The Group introduced a series of new measures in order to adapt to a changed business scenario following the after-effects of the global financial crisis. There was a new thrust on business development, and this was reflected in the signing of a number of agreements with government and private sector companies. Our subsidiaries went an extra mile to implement new policies and programs, following the restructuring that has given a new direction to the Group and the subsidiaries. Emirates Post Group has been inspired to aim for new heights of success in line with the government vision for 2021. Emirates Post Group is set to continue its diversification program in 2013 by adding a whole lot of new services to our product offering, as part of our strategic plan. Our aim is to make Emirates Post Group a model organisation driven by innovation and pursuit of global best practices, as we compete with private sector companies in the field of mail, parcels, remittances, courier and printing of loyalty cards and invoices for corporate clients. We are inspired by the new Federal policy toward customer satisfaction, which is reflected in the launch of the Federal Feedback Gateway, in which Emirates Post Group is a partner. This initiative shows that public sector companies are committed to raising the bar on customer service. The development of the public sector is a high priority area for the UAE government which is allocating ample resources to upgrade the performance of all government organizations. In conclusion, I am pleased that Emirates Post Group is now in a strong position to translate into reality our vision of becoming a leading business group, driven by dynamism and innovation, with a focus on doing profitable business in a highly competitive world, while at the same time keeping in mind our motto of ‘customer comes first’. Obaid Humaid Al Tayer Chairman of the Board 7 | EPG Annual Report 2012 MESSAGE FROM THE PRESIDENT The year 2012 saw Emirates Post Group making all-out efforts to implement its expansion, diversification and business development programs, driven by a new sense of direction that was outlined in the restructuring plan. We are proud that the Group and its subsidiaries made earnest efforts to achieve their goals and objectives, despite many challenges brought in by the lingering global recession. We entered into new agreements with a number of companies to offer our customers a wider range of services. There were many highlights during the year, and they are too many to be listed here. However, I would like to focus on a few major developments. In June 2012, the Federal National Council approved a decree that endorsed Emirates Post Group’s authority to direct and manage the operations of Emirates Post, Empost, Wall Street Exchange and Electronic Documents Centre. This set the foundation for dynamic and professional management. Emirates Post was an active participant in the 25th UPU Congress held in Doha in October 2012. We proposed and supported a number of measures that will help improve the postal network in the GCC. We are delighted that the UAE was elected to the influential 40-member Postal Operations Council (POC), the technical think-tank of the UPU. During the year, the Group and its subsidiaries signed collaboration and partnership agreements with different organizations, including DHL, Dubai Land Department, Abu Dhabi Customs, Dubai Police, Dubai Islamic Bank, and several others. We are continually fine-tuning our postal network expansion strategy to meet the changing needs of the UAE. We are negotiating with real estate developers and facilities management companies to bring postal services closer to customers. We are constantly reviewing our strategies because the country is growing at a rapid pace and new solutions need to be developed to meet people’s expectations. We are delighted that the UAE has shown remarkable resilience to the financial crisis in general. The year 2012 was a year in which the UAE showed the world that it has the vision and determination to excel in every field and consolidate its position as a strategic global and regional hub. The Group manages the long-term and medium-term planning of the subsidiaries, allowing each to benefit from the others’ potential to the maximum; overseeing the implementation of investment projects and initiatives related to specified activities; and providing guidance and management expertise to the subsidiaries. The subsidiaries are supervised through an approved management structure with clear policies aimed at achieving investment returns set by the Board of Directors, consisting of the President and Vice-President of the Holding Group, CEOs of the subsidiaries and CEOs of the Holding Group. The Group has now entered a new era that will see it