Dear FIM readers,
In this month’s issue, we again are celebrating two important events. Our country’s 110th Independence and paying tribute to our great fathers as we celebrate Father’s Day.
The heroism and sacrifices of our ancestors has inspired us to fight for a strong and modern Philippine nation. Let us carry on their struggle by devoting our collective energies and effort to the battle against poverty – uniting and working as one to overcome the forces of division and strife, and tightly embracing peace, development and stability.
The Filipino communities in Hong Kong and other parts of the world, are the frontline of our global quest for gaining confidence for prospect investors and promote tourism in our country. Aside from our economic contribution by way of remittancess, inviting more tourists and investors bring jobs to our countrymen. We also help our nation by investing in education, by giving our kids a good education and helping them fulfill their dreams, while we are working abroad because it will enable us to build a better Philippines.
Our children will be the beneficiaries of the collective decisions that we adults make today. When we invest in our children, we will find that our collective standard of living will grow, too.
The real leaders of this nation are ordinary people with the extraordinary determination and foresight to invest in their children’s education.
As we celebrate our independence, I encourage our fellow OFWs and association leaders to march towards peace and unity. Let us also remember that our common interests here in Hong Kong are, for our children and family, to uplift their standard of living and help boost our economy. We are greater than the sum of all fears that have kept us divided in the past as a nation and as a people.
As we pause to celebrate our nation’s 110th birthday, please take time to remember our forebears that fought and struggled for our nation’s independence, to those who sacrificed their lives to ensure that our freedom is safeguarded against all who wish to take it.
We honor their memory and legacy by showing our love for our family and friends, our respect for each other, and reaffirming our oneness as a people.
We owe it to our forefathers and to all Filipino soldiers, to avow that wherever our flags are waving, no one is more determined than us in ensuring that the Filipino flag flutters high above those of many nations. The flag of the Philippines, which was made in Hong
Kong by Marcela Agoncillo, Lorena Agoncillo and Delfina Herboza,was first flown and waved on that proclamation day.
The Philippines is a work in progress and a country with enormous potential. Our rich natural resources and the fast growing economy is the envy of many other nations today.
The Filipino people have an unstoppable determination, internal fortitude and indomitable spirit that gives hope for the future.
Fathers… There are often situations and times when we forget to hug our fathers, kiss them and tell them that we love them like we do to our mothers. We assume him to be the provider for the family and all that we want and ponder over the fact how hard he has to work to get us our daily sustenance and clothes. Sometimes we become selfish and all we think about is ourselves. From the time we worship our beloved father for all that he knew and all that he could, we move on to a rebellious teenage life, when we make it a point to argue about everything and anything that he advises us.
Sometimes, by the time we realize how much he has sacrificed for us and how often he has stood up against the destiny to protect us from the hard blows of life, it is too late. So, don’t wait for it to happen. Now, is the time to show your Dad how much you love and respect him and how much you care for him.
Let us greet our fathers and thank them for their greatness and in guiding us in the right direction of life.
Let us also celebrate Independence Day with a common resolve to build a nation that stands for the eternal greatness of the Filipino.

The Philippine Declaration of Independence occurred on June 12, 1898 in the Philippines, where Filipino revolutionary forces under
General Emilio Aguinaldo (later to become the Philippines’ first Republican President) proclaimed the sovereignty and independence of the Philippine Islands from the colonial rule of Spain after the latter was defeated at the Battle of Manila Bay during the Spanish-
American War.
The declaration, however, was not recognized by the United States or Spain, as the Spanish government ceded the Philippines to the United States in the 1898 Treaty of Paris, in consideration for an indemnity for Spanish expenses and assets lost.

A passage in the Declaration reminds one of another passage in the American Declaration of Independence. The Philippine Declaration was signed by ninety-eight persons, among them an American army officer who witnessed the proclamation. The proclamation of Philippine independence was, however, promulgated on the 1st of August, when many towns had already been organized under the rules laid down by the Dictatorial Government of
General Aguinaldo. The final paragraph states that there was a “stranger” (stranger in English translation — etranger in the original Spanish, possibly meaning foreigner) who attended the proceedings, Mr. L. M. Johnson, described as
“a citizen of the U.S.A, a Coronel of Artillery”.

“The PAHK Charity Ball”.
Since its inception, The PAHK Charity Ball is probably the most awaited event in the Hong Kong Filipino community. It combines helping to keep the Independence Day celebration alive in the hearts of the Filipinos with raising money for Philippine charities all in one night. It is usually followed by an exciting, fun-filled entertainment show for the OFWs in Hong Kong the morning after. This year, the event is entitled “Sikat ang Pinoy”. They are the pillars of every home. A home without a father is like a house founded in the sand. It will be easily destroy by strong winds and the whole family because of them and also with the help of our beloved mothers.

