Recognizing Excellence in Public Service
The Search for COPS is a joint undertaking of the Metrobank Foundation,
Rotary Club of New Manila East and PSBank, implemented in close
coordination with the Philippine National Police. Recognizing the share
responsibility between the police officers and the community, the Award
seeks to identify gallant men and women in the police force who are able
to work with the community to prevent and solve crime. Every year, four
Commissioned Officers, and six Non-Commissioned Officers will win this
prestigious award.
History of the Competition
The campaign of providing due recognition to Filipino police officers who
are dedicated in improving our quality of life would inspire other men and
women of the PNP and other Filipinos to continue enhancing their service
and to perform with competence and integrity. The Rotary Club of New
Manila East thus established the Best Community Oriented Policemen
(COP) Award in recognition of the important role of the vocational and
community service component of police work in pursuit of peace and
order. Starting as an award for police officers in Metro Manila in 1998,
the competition was expanded nationwide, garnering the support of the
PNP, particularly the Directorate for Police Community Relations, and other
community stakeholders as well.
On the other hand, the Metrobank Foundation, since 1993, has provided
support to programs benefitting dependents of uniformed personnel
of the Department of the Interior and Local Government in recognition
of their invaluable role in nation building. This support took the form of
grants that benefited primarily the Philippine National Police. In 1999, the
Foundation decided to recognize selected individuals who have excelled
among the ranks of the police force, highlighting their achievements and
promoting them as models who would hopefully restore public confidence
and respect to the PNP.
Coming Together and the Birth of a New Program
With the rise of terrorism globally, it has become apparent that the usual
police action no longer suffices. More and more, the need for the police
to work with the community becomes even more apparent. Likewise,
the Philippine National Police itself launched a program that addresses
this particular concern. Under the “Organizational Development,
Neighborhood Mobilization, and Continuing Education (ONE)” Program
of the PNP, community involvement was affirmed as a vital component of
police work. With the emphasis shifting to community involvement, the
RCNME began looking for partners that would help support and further
develop its awards program. Sharing in the vision and objectives of both
the RCNME and the PNP, the Metrobank Foundation began exploratory
talks with the RCNME in 2001. The following year, the partnership among
RCNME, Metrobank Foundation, and the PNP was formalized with the
signing of a Memorandum of Agreement that outlined the parameters of
the tri-partite partnership.
In 2007, the PSBank, the Philippine’s second largest savings bank,
partnered with Metrobank Foundation and RCNME in the Search for
COPS.

I started the Metrobank Foundation to realize my dream
of helping other people realize their dreams, especially
those who, even in dreaming about their own futures,
consider their impact on the futures of others and their
contributions to society. These exemplary individuals—
teachers, soldiers, police officers, artists, and journalists—
are honored by the Foundation by letting their light shine
even brighter. We connect them with opportunities that
support their personal and professional advocacies and
provide them with a venue to share their stories, not just
with their peers, but with a wider community.
We have learned the past 35 years that dreaming is a
never-ending process. Fulfilled dreams beget more dreams,
but this time, it is a dream of helping others achieve their
own. The Foundation’s roster of outstanding individuals
continue to give back to their communities, and are quick
to volunteer assistance when the call to action is sounded.
I am confident that the Country’s Outstanding Police
Officers in Service (COPS) of 2014 will do likewise,
and I eagerly await their future endeavors.

am honored to introduce the Country’s Outstanding Police Officer in Service (COPS) awardees
for 2014.
Whenever we invite our nominees over for the final round of judging, I am always struck by their
stories. Different situations have led them to this point in their careers, the daily battles they fight are
contingent on the specific issues of the communities they safeguard—but the passion and sincerity in
their voices are very much the same. Another common characteristic is the integrity of their actions,
which gives them the respect and support of the people they protect.
The Metrobank Foundation would like to thank everyone who has shared our enthusiasm in this
endeavor, lending their time and expertise to COPS: to our distinguished panel of judges, as well as

Even skeptics will find this batch of winners like a breath of fresh air. In this age of selfies and instant gratification,
I was delighted to find real men and women who choose to take the higher road of selfless and lifelong service.
They are determined to be different and to make a difference.
Their stories will touch your heart and rekindle your hope in a bright future for the country. A servant leader
with doctorate and law degrees who speaks with quiet dignity yet is filled with compassion for the marginalized
sectors. A peace advocate who bravely worked for the first peaceful election in a war-torn area in Mindanao.
A lady officer who shamelessly looks for private sector funding to build clean comfort rooms for the poor in her
community.
I believe there are countless and nameless heroes like them in our midst. The irony is that we are unaware of their
hardships and what they go through to be an example to their fellow officers. This annual awards program, in a

