ELECTION FOR EXECUTIVE POSITIONS
In November 2007, an Election Notice was sent to all Regular members of the NUREG Group
inviting nominations for all positions of the NUREG Group Executive.
Following the close of nominations on Friday, December 21, 2007 the following members
expressed their willingness to serve on the NUREG Group Executive for a two-year term:

NUREG GROUP ELECTIONS VOTER’S KIT
This is your voter’s kit for the election of the Nuclear Regulatory (NUREG) Group Executive
Members. Please note that you are entitled to vote for one candidate for Treasurer and three for
Member-at-Large.
Please read all materials carefully to ensure that your vote will be counted.
VOTER ELIGIBILITY
Only Members in good standing of PIPSC in the Nuclear Regulatory (NUREG) Group are
eligible to vote in these elections.

All candidates were invited to submit résumés of 300 words or less stating their
experience/objectives.

1. Mark your ballot in the appropriate box with an “X”. Do not sign your name or make any
other mark on the ballot that may identify you.
2. Place your ballot in the self-addressed stamped envelope and seal it.
3. For verification of membership in the Institute, PRINT your name on the detachable flap at
the back of the ballot envelope and indicate “NUREG Group”.
OTHERWISE YOUR VOTE WILL NOT BE COUNTED.

5. Ballot envelopes must be received at the Institute’s National Office no later than 5:00 p.m.
(Ottawa time) on Wednesday, February 27, 2008.

Dear CNSC Colleagues:
After providing the AECB/CNSC with 31+ years of dedicated service, I am seeking the opportunity to
apply my extensive knowledge and experience to helping the NUREG Group and its members achieve
their goals.
Although my experience with union activities is limited, I have served as a member on Staff Council and
on the Health and Safety Committee, was appointed as the Chairperson for the Advisory Group for
Women in the Workplace, and was appointed as a member of the UCP Restructuring Committee (from
which I resigned when I realized the Committee was not what it purported to be).
The various employment positions I have held within the organization have provided me with a wide
range of experience that I can bring to the table on your behalf. These positions have included:

Having spent eight years at our Calgary office, I can relate to the issues faced by our Site and Regional
Office staff. I know the demands, risks, and decisions facing our front-line staff because I was an
Inspector for 12 years. I know and understand the issues facing women in general, and working mothers
in particular, in a very specialized, technical field. I am also very much aware of some of the current
issues facing staff such as an inadequate Harassment policy, no apparent staffing policies, excessive
workloads, etc.
I am respectfully requesting your support in my quest to serve on the NUREG Executive.

Monique Dworschak
I am seeking your support for my candidacy as treasurer of the NUREG executive committee.
Following my active participation in the union organizing committee from its inception in the spring of
2003, I have had the privilege of representing CNSC staff on the NUREG executive committee since the
election of our bargaining unit’s interim executive committee, serving first as treasurer, then as member at
large, I have also served as union and staff representative on the Workplace Health and Safety Committee
for two years, and gained invaluable experience as the sole representative of the APP group during
negotiations of our very first collective agreement.
In the past, I have also had several years experience as an elected member of a provincial union at
Algonquin College and at La Cité collégiale where I served first as a union steward then as a member of
the Ontario Public Service Employees Union executive committee through which I frequently served as
an employee representative on various employer committees.
I have been with the CNSC for 11 years in non-technical positions (APP), serving two years in an
administrative support role, five years as a Regulatory Documents Officer and four years as a Program
and Documents Officer.
With your support I hope to continue my participation on the executive committee helping to ensure that
both technical and non-technical staff interests are represented, and to help make our bargaining unit a
truly effective and smoothly functioning body.