A week after, Dra. Tulio told me that my father has had only three to four months to live. I was so shocked and terribly sadden. I was alone during that time and I don’t know what to do.
It was very painful to think that the man I truly admired, respected and loved is about to leave us. Many thoughts keep passing on my mind.
What will happen to my mother and to us? But who are we to question the will of God? No one has the right to ask Him why, because he has all the right to take away everything from us, including our very own lives. But we put our trust in the Lord knowing that He would make all things work for good especially for my father.
My father was born on November 15, 1931.
He was a responsible husband to my mother and father to us. He was very energetic, strong and tall. Together with my mother, they molded us to become better and responsible citizens of our society. They send us to school without any conditions. They taught us to face the realities of life with courage and faith in God.
Faith that in every difficulties and troubles we will encounter, we should not forget that God has a purpose and we should be humble to accept it with an open heart and mind. Tatang, once told me that, “the shortest distance between a problem and a solution is the distance between our knees and the floor. The one, who kneels to the Lord, can stand up to anything”.
He was absolutely right!
Tatang was diagnosed to have a Multiple Myeloma (cancer of the bone marrow). The bone marrow that produces the red blood cell has a tumor or cancer and it occurs in numerous bones and joints of his body. Once again he undergone more laboratory exams and the results were extremely frustrating. His blood count was very low and he needed blood transfusion. His doctor advised us, what to do just to prolong his life. He needs to have a weekly check-up of his complete blood count (CBC), blood transfusion every month and he needed to undergo chemotherapy. There was also a suggestion of bone marrow transplant but we can’t afford such an expensive treatment. It was very difficult for us who belong in the average way of life to find big amount of money every month aside from the medicines, hospital bills and doctor’s fee. But God really is a good God; we were able to sustain his needs and medications with the help of my brothers, sister and other close relatives. Behind all of these, our father didn’t know his real condition. We decided not to tell him in order for him not to lose hope.
As years passed, my father’s health became deteriorated. He was so pale and always has a fever. We didn’t take it seriously at first because we thought it was just normal for his age. But obviously, we were mistaken. It was on the early months of the year 1998 when we confined him at Passi City District Hospital in the province of Iloilo. He stayed there for three weeks but unfortunately, the doctors could not determined what’s the problem so we decided to transfer him at Iloilo Doctor’s Hospital in
Iloilo City. He underwent a series of laboratory tests and physical body examinations but his attending physician could not explain why his fever won’t go off and he remained so pale and very weak. He stayed at the said hospital for almost a month and still we don’t know what was wrong with him. His doctor referred him to Dra. Alda Tulio,an Internist and Oncologist. After she examined my father, she decided to conduct a bone marrow test. She will get a sample of my father’s bone marrow to determine whether there’s a possibility of cancer.

Crispin Beltran, more endeared to the masses as “Ka Bel”, is a legend and an epitome of militancy and progressive lawmaking in the country.
He is was the Chairman of the national political party Anakpawis and was re-elected Representative in the Philippine Congress.
As the days passed, I noticed that Tatang seemed to be suffering more and more. He looked thinner and was growing weaker each day. His eyes depicting the pain he was enduring. We experienced a lot of hardships not only financially but also physically and emotionally and the most affected one was my mother.
Only our faith, our hope and our trust in the
Lord sustained us during that period of difficulty. We continue to pray for his healing and asked God to take control of his condition.
November 13, 1999 we went out from the hospital again (for the last time). His doctor advice us to bring him home and give him anything he wants. November 15, he celebrated his
68th birthday in bed for he can no longer sit or stand. December 28, 1999, my father was then in great pain. He was running a high fever and having convulsions. He was having hard time breathing, too. My mother and I keep on reminding him that Jesus Christ was with us at that moment and that he should put his trust on Him. After that, he can’t talk clearly anymore.
He was comatose. December
30, 1999 at 11:25 in the morning, my beloved Tatang closed his eyes and lay still.
He died in my mother’s arms and mine. He was 68 years and
44 days old.
In our moments of grief for his loss, we were consoled by the thought that Tatang is now in our Father’s house in heaven. We knew that he is at peace now with God because he has fulfilled his mission---- to love as Jesus Christ has loved.
Ka Bel was an activist for over fifty years, and is esteemed by laborers, peasants, urban poor and other marginalized sectors as a true defender of the toiling masses. Ka Bel is a great labor leader, an incorruptible parliamentarian and staunch fighter for national freedom. Eman Villanueva, Secretary General Unifil and other Filipino community leaders paid tribute for Ka bel in HK last May 26, 2008 at Chater Road. Ka Bel died at the age of 75 after falling from the roof of his home in Bulacan on May 20, 2008. /apg

