SECURITY OPERATIONS POLICY CONTENTS
I. Policy
A major emphasis of the Department is on the physical security of
university facilities and property, and the safety of members of the
University community. In order to accomplish this goal of maintaining a
secure and safe campus environment, the Department provides an active
security service as part of its day to day operations. Although specific
personnel are assigned to the security function, all employees shall support
the safety and security goals of the Department in the performance of their
assigned duties.
II. Security Function and Responsibilities
A. Organization and Training
1. The security function shall consist of full and hourly non-sworn
security officers assigned to security and safety patrol. Campus
Security Officers shall be assigned to a particular shift and
supervised by the shift supervisor. Shift assignments are determined
by the Lieutenant of Operations through evaluation of workloads and
campus needs. Security officers are responsible for general physical
security and patrols of their assigned zones and for reporting safety
and security deficiencies discovered during patrol.
2. On the job training for security officers is conducted by certified
General Instructors designated as CSO Trainers. CSOs receive
specialized training as necessary and participate in Department inservice training.
B. Building/Facility Locking/Unlocking/Check Schedule

1. CSOs are primarily responsible for the physical security of
University buildings and facilities. The security
locking/unlocking/building check schedule is assigned by shift and
shall be followed by security officers as assigned.
2. The shift supervisor develops and maintains the
locking/unlocking/building check schedule for all buildings and
facilities on campus. This schedule includes routine security patrol
checks of buildings and facilities by security officers and
locking/unlocking requirements, and may be subject to change on a
daily basis, depending on the needs of the University.
3. The shift supervisor shall ensure that shift personnel follow the
schedule in locking, unlocking and conducting security and safety
checks of buildings and facilities, and that personnel regularly check
doors to ensure they remain secure.
B. Maintenance Work Requests
CSOs shall routinely be observant of and report any University
property, equipment or mechanical device that is damaged, not
working, or is creating a safety or security risk because of some
defect or deficiency. CSOs shall report any damage(s) seen to the
communication officer and a maintenance work request will be
created for action.
C. Security/Safety Discrepancies
CSOs shall routinely be observant of and report any safety or
security deficiencies. These are most often security or safety
actions that community members are normally expected to be
responsible for, such as locking office windows or unplugging
coffee makers.
D. Routine Security Patrol
CSOs are assigned particular zones and/or facilities for routine
security patrol. CSOs shall remain alert for and immediately
report suspicious persons and activities, as well as violations of
University rules and regulations and state laws.

E. Security Services
The service function is an important part of the Department, and
security officers shall assist in providing services to the University
community as needed.
F. Special Events
CSOs shall assist with special events as needed to provide general
security, locking/unlocking assistance, access control, parking
assistance and other specific duties as assigned.
PUBLICATION
This Policy shall be widely published and distributed to the University community. To ensure
timely publication and distribution thereof, the Responsible Office will make every effort to:
•
Communicate the policy in writing, electron or otherwise, to the University community
within 14 days of approval;
•
Submit the policy for inclusion in the online Policy Library within 14 days of approval;
•
Post the policy on the appropriate SharePoint Site and/or Website, and;
•
Educate and train all stakeholders and appropriate audiences on the policy’s content as
necessary. Failure to meet the publication requirements does not invalidate this policy.
