DIVISION SCHOOLS PRESS CONFERENCE
FOR SCHOOL YEAR 2013-2014

1. As part of the continuing program to promote campus journalism, the Division Schools Press
Conference (DSPC) for SY 2013-2014 will be conducted on September 26-27, 2013 at Orani
North Elementary School, Orani, Bataan for both elementary and secondary levels with the
theme, “Campus Journalism: A Driving Force in Promoting Healthy, Eco-Friendly and
Sustainable Lifestyle”.
2. The conference aims to:
2.1 upgrade the journalistic skills and competencies of pupil/student participants;
2.2 enrich the experiences and enhance the skills of student-writers and teacher-advisers
through
friendly journalistic competition;
2.3 demonstrate understanding by expressing it through different journalistic endeavors and
approaches; and
2.4 sustain advocacy on social consciousness.
3. The conference shall consist of lecture discussions and on-the-spot writing contests both in
English and Filipino on the following categories:









Sports Writing
Copyreading and Headline Writing
Editorial Cartooning
Photojournalism

4. The participants in the Radio Broadcasting and Script Writing Contest should not be entries in
the Individual Writing Contest. Each district will field a seven-member team to broadcast in
either English or Filipino medium.
5. Participants to this conference are:
Elementary Level
Two (2) pupils per district per category, one (1) English and one (1) Filipino for each of
the seven (7) categories.
Two (2) pupils per private elementary school per category; one (1) English and one (1)
Filipino for each of the seven (7) categories.
Secondary Level
Two (2) students per public and private secondary school; one (1) English and one (1)
Filipino for each of the seven (7) categories.
6. A pupil/student shall be allowed to participate in only one (1) medium and only one (1)
category either in English and Filipino. Presentation of school paper is required during the
DSPC. This division will strictly follow the “No School Paper, No Student Contestant” policy. The
last issue of the school paper will be required.
7. Observers are not allowed during the briefing and individual contests proper.
8. Ten (10) winners in the elementary and ten (10) winners in the secondary in each category
shall be chosen for each level, but only the first three (3) winners shall represent the Division to
the Regional Schools Press Conference. In case anyone of them shall not be able to participate,
the fourth place winner shall take his/her place and if the latter is unable to participate, the
fifth place winner shall take his/her place. For Collaborative publishing, all fourth place winners
in each individual category will represent the division to the Regional Schools Press Conference,
provided, the said fourth place winner will not replace any of the top three winners. In this
case, the succeeding winner will join the collaborative publishing team.
9. Schools that collected journalism or subscription fees from their students should submit
school paper entries and not e-document entries (PDF Files).
10. The deadline for submission of school paper entries in both paper-based (print) and
document (PDF) will be on November 15, 2013. No extension of due date will be allowed.
11. Teacher advisers are requested to pre-register their participants on September 23, 2013 for
elementary and September 24, 2013 for secondary and private schools.
12. School paper advisers are requested to pay a membership fee of P 60.00 upon registration
as annual due to the School Paper Advisers’ Association and P 30.00 for campus journalists as
membership fee to the Editors’ Guild.
13. Contestants in the photojournalism category may use cameras with a maximum of sixteen
(16) megapixels. The student contestant should bring his/her own camera cable for loading
his/her own pictures. The empty memory card (properly labeled) should be submitted
beforehand on the registration dates.
14. Contestants for Editorial Cartooning shall be provided with pencils (Mongol 482, No. 2) and
oslo paper.
15. Submission of division entry for Outstanding Campus Journalist and Outstanding School
Paper Adviser, Elementary and Secondary, is during the registration period September 23-24,
2013 at the Division Office. Attention: Mrs. Mila D. Calma/Mrs. Ilynne SJ. Samonte.
16. Inclosure No. 1 is the Guidelines for Group Contests.
17. Inclosure No. 2 is the Opening Program.
18. Inclosure No. 3 is the Schedule of Contests.
18. Inclosure No. 4 is the List of Working Committees.
19. Inclosure No. 5 is the List of Proctors.

GENERAL GUIDELINE FOR GROUP CONTESTS
(SCHOOL PAPER, e-DOCUMENT, and e-PUBLICATION)
A. The group contest is open to the Elementary and Secondary Schools of the division.
B. Only those school papers which have won in at least four sections/category shall be declared as one of the Best
School Papers of the division.
C. The school paper may be submitted in any of the following format:
1. Paper-based (Print) or E-document (PDF). Since the school paper and e-document entries will be
evaluated using the same set of criteria, each school is supposed to submit ten (10) entries per category
that are composed of school paper and e-document combined. The requirements for the e-document are
the same as the paper-based entries except that it will be in the portable document format (PDF). Edocuments must be placed in a compact disc (CD).
Schools that did not collect journalism or subscription fees are the only institutions allowed to submit
their campus publication in e-document format (PDF). Schools that will submit entries in this format
should include a certification from the parents’ association duly noted by school principal that no
publication fee was collected from the students. This certification should be included in the documents
submitted to the division office before the judging of the school papers.
2. E-publications are official campus publication websites maintained by the editorial staff of the school
paper. E-publication needs to be attached or linked to the official website of the school. For the epublications, schools should submit their URL (Universal Resource Locator).
D. The Technical Specifications for both Elementary and Secondary levels are as follows:

E. 1. The e-publication’s homepage must contain the publication’s nameplate and an active button for evry section
of the publication (News, Editorial, Features, Science & Technology, Sports).
2. There should be hyperlinks for references cited and additional readings and data gathering.
3. The e-publication should be compatible and flexible that it can be opened using any web browser such as
Internet Explorer, Chrome, Firefox, Opera, Dolphin, and any other web navigator.
4. The use of Cascading Style Sheets (CSS) and Java Scripting are allowed.
5. Lay-out of each section of webpage should be in harmony with the staff’s chosen theme for the specific section.
6. Readability of colored, graphical background and fonts must be evident in each section.
F. Failure to comply with the set guidelines for evaluating school papers will be a ground for disqualification.