The Culinary Arts Centre (CAC) held its
6th Graduation Ceremonies at the Monaco
Ballroom Regal Hongkong Hotel, Causeway
Bay last May 11, 2008. The program started at
10 AM sharp and ended at 3PM.
The program started with the entrance of the graduates and staff. Mr. Jimson Matthew Dator, the managing director of CAC welcomed everyone to the program and CAC’s Ambassador of Goodwill 2007 Ms. Julie Pilarco gave an inspirational speech. Mr. Jay Dator, programme director of CAC, Mr. Jimmy Dator, administrator of CAC and Mrs. Sonia Dator, head instructor of CAC awarded the certificates to all lucky graduates who succeeded in broadening their culinary skills.
On that particular day, everybody was very excited especially the graduates because they never expected that after months of sacrifices, dedication and commitment of broadening their knowledge and sharpening their skills in a school which transformed them into a productive persons. The Culinary Arts Centre’s mission is not to train students to become professional chefs but to raise their culinary skills and sophistication regarding food to the highest levels. The CAC aims to build students’ business skills through Hotel and Restaurant
Management programmes and help them discover what it takes to succeed in new career areas. The educational philosophy of the Culinary Arts Centre is to encourage the devotion of time and effort in the educational process and promotes the education of students through experimental learning and the ability to apply learned skills for a future in the hospitality industry and multidisciplinary health care services.
The graduates received graduation certificates of the following courses such as Basic and Advance Baking course, Professional Baking course, Asian Western cooking, Meat processing, Cakes and icing, Agri-business Pigs and Poultry, Canteen Carinderia Operations,
Lutong Pang-carenderia Operations, Hotel and
Restaurant Management. The other graduates received certificates from seminars provided by CAC like Siopao/Kuapao & Siomai Making, Ice-cream Making, Com. Bread Making,
Native Kakanin, Baked Party Goodies, Sweet
Goodies, Bread Delights, Bangus Deboning &
Tinapa Making, Spreads & Preservatives and
Pizza Making.
Some students also received plaques of
Exemplary Service Award, Exemplary Merit
Award for Fast Food Operations and Award of Distinction for Bakery Management. Medals were given to students for Exemplary Loyalty Awardee.

Sur, recited her testimony, how CAC transformed her to become a productive person and sharpened her culinary skills. As she reiterated, she only focuses her time on learning and studying in CAC. She enrolled and started to study in CAC last Sept. 2005 and she took up the following courses like HRM, Bakery
Management, Fast Food Operations, Wedding Planner and Lutong Pang-carinderia. Her dreams of putting up her own business in the
Philippines was already in her plans when she goes back home for good.

Director, a Hotel Restaurant Management graduate from UST and silver medalist in an international competition “Chefs on Parade
1992”, cited a tearful graduation message which he dedicated to the graduates. In his admirable message , he was delighted to reiterate “I have guided you and molded your skills and together we have set your future in the hospitality industry, It is now time for you to continue on that journey on your own. When you rreach your goal, be humble of your success and as much as possible do not forget your countrymen for not all Filipinos are as fortunate as you”.

Jimmy Dator also gave an inspiring and touching graduation message. He cited that “I bow my head and salute you with great respect and much admiration for your wisdom in investing part of your time, effort and earnings by enrolling and finishing short and long courses at the CAC. Indeed, you have sharpened your skills and broadened your knowledge for a brighter and better tomorrow”.
Before the graduation rites humbly ended, the graduates sang their graduation song entitled “Glowing Inside by Nikki Gil” and a song entitled “Mama” was also sang by Janua
Maribel and Prince Vermin dedicated to all the mothers who were called up on-stage and received chocolate treats from Mrs. Sonia Dator.
The second part of the program was a programme of entertainment showcased by the talented students of Culinary Arts Centre. And it was hosted by Mr. Jay Dator and Ms. Flor
Chisholm. A competition of 4 groups who showcased their talents in acting and dancing was also well applauded from the audience.
The group of HRM Sunday class of Vigie,
Michell, Prince, Marge and Bernadette who performed the famous dance number from the
1980’s “I’m so Excited” won in the competition. Their dancing skills caught the attention of the judges and had great impact from the audience. The graduation rites was full of fun, entertainment and merriment as the Dator family humbly conveyed their profound thanks to all the guests, graduates, friends, the employers of the graduates, friends from the media and to all CAC supporters.

The Mindanaoans spent a day under the sun as Mindanao (HK) Migrants Alliance
(MinMA) marked its first anniversary in Deep
Water Bay, HK on May 4, 2008. More than a hundred members and their visitors flocked to share a festive meal and a short program cum parlour games.
Special guest to the whole day affair was fellow
Mindanaoan vice-consul Val Simon Roque who appreciated the invitation to join his province mates in their gathering. He advised the group to be “a solid organization in the coming year”. “ Magkaisa at magtulungan kayo.” said Roque.

Hong Kong into one solid body with one common voice. MinMA plans to reach out those OFWs from the other provinces and encourages them to form a group so that
Mindanao will be well represented. The first six (6) months of MinMA was devoted to participation in the community events to establish its existence. The following months were focused on promotion and recruitment of new members and strengthenen the bonding and camaraderie of the group.