strengthening its presence at the regional and international levels by providing integrated innovative products and services for individual and corporate customers, in line with the group’s strategic goals of upgrading performance and keeping pace with developments in technology. Emirates Post, one of the subsidiaries of the Group, is a diversified postal corporation providing postal and non-postal services through a network of over 116 post offices. The offering includes government services, utility and telephone bills payment, payment of traffic fines, parking cards, ID card registrations, international driving licenses and remittances. The main Sorting Centre in Ramoul, Dubai, has advanced sorting machines that sort thousands of letters automatically. The Electronics Documents Centre (EDC), which is equipped with cutting edge technology for printing of cards and bulk statements, handles a large number of government and corporate clients, including major banks. Empost, the national courier company, offers domestic and international courier services, backed by a strong track record in customer service and efficient delivery. It has a vast network covering every corner of the UAE. Wall Street Exchange Centre, one of the UAE’s leading players in the field, caters to the needs of expatriates who need to send money to their home countries. The company has a wide network in the UAE offering money exchange and remittance services, as well as branches in the UK and Hong Kong, and tie-ups with 90 partners worldwide. Emirates Post Holding Group, as part of its strategy to combine assets and streamline operations on a new business model, is keen to make each subsidiary a separate profit centre, through innovative services and highest standards of customer service. 11 | EPG Annual Report 2012 HIGHLIGHTS Emirates Post Group witnessed several new developments during 2012. We firmed partnerships with a number of government and private sector companies, as part of diversification of services and business developments. Here are some key highlights of 2012: •In June 2012, the Federal National Council (FNC) approved a draft decree empowering Emirates Post Group to direct and manage the operations of Emirates Post, Empost, Wall Street Exchange Centre and Electronic Documents Centre. •In October, Emirates Post led a high-level delegation to the 25th UPU Congress in Doha, Qatar. The UAE was elected to the 40-member Postal Operations Council (POC), the technical thinktank of the UPU. •Emirates Post Group joined the Federal Feedback Gateway as part of its commitment to raising customer satisfaction levels. •Emirates Post Group acquired the remaining 40 per cent shareholding in Wall Street Exchange Centre LLC, thus becoming 100 per cent owner of the company. •Wall Street Exchange became the first company in the Gulf to go live with SWIFTRemit and 27th globally, for safe and secure transfer of corporate funds. •Emirates Post signed an agreement with Dubai Land Department to offer tenancy contract registration at post offices. •Empost and DHL signed a partnership agreement, in which DHL appointed Empost as its official logistics partner. •Empost was awarded a three-year contract by Dubai Islamic Bank to provide mailroom management services across the bank’s network. •Emirates Post and Abu Dhabi Customs established an electronic link to strengthen mutual working relationship and improve the services to the public •RTA’s Licensing Agency toured the operations section of Electronic Documents Centre (EDC) in preparation for the launch of a project to send vehicle registration and driving license renewal notices by post. •Emirates Post Group presented an ornamental frame of stamps on the Centenary of Al Ahmadiya School to HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, at the Cultural and Scientific Authority in Dubai. 12 | EPG Annual Report 2012 STRATEGIC PLANNING SYSTEM 2014 - 2016 STRATEGIC PLAN PREPARATION METHODOLOGY 1. Team Formation (Review team for the Group’s strategic plans) Team Tasks Each entity shall form an internal team consists of the entity head and a member of each affiliated department and a rapporteur for documentation. •The head of each entity shall develop a definition corresponds to the plan of the Federal Government and the UAE Vision 2021. •A time framed plan and action agenda shall be developed for the regular internal meetings. •Identify key strengths, weaknesses, challenges and financial and international variables in no more than 8 points and not less than 5 points for each entity. In addition to identifying 3 to 5 improvement opportunities that can be availed. •Identify the most important operational plans to address the weaknesses witnessed during the following years : 2014 - 2015 - 2016. •Documenting all meetings by the rapporteur and provide a copy of the minutes of these meetings to Strategy and Communication Sector. Review the operational plan, initiatives and indicators and determine the priority of choosing the initiatives that serve the strategic goals. 