Waymon Armstrong is founder and President of Engineering & Computer Simulations, Inc. (ECS). Since its
inception in 1997, Mr. Armstrong has led the firm in delivering innovative PC based game technology through
advanced distributed learning environments. Since 2007, ECS has used virtual world technologies and has
become a leader in delivering virtual world solutions to its customers.
Before starting ECS, Mr. Armstrong directed computer-modeling activities at a multi-million dollar program
management and engineering firm. He also served as a project manager for large-scale crisis response teams. Mr.
Armstrong has over twenty-five years experience in engineering and technology related fields, including twenty
years in management.
He attended the University of Central Florida, and is currently a frequent lecturer at Rollins College. Mr. Armstrong
serves on the board of several organizations, including: Orlando Regional Chamber of Commerce Board of
Governors’ Modeling, Simulation and Training Committee; the Metro Orlando Military Affairs Advisory Committee;
Digital Media Alliance of Florida; Valencia Community College's Digital Media Technology Advisory Committee; the
Executive Committee of the Sunshine Chapter of AUSA, GROWFL, and Missionary Ventures International.
Mr. Armstrong is a frequent speaker at conferences and symposia, such as Innovations in E-Learning, IT Florida,
I/ITSEC, the Synergy Summit, the Summer Computer Simulation Conference, the Transportation Research Board,
the National Research Council, the JADL Co-Lab Implementation Fest, the Otronicon, and the Federal Consortium
for Virtual Worlds. He has testified before the House Aviation Sub-committee on safety and security, and the State
of Florida's House Select Committee on security.
Mr. Armstrong was selected by the United States Small Business Administration (SBA) 2010 National Small
Business Person of the Year, 2010 Florida Small Business Person of the Year, 2010 North Florida Small Business
Person of the Year and named as a 2007 and 2009 finalist for the Ernst and Young Entrepreneur of the Year in the
state of Florida. In 2009, his company was named on the prestigious Inc. 500 list, the Deloitte Fast 500, and
Washington Technology Fast 50. In 2008, ECS was the IT Florida Excellence in IT Leadership Award recipient.
He is married and has three children.

Lt. Gen. Thomas L. Baptiste completed his 34 year military career as the Deputy Chairman, NATO Military Committee,
Brussels, Belgium. The NATO Military Committee is the highest military authority in NATO and provides direction and
advice on military policy and strategy to the North Atlantic Council, guidance to the NATO strategic commanders, and
support to the development of strategic concepts for the Alliance. In this role, Lt Gen (Ret) Baptiste also served as the
second most senior military advisor to the NATO Secretary General.
Lt Gen (Ret) Baptiste graduated from California State University, Chico, CA in June 1973. Following commissioning
from the Officer Training School, he was initially trained as a Navigator/Weapons Systems Officer and assigned to the F4 in 1974. After one operational tour he was competitively selected for Undergraduate Pilot Training and returned to the
F-4 as a Pilot in 1978. In 1981, Lt Gen (Ret) Baptiste was handpicked to become part of the initial cadre of Instructor
Pilots to stand-up the F-16 Training Wing at MacDill AFB, Tampa, FL. Several other F-16 assignments followed
including Commander, 72nd Fighter Training Squadron and Commander 52nd Operations Group.
During two assignments in Washington D.C., he served as: the Director of Operations, Defense Nuclear Agency, and as
the Assistant Deputy Director, International Negotiations, Directorate of Plans and Policy (J-5), the Joint Staff in the
Pentagon. As a General Officer, he served in a number of joint and combined assignments to include: the Deputy
Commander, Canadian NORAD Region, Winnipeg, Manitoba; the Commander, Cheyenne Mountain Operations Center,
Colorado Springs, CO; and the Director of Plans (J-5), HQ NORAD, Peterson AFB, CO. Additionally during his final
seven years on active duty, he served at three different levels within the NATO Alliance: first as the Assistant Chief of
Staff for Operations, HQ AIRSOUTH, Naples, Italy; next as the Assistant Chief of Staff for Operations, Supreme HQ
Allied Powers Europe (SHAPE), Mons, Belgium; and finally as the Deputy Chairman, NATO Military Committee, HQ
NATO, Brussels, Belgium.
A Command Pilot, Lt Gen (Ret) Baptiste accumulated nearly 3,000 flight hours in a variety of fighter and trainer aircraft.
He retired from active duty on June 1, 2007 and has been the President/Executive Director of the National Center for
Simulation since January 18, 2010.

Ric Florell joined Universal Orlando in November 1995 as vice president and general manager of Universal CityWalk &
Resort Shared Services, Orlando. In January 2003, Mr. Florell was promoted to senior vice president/general manager,
Resort Revenue Operations, Orlando.
Spanning nearly 20 years in the resort industry, Mr. Florell manages the revenue producing business for Universal Parks
and CityWalk involving food, food service, culinary, merchandise operations, and all businesses and tenant relations at
CityWalk.
Mr. Florell is a veteran entertainment industry professional whose extensive knowledge and experience in the industry is
a great benefit to Universal Orlando in developing a world class resort destination of choice.
Prior to joining Universal, Mr. Florell was vice president of a specialty entertainment centers at Walt Disney World. Mr.
Florell also has extensive retail experience holding, executive positions with Federated and May Department Stores.
Mr. Florell is a graduate of Virginia Polytechnic Institute and State University.