Dear Bro. Rolly,
I have been working here in Hong Kong as a domestic helper for over five years. Given a choice
I would have preferred staying at home to look after the needs of my family especially my 5 young children. But even as my husband is employed his small salary barely meets our daily needs. Added to our financial woes is 4 of our children are already going to school and just their daily fare and school allowance for food put a heavy strain in our budget.
I had no choice than to leave and work abroad to augment our family income.
And indeed over the past five years, I was able to raise the standard of living of my family. Aside from providing their basic needs I was able to purchase new colored TV, ref and even a good brand washing machine. More importantly I was able to fully pay our modest house and lot property in
Cavite. Likewise I am able to set aside part of my income as my personal savings for the rainy days.
These accomplishments should have made me happy but it is just the opposite – I am miserably sad and lonely and terribly helpless with my problem.
On the first week of May, 2008 my 19-year old daughter informed me that my husband seldom comes home since November of last year. She also learned that he is staying with another woman in
Laguna. Worst of all, and this was confirmed by my sister who did some detective job for me, that woman is now pregnant and obviously my husband is the father of that baby.
I called my husband on the cellphone I myself purchased for him and asked for explanation. He said that he has no intention of marrying that woman and that he will also return to our home
SOMEDAY.
I cried and cried because of his admission and I don’t know what to do. Please help me.

Dear Ms. Miserable,
What happened in your marriage is similar and common to the experiences of most married workers who approach me for counseling. And the number of such marital break ups is on the rise and very alarming.
The main reason for this is the lack of timeplanning by the OFW herself. My counsel is
- even before departing for abroad she must set a time frame for herself to work, save and return home. For example after finishing her two-year contract she must decide to take a two-week leave first before resuming her job either with the same employer or a new one.
That two-week break from your work and spending it with your family back home is extremely helpful in strengthening the family bond. Likewise within that short period of time, the husband and wife could be together and enjoy the love of each other which both sorely missed when she was abroad.
What must be avoided is the worker deciding to continue with her employment continuously and uninterruptedly WITHOUT taking any home leave.
DISTANCE DESTROYS RELATIONSHIP.
Your husband has a “natural need” which you cannot fulfill because you are away from him. Two years being away is too long a waiting for a husband. Even worst you have been away for over five years. And in your absence such “need” or “vacuum” was found by your husband in another woman.
This is a lesson for all married OFWs.
You family has needs beyond materials things. Plan to work for say six years only and in between take the very precious home leave and then SAVE and SAVE and SAVE.
DO NOT OVER STAY ABROAD.
The worst thing that could happen to an
OFW is returning home with lots of material things and yet with BROKEN FAMILY. That makes you a DEFEATED HERO.
Your husband telling you that he has no intention of marrying the other woman is a stupid statement as in the first place he is legally married to you and by law he cannot be married to another woman. He also stated that he will return home someday - and that offers a glimmer of hope about the possibility of reconciliation when you return to the Philippines.
The decision to agree to such an offer of reconciliation depends on the following: 1) your psychological capacity to accept the reality that he has another family; 2) his sincere desire to be re-united with you by leaving his “other family” and staying at home with you and your own children; and the most important of all - 3) whether there is still that love that exists between the two of you; but bear in mind even as you agree to be reconciled, his financial responsibility to the “other” child will still continue under the Family Code.
The final decision is yours to make.
I would however recommend that you return home for good since as you have mentioned you have all the material things you need including your own house and some savings. In that way you could give the parental guidance that your children needs in their growing years. Use or invest your hard-earned savings in setting up your own business so that you could attend to the parental needs of your children without having to leave them again.

TO ALL OUR READERS
Many OFWs are losing their job due to pressures at home from their relatives to remit money to them any time they so desire and any time it pleases them. These relatives think of the OFWs as a money-making machine not giving consideration on their sacrifices if only to raise the standard of living of their families. Each dollar earned by the worker is a product of blood, sweat and tears.
Most OFWs borrow money from banks and money-lending companies to meet the financial demands of their relatives. Even worst, due to unreasonable demand for money, these workers resort to borrowing from several banks (multiplicity of loans). It is common that a particular OFW has loans with several banks and experience tells us that due to over exposure, the chance of not being able to pay one or two banks out of several she has gotten the loan is high. And when the loan is not paid, trouble starts when the lending company’s collectors begin to harass the borrower which most of the time result to the employer being pestered by too many telephone calls by loan collectors disturbing the peace in her flat. Consequently, the worker is terminated.
To ease such burden, the OFW must learn when to agree and when not to agree on the demands of their relatives to send money to the Philippines.
She must distinguish between WANTS and NEEDS.
WANTS carries little weight and could be postponed or even disregarded. WANTS carries no importance and urgency and a person could go on with his daily life without it. To better illustrate - if your relative asks you to send money to replace your old appliance, or change the paint of your house or to buy a birthday present, etc. such fall under WANTS and should not be favored over NEEDS.
If your relative tells you to send the badly needed funds as you NEED to pay the medical bills of your daughter or you NEED to pay for the tuition fee as otherwise your son will not be admitted in the school or there is a NEED to pay for your electricity bills as otherwise your electricity supply will be cut off – then these NEEDS must be met and remittance to your loved ones certainly must be done. NEEDS both carries weight and urgency and should be acted upon.
WANT ay KAGUSTUHAN na di dapat pahalagahan, samantalang ang NEED ay
PANGANGAILANGAN na dapat tugunan.

