Reserve Bank of India
• RBI signed an agreement with Central Bank of UAE for supervisory information exchange on 18
October 2015.
•
RBI allowed banks to fix interest rates on Gold Deposit Scheme on 22 October 2015 under Gold
Monetisation Scheme. Gold Deposits will have the terms 1-3 years, 5-7 years and 12-15 years.
•
Reserve bank of India relaxed norms of Forgien Portfolio Investors (FPI) of government debt and
also increased its limit in Rupees.
− For 2015-16, RBI enhanced the limit for investment of FPIs in two ranches from 12-OCT-2015 and
1-JAN-2016.
− From 12-OCT-2015, the limit will be increased from 1.53 lakh crores to 1.7 lakh crores rupees.
− From 1-JAN-2016, it will be 1.86lakh rupees.
− Foreign Institutional Investors (FIIs) or Registered Foreign Portfolios Investors (RFPIs) can
now invest up to 74% of the paid up capital of DEN Networks Limited under the Portfolio
Investment Scheme (PIS).
•
Reserve Bank of India (RBI) approved Yes Bank to set up a mutual fund, Asset Management
Company (AMC) and a trustee company.
•
The Reserve Bank of India (RBI) established Financial Inclusion Fund (FIF) with Rs.2000 crore
corpus to develop and promote activities covered under the financial inclusion activities.
− FIF has been established by merging the 2 funds. Those are Financial Inclusion Fund and
Financial Inclusion Technology Fund (FITF).
− It will be administered by the reconstituted Advisory Board and will be maintained by
NABARD.

Other Banks
• Infrastructure Development Finance Company (IDFC) Bank started its operations in India on 1st
October 2015 with 23 branches in Mumbai, Delhi and Madhya Pradesh initially.
•
ICICI first in worldwide to launch card-less and device less mVisa application in Pockets App,
allows payment to be made by scanning a QR code and entering the amount, mVisa will reduce
the chances of fraud. At present mVisa, linked to bank’s debit card.
•
UCO Bank registered as highest increase in gross Non-performing Assets in the fiscal year 2014-15
as announced on 4 October 2015 and became the worst performer in the list of public sector banks.
− Gross Non Performing Assets(NPAs) – assets that are not producing any income.
•
Axis Bank Ltd has launched mobile and tablet-based banking apps for corporate customers that
allows them to do most of their transactions dealings.
•
Bank of Baroda launched Chillr mobile app and becomes the first public sector bank to partner
with Chillr.
− Chillr is an offshoot of Kochi-based technology firm MobME.
Insurance
• KISAN Project and Hailstorm App launched by the Government of India on October 5 called as
Crop Insurance by using Space Technology and Geoinformatics.
•
Telenor a telecom company in India to be the first in offering life insurance to its new and existing
customers with covers starting from Rs.5000 up to Rs.50,000.
− Telenor has offered a similar insurance scheme called Nirvoy life in Bangladesh.
Supreme Court
• Environment Compensation Charge on commercial vehicles imposed by Supreme Court of India
on October 12 while entering in Delhi during the period November 1 to February 29.
•
Supreme Court bench headed by Justice J Chelameswar refused to modify its interim order and
allow bodies like Reserve Bank of India, SEBI, to allow voluntary use of Aadhaar card for welfare
schemes other than the public distribution system and LPG schemes and this modification will be
heard by a larger constitution bench of Supreme Court.
•
Supreme Court allowed the voluntary use of Aadhaar Card for four schemes i.e. Mahatma Gandhi
National Rural Employment Guarantee Scheme (MGNREGA), Pradhan Mantri Jan Dhan Yojana,
scheme related to Pension and PF.
•
Supreme Court of India declared National Judicial Appointments Commission (NJAC) as
unconstitutional on 16 October 2015 as decided by five-Judge Constitutional Bench of SC.
High Courts and Sessions Courts
• Union Law Ministry notified Delhi High Court about the Amendment Act, 2015 which was passed
by Parliament in August, 2015 to amend the Delhi High Court Act, 1966 in order to reduce the
workload of the Delhi High Court.
•
Justice Tinlianthang Vaiphei appointed as acting Chief Justice of Guwahati High Court on 19
October 2015.
Central Government
• The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Narendra
Modi has given its approval to implement National Watershed Management Project “Neeranchal”
assisted by World Bank with total cost of Rs.2142.30 crores (Government’s share-Rs.1071.15 crores )
in national level as well as 9 states.
•
Union cabinet chaired by Prime Minister Narendra Modi has approved for the formation of Group
A services of the technical cadre of the Ministry of Skill Development and Entrepreneurship.