Once again, the Search has yielded a bumper crop of worthy police personnel who have been true to
the mandate of the PNP: To Serve and Protect.
The COPS project -- a joint undertaking of our club and the Metrobank Foundation together
with Philippine Savings Bank and the Philippine National Police -- has itself become an institution
recognizing and encouraging excellence in the country’s police personnel.
Indeed, there are many policemen and policewomen out there -- in urban and rural areas, in slums
as well as in middle class and upper class communities -- who remain honest and true to their calling,
and who fearlessly perform their duty to the best of their abilities, establishing vital links with the
members of the communities they serve. There is a real need to recognize them and publicize their
outstanding works and worthy activities so that the public will have a more enlightened awareness of
the PNP as a national agency protecting and serving the people.

he organizers of the COPS strongly believe that maintaining peace and order is a shared
responsibility between the police and the community they serve. This means that the police should
know the members of the community and have earned their respect in order to seek their assistance in
identifying possible suspects to a crime, while at the same time, the community is impassioned enough
to take an active role in assisting and working with the police force in order to ensure the peace.
At this point, I would like to extend my warmest congratulations to the Winners in this year’s Search

hese days, Police Senior Superintendent Cedrick G. Train, LL.B
calls the shots from behind a desk at regional headquarters, but
he is still going strong, even after three decades spent combating
organized crime and organizing empowered communities.
His secret: cultivate a network of reliable informants and
hardworking volunteers from surrounding areas to provide timely
information on potential criminal on goings and render emergency
assistance when needed. All the solved cases that he considers his
top accomplishments—running the gamut from anti-terrorism to drug
trafficking, kidnapping and gambling—have all benefited from this
arrangement.
PSSupt Train is also adept at wielding technology as a tool for crime fighting.
He conceptualized and implemented the Geographical Reference for Integrated

Deployment-Selective Enforcement to Reduce Victimization and Integrate Community
Empowerment Strategies (GRID-SERVICES) This initiative maps street crime and other
incidents, and employs COMPSTAT data for crime intelligence and analysis.
Sector-specific issues -- such as risky behavior among the youth and interfaith cooperation
-- have also come under PSSupt Train’s watchful eye. Among the programs he established to
train police personnel to properly address these issues are the Anti-Illegal Drug Education
and Services, Safer Schools Project, and Police Spiritual Alliance with Lumads and Muslims.
PSSupt Train earned bachelor’s degrees in History (St. Anthony’s College-Mill Hill
Missionaries, 1982) and Public Safety (Philippine National Police Academy, 1984); a master’s
degree in Southeast Asian Studies (Centro Escolar University, 1994); and a Doctor in
Jurisprudence (University of Batangas, 2003), passing the bar in 2003. He is married and has
three children.

anger and duty go hand-in-hand for members of the police force.
Police Senior Superintendent Rodelio B. Jocson knows this well,
having spent more than five years in the conflict-ridden provinces of
the Autonomous Region in Muslim Mindanao (ARMM).
Keeping communities safe is his lifelong pledge and his daily
struggle. In the years before the Bangsamoro peace agreement was
signed, any act of terrorism or heinous crime could shake the ARMM’s
tenuous peace, and PSSupt Jocson directed his energies towards acting
upon reports of violence and arresting notorious personalities. He also
had to contend with human trafficking—supervising rescues of victims
headed from Tawi-Tawi to Malaysia—and the illegal poaching and trade of
endangered species by apprehending smugglers of dried sea turtles and live
tropical fishes.
Peace is one of his personal advocacies. He is one of the convenors of the Maguindanao
Peace Advocates, an umbrella network of civil society organizations dedicated to
the resolution and eventual eradication of Rido (clan war) conflicts. He ably led the
Maguindanao police in confiscating illegal weapons to enforce the weapons ban before the
2013 elections, which was generally adjudged peaceful and successful compared to the vote
buying and electoral violence of previous polls.
PSSupt Jocson graduated with a BS Criminology degree from the Philippine College of
Criminology in 1985 and a BS Public Safety degree from the Philippine National Police
Academy in 1987. He also earned a Master of Management degree from Philippine Christian
University in 2003. He is married and has three children.

