NOTIFICATION
RSU//SESP/ECE/POLICY/2014: In consequences of the recommendations of the 2nd policy
dialogue on “Introduction of Early Childhood Education (ECE) in Sindh”, Reform Support Unit,
Education and Literacy Department; Government of Sindh is pleased to notify the Technical Working
Groups (TWGs) for formulation of Sindh ECE Policy. The members of the TWGs are as under;

The Terms of Reference (ToRs) of the TWGs are as under;
1. Develop recommendations for ECE Policy and develop minimum standards of the ECE to
ensure the quality of early childhood education and development programs,
2. Identify opportunities for, and barriers to, collaboration and coordination among the child
centered organizations for child development, child care, and early childhood education
programs and services;
3. Develop recommendations for increasing participation of children in all program activities like;
advocacy campaigns, curriculum development etc;
4. Develop recommendations regarding the establishment of a unified data collection system for
public early childhood education and development programs and services at provincial level;
5. Develop recommendations regarding professional development and career advancement plans for
early childhood educators in the Sindh province;
6. Make recommendations for improvements in state early learning standards and, where
appropriate, develop high-quality comprehensive early learning standards.
7. Select different themes for the research studies for the future planning
8. Recommend the best models for the public private partnership to adopt the ECE centers
9. Suggest the advocacy campaigns for making the part of Education Policy.
