ISSUE:
FDOT application for road closure of SR 19 for Cracker Christmas Parade
BACKGROUND SUMMARY: This is an annual submission required by DOT for Temporary
Closing/Special Use of State Road for the 40th Annual Cracker Christmas Parade. This year’s
parade is scheduled for 9:00 a.m. on Saturday, December 12th. The route will be from the
Southside Ball Field to Bulldog Lane.
In order to close the northbound lanes of SR 19 the Florida Department of Transportation
requires the submittal of the permit application along with a formal Resolution from the city
and a map of the parade route.
According to FDOT regulations, directional signs must be placed near the northern and
southern welcome signs at least two days prior to the event to inform motorists of the traffic
diversion during the parade.
STAFF RECOMMENDATIONS: Approval of Resolution 2015-25 FDOT Application for the
Umatilla Chamber of Commerce Cracker Christmas Parade on December 12, 2015.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
UMATILLA, FLORIDA, SUBMITTING A REQUEST TO THE FLORIDA
DEPARTMENT OF TRANSPORTATION FOR THE TEMPORARY
CLOSURE OF THE TWO NORTH BOUND LANES OF STATE ROAD 19
ON DECEMBER 12, 2015; PROVIDING FOR A SAVINGS CLAUSE AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Umatilla encourages events that promote
our community and bring people together in celebration, and
WHEREAS, the Umatilla Chamber of Commerce has requested closure of SR 19 from
7:30 a.m. to Noon on December 12, 2015, for the purpose of holding the 40th Annual Cracker
Christmas Parade;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Umatilla,
Florida that a request for temporary closure of State Road 19 be forwarded along with a certified
copy of this Resolution to the Florida Department of Transportation to complete the temporary
closure application process. Be it further resolved that City of Umatilla Mayor Brian Butler be
hereby authorized and directed to execute the request for temporary closure.
SAVINGS CLAUSE: If any section, sentence, clause, phrase, or word of this
Resolution is for any reason held, or declared to be, unconstitutional, inoperative or void, such
holding or invalidity shall not affect the remaining portions of this Resolution without such
unconstitutional, invalid, or inoperative part therein; and the remainder of this Resolution, after
the exclusion of such part or parts shall be deemed and held to be valid as if such parts had not
been included herein; or if this Resolution or any provisions thereof shall be held inapplicable to
any person, groups of persons, property, kind of property, circumstances, or set of circumstances,
such holding shall not affect the applicability thereof to any other person, property or
circumstances.
EFFECTIVE DATE: This Resolution shall take effect immediately upon its adoption
by the City Council of the City of Umatilla, Lake County, Florida, this 18th day of August, 2015.

and against any and all loss, damage, cost or expense arising in any manner on account of the exercise of this event.