ucceeding as head of the police force of a provincial town takes
more than just an investigative mind and a commitment to
upholding peace and order: it is also about gaining the trust of the
community and working with them to ensure the security of their
environs. As Chief of Police of the La Trinidad Municipal Station, Police
Chief Inspector Byron F. Allatog embodies these qualities well.
His flagship project, dubbed “Strawberry Policing”, is an example
of a well-organized, responsive, sustainable, and effective anticriminality program that harnesses the strengths of the police force, local
government, and the community. Through this initiative, the La Trinidad
police force developed a community mapping system for citizen identification
and verification purposes, and organized various sectors into force multipliers
and self-policing neighborhood watches, which led to a significant decrease
in incidents of theft and physical violence. Community participation also played a

significant role in crime solution, with the barangay information network providing critical
leads in prominent robbery and murder cases.
Before moving to the country’s northern highlands, PCInsp Allatog was assigned to
southernmost isles. Among the notable accomplishments from this early stage of his career
is his arrest of a notorious gun-for-hire involved in the murder of a fellow police-officer and
his two daughters in Tawi-Tawi, thus closing investigations on this gruesome case. Not one
to leave a stone unturned, he returned to Basilan, with select members of his team in La
Trinidad, to oversee the apprehension of the Lepanto heist mastermind, ten years after the
perpetrator went into hiding.
All this in just thirteen years of service—one can only look forward to more distinguished
achievements as PCInsp. Allatog moves up in the police force.

“I love what I do and I am
making a difference
in the community that I serve.”
S
trategic thinking and quick response are the hallmarks of the
Special Action Battalion, a police unit often found at the frontlines
of emergency situations. Leading the 5th SAB of Zamboanga
City in its missions is Police Chief Inspector Reynaldo E. Ariño, its
commanding officer, chief motivator, and mentor.
Last year’s Zamboanga siege was one of the defining moments of
PCInsp Ariño’s eleven-year career. As head of Task Force Bravo and
ground commander of all deployed SAB teams, PCInsp Ariño was
responsible for securing the safety of some 100,000 families held
hostage in Brgy. Sta. Catalina and Brgy. Sta. Barbara. The group was also
able to confiscate firearms and ammunition, and neutralize or force the
surrender of MNLF members, while incurring the least amount of casualties.
Other successful achievements include the apprehension of criminal elements
engaged in terrorism, kidnapping, robbery, and drug trafficking. One critical mission
in particular was the neutralization of the leader of Amiril Sakidal Drug Group, Region 8’s
top drug group and the second most-wanted group in the Philippines. This disrupted the
linkages to other threat groups in Sulu and nearby islands.
PCInsp Ariño is keen on sharing his specialized skills with his peers and the community at
large, thus empowering them to better protect their loved ones and maintain the locale’s
hard-earned peace. He volunteers to conduct workshops on key policing practices, such as:
peacekeeping at the municipal and barangay levels, special weapons training, and explosive
device awareness. He conducts information campaigns for a younger audience, tackling
substance abuse, control, and prevention, as well as terrorism and criminality—in the
process, inspiring the community’s youth to tread the straight path.
Before entering the police force, PCInsp Ariño took up Computer Engineering at Zamboanga
Arturo Eustaquio Colleges (Universidad de Zamboanga) and an MBA at the Adventist
University of the Philippines. He graduated with a degree in Public Safety from the Philippine
National Police Academy in 2003. PCInsp Ariño is married and with two children.

aintaining peace and order in a community entails a dedicated
police force, intent on doing their job to the best of their
capabilities. Exemplary behavior is rewarded, and misconduct receives
the appropriate penalties. Police Officer 3 Michael D. Pontoy keeps a
watchful eye on the performance of the Aklan police, in his current
role as Awards and Decorations Police Non-Commissioned Officer of
the provincial office.
Everywhere (MOVE) program in the Aklan Police Provincial Office, which provides training
and other awareness raising initiatives on women’s and children’s rights. He is also an
enthusiastic volunteer for health-related activities, such as bloodletting and medical and
dental missions. Intent on empowering the community beyond maintaining peace and order,
PO3 Pontoy and his colleagues coordinated with the Office of the Provincial Agriculturist
to demonstrate the natural farming system and distribute vegetable seeds and organic
fertilizers.
His motivation: to ensure that good cops make-up the police force.
While recognizing the accomplishments of his peers is inspiring,
investigating allegations of transgressions is even more challenging. In
2011, PO3 Pontoy was instrumental in removing a former Chief of the
Boracay Tourist Police for serious neglect of duty. Before being transferred to an

including drug trafficking, stalking and harassment.
His commitment to service goes beyond working hours, rescuing neighbors from harm, at
significant personal risk, during typhoons Quinta and Yolanda. He has previously worked
with Metrobank Foundation’s post-Yolanda outreach initiative, coordinating the delivery and
distribution of relief goods to the towns of Ibajan and Batan In Aklan.