We need to understand that to have
Jesus is to have everything . He is the key to our salvation, healing, deliverance, blessing, victory, prosperity and perfection. He is the source of everything.
If you need blessing, seek for the one from whom blessing comes. If you need peace, seek for the Prince of peace.
If you need provision, seek for the provider.
If you need healing, seek for the healer. And if you need protection, seek for the one who protects because His protection will be upon you everyday and every night 24 hours round the clock. He will guide you and will be with you.

The Lord is our shepherd and we are the sheep. The shepherd’s responsibility is to give us food and water. And the only responsibility of the sheep is to obey and follow the shepherd.
As a shepherd, He will lead, guide, protect and bring us to a land that is overflowing with milk and honey.
Once we follow and obey our Lord Jesus, all our needs will be provided. We will receive everything that God have prepared for us.
But as soon as we try to take the shepherd’s responsibility it will make things difficult. It is
God’s responsibility to provide for all the needs of
His people.
“1 The LORD is my shepherd, I lack nothing. me beside quiet waters, 3 he refreshes my soul. He guides me along the right paths for his name’s sake.”
Psalm 23:1- 3
As a father, I understand that it is my responsibility to provide for the needs of my children such as food, shelter, clothing, education and others. My children do not have to tell me their needs; I provide for them willfully without being told. As a good provider, I see to it that all their needs were met. The only thing that I require from them is their obedience. I expect my children to obey and follow my instructions. When they obey, it pleases me. And when I am pleased, I love to give them more than what they can ask. And when I see them keep obeying me, I will give all their needs. And when I see my children’s complete obedience to my word, then I will give them everything that I own. Our heavenly
Father does the same. The children’s obedience pleases and satisfies their father.
“33Walk in obedience to all that the LORD your God has commanded you, so that you may live and prosper and prolong your days in the land that you will possess.” Deuteronomy 5:33

It is also our responsibility to listen to our
Father. It is the Father’s right and responsibility to speak and give instructions to His children and provide for His children’s needs. We need to listen attentively to His words as He speaks so that we can hear it right and obey what He wants us to do. We ought to obey God as soon as we receive the instruction. And when we obey Him, He will bless us.
Our obedience shows our love to our God.

On Wheels (ROW).
A group of musicians using stringed instruments from the Philippines subsidized by the Philippine Society for
Crippled Children (PSCC). Sister Rose Catry (head of the group) in celebration of their 30th anniversary will perform a a series of concerts with music that includes classical, native and modern.
The ROW will showcase their musical talents and promote the culture of the Philippines as “Ambassadors of Goodwill.” They want to reap the fruits of their hard labor of 30 years of continuous practices and performances. This event will surely serve as an exposure or “eye-opener” for them to get in touch with the Hong Kong culture and at the same time, an opportunity for normal people to be aware that, in spite of their disability, they can still be productive, useful and be joy-giving citizens of society.
Sister Roos’s advocacy is to show and share the talents of “Rondalla on Wheels” to be able to break the barrier and to have social harmony between disabled groups and able ones in all walks of life. They are looking forward to perform for some institutions, churches, schools and other places in Hong Kong. They want to see the situation of the disabled people here and to give encouragement to others. They also want to discover the beauty of Hong Kong through sight seeing for some gratification.

