A . BACKGROUNDERS i )Background on Caledon Equestrian Park (CEP)
Caledon Equestrian Park (CEP) is a municipally-owned facility that will host dressage and show jumping competitions during the 2015 Pan Am Games. As the equestrian hub in Ontario, the park has hosted 15 World Cup qualifiers, four Pan American Game selection trials, two Olympic selection trials and more than 150 National Grand Prix events.
In accordance with the Memorandum of Understanding (MOU) between the Toronto 2015
Pan/Parapan American Games Host Corporation (TO2015) and the Town of Caledon, the Town is moving forward with the capital infrastructure requirements to build a world-class facility, for use during the Games and beyond. Additionally, the Town is working with TO2015 to integrate games-related opportunities and programs into Town and community-related events.
The Caledon Equestrian capital build is a multi-year project, which is occurring in a phased approach, to ensure that there is no disruption to the current operations and competition schedule. This approach will ensure deadlines for infrastructure improvements are completed on time and ensure the ability to host the required test event in 2014 and the subsequent events pertaining to the 2015 Pan/Parapan Am Games. ii ) Background on the Town of Caledon
As of 2014, the Town of Caledon is 40 years old. A vibrant community of close to 60,000 residents, Caledon benefits from its strategic location within an hour of Toronto —North
America’s fifth largest urban centre. Caledon was named Canada’s safest community by
Macleans magazine and is an award-winning green community.
Caledon is spread out over 700 square kilometers, which includes the Niagara Escarpment (a
UNESCO World Biosphere Reserve), the Oak Ridges Moraine and the Credit and Humber
River watersheds. iii )Background on the TORONTO2015 Pan/Parapan American Games
The Pan Am Games take place from July 10 to 26 and the Parapan Am Games from August 7 to 15.
The Pan Am Games are the world’s third largest international multi-sport games; they are only surpassed in size and scope by the Olympic Summer Games and the Asian Games. Both the
Pan Am and Parapan Am Games are held every four years for the athletes of the 41 PASO member nations, in the year preceding the Olympic and Paralympic Summer Games. While the

Pan/Parapan Am Games have been hosted in a dozen countries throughout the Americas,
Canada has had the honour of hosting them just twice; in 1967 and 1999 and both times in
Winnipeg, Manitoba.
In 2015, Toronto will be the proud Host City of the Pan/Parapan Am Games. Close to 7,000 athletes from across Latin America, South America, the Caribbean and North America will come to participate in world-class competition in 36 Pan Am sports and 15 Parapan Am sports.
The TORONTO 2015 Games will involve municipalities stretching from Oshawa to Welland.
20,000 volunteers are expected to help deliver the best Pan Am / Parapan Am Games ever.
The overall budget for TORONTO 2015 is approximately CAD$1.4 billion, split almost equally between the operating and capital development budgets. iv )Background on the Park Improvements
The park improvements will be completed over four phases, so that construction will not interfere with site operations in the years preceding the Games.
To date, three phases of construction have been procured through an open competitive process in accordance with the Town’s Purchasing Policy 2009-151. The following three phases of upgrades to the park are complete.
Phase One – Grading:
This phase was completed in April 2012. This phase included, striping topsoil, excavation and grading.
Successful Proponent: Sierra Excavation, Caledon, Ontario
Total Contract Value: $49,500 (Excluding HST)
Phase Two – Site Works and Grading:
The Town of Caledon procured for a siteworks contractor for the phase 1 siteworks and grading of the Caledon Equestrian Park project in October 2012. The work began in November 2012 and was completed by March 15, 2013, including:

Installation of erosion control measures;

Preparation of building sites (rough grade and sub-base level);

Installation of stormwater management system including new storm drainage system
(culverts, ditches, swales, ponds);

Site servicing systems (water, electrical, services and distribution to site; and

Site finishes (final grades and landscaping).

Total Contract Value: $3,244,500 (Exc. HST)
Phase Three – Ring Footing:
In December 2012, the Town of Caledon sought a qualified proponent to provide an FEI approved footing specialist for the Caledon Equestrian Park. The proponent (contractor) was required to be comprised of a team, which included:
1. FEI approved Footing Specialist as a sub consultant
2. Footing supplier as a sub trade
The proponent was fully responsible for the design, specifications and installation of the equestrian footing system that will provide base grade, separation layer, aggregate drainage layer, separation layer and final equestrian footing layer to the required standards of a FEI free draining competition ring. Additionally, the proponent is responsible for the specifications of the base grading (slope).
Successful Proponent: Sierra Excavation, Caledon, Ontario
With FEI Footing Specialist / Supplier, Christian Bauer
Total Contract Value: $1,275,000 (Excluding HST)
It will be the responsibility of the FEI Footing Specialist to design, install and gain all approvals for the footing from the FEI appointed, Sport Technical Delegate for the 2015 Pan/Parapan Am
Games. The successful proponent, Sierra Excavation includes Christian Bauer (FEI Footing
Specialist) as the lead. Sierra and Christian Bauer, will report to both the Town and Guilherme
Jorge (FEI Appointed, Sport Technical Delegate, 2015 Pan/Parapan Am Games). Bios for
Christian Bauer and Guilherme Jorge are attached as an appendix to this report.