arrested leads to a more peaceful and secure community. Having
served in the Philippine National Police for 18 years, Senior Police
Officer 1 Reynaldo G. Solante steadfastly lowered the crime rates of
the localities he has served.
SPO1 Solante’s hard work helped cause a sharp decline in the illegal
drug trade in Cebu by leading surveillance and buy-bust operations
against big-time drug groups in the province and the region. Another
high profile case—the neutralization of the Barbero armed robbery
group—contributed immensely to the safety of locals and tourists
celebrating Sinulog 2012. Also early this year, SPO1 Solante’s strategic
utilization of the barangay intelligence network culminated in a successful
shootout and arrest of one of the ten most wanted criminals of Cebu.
An expert bomb technician, SPO1 Solante leads the bomb disposal team that provides
early response to bomb threats in the community; in this capacity, he has also conducted
meetings and dialogues on safety awareness and is a sought-after resource speaker
for security agencies aiming to give their staff more professional training. He is also an
experienced scuba diver and has merged his hobby with public service, by volunteering in
coastal clean-ups and exploration dives for recovering and safely disposing undetonated
WWII-era ammunition hidden in the waters of Talisay City.

or civilians, apprehending perpetrators of heinous crimes is an
extraordinary feat. But for Police Officer 2 Arshear U. Ismael, it is
just another day at the office, having rounded up more than his fair
share of suspects in his ten years of service.
Kidnapping, murder, drug trafficking, robbery, and rape -- name it,
and PO2 Ismael has arrested a suspect guilty of these crimes. His
keen skills and easy rapport with local informants make him a valuable
member of the investigation team that builds up evidence against
suspected criminals. His skills were put to the test during last year’s
21-day siege of Zamboanga City, where he was tasked to monitor MNLF
sightings while assisting in securing the safety of evacuees.

When not involved in intelligence and investigation, PO2 Ismael continues his vigilant
guarding of his assigned communities by monitoring and gathering information about
lawless elements. During his stint in Cavite, he was heavily involved in manning the Radio
Communication and Distress Assistance, Inc. (RACODA) radio channel at 146.78.0MHZ—
this allowed for the easy transmission and access of critical information to police units. He
has been commended by the Cavite Lady Bikers, for his contributions to peace and security
as a conscientious motorcycle patroller, and by the City of Cavite, for his outstanding support
and service to the community.

vidence gathering is a team effort: some officers are in charge of
interviewing witnesses, while others secure the crime scene. While
versed in the many facets of the investigative process, Police Officer
3 Alexander B. Fazon, Jr. is trained to do a highly specific task: to
handle firearms and explosives for further testing and evaluation.
These skills were put to the test in Oplan Paglalansag Omega and
Oplan Salikop, joint investigations conducted by the 131st Regional
Public Safety Company and Regional Criminal Investigation and
Detection Unit 13. These operations yielded a significant amount of
explosive devices and materials, handled skillfully by PO3 Fazon, who
extracted samples for the regional crime laboratory, and conducted safety
procedures to neutralize the explosives’ hazards. As a designated point person
for weapons, he has helped file and close numerous cases of illegal possession
of firearms and ammunition. His detection skills are equally sharp; he has successfully
conducted follow up investigations on murder and rape cases, and has helped apprehend
New People’s Army personalities.
When not on investigative duty, PO3 Fazon conducts awareness campaigns on relevant
topics like security measures and drug prevention. He is an active participant of the
Philippine National Police’s anti-terrorism campaign, and has engaged local radio stations to
air bomb advisories and preventive measures. And throughout his different assignments, he
continues to represent his current police station at the “Pulong-Pulongs” organized by the
local community. These town hall discussions enable him to further educate the public on
crime prevention, and allow him to hear their concerns regarding peace and order.
Before signing up for service, PO3 Fazon majored in English at Northeastern Mindanao
Colleges. He is married and has three children.

ersatility is an essential characteristic of an exemplary police
officer. One must always be ready to take on the diverse
assignments fielded by one’s superiors. These days, Senior Police
Officer 1 Rey H. Sarcon monitors budgets and bottomlines at the
Regional Comptrollership Division of Police Regional Office 3. His
service record chronicles his participation in many prominent cases.
SPO1 Sarcon’s stint at the Makati Police Office was particularly
eventful. His unit played a crucial role in managing the bloodless
resolution of the Oakwood Mutiny in 2003. Other high profile cases
include the successful recovery of stolen foreign currency amounting to
PhP 4 million, and the arrest of a Salisi Gang operative, for which he was
awarded the Medalya ng Kagalingan.