− The new service named as the Indian Development Skill Services, earlier Directorate General
of Employment & Training, and Ministry of labor employment.
•
Indian Government cleared the 1st batch of projects under Atal Mission for Rejuvenation and
Urban Transformation (AMRUT) for 89 cities from 3 States (Andhra Pradesh, Gujarat and
Rajasthan) as announced by Urban Development Ministry worth Rs.2786 Crore.
•
Modi government has made Aadhaar number compulsory in order to register new business, even
though the Supreme Court has only allowed Aadhaar to be used voluntarily for a few social
welfare schemes.
States
• TAMIL NADU Chief Minister J. Jayalalithaa enhanced the Minimum Support Price (MSP) for the
fine quality paddy at Rs.1450 and common variety quality at Rs.1410 per quintal on 30 –SEP- 2015.
− Revised MSP will come into effect from 1 oct -2015
•
‘Citizen Portal’ launched by the State Government of ODISHA on October 2 namely
‘www.citizenportal-op.gov.in’. The portal will provide services under issuance of FIR copies,
character certificates etc.
•
The healthcare programme ‘Amo Doli Programme’ launched by the State Government of
ODISHA on October 4 in naxal-affected area Rayagada District.
•
50% subsidy on seeds provided the State Government of TELANGANA as announced on October
4.
•
India’s 1st Dolphin Community Reserve to come up in WEST BENGAL with the aim to protect
Mammal, Gangetic River Dolphins as announced by Chief of State Wildlife Board Azam Zaidi.
− Dolphins was declared as the National Aquatic Animal in 2010 and often known as the Tiger of
the Ganges.
•
The mobile app ‘mSehat’ launched for health workers by the State Government of UTTAR
PRADESH on 13 October 2015.
•
Prime Minister Narendra Modi laid the foundation stone Amaravati, a new capital city
of ANDHRA PRADESH at a grand ceremony held in Guntur district.
− State government signed a MoU with Singapore government agencies for preparing the master
plan for Amaravati which was submitted in July 2015.
− CRDA Commissioner N.Srikanath said that the construction Amaravati works will likely to
begin in 2017 and deadline to complete by 2018.
− PM Modi laid the foundation stone of Shri Ventakeswara Mobile and Electronics
Manufacturing Hub in Tirupati, Andhra Pradesh on 22 October 2015. It will become 1st
dedicated mobile manufacturing electronics hub of India under Make in India initiative.
− On this occasion, Fast Track Task Force (FTTF) also launched to promote mobile handset
manufacturing eco-system in India.
•
The scheme titled as ‘My Brick My Amaravati’ launched by ANDHRA PRADESH on 15 October
2015 under each citizen invited to purchase e-bricks for Rs.10 each.
•
Swadhar Greh scheme launched by the State Government of Haryana on 18 October 2015, will
provide economic and social security to women in distress.
•
UTTAR PRADESH announced Rs.50000 monthly pension to Yash Bharti awardees as announced
on 20 October 2015. The award was established in 1994 given in literature, fine arts, folk and
classical music and sports. Journalist Vinod Mehta awarded with Yash Bharti Samman 2015.
•
Maharashtra Control of Organized Crime Act (MCOCA) passed in MAHARASHTRA against the
hoarders and black marketers as approved on 20 October 2015. Earlier, the law was enacted in
1999.

1st Car Free Day observed in DELHI on 22 October 2015 with the aim to encourage the people to
use public transport between 7 AM till 12 Noon connecting Red Fort to India Gate via Delhi Gate
and ITO. On 22nd day of every month observed as ‘Car Free Day’ as decided by Government of
Delhi.
•
New Integrated Licensing Policy 2015 announced by the State Government of HARYANA as
announced by Chief Minister Manohar Lal Khattar on 23 October 2015 with the aim to develop
Hyper and High Potential Urban Complexes.
•
MADHYA PRADESH announced to provide 33% quota for women in govt. jobs as announced on
27 October 2015. Earlier, it was 30%. Monthly pension of Rs.2500 also announced to give to the
relatives of those who killed in anti-Sikh riots in 1984.
•
8th National Seed Congress started in Hyderabad on 26 October 2015 as inaugurated by
Agriculture Minister of TELANGANA Shrivinavasa Reddy.
Place in the News
• Rameswaram, the birth place of Dr.A.P.J. Abdul Kalam on 15 October 2015 included as 498th town
under Atal Mission for Rejuvenation and Urban Transformation (AMRUT). Total 500 cities
selected to be developed under AMRUT Project.

• Loon project of Google that takes internet to remote and inaccessible areas impressed Narendra
Modi during his tour to the Google Headquarters in the Silicon Valley.