Gérard Lalonde
My name is Gérard Lalonde and I started working for the Canadian Nuclear Safety Commission in July
2003. I joined the CNSC to head up the creative services team (including writers/editors and graphic
artists) within the communications directorate.
Prior to joining the CNSC, I was in the private sector for 14 years, as a principal in a communications and
graphics services company. We provided digital publishing services to numerous government
departments and private sector companies.
In the mid-1980s, I worked for five years as the Director of Communications for the Aerospace Industries
Association of Canada. Prior to this, I spent four years on Parliament Hill as a Special Assistant to the
Minister of Industry, Trade and Commerce and to the President of the Privy Council. I began my career in
1979 working for a national consulting firm in the energy sector.
I am a graduate of York University with a degree in Political Science.
I became a union Steward and Member-at-Large of the NUREG Group Executive in 2007 and in
September 2007 I took on the additional job of Chief Steward.
If ask for your support to re-elect me as a Member-at-Large of the NUREG Group so that I may continue
to apply my many years of communications and management experience to labour relations matters at the
CNSC. NUREG has served notice to the CNSC to begin the bargaining process for a new collective
agreement. I am committed to working towards a new collective agreement between NUREG and the
CNSC, which provides much needed stability to the labour management process at the CNSC. A clearly
defined collective agreement will help all parties better understand their respective roles and
responsibilities and promote more consistent and non-arbitrary decision-making, as it relates to labour
management issues.

Al Omar, PhD, PEng, PMP
I am seeking your support and vote to become, once again, a Member at Large of the Nuclear Regulator
(NUREG) Group Executive.
My involvement with NUREG includes:
• Being part of the original group who campaigned very hard to establish the Union
• Serving on the first Executive of the Group
• Serving as a Steward, and, in this capacity, have assisted in resolving three cases involving
labour-relations issues
• Chairing a team to organize the NUREG Bargaining Conference in September 2007
• Frequent consultation in matters related to NUREG
• Current responsibility for the NUREG bulletin boards
I like to continue offering the NUREG Group my expertise in topics such as project management,
strategic planning, data processing, accounting, risk qualification and quantification, and preparation of
business and legal cases.
I was a member of AECL’s SPEA in early 1980s. In addition, I volunteered for, elected or appointed to
numerous community positions. For example, I was appointed by the Ontario Government to serve as a
Commissioner on the Gloucester Police Service Board; elected as Vice-president, then became President
of a community association etc.
I am currently a Technical Specialist, within DAA, who manages Canada’s fulfillment of its obligations
under the Convention on Nuclear Safety. I also evaluate licensees Integrated Safety Reviews for NPP
refurbishment for the purpose of life extension. As a Regulatory Program Officer in DPRR, I projectmanaged PRRIP; and developed integrated processes, procedures and databases (such as CERTS). I
worked at several levels of responsibilities related to CNSC foreign and corporate technical training. I
have worked as a project officer, specialist, R&D manager and CANDU process system designer.
Thank you for your anticipated support. I look forward to advance our cause and achieve our collective
objectives.
Jean-Claude Poirier
I’ve been employed at the CNSC since 1996 first as a licensing specialist, then as an
Inspector/Coordinator. I’ve been a member of the NUREG Executive for the past two years and feel we
are now at a turning point in our relations with our employer. As our employer initially resisted the
presence of a union in the workplace, I now have hope that we can put the rhetoric behind us and work in
collaboration towards a better work environment. To this end, I have volunteered to be part of the next
bargaining team that will renegotiate our collective agreement expiring March 31, 2008.

I have been an active member of the Nuclear Regulatory (NUREG) group since we were first certified in
2004, and I have worked in many different roles within the group since that time. I am now requesting
your support to continue serving you as the group’s Treasurer.
With your vote, I will continue to perform the duties of the Treasurer of the NUREG group to the best of
my abilities. I will also continue to ensure that all NUREG group funding is used to serve the best
interests of you, the group members.
Why vote for me?
¾ I am an experienced Treasurer:
• I have performed the duties of the Treasurer of the NUREG group for the past year-anda-half. This experience has given me comprehensive knowledge of the Treasurer’s
responsibilities, including a solid understanding of the PIPSC funding rules and reporting
requirements.
•
From 2004 to 2006, I served as the Treasurer of my Condominium Corporation, an
organization with an annual budget exceeding $100,000. While serving in this role, I
gained significant accounting experience through creating and analyzing budgets and
financial statements.
¾ My union experience makes me an effective member of the NUREG group’s executive
committee:
• I have been a member of PIPSC since 2004, a NUREG group steward since 2005 and a
member of the NUREG group’s executive committee since 2005;
•
I was the Secretary of the NUREG group’s executive committee from 2005 to 2006;
•
I was the Acting Treasurer and the Treasurer of the NUREG group’s executive
committee from 2006 to 2007; and
•
I am currently a member of the NUREG group’s bargaining team and I was an active
participant in bargaining our first collective agreement.
I hope that I can count on your support so I can continue to serve you as the Treasurer of the NUREG
group.