As a police officer stationed in the central business and commercial district, SPO1 Sarcon
implemented many traveler-centric safety initiatives, like the Tourist Oriented Police program
and Police Express in Ayala Malls. He was also head of Task Force Aircon, which cracked
down on robberies onboard air-conditioned buses.
SPO1 Sarcon has also rendered service in events encompassing a greater area of
responsibility, including national and local elections and the 13th State of the Nation
Address. He regularly participates in the Brigada Eskwela volunteer program and in disaster
rescue and relief operations.
SPO1 Sarcon earned a bachelor’s degree in industrial education from Polytechnic State
College of Antique. He received bachelor’s and master’s degrees in criminology from
University of La Sallette in Isabela. He is married and has three children.

olicing a community means more than just ensuring the safety
of its citizens; it also entails empowering them with information
and services that will enable them to lead meaningful and productive
lives. While it is high-profile cases and emergency situations that keep
the police force in the national spotlight, it is the everyday work of
personnel like Police Officer 3 Comet D. Dumangeng that is noticed by
the local community.
Manning the Police Community Relations desk has provided her insight
into the particular safety issues of her assigned community; this enables
her to tailor programs suited to their specific needs. An example of this is
the dragnet component of the local anti-criminality action plan, developed
as a response to incidents perpetrated by transient criminals. PO3 Dumangeng
liaises with community organizations and NGOs in implementing the station’s
intensified anti-carjacking campaign, and takes a leading role in its anti-street crime
operations. She also established the Barangay Anti-Drug Abuse Council and the Drugs End
All Dreams (DEAD) Text Hotline, which enable concerned citizens to participate in the police
station’s initiative to eradicate illegal drugs.
A teacher by training, PO3 Dumangeng understands the critical role that education plays
in providing better life opportunities for our citizenry, and has personally organized and
fundraised for community initiatives that further this advocacy. Together with her friends
from the police force, she was able to purchase and distribute starter school supplies sets for
300 indigent Grade 1 pupils. She also partnered with the Rotary Club of Western Pampanga
for the provision of education and skills training grants for some 20 persons with disability
(PWDs). PO3 Dumangeng is a regular resource speaker on for school symposia on safety and
security, and facilitated the Kabataan Yaman ng Bayan at Ehemplo laban sa droga (KAYABE)
seminar for the local Sangguniang Kabataan.
PO3 Dumangeng graduated with a degree in elementary education from Guagua National
Colleges and, through the Expanded Tertiary Education Program, earned a degree in
Criminology from University of La Sallette. She is married and has one child.

Grace Poe emerged as
the topnotcher of the 2013
senatorial elections, garnering over
20 million votes. In her first year in
office, she authored and co-authored a
total of 107 measures, and has sponsored
five (5) bills to date, the most significant of
which is the People’s Freedom of Information
Act (Senate Bill No. 1733) that was approved on third
reading last March 10, 2014.
She was principal author of the recently enacted RA 10639, or “Free
Mobile Texts During Disasters Act,” that seeks to establish an early
warning SMS system (via SMS text message) in times of typhoons and
natural calamities. Another Poe bill - Senate Bill No. 2273 which seeks
to amend the onerous “Three-Witness Rule” of the Dangerous Drugs
Act governing the seizure of illegal drugs - is likewise awaiting the
President’s signature to become a law.
Before winning her Senate seat, Sen. Poe served as Chairperson of the
Movie & Television Review & Classification Board (MTRCB), where she
instituted reforms in the ratings system and advocated for “intelligent
media viewing” instead of “censorship.”