What is the overall budget for the Games?
The overall budget for the TORONTO 2015 Games is $1.44 billion, split almost equally between the operating and capital development budgets.
What events will Caledon host and where?
Caledon will be hosting the Jumping and Dressage events of the Equestrian component of the
Games. Both of these events will take place at the Caledon Equestrian Park in Palgrave.
The Eventing component will take place in the Town of Mono at the Pan Am Cross Country
Centre, formerly known as the Will O’ Wind Farm.

How many visitors will Caledon expect?
Caledon is expecting approximately 14,000 people.
How much capital has been invested in the Caledon Equestrian Park project so far?
Initially the project cost was estimated to be a little over $11.5 million. TO2015 (on behalf of the
Federal Government) will cover 56% of the total costs, up to a maximum of $6.5 million.
How will these Games benefit Caledon?
The Games will bring an estimated $15.1 million to the Town of Caledon. As a whole, the

TORONTO 2015 Pan Am Games Launches Next Phase of Preparations at Caledon
Equestrian Park
The Town of Caledon Parks and Recreation Department along with its partners the TORONTO
2015 Pan American/Parapan American Games Organizing Committee (TO2015), The Toronto and Region Conservation Authority and Equestrian Management Group are pleased to announce that a contractor team has been selected for the next phase of construction at the
Caledon Equestrian Park.
Led by Caledon’s own Sierra Excavation, the next phase will see the construction of the Pavilion
Building, Judges’ tower and septic system. Construction commences January 27, 2014 with the demolition of the existing Pavilion. The new buildings are scheduled to be in use for the 2014
Horse Show season.
“This is obviously a hugely important project for the Town of Caledon,” said Mayor Marolyn
Morrison, “and to be able to award it to a local team of such outstanding quality is a tremendous benefit for Caledon. I’m so proud that we have local people working to build this legacy project.”
“We’ve been looking forward to getting going on this next major milestone,” said Craig Collins,
CEO of Equestrian Management Group. “The construction of the new grandstand will serve as a distinguishing landmark for this community and for equestrian sport.”

The celebration taking place at the Caledon Pan Am Equestrian Park (Caledon Equestrian Park) will pay tribute to the equestrian component of the Games. The Town has been selected to host the dressage, eventing and show jumping components of the Games at the Caledon Pan Am
Equestrian Park in 2015. Activities at the countdown event will include a Pan Am flag presentation, mural unveiling and an equestrian demonstration by Olympian and 2003 Pan Am
Games medalist Jacqueline Brooks.

“Play Me, I’m Yours” arrives at the Town of Caledon
The TORONTO 2015 Pan Am and Parapan Am Games are a celebration of not only sport, but culture, and on a snowy day in March, Town staff welcomed a little piece of Pan American culture to Caledon.
The Town of Caledon recently was gifted a piano as part of the “Play Me, I’m Yours” cultural activity that took place throughout Toronto in 2012. Forty one pianos, representing the 41 countries of the Pan Americas, were painted by artists and were then placed around the city in public places. Everyone was welcome to come and play the pianos, have a little fun and get involved in the cultural aspects of the games as the countdown continues.
The Town of Caledon has been gifted the piano, “Bahamas”, by TO2015, painted by a
Bahamian-Toronto artist, Ward Minnis. The Town hosted an unveiling of the piano at Town Hall on March 19, 2013, and “Bahamas” has now been placed in the atrium of Town Hall for the public to enjoy. The piano will travel to various Town facilities in the years to come.
Staff members gathered to celebrate the gift as Mayor Morrison gave an update and told the story of the piano, followed by a quick turn at the keys by Town staff members Patricia De Sario and Trevor Horman.