Pranab Mukherjee became 1st President of India to address Parliament of Israel ‘Knesset’ on 13

Urvashi Rautela became Miss Diva 2015 as announced on 18 October 2015 event held in Mumbai
while Natasha Assadi became 1st runner up and Naveli Deshmukh was 2nd runner up.
Defence and National Security
• World’s highest Terrestrial Research Centre built by Defense Research Development
Organization (DRDO) in Changla, Ladakh on 4 October 2015 located at 17,600 feet.
•
Union Minister for Civil Aviation P. Ashok Gajapathi Raju inaugurated the International Civil
Helicopters Conclave 2015 in New Delhi.
•
China will build four of the eight submarines in the port city of Karachi under a defense deal
signed with Pakistan. China would also transfer the technology to Pakistan for submarine
construction.
•
Andhra Pradesh Chief Minister Chandrababu Naidu decided to allot land of 2,720 acres in
Kurnool district for Defence Research and Development Organization (DRDO) for missile
testing project.
•
Indian Air force celebrates its 83rd anniversary at Air Force station, Hindon, Ghaziabad on 8 Oct
2015.
− Sachin Tendulkar Former Cricketer, who was present at the occasion, became the first
sportsperson to be made an honorary group captain in the Indian Air Force.
− Indian Air Force was officially established on 8-Oct-1932 and it is the 4th largest air force in the
world.
− The President of India Pranab Mukherjee serves as the ex-officio commander-in-Chief of the
Indian Air Force.

26th Coordinated Patrol (CORPAT) between India and Indonesia started on October 3 at
Andaman Sea. It is important to noting that it is first ever bilateral exercise between the countries.
•
INS Astradharani commissioned into Indian Navy on October 6. It is 1st totally indigenously
designed and built Torpedo launch and recovery vessel.
•
National War Memorial will be established in Delhi as announced by the Government of India on
October 7. It will be established at National War Museum at Princess Park, India Gate.
•
India and Slovenian company Pipistrel Aircraft signed a deal worth Rs.130 crore for 194 microlight aircraft for the National Cadet Crops (NCC) of Air Force and Navy.
− Virus SW80 is the aircraft chosen for purchase and is named as Garuda in the Indian service.
•
Defence Minister Manohar Parrikar renamed the Defence Research and Development
Organisation (DRDO) Missile Complex in Hyderabad as Dr APJ Abdul Kalam Missile
Complexin an event at Research Centre Imarat on the occasion of the 84th Birth Anniversary of Dr
Kalam.
•
European Union launched 2nd phase of Operation Sophia (Naval operation) in Mediterranean Sea
on October 7 to fight human traffickers as launched by EUNAVFOR MED.
•
The 3rd edition of Indo-Sri Lanka Joint Training Exercise Mitra Shakti – 2015 came to an end at
Aundh Military Camp in Pune, Maharashtra.
•
The Indo-China Combined Military Training Exercise HAND-IN HAND 2015 was conducted
from 12 to 23 October 2015 at Kunming Military Academy, Yunnan, China.
− This was the 5th exercise in the Hand- in –Hand series , which started in 2007.
•
Malabar Naval Exercise started between India, USA and Japan on 13 October 2015 in Bay of
Bengal and Indian Ocean.
•
North Atlantic Treaty Organization (NATO) launched biggest Military exercise, putting 36000
soldiers in Italy, Spain, and Portugal – “Trident Juncture”, against the backdrop of Ukraine crisis.
•
An Advanced Landing Ground (ALG) of Indian Air Force established at Walong, Anjaw,
Arunachal Pradesh as inaugurated on 23 October 2015. It is important to noting that this was in
operations in 1962 Indo-China War which is situated at 20km south of China border.
•
Induction of women as IAF fighter pilots approved by Union Defence Ministry on 24 October
2015.
•
Tsunami Early Warning System Siren successfully tested in Mumbai on 25 October 2015 installed
at Meteorology office of Western Naval Command as installed by Indian National Centre for
Ocean Information Services.
•
‘SLINEX 15’, 4th bilateral maritime exercise between India and Sri Lanka started on 26 October
2015 at Trincomalee Coast, Sri Lanka.
•
Union Ministry of Defence divided Maharashtra and Gujarat (MnG) Naval Area into 2 separate
headquarters to enhance the operational and administrative organizational structure. They have
been divided as Flag Officer Maharashtra Area and Flag Officer Gujarat Naval Area.
Committees/Commissions
• A 3 member committee chaired by former secretary general of the Lok Sabha PDT Achary,
submitted its report to Delhi Assembly Speaker Ram Niwas Goel, favouring a 400% hike in the
basic salary of MLA’s from Rs.12,000 to Rs.50,000 per month.
•
Union Govt. of India set up R.V. Easwar Committee to simplify the provisions of Income Tax Act,
1961. Former Justice R.V. Easwar of Delhi High Court became its Chairman.