currently the Vice Chairperson of the Committees on Appropriation and

several committees. Her priority projects for her district include waste
management and urban gardening, maternal and child health services,
and a sustainable pre-school nutrition program, as well as other
social infrastructures that promote economic self-reliance among her
constituents.
Rep. Angping graduated with a bachelor’s degree in Foreign Service
from Maryknoll College (now Miriam College). She is married to former
Philippine Sports Commission chairman and Ambassador Harry Angping,
and they have two children.
Sen. Poe was a college scholar and student leader at the University of the
Philippines-Manila before transferring to Boston College-Massachusetts,
where she earned an AB Political Science degree.
Fr. Francis B. Lucas wears many
hats -- mass media consultant,
development worker, and Catholic
priest the most prominent among them.
He is President and CEO of the Catholic Media
Network, Corp. and the Philippine Federation of Catholic
Broadcasters.
He is one of the country’s foremost specialists on community-based
radio, a viable, pro-people, broadcasting approach practiced in CMN
and PFCB’s network of 54 radio stations and 4 small-scale television
stations in 11 cities and 35 provinces. In addition to his managerial
responsibilities, Fr. Lucas continues to host CMN Pilipinas, aired daily
on the CMN radio network and co-anchors The Forum, a weekly press
forum organized by CMN and CBCP National Media Office which aims
to bring out views of the “shakers & movers “of society and the leaders
of the church.
As a dedicated development worker, he has spent his past 40 years
organizing and leading Social Development NGOs, Foundations,
People’s Organizations, Cooperatives, and Church Organizations. He
has been the Chairperson of the Asian NGO Coalition for Agrarian
Reform and Rural Development (ANGOC), a network of 20,000 NGOs
across 11 countries.
Fr. Lucas was ordained into the priesthood in 1974.
Grace Padaca was
the only woman
and non-lawyer of the
seven commissioners of
the Commission on Elections.
Appointed in October 2012 by
President Benigno S. Aquino III, she headed
the committees on voter education and accessible voting for senior
citizens and persons with disabilities.
A bout of polio at age three left both of Comm. Padaca’s legs nearly
paralyzed, but she has never let her difficulties in mobility get in the
way of public service. An influential radio broadcaster before winning
in a landslide victory against a ruling political family, she was elected
Isabela’s first woman governor in 2004. Her major accomplishments
include agribusiness programs for small rice and corn farmers, stricter
implementation of anti-logging policies, preventive and promotive
health programs, and transparency in bidding and procurement
procedures.
In 2008, Comm. Padaca received the Ramon Magsaysay Award for
Government Service. Earlier that year, she co-founded the Kaya Natin
Movement for Good Governance and Ethical Leadership, with then
Governor Ed Panlilio of Pampanga, and then Naga City Mayor, the late
Jesse Robredo.
Eduardo Sahagun is the
CEO of Holcim Philippines,
Inc., the first Filipino to
hold this position. A member
of Holcim Philippines’ Board of
Directors since his appointment in
July 2010, he has also held the posts of
Senior Vice President for Commercial and Chief Finance Officer in the
company. He has over 34 years of experience in the cement industry,

Mr. Sahagun is a Certified Public Accountant and holds a Bachelor of
Science in Commerce degree from Angeles University. He graduated
with a Masters in Management Science degree from Arthur D. Little
Management Education Institute in Boston, Massachusetts and a
Masters in Business Administration degree from the Ateneo Graduate
School of Business.
Jose Enrique “Joet” S. Garcia III is
on his third consecutive term as Mayor
of Balanga City, Bataan; he was previously
elected in 2007 and 2010.
Under his leadership, Balanga City has become a bustling city with the
goal of attaining a world-class university town status by the year 2020.
This long-term development program entails the advancement of the city’s
education and communications technology systems, trade and commerce,
and environmental management, among others.
Before running for office, Mayor Garcia was the city’s barangay
coordinator in 2003-2004, facilitating the implementation of various
projects for the 25 barangays. He was also IT Consultant of the Province
of Bataan from 2004 to 2007, and was in charge of developing the
province’s ICT masterplan.
Mayor Garcia majored in Political Economy at the University of Asia and
the Pacific, and is currently pursuing his MBA at the De La Salle University
Graduate School of Business.

