Final Report of the HR Working Group
On April 7, 2011, you charged me with leading a review of the three anonymous
letters sent to administrators in the spring of 2011 by employees from Facilities
Management. In your letter to campus staff in late July, you broadened our charge to
include consideration of the May 27, 2011 “Workers Rights Report” prepared by the
Black Faculty and Staff Association.
The BFSA report included transcripts from three “Let Your Voice Be Heard!”
forums they had sponsored in the spring. I attended the first two forums. Based on my
own observations and in reading the forum transcripts, it was clear that there were
significant issues in both Facilities Management and Residential Facilities. Therefore,
the review was rightly broadened to include both units.
I was assisted in this important review by Ms. JoAnn Goedert, Assistant Vice
Chancellor for Human Resources for the University System of Maryland, and Mr. Phillip
Ross III, Associate Vice President for Human Resources at Towson University. With
their experience, perspective, and knowledge of Board of Regents policies and higher
education collective bargaining law in Maryland, they were a tremendous asset to this
review process, and for that, I have expressed my deepest appreciation.
On behalf of this HR Working Group, I submit the following report to you for
consideration by the President and Cabinet.
