She is primarily known for her roles in two Alfred Hitchcock films, The Birds and Marnie, and her extensive efforts in animal rescue at Shambala Preserve, at 80-acre wildlife habitat which she founded. She is the mother of actress Melanie Griffith, and they share credits on several productions, notably Pacific Heights. She has appeared in more than 40 films. In 2003, she was honored with a star on the Tippi Hedren Hollywood Walk of Fame. Perhaps the most visible Hollywood example of the problem is with the proposed Sunset-Gordon Project. In January, the California State Supreme Court rejected the final appeal from appellants, handing the City and developers a hollow victory. Unfortunately, it had taken two-and-a half years to complete the case, which was originally filed in August 2008. The developers were unable to hold on and lost the property late last year. PHOTOS BY MARLENE M ore than 6,000 jobs have been lost in Hollywood over the past two years – not because of the Great Recession but because of lawsuits or the threat of lawsuits. (See sidebar on next page) The staggering loss of jobs has led the Hollywood Chamber of Commerce to call for reform of CEQA laws. “Virtually all major development in Hollywood has ground to a halt,” said Chamber President & CEO Leron Gubler. “The sad thing is that thousands of people could have been put to work if it had not been for these lawsuits or threats to sue. And now other developers are reconsidering doing projects in the community because they are fearful of frivolous lawsuits.” Gubler said the problem is that even Plans for Paseo Plaza, Sunset & Gordon, Emerson College and Target projects are some of Hollywood’s developments on hold. years. One of his favorite sayings was “If you’re not moving ahead, you’re falling behind!” Those words are especially true for Hollywood today. Over the course of the past few years we have seen both the economy and “greenmail” litigants lay waste to Hollywood’s future and most of its premier development projects. As we struggle to resurrect the renaissance of Hollywood we are met with challenges that seem at times insurmountable. But get past them we must. In order to do so we must unite the community forces that drive our city and focus our attention on the issues that hold us back. Facing us head-on this year, along with our ongoing need to maintain the luster of our community, is the challenge of finding reasonable reforms to address the misuse of the California Environmental Quality Act that has evolved into a cottage industry engaged by few but harming so many. The Hollywood Chamber of Commerce has begun the process of bringing together a coalition of business, labor and environmental interests to find a reasonable way to address the abuse while at the same time strengthening this important statute. Effective CEQA reform is critical to moving the economy of Hollywood forward and essential to maintaining the quality of our community. Another impediment to moving Hollywood forward are those that insist on treating Hollywood’s parking facilities as a commodity and not as a critical resource. Thanks to the strong and effective leadership of Council President Eric Garcetti and a united front of community leaders, Hollywood fended off the Mayor’s effort to sell off a 50 year lease of our most valuable parking structures for a short term fix. A bitter sweet victory, but a victory none-the-less. Now we are faced with the challenge of better utilizing this resource to help address the serious budget issues we continue to face and to further enhance the retail, tourism and entertainment environment that sustains us. The Hollywood Chamber has strongly supported the establishment of a separate parking district for Hollywood that would allow us to more effectively manage our parking resources while increasing revenue for the city. As the Hollywood Chamber assesses its priorities for the upcoming year, it is imperative that we evaluate the mission and priorities of our other community efforts as well. From the Walk of Fame and the long awaited beginning of its repair, to the Hollywood Sign, to the Hollywood Chamber Community Foundation and our newly formed Hollywood Chamber of Commerce Political Action Committee, we need to keep a laser like focus on our greatest needs and continue to use our best assets to keep moving Hollywood forward! Chamber Calls for CEQA Reforms Continued from Page THREE What had been proposed on the site of the Old Spaghetti Factory was a 23-story project with Los Angeles’ first work-force housing for middle income residents with 305 units. In addition, there would have been 40,000-sq.ft. of creative office space, 13,500-sq.ft. of retail space, and a ½ acre park for the community. “It