10. Submit the revised version to all managing directors and initiatives’ managers for approval. Then, the approved final version shall be submitted to the Higher Committee for approval. 11. The President shall submit the strategic and operational plan to the Council of Ministers. 12. External publication of the Strategic Plan (external publication plan). The strategic planning department shall incorporate the strategic and operational initiatives with the indicators in the performance system. 14. According to evidence received from the concerned departments the results will be entered on a quarterly basis in the system. 15. The Strategic Planning Department shall meet on a monthly basis with the initiatives’ managers to review the targets set for each initiative and the Managing Director of Strategy Department shall submit the results on a monthly basis to the Higher Committee. 16. This mechanism shall be reviewed every year through the Strategic Planning Department Meeting. 17. Review of the Strategic Plan - Goal of reviewing the Strategic Plan: The periodical review of the Strategic Plan, targets, strategic indicators, operational plans, initiatives and processes is meant to ensure that the budget is adequate to implement the initiatives and projects and the adequacy of human and technological resources, and the extent of objectives achievement. This Act gives the exclusive right to license the relevant activities to Emirates Post Group as the official body charged with managing postal services within and outside the state, according to the law, under contracts approved by the Board of Directors. The department grants and issues license contracts for the conduct of the following postal activities: - Transport of documents - The service of letter-post items. - The transport of packages of all kinds. The Executive Regulations for the conduct of postal activities include a number of controls, such as: •Prohibiting public and private entities, natural and legal persons from engaging in any postal activities, unless authorised by the Group. •No party, except the Group, is allowed to grant any licenses for the conduct postal activities •License issued by the Group does not exempt the licensee from payment of the prescribed fees, obtaining the licenses and approvals and presenting the documents required by other public authorities. The license is considered as permission to pursue the specific postal activities and does not grant the licensee any rights against the group and expires at the end of its validity or by cancellation as provided for herein. The general rules include also other provisions related to the process of organizing the business and especially the rights of the licensee regarding cancellation, the guarantees of the Universal Postal Union, non-responsibility of the Group for the confidentiality of mail items dealt with by licensees and conditions of assignment by the licensee to other parties. The total postal companies licensed by the Department of Licensing at Emirates Post Holding Group amounted to over 100. 18 | EPG Annual Report 2012 GROUP NEWS IN 2012 ACHIEVEMENTS 19 | EPG Annual Report 2012 ACHIEVEMENTS UAE ELECTED TO UPU’S POSTAL OPERATIONS COUNCIL The UAE was elected to the 40-member Postal Operations Council (POC) of the Universal Postal Union at the 25th Congress of the UPU held in Doha. The POC is the technical and operational think-tank of the UPU and meets annually at the UPU’s headquarters in Berne. The POC’s scope of work covers helping Posts modernize and upgrade their postal products and services. It deals with the operational, economic and commercial aspects of the postal business. The Council also makes recommendations to member countries on standards for technological, operational or other processes within its competence where uniform practices are essential. BRONZE MEDAL IN PHILATELIC EXHIBITION AT UPU CONGRESS IN DOHA Emirates Post was awarded the Bronze Medal in Doha 2012 Philatelic Exhibition organised as part of the Universal Postal Union (UPU) Congress from September 24 to October 15, 2012. The exhibition, which was open to all UPU member countries, judged the exhibits on parameters of originality of presentation, technical quality of the philatelic material, utility, philatelic interest and quality of entry. Emirates Post exhibited postal stamps issued between 2008 and 2012 in two frames at the venue. This is the first time that the United Arab Emirates took part in this prestigious competition held on the sidelines of the UPU Congress. 