The following are some of the highlights from last year. E-Com Alerts More than 500 residents and public officials were kept abreast of issues affecting our community. Timely updates via e-mail included, weekly crime reports, crimes in progress, prevention tips, monthly MKPOA CCR Assistance from Supervisor Yarolavsky’s office and Councilman Bill Rosendahl. In September we held our yearly block party in the Marquez business district. Over 350 adults and kids showed up eating 250 quarter pound free ACS hotdogs until they ran out and consuming 400 bottles of water and soft drinks. Alper’s Jazz band entertained the crowd and Whirlie the Clown delighted the children. Throughout the year MKPOA helped neighbors with concerns about view obstructions including trees, chimneys, air conditioners, fences and hedges. Most cases were resolved friendly and amicably between the neighbors. We will continue to help resolve neighborhood issues. DWP Distributing Station 2012 Awards Recipeints Marquez Knolls resident Sam Lagana received the 2012 Golden Sparkplug Award from the Pacific Palisades Community Council for his efforts in getting the city to properly install storm drains. In February, MKPOA attended a meeting with DWP officials and Councilman Rosendahl’s officials. We were told a distributing station was being proposed in four locations (three in Marquez Knolls). A public meeting was then held in March at Marquez Charter Elementary School. More than 200 residents turned out to voice their objections to the sites. Several months later, DWP, Councilman Rosendahl and LAUSD Board Member Zimmer appointed a 15-member task force to evaluate and assess sites for the western side of Pacific Palisades. Three members from MKPOA were selected. Hotline: 310 454-7678 MKPOA vice president Haldis Toppel received the prestigious Pioneer Woman of the Year award sponsored by the L.A. Commission on the Status of Women. She along with 18 other women were honored for their exemplary leadership and community pride. Marquez Knolls Resident Hank Wright Captures a Stunning Shot agendas, flooding on lower Jacon, lost wallets, lost pets and coyote alerts. A combination of LAPD adv is or ies , e - c om notices, ACS Security presence, and citizen awareness have kept crime down in Marquez Knolls in 2012. There is a lot more to police activity in the Palisades than m ost residents realize. Senior Lead Officer Michael Moore shared some details about successful crime prevention, recent highprofile arrests and some surprising investigative findings. The Palisades is served not only by the visible black and white patrol car, but by additional undercover and other resources that can be deployed quickly in case of need. August 15, 2012. A neighbor called 911 when he saw an individual entering his friend's vacant house on Enchanted Way and another person waiting in a van in front of the house. Within three minutes, the LAPD air support unit was hovering above the scene. Alarmed by helicopter’s presence, the two suspects tried to flee the area. An LAPD unit stopped the vehicle at the corner of Sunset and El Medio and ordered the suspects out at gunpoint. Follow-up: the suspects were serious career criminals with a long list of suspected residential burglaries. The diligent neighbor, quick response of the air support unit and the LAPD units probably prevented many other burglaries. August 11, 2012. An early morning alarm went off in the 800 block of Alma Real and a burglary arrest was made. At least 15 police vehicles and the canine unit responded quickly and eventually subdued a struggling and uncooperative suspect, which some bystanders felt was an overreaction by police. Follow-up: the suspect was a registered sex offender and apparently did not intend to November, 2012. A rash of car break-ins had occurred at both sides of Temescal Canyon and along Sunset. The times of the break-ins were random, but the MO (modus operandi) was the same. Similar break-ins occurred randomly at Rustic Canyon Park and other west side parks where people left their cars to go for walks or other recreational activities. LAPD began observing Temescal Canyon and ultimately arresting a couple in the act of a crime. Followup: LAPD recovered stolen goods and was able to connect the suspects to other car break-ins. The break-ins abruptly ended. Career criminals commit an estimated 90 percent of the crimes. When police presence is focused and arrests are made, it not only solves crime, but prevents many others from being victimized. Box 1307, Pacific Palisades, CA 90272 www.MarquezKnolls.com MKPOA Quarterly Newsletter 6 February 2013 The Siting of a DWP Distributing Substation Since mid-September, the DWP Task Force has met every two weeks to consider possible site(s) for a new DWP distributing substation. The facility will not generate power; rather it will act like a circuit breaker panel that distributes power to your home. Our assignment was to provide community input and assess the proposed locations in the western portion of Pacific Palisades, before making any recommendations. This is the first time in DWPs history that a community group has been formed to assist in assessing substation locations for community impact. The 15-member task force was selected by Councilmember Rosendahl, DWP and LAUSD Board Member Zimmer. For months, members have studied Power Systems, Geology and Site Specifications (physical, geological, environmental conditions, surrounding land uses, and existing infrastructure connectivity) on each of the 15 locations identified by DWP and the community. Each member carried out the task of assessing the sites with the utmost seriousness and consideration for the entire community by asking the DWP staff tough questions, debating with one another and expressing concerns on behalf of residents. After a long and arduous process, we were asked to independently place sites in three tiers (Tier 1: Most Compatible, Tier 2: Less Compatible and Tier 3: Not Compatible), the consensus among the task force was nearly unanimous. The Task Force’s tiering recommendation(s) will be given to the DWP General Manager who will finalize a project description and prepare an environmental document for the DWP Board of Commissioners for consideration and approval. Further review will then be made by the LA City Council and Coastal Commission. During the multi-year review and permitting process, there will be many opportunities for public comment. DWP has also invited the Task Force members to assist in the building’s design and landscaping to assure the facility’s architecture is compatible with its surroundings. DWP states that in approximately 5-6 years there will be a more robust power infrastructure in the Palisades ensuring the safe and reliable delivery of electricity for the benefit of all Palisadians. Christy Dennis is a member of the DWP Task Force. Rea Report: News from PPCC Welcome to this issue of the Rea Report. I am one of the members of the LADWP Task Force that is deliberating on which sites to recommend for siting Distributing Station 104. I am not going make much comment here as other members will be reporting on our efforts in this issue of the MKPOA newsletter. I would like to mention however, that I have been maintaining a blog with reports about our meetings. If you would like to go over the history of the Task Force, you can do so at PPCCArea3.blogspot.com In late January, the PPCC hosted a forum to allow members of the community to share their comments and concerns regarding the tentatively recommended sites for DS-104. Local citizens who live near the Bernheimer Garden site, nearby Aderno Way and the two sites off of Paseo Miramar showed up to express their disapproval of those choices. Selected comments were made by DWP staff and I shared some of my thoughts about the criteria for selecting these sites. In December, the PPCC held its annual Holiday Dinner Party. PPCC President Barbara Kohn presented the 2012 PPCC Community Service Award to Marguerite Perkins Mautner who retired from the PPCC after 20 years of continuous community service.