would have been a beautiful project at the gateway to Hollywood,” noted Gubler. “Instead, we now have a boardedup building, often covered with graffiti and surrounded by a chain link fence.” The plaintiffs had challenged the 20 percent reduction in parking approved by the city, even though the project was close to mass transit and the mixed-use nature of the project would have allowed for better maximization of parking resources at all times of the day. The Chamber has met with local legislators, who represent Hollywood, and asked for their support to reform the CEQA process. Currently, 13 bills have been introduced in the legislature, that would reform CEQA. PUBLIC POLICY Plan to Lease Hollywood Parking Garages Derailed Three of the nine public parking garages proposed in the lease were in the heart of Hollywood: Parking garages at 6370 Sunset Blvd. at the Cinerama Dome, 1718 N. Cherokee Ave., and 6801 Hollywood Blvd. at Hollywood & Highland. T hanks to strong opposition from the Hollywood Chamber of Commerce, the Hollywood Property Owners Alliance and other business and residential groups in Westwood, a proposal by the City of Los Angeles to lease nine parking garages to the private sector for 50 years has been rejected. The City Council, led by Council President Eric Garcetti, voted 12 to 0 to reject an appeal from Mayor Villaraigosa to strip out protections for Hollywood and to continue with the planned lease. “When we first learned about the proposal in late October, the future looked bleak,” said Chamber President & CEO Leron Gubler. The proposal, which by that time was moving fast, was needed to close a $53-million gap in the City budget for the current fiscal year. City officials said that without the lease, the City would have to lay off up to 1,000 employees. “What they lost sight of in the headlong rush to lease the garages was the impact it would have on business community,” noted Gubler. “If the original proposal had been approved, we would have seen huge price spikes that would have severely damaged our ability to build a retail district in Hollywood. Local residents would have voted with their feet and would have shopped where parking was free or competitive.” Maximum parking rates at Hollywood & Highland could have risen to as much as $4.80 an hour in the first year of the proposed lease. The Chamber and HPOA met with City officials and was able to convince them of the need to include guarantees to protect Hollywood businesses within the “Request for Proposals” (RFP) that was to have been issued to interested parties. The City sent out the RFP and discovered that no one was willing to submit a proposal if they had to guarantee the retail parking rates. “The fact that no one was willing to bid with these stipulations confirms our fears of what would have happened had the original proposal been approved,” commented Gubler. “It would have set back the revitalization of Hollywood by decades.” Gubler said that special appreciation needs to go to Council President Garcetti for protecting Hollywood’s interests. Without his strong support, the victory would not have been possible. Garcetti suggested that the City explore other options including: 1 the possibility of the CRA paying off the debt on the garages and creating a parking district; 2 involving the City’s own pension funds in some manner; 3 selling individual garages to stakeholders such as the CIM Group that owns Hollywood & Highland; or 4 modernizing the garages and adjusting rates to bring in more revenue for the City. The Chamber and HPOA both are working with the City to determine how the City can increase its return from the garages and how the community can protect its interests. “Obviously, if we do nothing, then another proposal to lease the garages could eventually arise,” noted Gubler. “It is in everyone’s interest to use this incident as a ‘wake-up call’ and to develop a plan that works for the City and for Hollywood.” CHAMBER BUSINESS BENEFIT representing the interests of business with government Hollywood Chamber of Commerce Announces its Support of the NBC Universal Evolution Plan The Hollywood Chamber of Commerce Board of Directors recently endorsed the highly anticipated NBC Universal Evolution Project. The Evolution plan proposes to upgrade and improve NBC Universal’s production and post production facilities while providing a revitalized entertainment destination, modern office space and a new residential neighborhood with 35-acres of open space. The Hollywood Chamber’s support came after extensive review of the Evolution Draft Environmental Impact Report (DEIR). More than a year ago, the Hollywood Chamber’s Economic Development Committee established a NBC/U subcommittee to ensure that Hollywood’s