20 | EPG Annual Report 2012 ACHIEVEMENTS EMIRATES POST GROUP PARTICIPATES IN 26th MEETING OF GCC POSTAL HEADS Heads of postal administrations from GCC countries, joined by representatives from the General Secretariat of the Gulf Cooperation Council, took part in the 26th meeting of the Committee of Postal Heads in Jeddah in Saudi Arabia. The meeting discussed a wide range of issues related to mail operations in GCC countries. It was agreed that the recommendations on the bill to unify activities of private companies would be submitted to respective ministers for approval. Alongside the meeting, the 18th Gulf Stamp Exhibition was held, in which Emirates Post Group took part along with other GCC countries. WALL STREET EXCHANGE GETS SWIFTREMIT CERTIFICATION Wall Street Exchange Centre, a subsidiary of Emirates Post Group, has obtained SWIFTRemit certification, which allows it to bring the speed, efficiency and security of the SWIFT platform to home remittances. Wall Street Exchange is the first financial institution in the Gulf and the 27th in the world to go live with the SWIFTRemit service, which is a unified platform that enables even small remitters to enjoy the benefits of SWIFT. One of the key advantages of using SWIFTRemit is that money can be transferred immediately with higher security and a more professional service. SWIFTRemit provides the first truly global platform for person-to-person payments, by connecting banks, money transfer operators (MTOs) and other types of supervised payment institutions over the highly secure and stable SWIFT network. 21 | EPG Annual Report 2012 ACHIEVEMENTS WALL STREET EXCHANGE GETS ISO 9001:2008 FOR QUALITY MANAGEMENT Wall Street Exchange Center, a subsidiary of Emirates Post Group Holding, has been awarded the ISO 9001:2008 certification for quality management systems following a stringent audit by international certification bodies. The new certification endorses the international quality standards adopted by Wall Street to boost its performance through integrated quality management systems as it delivers multiple services to individual and corporate clients. 22 | EPG Annual Report 2012 GROUP NEWS IN 2012 PARTNERSHIP 23 | EPG Annual Report 2012 PARTNERSHIP REGISTRATION OF DUBAI LAND DEPARTMENT TENANCY CONTRACTS AT POST OFFICES The registration of residential and commercial tenancy contracts of Dubai Land Department can now be done at selected post offices by paying AED 195 per transaction, following an agreement signed between Dubai Land Department and Emirates Post Group. The Registration Process includes filling up an application form online or at the selected post office, and present the following documents to the customer service agent for scanning: photo copy of tenancy contract, DEWA Bill (Dubai Electricity & Water Authority), passport photocopy with page visa for non UAE nationals and a photocopy of Trade License (for corporates) and transaction fee. CAMPAIGN TO PROMOTE INTERNATIONAL DRIVING PERMITS Emirates Post teamed up with the Automobile and Touring Club of the UAE to drive home the message that official International Driving Permits issued in accordance with Federal Law are as valuable as their passports. A joint awareness campaign was launched to target hundreds of thousands of UAE residents with the message that those planning to drive overseas must possess a legitimate International Driving Permit to avoid legal implications in the event of an accident. The message was highlighted in leaflets placed in PO boxes at Emirates Post outlets across the country, and also through an email and SMS campaign reaching hundreds of thousands of consumers. 24 | EPG Annual Report 2012 PARTNERSHIP EMIRATES POST AND ABU DHABI CUSTOMS ESTABLISH ELECTRONIC LINK Emirates Post and Abu Dhabi Customs have established an electronic link to improve the services provided by both parties to the public. The link is between Abu Dhabi Customs’ ‘Dhabi’ system and Emirates Post’s POS system. The move is in line with the UAE government vision of promoting partnerships among different organisations and raising customer satisfaction. This service helps exchange information between the two sides in a secure environment as well as simplify the procedures between the two administrations through the link between ‘Dhabi’ and POS, and help track a parcel at any point. DHL SIGNS STRATEGIC PARTNERSHIP WITH EMPOST DHL, the world’s leading logistics company, has signed a strategic partnership with Empost the Express delivery division of Emirates Post Group Holding (EPGH), to make it Official Logistics Partner. Under the agreement, the partnership between DHL and Empost will leverage DHL’s extensive global footprint and network to exclusively upgrade and manage all international shipments on behalf of Empost international services and offer superior logistics solutions. The second phase of the agreement will witness cooperation across the retail sector where DHL will benefit from Empost’s strength in the UAE market with physical presence in their 125 retail outlets. The partnership also includes DHL training for Empost employees, as well as further strategic developments for both companies in the future. 