Union Ministry of Human Resources Development (HRD) notified the appointment of a 5
member committee to review the research grants offered by University Grants Commission
(UGC).
− This Review Committee will submit its report to the Ministry by December 2015.
Schemes/Initiatives
• 2nd phase of Mission Indradhanush launched by Union Ministry of Health and Family Welfare on
October 4 in 352 cities.
− The mission covered 7 diseases i.e. Diptheria, Whooping cough, Tetanus, Polio, Tuberculosis,
Measles and Hepatitis B.
− The ministry aims to achieve more than 90% children by 2020.
•
For educational institutions, Smriti Zubin Irani Union Human Resource Development launches
National Ranking Framework Document and web portal.
•
‘ASCmel.T’ mobile app launched by University of Southampton, Britain on October 2 with the
aim to aware the people with autism.
•
Operation Valsalya launched by the State Government of Kerala to find out the missing children
as announced on October 9. It is important to noting that about 69 children have been kidnapped or
abducted in the State till June 2015.
•
The foundation stone of India’s largest container port Jawaharlal Nehru Port Trust laid in Mumbai
by PM Narendra Modi on October 11 costs about Rs.7900 Crore.
− JNPT is the largest container port in India.
•
Mission Abaas launched by the State Government of Odisha on October 11 with the aim to
provide affordable houses to urban poor.
•
‘Bill Banvao, Inaam Pao’ scheme launched by Government of Delhi on October 13 to aware the
people for purchase. The maximum prize is Rs.50,000/-.
•
Union Ministry of Women and Child Development launched an initiative to spread awareness

•
Union Home Minister Rajnath Singh inaugurates National conference on Anti Human
Trafficking in New Delhi, which was organized by Ministry of Home Affairs along with nodal
officer for anti human trafficking and officers from various districts who were in anti human
trafficking units.
•
The Next Parvasi Bharatiya Divas conference is to be held in New Delhi from 8-10th January, 2016.

BRICS countries (Brazil, Russia, India, China, South Africa) have issued a joint declaration to
ensure to legal migration amongst the countries.
− 7th BRICS Summit 2015 held in Ufa, Bashkortostan, Russia. 8th BRICS Summit 2016 will be held
in New Delhi, India. 9th BRICS Summit 2017 will be held in China.
− BRICS nations signed Moscow Declaration for supporting multilateral science projects on 30
October 2015 during 3rd meeting of BRICS nations for science, technology and innovation.
− Dr.Harsh Vardhan led the meeting as an Indian delegation.
•
Indian Police Foundation and Indian Police Institute inaugurated in New Delhi under Societies
Registration Act 1860 as inaugurated by Home Minister Rajnath Singh.
•
3rd India-Africa Forum Summit held on 29 October 2015. PM Modi announced $10bn concessional
credit for African countries. It is the largest multi-lateral event held in India. Total 54 African
countries participated in it.
− Earlier, the summit was postponed due to fatal Ebola Virus spread in Western African countries.
Agreement/Deal/Signed
• Adani Ports and Special Economic Zone (APSEZ) signed an agreement with L&T (Larsen &
Toubro) for Kattupalli Port Operations on October 2. Kattupalli Port situated in Tamil Nadu.
•
India signed 18 agreements with Germany in various sectors at 3rd Indo-German Intergovernmental Consultations. The MoU on Solar Energy, MoU on Aviation Security etc.
•
12 Pacific Rim countries sign Trans-Pacific Partnership (TPP) for free trade agreement on October
5 after a week of final talks in Atlanta.
− The countries are Singapore, Malaysia, Vietnam, Brunei, Darussaleam, Japan, Canada, USA,
Mexico, Peru, Chile, Australia and New Zealand. The agreement will cover 36% of the global
economic output.
− China world’s second largest economy has not been the part of the agreement.
•
Future Group signed an agreement with Baba Ramdev’s Patanjali Ayurved on October 9 to sell
Patanjali FMCG products.
•
Government of India and Federal Public of Germany (KFW) signed 2 loan agreements, for
Himachal Pradesh (Euro 57 Million) and Andhra Pradesh (Euro 68 million) for Green Energy
Projects.
•
Etihad Airways signed an agreement with IBM worth $700mn on October 13. Etihad Airways is
2nd largest airline of UAE headquartered at Khalifa, Abu Dhabi having CEO James Hogan.
•
Rajasthan signed 27 MoUs under Housing for All scheme on October 13 worth Rs.12478 Crore.
The State became 1st to implement it.
•
Pakistan signed an agreement with Russia for 1100 km gas pipeline project on 15 October 2015 lies
from Lahore to Karachi. The project will complete by December 2017. Earlier, both the countries
signed the defense deal also.
•
Jharkhand signed an agreement with Gail India Ltd. on 15 October 2015 to create gas and city gas
distribution infrastructure of Urja Ganga Jagdishpur-Haldia Pipeline.
•
The Union Cabinet approved the MoU between the Taipei Economic and Cultural Center(TECC)
in India and India-Taipei Association (ITA) in Taipei.
•
The Myanmar Government has signed a peace accord with 8 of the 15 ethnic armed minorities
groups especially belonging to Kayin and Chin groups to end the civil war of decades.
•
Union Cabinet approved MoU between the Union Ministry of New and Renewable Energy
and Mozambique in the field of renewable energy.
•
Indonesia signed an agreement with China to build high speed railway network in Indonesia as
announced on 16 October 2015.