concerns and issues were addressed. After careful 6 n hollywoodchamber.net review of the DEIR, the Chamber’s subcommittee submitted several recommendations to the Evolution Plan to help best preserve the interests of the greater Hollywood business community. The Chamber’s recommendations included several ideas to help reduce traffic; the establishment of a major grocery store, dry cleaner, and specialty restaurants amongst the retail planned for the project; establishing an adequate mixture of home ownership and rental units within the project to foster long-term commitment to the community; and encouraged the developers to provide timely notification to businesses & residents in Hollywood for pending lane & road closures and alternate routes during each phase of the construction. CHAMBER BUSINESS BENEFIT creating a strong economy n Creating a Strong Economy n Promoting Hollywood n Political & Legislative Action n Networking & Promoting Your Business n Assisting the Community HOLLYWOOD BUSINESS ADVOCATE PUBLIC POLICY Hollywood Businesses Optimistic for 2011 Hollywood Chamber Positions on March 8, Los Angeles City Ballot Measures A O benchmark survey of Hollywood Chamber members shows that a slight majority of businesses had an average or below-average year in 2010, but that most businesses are optimistic about 2011. The survey, conducted in January, showed that 51 percent of businesses rated 2010 as average or below. However, 70 percent said that they predicted 2011 would be a better than average year for business. A total of 41 percent said their business was up in 2010, while 34 percent said business was down, and 23 percent said there was no change. About 23 percent of companies said that they did layoffs in 2010, while 36 percent said that they hired additional employees. When asked to rank the City of Los Angeles as to its business friendliness, 62 percent ranked the city as average or below. As a follow up question, we asked how the City could improve its business friendliness. Members were not shy in their responses. The most frequent suggestion was to streamline the business tax procedure and to reduce the gross receipts tax. One respon- dent said, “City business taxes are capricious and we are fearful that the business may be taxed within an incorrect business type.” Another said, “There is too much red tape. The City doesn’t lend a helping hand to resolve issues, and makes every encounter with it so complicated and confusing that even the brightest of minds and experts have difficulty navigating their way through the system, never mind the expense.” Other suggestions included to provide financial incentives for businesses to locate in L.A., change the restrictions on parking after 6 p.m., to reduce red tape, deal with homeless issues, make it a simple procedure to open a business, to not privatize city parking garages, to reduce fees and expedite permits, to improve transparency, to regulate street characters and vendors, and to be more development friendly. Thirteen percent of members responded to the survey, which the Chamber plans to conduct on an annual basis. CHAMBER BUSINESS BENEFIT creating a strong economy Hollywood Chamber DC Delegation to Meet with Obama Administration Officials and Local Members of Congress to Advocate Hollywood Interests A delegation of representatives from the Hollywood Chamber of Commerce will visit Capitol Hill May 2 to 4, to advocate issues of importance to Hollywood and the greater Los Angeles region. Each year the Chamber’s Legislative Action Committee spearheads the annual advocacy trip to educate Members of Congress on issues including: transportation funding for Los Angeles, housing and homelessness initiatives, education and work-force development, antipiracy legislation, and tourism. These were the positions of the Hollywood Chamber: SUPPORTED Measure G: Police and Fire Pension Reform - Would raise retirement age for new police and fire officers from 55 to 62 and require workers to contribute 2 percent of salary to cover health costs. OPPOSED Measure H: Campaign Contributions - Would reform local campaign laws to ban political contributions from those who have contracts with or are bidding on city contracts exceeding $100,000. OPPPOSED Measure I: DWP Accountability - Would create an Office of Public Accountability for DWP and serve as a ratepayer advocate for consumers. SUPPORTED Measure J: DWP Budget Would require DWP to submit its budget, and estimate its annual transfer to the city’s general fund earlier to coincide with the council’s budget debate. NO POSITION on Measure L: Library Funding - Would increase allocation for city libraries from .0175 to .03 percent of property owners’ assessed valuation. NO POSITION on