I read from a Philippine newspaper that there were Filipinas recently arrested at the Hong
Kong international airport carrying suitcases with huge amounts of heroin and cocaine. What will happen to them? How is HK government fighting the drug war? Isidro of Lantau Island.
Section 4 of the Dangerous Drugs
Ordinance, Cap 134, states that anybody caught trafficking in dangerous drugs will be sentenced on indictment to a maximum fine of HK$ 5 million and imprisonment for life, and on summary conviction a fine of HK$ half a million and 3 years imprisonment.
The Arrested Filipinas will be detained at Tai Lam Detention Centre for Women and not allowed on bail because importing dangerous drugs (DD) in HK in such huge quantities is a very serious offence, with similar culpability of Murder and Rape.
They are tourist with no permanent address in the territory and they do not have any social or economic ties in HK.
The prosecution will oppose any bail application because the offence is very serious and the defendants are expected to be imprisoned for very long period of time. The chance of them absconding to avoid prolonged jail term is very high.
The defendants may also tip off the drug syndicate thus affecting the speedy and effective investigation of the case.
They will initially appear in Magistrates
Court within 48 hours after arrest but plea will not be taken. The prosecution will ask for an adjournment of at least 6 weeks to get a government chemist report on the quality and quantity of DD seized. Another day for mention will be scheduled for future committal proceedings, when the case will be formally transferred to the High Court.
Before the committal proceedings, the case file will be given to the defence.
In the instant case, the sentencing power of the magistrate is only up to 3 years while the High Court can sentence them for life thus the need to transfer the case. We are talking of 20 years here. After the committal proceedings, they could then apply for legal aid for their defence lawyers. There could be Pre-trial review hearings for the court to assess the readiness of the prosecution and the defence to proceed to trial. Then trial date will be scheduled. They have an option of having a trial by jury or by a single professional judge of the High Court.
under their control at all times till checking in at the airport. What is reasonable is to be objectively assessed and the Filipinas’ belief that the steps they took were reasonable is irrelevant.
It is not necessary for the prosecution to prove that the accused know precisely which drug they have in their suitcases as long as they know the drugs are dangerous.
But it is important for the judge to know the quality and quantity of the drugs, not the actual mixture in weight, for sentencing tariff. In the instant case, heroin and cocaine are classified as “hard drugs” and attracts heavy sentencing tariff.
It is not necessary for the prosecution to prove that the accused received payment or reward for carrying the drugs. It is different where a person is handed drugs for custody, safekeeping and then return to the depositor as the custodian has no required intent to use, possess, and supply the drugs. Of course, storing drugs for the purpose of delivering it to another at a later stage is an act preparatory to trafficking but not enough to constitute dealing with drugs. For the arrested Filipinas, it was more that storing the drugs into their suitcases; they participated in the delivery of the drugs from Philippines into Hong
Kong. If the drugs are in transit to be subsequently exported from Hong Kong to another country, the importation into
Hong Kong is included and no act beyond the importation is required.
The Filipinas must have actual knowledge or willfully blind in the sense of actual suspicion on their part. If the Filipinas have knowledge of the circumstances, so obvious that they are carrying the substance but shut their eyes to the obvious or allowed matters to go on without caring and asking any questions, then the mental element of the offence is made out. The
Filipinas failed to take reasonable steps to prevent the suitcases being loaded with the drugs. They could have checked that the suitcases were empty before packing their personal belongings, that they did not allow anybody to put anything without their knowledge and the suitcases were
Different drugs carry different sentencing guidelines. Trafficking will carry the heaviest sentences compared to simple possession of drugs. For Heroin, the guidelines were held as follows in the case of Lau Tak Ming [1990] 2 HKLR 370 : up to 10 grams is 2 to 5 years; 10 to 50 grams is 5 to 8 years; 50 to 200 grams is
8 to 12 years; 200 to 400 grams is 12 to 15 years; 400 to 600 grams is 15 to 20 years.
Amounts over 600 grams fall into “very large quantities” category and there will be an upward increase in sentence, bearing in mind that the maximum sentence is for life. For Cocaine, the guidelines were held as follows in the case of Ching Kwok Hung
[1991] 2 HKLR 125 : Up to 10 grams is 3 to
7 years; 10 to 70 grams is 7 to 10 years; 70 to 300 grams is 10 to 14 years; 300 to 600 grams is 14 to 18 years; over 600 grams is
18 years and upwards.
The Filipinas arrested for carrying many kilograms of heroin and cocaine will be expected to be on the 20 years category though a mathematical progression of the quantity of the drugs as to years of sentencing is never adopted beyond 600 grams as this may cause injustice. The judge before sentencing will take into consideration and will allow discount for plea of guilty as this will save time and resources and a real sign of remorse.
Other factors will be the cooperation of the Filipinas during police investigation, the giving of evidence against other drug traffickers, their clear records and matters personal to them.
If the Filipinas’ plea is guilty, they can expect a discount of 1/3. If the starting point is 24 years, then sentence will be 16 years imprisonment. If the starting point is 20 years, then the sentence will be 13 years imprisonment. If they gave full police cooperation that led to further arrests, prosecution, conviction and imprisonment of other drug traffickers, they can expect
50% discount.

