FY2007 Third Quarter Activities Summary
Sailor Operations Center (SOC) staff at Maryland’s State Library Resource Center (SLRC) at the
Enoch Pratt Free Library (EPFL) Central Library Branch concern themselves on a day-to-day
basis with maintaining an array of services on which Maryland public libraries, government and
education agencies, and residents rely. These services include the Sailor Network, the Sailor
Internet Connection Service (ICS), Maryland Public Libraries’ Sailor collection of statewide
subscription databases, the Sailor Web Site Hosting Service (WSHS), Sailor Dial-Up Services,
and the Sailor Web Site.
In January, Harford County Public Library became the 11th Maryland public library system to
offer Sailor Cruise Accounts to their customers. In February, Calvert County became the 12th
Cruise Account county. Then in March, Montgomery County Public Libraries announced their
decision to become the 13th Cruise Account county.
During the third quarter, purchase orders were issued for the equipment that will tie the Sailor
Network into the DWDM Ring that interconnects Baltimore, College Park and Parole.1 In
Montgomery County, SOC was pursuing a fiber partnership to connect the Rockville Sailor node
into the DWDM ring. Additionally, SOC was processing orders for increased leased bandwidth
for Prince George’s County Memorial Library System. In mid-March, Carroll County Public
Library invited SOC staff, Michael Walsh and Stuart Ragland, to attend a Carroll County Public
Network meeting. At the meeting opportunities to connect CCPN agencies (libraries, schools,
community college and government) into the Sailor Network were discussed, with a specific
interest in facilitating Internet 2 access for the schools and community college.
On the Eastern Shore, SOC had an equipment shelter installed at a state tower in Worcester
County in preparation for installing a wireless backbone node that will complete the SomersetWorcester-Wicomico side of the lower Shore wireless backbone ring. Permission to install
Sailor equipment on the Snow Hill water tower, as the means to connecting the Worcester
County Public Library, was pending final approval by the Town. At Salisbury, SOC anticipated
release of the new state tower in March.. In Dorchester County, SOC was researching alternative
paths to connect Dorchester County Public Library into the lower Shore backbone.
As March came to a close, a number of other projects were pending completion or installation.
At that time SOC was looking forward to final approval to install wireless equipment near
Charlotte Hall to bring 200 Mbps service to St. Mary’s County and Southern Maryland Regional
Library. Dishes for the Chesapeake Bay crossing at Matapeake had been installed and radio
installation was pending. In Calvert County, zoning officials were processing the request for
construction of the tower that will connect Calvert Library’s new Prince Frederick Library into
the wireless backbone. Site infrastructure was nearing completion at the Cecil County Public
Library, Elkton Library. This site will tie CCPL into the Sailor Network wireless backbone, and
host a networkMaryland multi-service center in Cecil County.

On February 1, Database Subcommittee Chair, Audra Caplan, met with the Maryland Public
Electronic Librarians group (MPERL) to brief them on the status of Sailor database funding and
efforts to collaborate with the academic and school libraries on database subscriptions. Based on
the discussion of future Sailor databases were recommendations, Lynn Stonesifer (Collection
Development Department Manager for Enoch Pratt Free Library and the State Library Resource
Center at Pratt Central) arranged trials during February and March for EBSCO History Resource
Center, Rosetta Stone (a language learning product) and World Book Encyclopedia.
On March 21, Ms. Caplan met with the Maryland Library Consortium (the committee of public,
school, and academic librarians) that is working toward establishing a consortium for database
purchasing.
