BOARD OF COMMUNITY SERVICES MINUTES
REGULAR MEETING
CYPRESS ROOM, FINLEY COMMUNITY CENTER

JULY 24, 2013
1. CALL TO ORDER
Vice-Chair Ramsey called the meeting to order at 4:00 p.m.
Jennifer Phillips introduced new Recreation and Parks Director Nanette Smejkal
2. ROLL CALL
Board Members present: Vice-Chair Ramsey, Board Members Surlow, Gow and
Figueroa, and Director Smejkal
Absent: Chair Cvengros

PUBLIC COMMENTS Judi Kilpatrick, AARP Volunteer for non-profit Tax Aid
Program, spoke regarding rental fee requirements at Finley Community Center and
Bennett Valley Senior Center. AARP Tax Aid Program used to get free use of the
center(s), but is now being required to pay rental fees. The program may have an
alternate site, is one block from a bus stop, but there is no sidewalk. People in
wheelchairs or similarly handicapped will be unable to get to the potential site
(church). This will hurt the lower income senior population of Sonoma County.
4. APPROVAL OF MINUTES – The minutes of May 22, 2013 were approved as
submitted. Motion by Gow, seconded by Surlow.
5. PROCLAMATION – The Board recognized Craig Lawson, former Chair, Board of
Community Services, for his years of service.
6. UPCOMING EVENTS AND REPORTS ON ACCOMPLISHED EVENTS –
Adriane Mertens, Recreation & Parks Marketing and Outreach Coordinator
reported on the success of the “Live at Juiliard” free summer concert music
series. Upcoming events include the free “Movies in the Park” series at Howarth
Park beginning August 16th, and the 7th Annual Scholarship Golf Tournament on
September 6th, a fundraising event benefiting the Recreation and Parks
Scholarship Program.
7. SCHEDULED ITEMS
7.1
REPORT-DRAFT CITYWIDE CREEK MASTER PLAN UPDATE
Erin Morris, City of Santa Rosa Senior Planner, presented an overview of
the draft update of the Citywide Creek Master Plan, adopted by the City
Council on March 27, 2007. Recommended habitat preservation,
enhancement, and restoration projects, and improvements to the
creekside trail system were included in the report. City Council will
consider adoption of the plan on August 27th.

Action taken: No action taken; discussion only.
7.2
REPORT-BAYER NEIGHBORHOOD PARK & GARDENS MASTER PLAN
UPDATE
Jennifer Phillips, Assistant City Manager, and Jennifer Tuell, Recreation
and Parks Research and Program Coordinator, presented an update of the
Bayer Neighborhood Park & Gardens Master Plan. The update was
necessary due to shortage of construction funds, so the plan was revised to
fit the funds available. The community was heavily involved in the project,
and approved the changes.
Action taken: Moved by Gow, seconded by Figueroa, and carried unanimously
to recommend the updated plan go to City Council for approval.
7.3
DETERMINE DATE(S) FOR PARK AND FACILITIES TOUR
Board Members discussed dates/times and itinerary for touring City parks
and facilities.
Action taken: Decision was made by the Board to tour during the regularly
scheduled August meeting and to concentrate the tour geographically by
focusing on one quadrant of the City. Staff was directed to formulate route of
Western area of the City.

PROJECT UPDATES (3 to 5 minutes)

Person Senior Wing Phase III - Jennifer Phillips reported to the
Board that construction has begun and funding for the parking
lot was secured. Anticipated completion October 2013.
CHAIR AND BOARD MEMBER REPORTS
8.1 Committees
Art in Public Places Committee - Figueroa reported that Committee
Members toured the SRJC library.
Santa Rosa Waterways Advisory Committee – Gow reported the
Creek Master Plan was reviewed.
Merit Awards Committee – Ramsey reported that August 1st is the
deadline for nominations.
Mayor’s Luncheon – Ramsey reported attending and advocated for a
Volunteer Coordinator within Recreation and Parks.
Ad hoc Committee:
Park Design Liaison – No meetings; nothing to report