25 | EPG Annual Report 2012 PARTNERSHIP AL AIN WATER AND ELECTRICITY BILLS CAN BE PAID AT POST OFFICES The payment of water and electricity bills and reconnection fees of Al Ain Distribution can be done at any post office in the UAE, following an agreement between Emirates Post Group and Al Ain Distribution Company, a subsidiary of Abu Dhabi Water and Electricity Authority. The agreement seeks to simplify and speed up the procedure of paying bills. This is part of Al Distribution Company’s strategy to open new outlets for payment of bills in different areas, with the objective of saving consumers’ time and effort. DUBAI POLICE HONORS EMIRATES POST GROUP Emirates Post Group Holding was honored as a strategic partner of Dubai Police during the 4th Forum of Strategic Partners, held at Dubai Police Officers Club. Empost will provide services of mailroom management across 75 branches of Dubai Islamic Bank and manage express distribution to these branches on a daily scheduled basis. The Dubai Islamic Bank contract is an addition to Empost’s growing list of corporate clients, as it positions itself as a dominant player in the UAE’s courier industry space. LEASING OUT SPACES IN POST-OFFICES Emirates Post has started renting out spaces in post offices to companies, as part of a move to offer wider services to its customers. Since the launch of the new strategy from early 2012, a number of companies have already launched their operations from the post offices, including some banks, travel agencies and business centres. The companies operating from post offices will follow the same working hours as the post offices. Most post offices are open from 8 am to 9 pm; however a few are open only up to 3 pm. The private companies are required to follow these timings. The highlight was the felicitation of the winners of the 41st UPU International Letter-Writing Competition for Young People on the topic “Write a letter to an athlete or sports figure you admire to explain what the Olympic Games mean to you”. EMIRATES POST HOSTS UPU WORKSHOP ON MONEY TRANSFER IN ARAB COUNTRIES Postal corporations from Arab countries took part in a workshop that threw new light on the International Financial System (IFS), a low-cost, post-topost money transfer system, which is backed by Universal Postal Union (UPU). The workshop was part of an exercise to implement the IFS system in Arab countries, offering people a cheaper but technologically advanced remittance service through the postal network. The UAE participation was under the common umbrella of Gulf Cooperation Council (GCC) under the chairmanship of Saudi Arabia. The Emirates Philatelic Association also participated in the exhibition and displayed collections of its leading members. The event was held under the patronage of Federation Internationale de Philatelie (FIP) and Federation of Inter-Asian Philately. The UAE stand was frequented by a number of visitors, including heads of postal organizations from all over the world, local VIPs and members of the diplomatic corps. QATARI POSTAL DELEGATION SEEKS COOPERATION WITH EMIRATES POST GROUP A delegation from the Ministry of Business and Trade, Qatar, visited Emirates Post Group and discussed avenues of cooperation and exchange of expertise. The discussions covered a wide range of procedures followed by Emirates Post in granting licenses to companies engaged in postal services, as the Postal Services Licensing Section in the Qatari Ministry of Business and Trade is currently developing laws and regulations for postal services in Qatar. The PCs are then given to needy educational institutions in UAE and abroad. The delegation of Dubai Municipality visited Emirates Post and expressed their gratitude to the officials for the thoughtful gesture, while highlighting the role of the Center which is located in Al Qusais area. Since 2007, when it was established, thousands of PCs and computer parts were received and sent to needy institutions. PCs donated by different companies and government agencies are refurbished with technical support from Microsoft and distributed to needy institutions in cooperation with Mohammed Bin Rashid Al Maktoum Charity and Humanitarian Foundation. BLOOD DONATION CAMPAIGN AT DUBAI CENTRAL POST OFFICE In response to the “My blood for my Country” initiative launched by HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, Emirates Post Group organized a blood donation