Steve Hogan was named the executive director of Florida Citrus Sports in August of 2006, after serving the organization for eleven
years. He has been instrumental in its development from a bowl game into a much larger organization.
In addition to his previous duties as assistant executive director, Hogan directly oversaw the Properties department of FCSports. In
four years at that position, he has been responsible for all corporate sponsorships, merchandise, group ticket sales, skybox sales,
regional brand marketing programs and advertising campaigns. Successes during that period include negotiations with the city of
Orlando and the University of Central Florida that produced the right to acquire a naming rights partner for the Florida Citrus Bowl
Stadium, the addition of a state of the art $2.8 million dollar video scoreboard and upper-deck display system, and a four-year, $4.5
million title partner agreement for what is now the Champs Sports Bowl.
Hogan guided the growth and the development of the Champs Sports Bowl since its move to Orlando in 2001. Most recently, he
structured the innovative title sponsorship deal that laid the foundation for the game’s ability to raise team payouts from $1.7 million
in 2005 to over $4 million in 2006 and played a key role in negotiating the renewals of the ESPN television contract and the ACC as
a bowl partner, and the addition of the Big Ten conference to improve the game’s match-up for the next four year cycle.
He has also played a major part in the renewal of contracts for the Florida Classic, keeping the nation’s largest historically black
college and university (HBCU) football game in Orlando through 2008. With the new agreement, FCSports has taken on a stronger
administrative role, serving as a managing organization for corporate partnerships, the game itself and all official ancillary events.
In 1998, Hogan created the Gridiron Classic, a college football All-Star game to be played in Orlando. He became the executive
director of the game and took it from concept to reality. This included negotiating television and title sponsor agreements and
developing the necessary NFL and NFLPA relationships. In seven years, the game produced 136 NFL draft picks and generated
over $1 million for charitable causes.
Prior to the development of the Gridiron Classic, Hogan worked in the FCSports Events department, first as an events manager and then as
senior director of events and operations. He managed a number of neutral-site college and professional football games held at the Florida
Citrus Bowl Stadium, including Notre Dame vs. Navy and the Tampa Bay Buccaneers vs. the Miami Dolphins. He also worked on the
Orlando Citrus Parade, then the Citrus Bowl Game Parade, and increased gross income by 200% in his first year.
Before arriving at FCSports in 1995, Hogan spent time at both McCaw Communications and the New York Times Newspaper Group
in a marketing capacity.
A native of Chicago, Hogan graduated from the University of Central Florida in 1991 with a B.A. in advertising and public relations. He
currently resides in Orlando.

Mayor Teresa Jacobs was sworn into office in Orange County on January 4, 2011. She is known as a champion of ethics
reform, and is a strong advocate of public participation in the governmental process. Prior to being elected Mayor,
Jacobs served two terms as an Orange County Commissioner from 2000 to 2008. During her eight years in office, she
was elected to numerous state and regional boards, which she still serves on as Orange County Mayor.
Her first priority as Mayor was to improve the culture of Orange County Government by establishing a set of core values:
professionalism, integrity, strong work ethic, innovation, fairness and accountability. Mayor Jacobs is committed to giving
citizens better access to open and responsive government services and building a fiscally conservative operation in
which taxpayer dollars are spent wisely.
Under Mayor Jacobs’ leadership, Orange County has experienced unprecedented progress and smart growth through
her deliberate domestic and international economic development strategy, which has yielded numerous opportunities
and accomplishments for the Central Florida region. She remains focused on job creation and maintaining Orange
County as the world’s best destination to live, learn, work, play and do business.
Mayor Jacobs graduated Cum Laude from Florida State University with a degree in economics and had a successful
nine-year career in banking prior to entering politics. Mayor Jacobs and her husband Bruce have been married for 31
years and are the proud parents of four young adults.

Dr. Michael R. Macedonia is the Assistant Vice President for Research at the University of Central Florida. He is a
computer scientist, an expert on simulation technologies, and a frequent speaker on the topics of new technology and
science to both technical and general audiences.
Prior to joining UCF, he was a Vice President and Technical Fellow at SAIC. Dr. Macedonia also was the Director of the
Disruptive Technology Office (now IARPA) for the Office of the Director of National Intelligence. DTO was the U.S.
intelligence community’s centrally funded research activity for advanced technology. Prior to DTO, he was the Chief
Technology Officer for PEO STRI in Orlando, FL and was responsible for the technology strategy of the U.S. Army’s lead
simulation system development organization.
He has a PhD from the Naval Postgraduate School, a MS in Telecommunications from the University of Pittsburgh, and
BS in Electrical Engineering from the United States Military Academy, West Point.