A lthough a gift is sometimes used to bribe a person, it remains to be part of building and keeping relationships.
But what does a gift or present mean?
Dictionary defines it as “the transfer of something, without the need for compensation that is involved in trade. A gift is a voluntary act which does not require anything in return.
Even though it involves possibly a social expectation of reciprocity, or a return in the form of prestige or power, a gift is meant to be free.”
Socially speaking, the term gift can also refer to anything that makes a person happier or less sad, especially when it is given as a favor, or as an act of forgiveness and kindness.
A gift has many kinds. It can be ordinary or special, depending on how the giver and receiver look at it. And because Filipinos are fond of gift-giving and gift-receiving, we almost do it in many circumstances. We do it for expression of love and friendship, gratitude for a gift received, and for offering travel souvenirs. We also use gifts to express our unity and charity, or we give gifts as part of wealth sharing, or even in an attempt to make up for misfortune.
And in almost all celebrations or occasions, we give gifts, like during Christmas, New Year, brithdays, weddings, wedding anniversaries, funerals, births, passing an examination,
Mother’s Day and Father’s Day.
And yes, this June, the world will celebrate
Father’s Day.
But before we focus our eyes on our earthly fathers, who in their own ways have made a difference in our lives, let us also see how the heavenly Father proved Himself to be a faithful Father to His people.
Since time began, He is always thinking of us and working things out for our best welfare.
And there’s no doubt He always had the best intention for all of us.
God as a responsible Father created first the human dwelling place before He created our first parents Adam and Eve. He provided for every thing they would need before they came to be. He made the light, the sky, the moon, sun and stars, the ground, the waters, the vegetation, the plants and the trees, the livestock and the wild animals. He made sure they will be sustained before they were given dominion on earth and commissioned to multiply. (Genesis 1-2).
Until they fell into sin and were completely devastated by it (Genesis 3). Every thing fell apart. Curse fell on them. Life became hard when it never was. The pain in child bearing, the painful toiling of the ground before it produces its fruits, the pain in dying and going back to dust where man was taken from.
All of these happened because of one wrong decision – the decision to disobey
God’s command, which is, not to eat of the
“fruit of the tree of the knowledge of good and evil, lest they die.” (Genesis 2:15)
Did they die? They did. Which part of their being died? Their spirit. The moment they ate of the forbidden fruit, their eyes towards evil were opened, and right there their spirit that is connected to the sinless and holy God was disconnected from His.
Paul the Saint put it succinctly, “Therefore, just as sin entered the world through one man, and death through sin, and in this way death came to all men, because all sinned.”(Romans
5:12)
Our dead spirit is not capable of connecting to God no matter how we try to look pious. God the Father made a way to solve this universal and spiritual problem.
At the right time, after the long wait for the
Christ, for the Lamb who will take away the sin of the world (John 1:29), the Lord Jesus finally came, in human form, to confirm what was written abut Him, to die the death of the cross, thereby cleansing men from all their sin and offering forgiveness for such.
Ephesians 1:7 tells, “In him we have redemption through his blood, the forgiveness of sins, in accordance with the riches of God’s grace.”
Our heavenly Father planned and carried out in full the redemption of our souls and quickening of our spirits. And He made it happen through His Son, the God the Son, the
Lord Jesus Christ. The same said these words,
“For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life.”(John
3:16)
Believing God’s only Son as our Savior guarantees salvation of our souls. Making
Him our Lord guarantees a life that is truly changed.
But God wants to give more. He has already given the Best Gift. And He wants it doubled.
The Lord Jesus tells in Luke 11:11-13, “Which of you fathers, if your son asks for a fish, will give him a snake instead? Or if he asks for an egg, will give him a scorpion? If you then, though you are evil, know how to give good gifts to your children, how much more will your Father in heaven give the Holy Spirit to those who ask him!”
God does not only desire that we get saved. He also wants to dwell in us through
His Spirit! And this means relationship with
Him. No religion has ever done this. None of them succeeded in bringing the people back to
God. God Himself did it. And He wants that broken relationship between Him and man completely restored.
Isn’t He the best Dad we should greet this
Father’s Day? You can only do that when you decide to make Him your Father by accepting first His Son as your Savior. And from there, ask Him to give you His Spirit, to dwell in you, lead you in every way, to live a life that is committed to do what is right before His sight.
“Because those who are led by the Spirit of God are sons of God. For you did not receive a spirit that makes you a slave again to fear, but you received the Spirit of sonship.
And by him we cry, ‘Abba, Father.’ The Spirit himself testifies with our spirit that we are
God’s children.”(Romans 8:14-16)
He has given the Best Gift. Now it’s our turn to give Him a gift. Make the Best Daddy in the whole heaven and earth proud of you as well.

Disela-sela kesibukan sehari-hari sebagai pembantu rumah tangga, BMI Hong Kong ternyata mempunyai banyak kegiatan.
Telah banyak terbentuk grup seni tari yang anggotanya terdiri para BMI yang kebetulan mempunyai hobby yang sama dibidang kesenian.
Seperti halnya grup CK’Funky Dancer.
Terbentuknya grup dancer ini tepatnya pada tanggal 24 Sept 2006. Grup yang anggotanya terdiri dari para BMI ini, memang mempunyai hobby menari atau nge-dance. Mereka mengisi waktu liburnya dengan berkumpul bersama dan menciptakan gerakan sesuai dengan lagu dan musik yang digunakan.
Grup yang diberi nama CK’Funky Dancer ini mempunyai arti tersendiri. CK adalah singkatan dari Cewek Kreatif, dan Funky
Dancer sendiri merupakan dancer yang kekompakan pada grup ini adalah kebersamaan dan saling mendukung antara satu sama yang lainnya. Mereka menganggap anggota
CK’Funky Dancer ini sebagai saudara sendiri.
Mereka layak disebut hidup dalam sebuah keluarga, karena dalam grup ini terasa sekali rasa kekeluargaan yang sangat kental. Untuk kedepannya grup ini berharap semoga bisa tetap eksis di dunia seni dan hiburan. Dengan bergabung dengan grup dancer, mereka merasa hari libur akan terasa lebih berarti dan terhindar dari hal-hal negatif.