Alex Lacson is best known
for writing the national
bestsellers, “12 Little Things Every
Filipino Can Do To Help Our Country”
and “12 Wonderful Things about the
Filipino & our Motherland”.
These motivational books were written to encourage Filipinos who, like
Lacson himself, have once considered international migration as an
opportunity for growth, to instead remain in the Philippines and take
part in nation-building.
To further his advocacy of foster social change, Lacson partnered
with Catholic priests and fellow lay ministers to found Solidarity for
Transformation Philippines (STP), a national network for grassroots
formation, grassroots good governance, and grassroots replication of
some successful livelihood programs. The group also encourages and
supports servant leaders to run for public office. Lacson is also founder
of the Kabayanihan Foundation and serves as chair of the Civil Service
Commission’s advisory board.
A lawyer by profession, Lacson has a Bachelor of Law degree from
the University of the Philippines and took up post graduate studies at

T
he role of police officers in the community has evolved from
solving crimes to peace keeping and responsible citizenship. As
the finest breed of law enforcers in the country, the awardees of the
Metrobank Foundation Search for the Country’s Outstanding
Police Officers in Service (COPS) organized themselves into an
alumni group called Policemen Responsible for Organizing,
Transforming and Empowering Communities or PROTECT, which
will enable them to be socially responsible through various programs
that can create a positive impact to the communities that they serve.
Aside from the programs that help communities, PROTECT also
has internal programs that benefit its members. These projects the
Financial Literacy Program which would educate the police on proper
management of finances, and the Social Graces Seminar-Workshop
that intends to teach proper etiquette in social gatherings to the
police as well as their spouses. These programs ensure personal
development, an aspect that PROTECT also wants to address in the
police force. During their second assembly, the PROTECT members
underwent a learning session on Personal Finances Management.
As an organization that aims to promote a culture of excellence in the
police force, PROTECT conducts programs that advocate responsible
citizenship, not only in the Philippine National Police but more
importantly, in their respective communities as well.
On their second alumni gathering, PROTECT launched through
a MOA signing, their advocacy program, “Pulis Ko, Teacher Ko at
PROTECT Ako.” This is a school-based program in which police officers
conduct responsible citizenship training workshops for students in
Grades 5 and 6, and first year high school in Metro Manila and other
parts of the country. Since the program aims to compliment the
PNP’s Pulis Ko, Titser Ko program and is implemented under the PNP
Integrated Transformation Program, PROTECT has partnered with the
PNP Directorate for Police Community Relations.

Capsule History of Rotary Club
of New Manila East
F
rom its founding on December 4, 1984,
the Rotary Club of New Manila East
has had a colorful history as one of the
stronger and bigger clubs of District 3780,
Q.C. For some time now, the club has been
noted for its COPS (Country’s Outstanding
Police Officers in Service) project, now
a continuing joint undertaking with
Metrobank Foundation and the Philippine
Savings Bank, in cooperation with the
Philippine National Police. But it has other
noteworthy initiatives, including scholarship
grants, micro-lending and the milk-feeding
project at Toro Hills Elementary School,
among others. For a while, the club also
had its Outstanding Journalists of Q.C.
awards.
In May 1986, just one year and six
months after it was chartered, Rotary
Club of New Manila East hosted the
highly successful Discon ’86 of District
380 (precursor of District 3780) at PICC.
Tony Cantero, a charter member, was
conference chairman. Then District

Governor Nanding Pedrosa was all praises
for RCNME and CP Bert Salanga for a job
well done.
It was also during CP Bert’s term that
RCNME were able to invite Rotary
International President Mat Caparas (the
first, and so far the only, Filipino to assume
the presidency of R.I.) as guest of honor
and speaker at a joint meeting with several
clubs in which RCNME was the principal
host.
During its early years, RCNME was
noted, among others, for its spicy and
rambunctious club bulletin, Eastern Sun,
then edited by PP Carlo Magno. Club
meetings generally discussed serious
business and had distinguished guest
speakers, but they were oftentimes
also rollicking, mirthful sessions as
“parliamentarians” of the club crossed
verbal swords, mostly on non-issues
(parodying the distinguished members
of Congress), to the delight of members

and guests. This was especially true during
the terms of CP Bert and the late PPs
Abe Villanueva, Romy Liamzon and Carlo
Magno. But we also had worthy projects
such as medical missions, livelihood,
environment and vocational activities and
the Rotalympics, a sports fest involving the
youth in selected barangays. Later, these

the Toro Hills Elementary School, wherein
the club, especially during the term of PP
Ray Orozco, sought to make Toro Hills
Elementary a model for other schools —
in terms of hygiene, computer literacy,
environment awareness and, after some
time, the milk-feeding program involving
grade 1 students which continues up to
now.
Outstanding Projects
Some of the outstanding continuing
projects of the club in recent years are as
follows:
• Country’s Outstanding Policemen in
Service (COPS), in cooperation with the
Metrobank Foundation; a project conceived
and initiated by PP Sammy Pagdilao
• Milk Feeding Program for 300 primary
level students of Toro Hills Elementary
School for over 120 days, with Director
Rod Guasa and Dave Diaz as point men
• Micro-Lending Projects for the
Caloocan City police non-commissioned
officers and the teachers at Toro Hills
Elementary School, to provide cheap
alternative credit to that given by usurious
private lenders
• Scholarships for deserving but indigent
graduates from Pugad Lawin High School

