This 4-hour seminar will highlight recent significant changes to the portions of the
Florida Administrative Code which govern property tax appeals to Value
Adjustment Boards. The changes were just adopted by the Governor and
Cabinet on February 24, 2010. The effective date for the new rules and forms is
anticipated to be March 30, 2010. Persons who will benefit from attending this
seminar are those who prepare appraisals for ad valorem tax appeals, those who
plan to do so in the future, those who own property in Florida, and those
appraisers who have clients who own property in Florida.
The seminar will be moderated by Shawn Wilson, MAI, a valuation Special
Magistrate who also developed the content. The seminar panel includes elected
local County Property Appraisers, property tax professionals who typically
represent taxpayers in VAB appeals, and one or more appointed Special
Magistrates who hear tax appeals for Valuation Adjustment Boards. Seminar
participants will have the opportunity to ask specific questions of the panelists.
Topics include: Update on recent changes in rules and procedures; property
assessment from valuation to TRIM Notice; DOR Appraisal Requirements and
Guidelines; basic guidelines for fee appraisers including effective date of value;
USPAP competency and ethics provisions relating to tax appeals including
restrictions on appraisal fees; making the most of an informal conference with
the County Property Appraiser; how to file a petition the right way; what to expect
at a VAB hearing; what you need to know about competent substantial evidence;
presenting a "preponderance of evidence" to support your value opinion;
possible hearing outcomes including remands; something completely new -remand continuation hearings.

PRESIDENT’S MESSAGE

The start of 2010 has been very interesting and enlightening
in the real estate appraisal business. As the national
economy is still working its way through the worst recession
since the Great Depression, all of us are working hard and
finding innovative ways to keep our appraisal businesses
profitable. Most of us who survive this recession will have
developed renewed wisdom on how to value real estate in a
down market. However, even in this down market your
chapter leadership is continuing to step forward with an
economic plan which will continue to keep us solvent. Our
leadership team, consisting of myself, Walter Price (VicePresident), Mark Parsons (Treasurer), Curtis Phillips
(Secretary), and Lauren Dowling (Executive Director), has
spend many hours through meetings and conference calls in
order to balance the 2010 budget.
In February 2010, our chapter sponsored the Winter
Extravaganza which was held February 23 through 27 at the
Orlando Marriott World Center. The educational courses
were very successful with seven classes being offered
during this time period with over 180 students attending from
27 different states, including Puerto Rico and Guam. Our
National President elect Joe Magdziarz was one of our
distinguished instructors from the Appraisal Institute. The
Appraisal Institute, in conjunction with Narrative No. 1
Appraisal Systems sponsored a reception for Joe Magdziarz
which was very well attended. At the reception our National
President elect, Joe Magdziarz presented Steve Albright his
MAI designation. Steve Albright is from Ocala, Florida and is
our most recent MAI designated member in the chapter. I
want to personally thank Tom Cowart and Jackie Green, our
educational chair persons, as well as, Lauren Dowling for the
successful Winter Extravaganza.
Additionally, on February 23, our second annual East Florida
Chapter Golf Tournament was held at Shingle Creek Golf
Course. Steve Albright was our golf chairman and did an
excellent job organizing and running this event. The team of
Scott Tew and Nate Gibboney took first place and the team
of Dave McCoy and Greg Vella came in last place. I would
like to thank all of the golfers and appraisal firms that
supported and played in this year’s event and hope that next
year’s will be as successful. Further, I would like to thank
Steve Albright and Lauren Dowling for their time in
organizing this event.

On February 18, the East Florida Chapter sponsored our
second annual UCF Expert Panel. This is chaired and
moderated by Ryan Zink. This event has been very
successful over the past few years as is evident by the
increase from 2009,which 40 students attended to over 110
students in 2010. The following are the chapter members

This program was designed to give current students insight
to the real estate profession. The above experts gave a
short presentation regarding the specific appraisal
experience and students were able to ask questions of the
panel members. Additionally, networking and the ability for
the students to ask one-on-one questions to practicing
appraisers was done at a social hour that followed at
Tailgators Smokehouse Experience located on the UCF
campus. As a follow-up to this program, we are planning a
job fair to be held at UCF in April 2010. Our chapter will be
working with UCF to place 2010 real estate major graduates
with Appraisal Institute firms that are currently hiring. We are
still in the process of planning and need to know how many
Appraisal Institute firms want to participate in this event. If
your company is currently hiring, or will be hiring new
employees within the coming months and would like to

Finally, our chapter is sponsoring a social event on April 29
at Embers in downtown Orlando. This is the second social
event at Embers which was very successful in 2009. The
food will be provided by the chapter and complimentary drink

The East Florida Chapter of the Appraisal Institute will be hosting a social hour gathering from 5:30 PM to 7:30 PM on April
29, 2010 at Embers in downtown Orlando. Embers is located at 28 W. Central Avenue across from the Wachovia Bank
building. Come join your fellow appraisers and enjoy a sample of appetizers and cash bar at Embers outdoor patio bar.

UCF Expert Panel Discussion
The East Florida Chapter of the Appraisal Institute held its 2nd Annual Expert Panel Discussion at the University of Central
Florida (UCF) campus on February 18, 2010. The event was presented to 110 students in the real estate program at UCF
and included a social hour that followed at Tailgaters, a local bar / restaurant on campus. Also in attendance were 20
members of the East Florida Chapter of the Appraisal Institute. The event was developed and promoted with the assistance of UCF Professor Randy Anderson, Phd. The panel included a moderator and six panel members from the East Florida Chapter discussing various specialties within the appraisal profession. A list of the Appraisal Institute members and the
specific topic they discussed are presented below.