campaign at the Dubai Central Post Office which generated overwhelming response from employees and customers. As part of the launch of the “Green Art” award, an exhibition was held on products made from recycled automotive spare parts by the Transport Management Department of Dubai Municipality. The exhibits highlighted the transport management experience in using different parts of vehicles to make beautiful office furniture through innovative ideas. EMIRATES POST GROUP DISTRIBUTES COPIES OF HOLY QURAN Emirates Post Group distributed copies of the Holy Quran to its employees in order to encourage the reading of the holy book during the month of Ramadan. The initiative was undertaken in association with Islamic Affairs & Charitable Activities Department under the campaign “Ramadan is the month of Fasting and Reading the Quran”. As part of this campaign, copies of the Holy Quran were supplied to the Main Offices in each zone. The program was held under the CDA’s Ramadan campaign ‘Smile on their Faces’ in which labourers were given free meals and toiletries throughout the holy month. Volunteers from Emirates Post Group and CDA visited construction sites and labour camps to distribute postcards to the labourers who were invited to write personal Eid Al Fitr greetings and send them to their families free of cost. The postcards were then collected by the volunteers for mailing. Under the program, a total of 5,000 postcards were printed free of cost by Delta Group, and the distribution was assisted by Indian Community Welfare Committee. EMIRATES POST GROUP EMPLOYEES VISIT HOME FOR ELDERLY A delegation from the Emirates Post Group, which included children, paid a visit to the Albarza Club for the Elderly at Mamzar, which is run by the Community Development Authority in Dubai. The delegation expressed joy on spending quality time with the elderly members of society and called for more humanitarian activities and fostering love for parents and recognition of their role in social development. The delegation members talked to the residents and presented them with gifts. The children presented some entertainment program for the benefit of the elderly. EDC specializes in processing and preparation of the postal items and cards printing in order to reflect the concept and quality of the postal services through setting high quality standards and provision of world-class services. The Center benefits from the strengths of Emirates Post Group Holding in its capacity as the national provider of postal services in the UAE, having extensive experience in the field of postal services. Thus EDC will enjoy high level practical and operational experience in a safe and secure electronic environment. On the other hand, ABBA Electronics Company is considered as one of the leading players in the field of mail processing and integrated solutions for smart cards. Today, EDC is regarded as the first of its kind in the region specializes in providing integrated services in the fields of outsourcing data printing such as invoices, account statements, packaging and distribution the same, printing and personalizing of the smart cards and delivery of the same to the customers. Smart Card Personalization and Printing: Printing identification data on the financial and non-financial cards (such as customer loyalty cards insurance cards, employee identification cards, etc...) and automatically stick and laminate such cards. Automated packaging: Secure automated packaging and smart insertion systems for packaging with additional pamphlets for various purposes such as marketing. Stationery Management: Management of corporate stationary such as letterheads and envelopes with the logo in a cost-effective manner through procurement and storage, in addition to the optimal use of stationary for printing data such as account statements etc. for the customers. E- Statements: EDC provides the E-Statement services to clients via its solid and secured I.T infrastructure. Designs: Highly qualified designers to create and design the requirements of customers such as account statements, invoices and other documents. Local and international presence: • EDC provides its services to the customers in UAE and abroad • EDC conducts its business through two branches in the UAE: the main branch in Dubai and The Abu Dhabi branch •EDC is studying the opportunities of establishing branches in the neighboring countries. Key achievements, projects and developments during 2012: •An increase of 0.05% in the actual profit for 2012 comparing to the targeted profit, and an increase of 17% compared to 2011. •The actual operative revenue for 2012 was 7% more than the operative revenue for 2011. •The overall cost at EDC for 2012 was reduced by 11% comparing to the budgeted overall cost in the same year.