Measure M: Marijuana Tax - Would impose 5 percent tax on medical marijuana sold at clinics allowed to operate in LA. SUPPORTED Measure N: Campaign Matching Funds - Would reform local campaign laws to increase public matching funds for candidates and would bring the City into compliance with the recent Supreme Court decisions on campaign finance laws. OPPOSED Measure O: Oil Extraction Fee - Would impose a quarterly tax of $1.44 on each barrel of oil produced from each oil well located within the City. NO POSITION on Measure P: Reserve Fund - Would establish contingency and emergency reserve accounts. Hollywood was showcased to over 100 media outlets, including CNN, KABC, Reuters, IMDB, E! Entertainment, and the Associated Press. Media guests from places like New Zealand, India, Austria, Russia, and the UK, were pampered and informed while they learned more about the Hollywood community. Around 140 media representatives from around the world visited the Chamber’s 8th Awards Media Center over two days. NETWORKING EVENTS Chamber’s LOHO Program Scheduled to Re-launch in May 2011 Buca di Beppo Universal Citywalk Hosts Chamber’s April Mixer L I ast October, the Chamber’s Tourism Committee launched a special promotion geared towards residents of Southern California to entice them to re-discover Hollywood. The promotion was named “LOHO” (Locals Only Hollywood Offer) and offered a savings of up to 50 percent off on major attractions in Hollywood. Due to the success of the first run and the significant media attention the program garnered, the Committee decided to make this an annual event, and add a ‘buy-in’ opportunity so that an advertising component could be added. Kaylee Kiecker, the Chamber’s VP of marketing and Business Development, credits the hard work of the Committee co-chairs, Tej Sundher and Jim O’Callaghan, who have made tremendous strides in securing marketing dollars and negotiating advertising packages. So far, the Committee co-chairs have a commitment of $30,000 from partners, which will get the program close to $400,000 worth of advertising packages. In order to make this program work with the new components, the LOHO program will have to wait to re-launch in May of 2011. The month of May, like October, is a slower month for tourism and for the attractions and ample time to plan for promoting the new LOHO. Committee co-chair Tej Sundher of Hollywood Wax Museum said, “Enticing local residents to experience Hollywood in May would give a much-needed jump start to the tourism season, when their friends and families arrive. The extra time can also allow for a stronger marketing campaign and secure more advertising dollars.” Co-chair Jim O’Callaghan of LA Inc, has been successful in securing close to $400,000 worth of advertising. With strong campaigns through radio, billboards, bus backs, and social media outlets, the cochairs are confident that LOHO will become a familiar event for all locals in the greater Los Angeles area. CHAMBER HIGHLIGHTS Chamber’s Bootcamp Introduces New SBA Lending Programs E xciting news for small businesses: owners could get up to $250,000 in capital under new loan initiatives from the federal government. On Friday, March 25th Roberto Barragan, President of the Valley Economic Development Center (VEDC), will speak to Chamber members about the new Community Advantage loan and Small Loan Advantage programs to be launched this spring. Loans are made directly to smallbusinesses via nonprofit lenders including the VEDC, and through larger, existing SBA lenders such as banks. The new loan policies are expected to be good news for small-business owners, particularly in low – to moderate – income communities, those less than two years old, and those owned by veterans. Don’t miss this important presentation brought to you by the Chamber’s Small Business Committee and the VEDC. The Business Bootcamp will be held from 8:30 a.m. to 10:30 a.m. on Friday March 25th in the Chamber offices, located at 7018 Hollywood Boulevard. F ormerly known as the ‘Women of Distinction’ Fundraiser, the new ‘Heroes of Hollywood’ luncheon will open the door for new companies, organizations, and individuals to be recognized as a hero in Hollywood. “Taking a distinguished event and updating it to create more opportunities seemed like the right thing to do,” said event co-chair Kathleen Cook, Director of Sales and Marketing at the Hollywood Heights Hotel. Kathleen was also co-chair of last year’s Women of Distinction event and knows first-hand what the fundraiser needed. “We have this great pool of companies and people in Hollywood that are doing incredible things. If we can honor them and raise more funds for our local non-profits, it is our responsibility to do just that,” she said.