Have You Entered the TORONTO 2015 Mascot Creation Challenge Yet?
Looking for Canada’s Cuddly Face of the 2015 Pan Am and Parapan Am Games
The final countdown is on for teams of young, aspiring mascot designers from across Canada to send in their entries for the TORONTO 2015 Mascot Creation Challenge by Friday, March 8.
For entry forms, mascot creation tips and contest rules go to toronto2015mascot.ca
. Special four-page entry form brochures are also available across southern Ontario through local school boards, YMCAs, regional libraries and other community groups.
Since the challenge opened on January 7, hundreds of entries have come in from coast-tocoast, including Vancouver, Calgary, Edmonton, Winnipeg, Gatineau, QC, Ratter Corner, NB, and Sackville, NS. They have also arrived from the host municipalities of the 2015 Games, such as Toronto, Milton, Ajax, Caledon and Markham.
The entries are a rich and colourful assortment of animals, oddities and fantasy creatures. They include a rabbit in running shorts, a raccoon that looks like he is up to no good, a lion with an amethyst mane, a dancing flame and friendly water drop, sleek blue-black penguins and chubby cartoon birds, a skateboard loving fox, a polar bear named Turbo, totem poles and Maple Leafs, and even a lightning bolt with rainbow hair.
“It’s been a real delight to go out into the community and talk to some of the young mascot designers,” said Olympic silver-medal-winning trampolinist Jason Burnett. “They’re putting so much care, imagination, talent and teamwork into their mascots that the characters just spring off the page and come to life,” he said. “I have no idea which mascot will be chosen but from what I’ve seen so far, it’s sure to be amazing!”

Games Org anizing Committee (TO2015), agreed. “Once the contest closes on March 8, our job to choose the top six designs is going to very hard indeed. But that’s a good thing! That’s why we want to encourage all of the teams out there still hard at work to send in their entries as soon as possible. We don’t want anyone to miss the deadline!” he said.
Once the contest closes, a special TO2015 panel will chose the top six designs. The six teams behind those designs will then have the chance to work with a professional illustrator to bring their creations to life. These six designs will then be featured in a nationwide online voting contest this spring.
The winning mascot design and its story will be revealed this summer.

Caledon Equestrian Park Project - Set To Receive World Class Footing
Town of Caledon awards $1.275 million tender to local bidder, building local economy and securing international expertise
In December 2012, the Town of Caledon sought an FEI (Fédération Equestre Internationale) approved footing specialist and contractor for the Caledon Equestrian Park (CEP) project. The successful contractor was required to be comprised of a team, that would include an FEI approved Footing Specialist as a sub-consultant, and a Footing Supplier as a sub-trade.
The Town of Caledon is pleased to announce that, following an open and competitive procurement process, the successful proponent for competitive ring footing is Sierra Excavation of Caledon with FEI Footing Specialist/Supplier, Christian Bauer. Mr. Bauer
’s resume includes being the prime design and installation representative for the footing used at the Kentucky
Horse Park for the 2010 World Equestrian Games.
As the successful proponent, Sierra Excavation and Mr. Bauer will be fully responsible for the project valued at $1,275,000, including design, specifications and installation of the equestrian footing system. In addition, Mr. Bauer’s responsibility includes ensuring that the footing meets all FEI and Pan American / Parapan American Games Sport Technical standards.
The ring footing which includes aggregate layers designed for drainage and a final equestrian footing layer, will ensure that the park complies with FEI standards, and ensures that riders will be lef t with the legacy of a world class facility. Sierra’s team and Mr. Bauer will report to both the Town and Guilherme Jorge, who serves as the FEI Appointed, Sport Technical Delegate for the TORONTO 2015 Pan Am / Parapan Am Games Host Corporation.
Sierra Excavation is a family operated business, operating since 1985. Domenic Scrivo,
President of Sierra, has grown his company to include a wide variety of services, with over 50 employees. Sierra was also the successful proponent on Phase One construction at the CEP, and is already intimately familiar with the site.
“We knew that the opportunity to work on Phase Two would be a great fit for our team at Sierra.
We can bring a high standard of service to the Caledon Equestrian Park site, and we have already been living and breathing this project. Having the opportunity to work with industry expert Christian Bauer will ensure our work complies fully with FEI standards, and it’s a natural fit for us,” said Domenic Scrivo. “We are very pleased to continue our work on the park, and support the local economy.”

Economic impact of the games
The participation of Caledon Equestrian Park in the TORONTO 2015 Pan Am Games will have a significant economic impact on the Town of Caledon. A study conducted by the Canadian
Sport Tourism Alliance for the Town of Caledon found the annual economic impact of these improvements estimated at $15.1 million. According to TO2015, the TORONTO 2015 Pan
Am/Parapan Am Games Organizing Committee, the Games will generate 15,000 jobs. That measurable goal is starting to have positive impact on Caledon-based employers and residents.
Phased approach
In preparation for the TORONTO 2015 Games, the Caledon Equestrian Park will receive capital investment from the Government of Canada, Town of Caledon, Toronto and Region
Conservation Authority and Equestrian Management Group for upgrades and improvements.
Due to the timelines associated with the completion, the park will be developed in a phased approach. This method has been developed to meet the construction timelines associated with the Games while not having any impact on the regular equine competition season at the park.
The first stage of construction is site services and grading, now underway. This is a critical phase to the project as it will result in all site utilities being brought into the property, construction of internal roadways and stormwater management control measures. This phase will be completed by May 2013 to ensure no interference with the upcoming competitive equine season.