Dancer semakin bertambah banyak. Kegiatan mereka juga semakin padat, banyak undangan dari instansi atau organisasi yang mengundang grup ini untuk mengisi acara. Selain mendapat undangan dari berbagai organisasi BMI, grup ini juga diundang oleh organisasi Filipina untuk mengikuti berbagai acara dan kompetisi.
CK’Funky Dancer yang kini beranggotakan
40 orang ini sedang getol berlatih untuk mengikuti berbagai perlombaan. Selama ini mereka berlatih diatas aula pasar Wanchai.
Setiap minggu mereka meluangkan hari libur mereka untuk berlatih menari dan biasanya mereka mulai latihan pukul 11 siang sampai jam 5 sore.
Tidak sedikit piala dan penghargaan telah mereka dapatkan dari berbagai kegiatan dan perlombaan. Kiat khusus untuk menjaga

Seminar that was held in the Conference
Room of the Philippine Consulate General
Hongkong last May 04, 2008.
This seminar was a joint effort of the Legal and Assistance to Nationals Sections of the
Philippine Consulate General in Hongkong and Damayan OFW HK. It is the first ever seminar wherein an Associate Lawyer from the Philippines, a proud son of an OFW was invited to be the guest speaker.
Atty Rommel L. Cayanan, an Associate
Lawyer is the son of one of our leaders in
Hongkong, Ms Lelita Lastima. Atty. Cayanan affirmed before the start of the seminar proudly cited that he is a product of remittances. If not for the remittances of his mother, he will never become a lawyer. That's why, he salutes all mothers for their sacrifices to provide a good future for their children.
Atty. Cayanan as a good student, finished 2 courses. He graduated from San Sebastian
College Recto, with a degree in Bachelor of
Laws (LLB) and graduated from Far Eastern
University with a degree in Bachelor of Science in Accountancy (BSA).
Before he became an Associate Lawyer and worked as Criminal Law Chairman in San
Sebastian Central Bar Operation. He also worked and attended seminars in Lawyers for
Electoral Accuracy and Democracy. He was also a Law Intern at San Sebastian Office of
Legal Aid and he was as Legal Staff in the
Office of the Hon. Mayor Trinidad.
At present, he is the Associate Lawyer of

The absence of his mother was never a hindrance to achieve his dreams in life. Trust, love and constant communication were his secret weapons that's why he succeeded in his endeavor.
The topic of the seminar was mainly focused on families and properties. The most significant topic was about the petition for declaration of absolute nullity of marriage. He explained further the difference between annulment and legal separation.
He cited, if you file an annulment, psychological incapacity is one good reason for the court to grant the petition. In legal separation, the court will grant the petition once the reason is acceptable but one cannot re-marry and action prescribes after 5 years.
After explaining the different procedures and legalities about marriage and properties, a question and answer portion soon followed.

Adhering to its goal of promoting and preserving Philippines
Culture and Heritage through Arnis Martial Arts, the International
Modern Arnis of the Philippines- Hong Kong Chapter triumphantly aged one year and keep going.
IMAP- HK celebrate its first year anniversary with a one- day training camp for its members at Monkey Hill, Shatin on April 13,
2008.
Despite the rain, the training went smoothly through out the day.
Arnis enthusiasts were eager to learn more knowledge and skills of the self- defense. Seven new techniques were taught to the arnisadors, arnis practitioners are called during the camping.
Gurus Renato Sorezo and Eric de Leon jubilantly shared their experience of the Martial Arts to more than thirty students who attended the event. The training techiniques includes; Mano Y Mano
(De Cadena), Cinco teros or Five Strikes, Redonda (X Movement) and
Application, Sinawali application, Random Disarming Techniques,
Pre- Arrange Sparring and Standard Anyo.
“We want to develop Gurus from our students to help us with our goal. That is why we always emphasize to them the importance of discipline and training.” According to Renato Sorezo, President of
IMAP- HK Chapter.
Nine students were promoted to the Rank of Yellow Belt during the affair. The 4th batch of promotion includes Alejandro M. Bautista,
Anna C. Antonio, Elma M. Bungcasan, Arlyn G. Rodriguez, Imelda
M. Pancho, Lucita L. dan, Shirley T. Mosquera, Mary Jane M. Cando and Ofelia P. Baquirin. Certificates of Completion were also awarded to
Alejandro M. Bautista, Jean B. Lopez, Maritess B. Suarez and Shirley
T. Mosquera for attending the training for twelve consecutive Sundays without absence.
Arnis is an ancient Filipino Martial Arts using a rattan stick called
Baston. It is usually twenty- eight inches long and varies in size.
The late Remy Presas who hails from Negros founded Modern
Arnis. His goal is to preserve the Filipino Martial Arts. He developed a system that is injury- free training method to attract more practitioners of the skills.
Today, Modern Arnis has different chapters in countries around the world such as in Switzerland, Italy, England, Middle East, Mexico,
Russia, North America, Maryland, New Jersey, East Coast USA, and
Germany having the largest with two chapters.
IMAP- HK chapter follows the curriculum of IMAP in their teachings. It is open to all Filipinos and other nationalities here in Hong
