Tulsa Community College Waiver of Non-Resident Tuition August 30, 2012
Oklahoma State Regents for Higher Education (OSRHE) Institutional Admission and Retention policy
(OSRHE Policies and Procedures Manual 3.17) establishes criteria for the classification of In-State and
Out-of-State Status of enrolled students in regard to tuition.
OSRHE currently allows the institution to provide a waiver of out-of-state tuition for students as allowed
in OSRHE 3.17 (attached). TCC administration may approve a waiver of the non-resident tuition for
qualifying students within one of the following categories:

Special Academic Programs – Programs defined by academic leadership as meeting strategic
goals through the completion of high value, high impact degrees by TCC students

Extraordinary Talent or Academic Performance – Students with high GPA and/or standardized
test scores, or a special talent or ability

Students who reside or work in Oklahoma – Students residing or working in Oklahoma who are
ineligible for in-state tuition with a stated intent to maintain residency or work in Oklahoma

Students with Hardship and Special Circumstances – Student eligibility for hardship and special
circumstances will be determined by the Chief Academic Officer.
 Process for Application for Waiver of Non-Resident Tuition:
1. The student completes a Petition for Resident Tuition Classification and provides all requested
documentation.
2. The student must be degree-seeking and has provided all requested academic credentials.
3. The student does not meet criteria for in-state classification of residency but meets criteria for
institutional waiver of non-resident tuition per OSRHE 3.17.
4. The student has a minimum retention GPA of 2.5 (High School GPA 2.5 on 4.0 scale for New First
Time Freshman) and meets Satisfactory Academic Progress completion criteria. First Time Freshman
with an earned GED must have a composite score within the 75th percentile or higher.
5. The student completes the TCC Non-Resident Tuition Waiver application as well as all checklist items
included on the application. Priority deadlines for application are June 1 for Fall semesters and
November 1 for Spring semesters.
6. The application is reviewed and an award determined by committee, based upon student eligibility
and available funding. There is no appeal to the committee decision.
7. The student is notified of the award status via TED.

TCC Non-Resident Tuition Waiver Application
The TCC Non-Resident Tuition Waiver is a waiver of the non-resident portion of tuition of six (6) to twelve (12) credit hours for the Fall or Spring semester.
Students who meet the criteria indicated below may apply for the Non-Resident Tuition Waiver. Priority deadline for applications received at any Tulsa
Community College Financial Aid Office is June 1 for the Fall semester and November 1 for the Spring semester. Applications will be awarded to eligible
applicants on a funds available basis. Should the number of qualified applicants exceed the number of waivers available, completed applications will be
considered in the order received.

Applicants who have not attempted college credit will be evaluated on their high school GPA, ACT scores, or GED scores. Applicants are required to submit
official transcripts and/or test scores to any TCC Admissions/Enrollment Services Office. Failure to provide this information will result in a denial. Applicant
may submit official transcripts and/or scores with the tuition waiver application; however, this will not satisfy admission requirement.

Eligibility:
Applicants and Recipients of the Non-Resident Tuition Waiver must maintain a retention GPA of 3.0. A 67% completion rate is required using attempted
hours at TCC, and previously attended colleges. Awards will also be denied due to excessive withdrawals, failure to maintain satisfactory academic
progress, or for having more than 95 attempted hours. All Non-Resident waiver awards are subject to eligibility criteria of the Oklahoma State Regents for
Higher Education and are subject to change. Complete criteria is available at www.okhighered.org.

Notification, Awarding, and Re-Evaluation: Recipients will receive an award notice via TED to verify approval of the Non-Resident Tuition Waiver. This
tuition waiver does NOT include student fees. A recipient of another tuition waiver is not eligible for more than one waiver. Requests are subject to
available funding.