Captain Steve “Snak” Nakagawa currently serves as the Executive Officer of the Naval Air Warfare Center Training
Systems Division, and Naval Support Activity, Orlando, Florida, assuming his duties in June 2010.
A native of Monterey, California, Captain Nakagawa is the son of a career A-6 Intruder Naval Aviator and was
commissioned in 1986 through the Naval Reserve Officer Training Corps at the University of Southern California (USC).
He was designated a Naval Flight Officer in April 1988 following flight training in Pensacola, Florida. Operational
assignments include six deployments flying the A-6E Intruder and the EA-6B Prowler aircraft in the Attack Squadron
Nine Five (VA-95) “Green Lizards,” Attack Squadron One Nine Six (VA-196) “Main Battery,” and Tactical Electronic
Attack Squadron One Three Two (VAQ-132) “Scorpions.” During these assignments he flew attack and electronic attack
missions in support of numerous military operations, including Classic Resolve, Ernest Will, Desert Storm, Fiery Vigil,
Desert Strike, Deliberate Forge and Southern Watch.
Ashore, Captain Nakagawa was selected for transition to the Aerospace Engineering Duty Officer (AEDO) community
and held various flight test, engineering, and program management positions at Naval Air Systems Command (NAVAIR)
NAS Patuxent River, and Space and Naval Warfare Systems Command (SPAWAR) Naval Station San Diego.
He also served in senior staff positions for the Navy Personnel Command (NPC PERS-43); the Program Executive
Officer for Strike Weapons and Unmanned Aviation (PEO(W)); and for the Program Executive Officer for Command,
Control, Communications, Computers and Intelligence (PEO C4I).
Captain Nakagawa has earned a Bachelor of Science degree in Mechanical Engineering from USC; a Master of Science
Degree in Aviation Systems Management from the University of Tennessee Space Institute; is a graduate of the U.S.
Naval Test Pilot School at NAS Patuxent River, Maryland; and is a member of the Defense Acquisition Corps.
He has logged more than 2,700 flight hours in 23 different type aircraft, with 652 carrier arrested landings. Decorations
include the Meritorious Service Medal (three awards), Air Medal (four Strike/Flight awards), Aerial Achievement Medal,
Navy Commendation Medal (three awards), Navy Achievement Medal (three awards), and various campaign, service
and unit awards.

Dr. Elaine Raybourn was born and raised in Panama, Republic of Panama. She is a social scientist with a Ph.D. in
Intercultural Communication with an emphasis in Human-Computer Interaction from the University of New Mexico.
She led the development of an award-winning Government game title, Adaptive Thinking & Leadership, which was
identified by the Defense Science Board Study on 21st Century Strategic Technology Vectors as “critical capabilities
and enabling technologies for the 21st century that show promise.” She has developed transmedia learning since
2010.
Elaine speaks regularly on the topics of experiential learning, transmedia, and games and serves on several
editorial boards including international journals Interactive Technology and Smart Education, Journal of Gamebased Learning, and Simulation & Gaming.
Elaine has served on advisory boards for NASA, the Game Developers Conference (GDC) Serious Games Summit,
and as Defense GameTech Program Chair in 2011, and GameTech Program Advisor in 2012-13. Elaine is an
ERCIM (European Consortium for Research in Informatics and Mathematics) Fellow and has worked in research
laboratories in Germany, England, and France.
Elaine is on assignment from Sandia National Laboratories, where she is a Principal Member of the Technical Staff
in Cognitive Systems, to the Advanced Distributed Learning Initiative which is part of the Office of the Deputy
Assistant Secretary of Defense (Force Readiness & Training). Elaine leads research teams investigating transmedia
learning and experiences with ubiquitous media, collaborative virtual environments, adaptability, and the
anthropology of next generation learners’ interactions with future learning technology such as personalized
assistants for learning (PAL).
Elaine is a recipient of the Department of the Army Award for Patriotic Civilian Service, awarded to her by the U.S.
Army Special Forces, and named one of the Outstanding Women of Sandia National Laboratories.

Andrew Tosh is the Founder and President of GameSim Inc. Prior to GameSim, Mr. Tosh was the Director of
Engineering at the Modeling and Simulation Company, AcuSoft, in Orlando, FL. While at AcuSoft, he specialized in the
development of terrain databases and image generation systems.
Mr. Tosh left AcuSoft to enter the gaming industry with Electronic Arts in 2005. While at EA, Mr. Tosh led the
development of a number of Electronic Arts games, including the first live-hosted video game, EA Sports GameShow.
In 2008, Mr. Tosh founded GameSim with the goal of providing software products and services to the entertainment,
simulation and GIS industries. GameSim is one of the fastest growing companies in the country, working with a host of
clients including Electronic Arts, NASA, US Army, US Air Force and CSX. Mr. Tosh holds a Bachelor’s Degree from the
University of Central Florida in Computer Science and is currently attending the Executive MBA Program at the
University of Florida.