India and South American Ecuador signed an agreement to set up a Joint Economic and Trade
Committee (JETCO) to strength trade relations between the countries.
•
Mutual Legal Assistance Treaty (MLAT) signed between India and Maldives on Criminal matters
on 20 October 2015 as approved by Union Cabinet of India.
− The President of Maldives is Abdulla Yameen. Capital and Currency is Male and Rufiyaa
respectively.
•
Indian Air Force signed a deal of Rs.8000 crores with Bharat Electronics Limited for integrating
civil and defense radars across the country.
•
United States and Russia have signed a memorandum of Understanding to establish air safety
measures and to avoid mid-air incidents between their air forces over Syrian skies.
•
Britain signed nuclear deal with China on 21 October 2015 with the aim to build 1st nuclear power
plant in UK since 1980 as signed during the visit of President Xi Jinping.
− Prime Minister of Britain is David Cameron.
•
India and Lithuania agree to intensify agricultural cooperation. Minister of state for Agriculture
Mr.Mohanbhai Kundariya and Lithuanian Vice Minister for Agriculture Mr.Vilius Martusevicius
held an bilateral talks in Vilinus.
•
Grant Agreement on GIPL signed between Poland and Lithuania on 15 October 2015 with the aim
to end the energy isolation of Baltic Sea region. It became 1st gas inter connector between Eastern
Baltic Sea and Continental Europe. It has total length of about 534 km.
•
Ashoka Buildcon signed an agreement with National Highways Authority of India (NHAI) on 24
October 2015.
•
Andhra Pradesh signed an agreement with Japan on 22 October 2015 with the aim to development
of infrastructure in the State.
•
India signed an agreement with France on preserving Written Heritage at National Library
situated in Kolkata as emphasized by Union Ministry of Culture on project of National Virtual
Library.
•
Hockey India (HI), the top body governing the sports in the country, has signed a three-year MoU
with Sports Authority of India (SAI) to help regain hockey its position as the top sports of the
country.
Meet/Visit
• The annual meeting of Boards of Governors of World Bank Group and International Monetary
Fund started on October 6 at Lima, Peru. World Bank has 188 member countries.
− To fight with climate change, V20 Group (Finance Ministers of 20 countries) launched on
October 8 at Lima, Peru.
− V20 Climate Risk Pooling Mechanism launched on the event.
− India will not be the part of V20 Group.
•
Indian President Pranab Mukherjee visited 3 Middle East Nations countries. Those are Jordan,
Palestine and Israel.
− India and Jordan signed 6 MoUs in various fields and both countries also assured to enhance
their cooperation in counter-terrorism and defense.
− Indian President Pranab Mukherjee handed over a cheque of 5 million dollars to the Palestinian
government as a budgetary support during his visit to Palestine.
− President Pranab Mukherjee conferred with Honorary Doctorate by Al-Quds University,

satellites were carried by a Long March-2D rocket.

On 26 October 2015, China successfully launched the Tianhui - 1C mapping satellite into its

China has successfully launched its First typhoon detecting rocket from Hainan has dropped

China launched a new communication satellite APSTAR-9 by the Long March – 3B carrier rocket

reduced by 18 percent from 3.82 US dollar per mmBtu to 4.66 US dollar per mmBtu due to fall in

In Turkmenistan, Afghanistan, Pakistan, India (TAPI) natural gas pipeline project, Gas
Authority of India Ltd. (GAIL) has 10% stake as announced on October 4.
