [NOTE: FERPA requires a school district to make a
reasonable attempt to notify the parent or student of the records request unless it states in its annual
notification that it intends to forward records on request.]
4.
The right to file a complaint with the U.S. Department of Education concerning alleged failures by the
[School] to comply with the requirements of FERPA. The name and address of the Office that

FERPA permits the disclosure of PII from students’ education records, without consent of the parent or eligible
student, if the disclosure meets certain conditions found in §99.31 of the FERPA regulations. Except for disclosures
to school officials, disclosures related to some judicial orders or lawfully issued subpoenas, disclosures of directory
information, and disclosures to the parent or eligible student, §99.32 of the FERPA regulations requires the school to
record the disclosure. Parents and eligible students have a right to inspect and review the record of disclosures. A
school may disclose PII from the education records of a student without obtaining prior written consent of the
parents or the eligible student –
•
To other school officials, including teachers, within the educational agency or institution whom the
school has determined to have legitimate educational interests. This includes contractors, consultants,
volunteers, or other parties to whom the school has outsourced institutional services or functions,
provided that the conditions listed in §99.31(a)(1)(i)(B)(1) - (a)(1)(i)(B)(2) are met. (§99.31(a)(1))
•
To officials of another school, school system, or institution of postsecondary education where the
student seeks or intends to enroll, or where the student is already enrolled if the disclosure is for
purposes related to the student’s enrollment or transfer, subject to the requirements of §99.34.

To authorized representatives of the U. S. Comptroller General, the U. S. Attorney General, the U.S.
Secretary of Education, or State and local educational authorities, such as the State educational agency
in the parent or eligible student’s State (SEA). Disclosures under this provision may be made, subject
to the requirements of §99.35, in connection with an audit or evaluation of Federal- or State-supported
education programs, or for the enforcement of or compliance with Federal legal requirements that
relate to those programs. These entities may make further disclosures of PII to outside entities that are
designated by them as their authorized representatives to conduct any audit, evaluation, or enforcement
or compliance activity on their behalf. (§§99.31(a)(3) and 99.35)

In connection with financial aid for which the student has applied or which the student has received, if
the information is necessary to determine eligibility for the aid, determine the amount of the aid,
determine the conditions of the aid, or enforce the terms and conditions of the aid. (§99.31(a)(4))

To State and local officials or authorities to whom information is specifically allowed to be reported or
disclosed by a State statute that concerns the juvenile justice system and the system’s ability to