The Town of Caledon is pleased to announce that the contract for Phase One construction of the
Caledon Equestrian Park Project has been awarded to a local contractor.
“The TORONTO 2015 Pan Am and Parapan Am Games are just under three years away, and a positive local economic impact is already being felt in Caledon,” said Mayor Marolyn Morrison.
Following an open and competitive procurement process, the Town announced the successful proponent for site works and grading as Sierra Excavation of Caledon. Sierra Excavation is a family operated business, operating since 1985. Domenic Scrivo, President of Sierra, has grown his company to include a wide variety of services, with over 50 employees.
“To work on such an exciting project, right in our backyard, is a real coup for the entire Sierra team. The Sierra team members take special pride in supporting the Caledon Equestrian Park as it read ies for the 2015 Pan Am Games and beyond,” said Domenic Scrivo after the announcement. “We are very excited to begin this work and support the local economy.”
The local impact doesn’t stop with Sierra. Sierra’s team includes local aggregate company James
Dick Construction Limited, which will supply all of the aggregate required for this phase of the project.
“James Dick is very pleased to be a supplier to the Palgrave Equestrian Park project,” said Greg
Sweetnam, Vice President, Resources. “James Dick has been a supporter of the Caledon
Equestrian Park over many years and it is great to participate in the reconstruction of this facility.”
The participation of Caledon Equestrian Park in the TORONTO 2015 Pan Am Games will have a significant economic impact on the Town of Caledon. A study conducted by the Canadian Sport
Tourism Alliance for the Town of Caledon found the annual economic impact of these improvements estimated at $15.1 million. According to TO2015, the TORONTO 2015 Pan
Am/Parapan Am Games Organizing Committee, the Games will generate 15,000 jobs. That measurable goal is starting to have positive impact on Caledon based employers and residents.
In preparation for the TORONTO 2015 Games, the Caledon Equestrian Park will receive capital investment from the Government of Canada, Town of Caledon, Toronto and Region Conservation
Authority and Equestrian Management Group for upgrades and improvements. Due to the timelines associated with the completion, the park will be developed in a phased approach. This method has been developed to meet the construction timelines associated with the Games while not having any impact on the regular equine competition season at the park.

This first stage of construction is site services and grading. This is a critical phase to the project as it will result in all site utilities being brought into the property, construction of internal roadways and stormwater management control measures. This phase will be completed by May 2013 to ensure no interference with the competitive equine season.

Caledon Equestrian Park is a municipally-owned facility that will host dressage and show jumping competitions during the 2015 Pan Am Games. Design Team Selected For Caledon Equestrian Park
On May 18, the TORONTO 2015 Pan/Parapan American Games Organizing Committee, the
Government of Canada, the Province of Ontario and the Town of Caledon joined together to make the first official venue announcement for the Games, unveiling plans for the Caledon Equestrian
Park.
The Town of Caledon has chosen the John MacDonald Architect design team as the successful proponent for the Redesign and Retrofit of the Caledon Equestrian Park for the 2015 Pan
ParaPan American Games.
John MacDonald Architect (JMA) and his design team bring extensive design expertise and community knowledge to this project including experience from the 2010 World Equestrian
Games and Olympic Games. One of the strengths of the JMA project team is its local knowledge.
One team member previously worked on a Caledon historical landmark, the Alton Mill project, and the lead Civil Engineer, Jim Firth is a local resident, with vast knowledge of the area.
JMA has one simple goal: to combine world-class equestrian and games event experience with local and responsive de sign and technical project expertise. The firm’s experience includes a wide diversity of sites and building types, including resort, assembly and hospitality uses, which will be of great benefit to this project.
The Caledon Equestrian Park is home to 16 annual prestigious equestrian events in Canada and will host the Equestrian Events for the 2015 Pan Parapan American Games (“Games”). The
Park offers world class competition areas including five international competition rings.
The redesign and construction of the park will be completed in partnership with T02015. The
Town of Caledon also has a local partnership with the Toronto and Region Conservation
Authority and Equestrian Management Group.
According to a recent report written by the Canadian Sport Tourism Association, the changes to the Park will bring economic spinoffs due to construction, increases in supplies to support the equine industry and tourism through continuous hosting opportunities.
The project also enjoys the support of Equine Canada and esteemed Olympic Medallists Ian
Millar,
Mac Cone, Jill Henselwood and Eric Lamaze, who enthusiastically support the project and the
Caledon Equestrian Park venue.