he Metrobank Foundation, Inc. (MBFI)
was established on January 8, 1979 by
Metrobank Group founder and Chairman
Dr. George S.K. Ty, guided by the belief that
leadership in business entails leadership
in community service as well. Hence, the
organization was built on one of the values dear
to the business philosophy of the bank -- social
responsibility.
The Foundation’s vision is “a professionally run
responsive, proactive and creative organization
through which the Metrobank Group is able
to express its commitment to lead the private
sector in fostering holistic human development
in both the national and international arena,
thereby affecting an empowered society whose
members are able to realize their human
potential.” Its mission states, “to propagate
a culture of excellence with a human face by
actively implementing, assisting and supporting
programs which strengthen and advance the
core sectors as well as respond to the needs of
the disadvantaged.” As the corporate social responsibility arm of
the Metrobank Group, Metrobank Foundation
contributes to the strengthening of democratic
institutions in the country through strategic
implementation of various programs in
education, visual arts, healthcare, peace and
security, the judiciary and the media. In
the last three decades, the Foundation has

Search for Outstanding Teachers (SOT)
recognizes the country’s top educators, fostering a culture of excellence and community
service in the teaching profession. It began
in 1984 in partnership with the Department
of Education and the Commission on Higher
Education
The Outstanding Philippine Soldiers (TOPS) honors the valor, gallantry, and self-sacrifice
demonstrated by the men and women of
the Armed Forces of the Philippines (AFP) in
partnership with the Rotary Club of Makati
Metro.
Country’s Outstanding Police Officers in
Service (COPS) affirms the shared responsibility
between our gallant police officers and the
community in crime prevention and solution. It
is a joint undertaking with the Rotary Club of
New Manila East, and the Philippine Savings
Bank in close coordination with the Philippine

hails Filipino artistry and creativity through its
an annual competition in painting, sculpture,
interior design, and architecture.
Professorial Chair Lectures in partnership
with government and with institutions are
aimed at strengthening key professions in the
areas of law and the judiciary, and public service
and governance.
Search for Journalists of the Year (JOY)
celebrates and honors distinguished Filipino
journalists for their body of work that has
contributed to the development of the nation
and inspired other media practitioners.
EDUCATION
as one of the country’s leading centers of
wellness and provides funds for various social
services, including subsidies for in-house charity
patients, outreach programs and health-related
interventions in adopted communities, as well
as research. GRANTS
Financial and In-kind Grant Assistance
are extended to socio-civic, non-government
organizations and groups as well as local
and national government agencies focused
on interventions in the areas of education,
healthcare, and visual arts. Programs supported
are likewise aligned toward the attainment of
the Millennium Development Goals (MDGs).
Metrobank Math Challenge (MMC) raises
the country’s mathematical competitiveness of
elementary and high school students through
the annual competition in partnership with
the Mathematics Teachers Association of the
Philippines (MTAP) and the Department of
Education (DepEd).
CALAMITY ASSISTANCE MetroGold Scholarship Program provides
financial assistance to underprivileged but
academically-deserving students, while instilling
among scholars the value of ‘paying-it-forward’
the gift of education they have received. Encapsulating the heart and spirit of what
the Metrobank Foundation does, the theme,
“Excel. Engage. Empower” or the 3Es serves
as the roadmap of the Foundation. The
Foundation inspires people to excel in what
they do and gives recognition for their excellent
contributions to their fields. After recognizing
these remarkable individuals, the Foundation
engages them and the communities where they
belong, together with its partners, to aspire
for more and give back to society. By engaging
these stakeholders, the Foundation believes
that it empowers them to become even better
members of society and agents of positive
influence.
National Teachers’ Month encourages the
different sectors of the society to pay tribute to
the teaching profession in line with Presidential
Proclamation No. 242 declaring September 5 to
October 5 as National Teachers’ Month. HEALTH
Manila Doctors Hospital (MDH) serves as the
healthcare arm of the Metrobank Foundation
which actively supports the Hospital’s operations
