Maintenance Standpipe and Sprinkler Systems
We have been informed that the Fire Department is issuing violations to buildings that do not
have proper documentation on site for the responsible personnel who maintain sprinkler and
standpipe systems. Besides having someone on the building staff with the proper certificate
(S-11, S-12, S-13, or S 14) a contract is needed with a licensed Master Plumber (MP) or
Master Fire Suppression Piping Contractor (MFSPC). The MP or MFSPC must also have the
proper certificate (S-11, S-12, S-13, or S 14). The MP or MFSPC is authorized to do tests
and maintenance on the Standpipe or Sprinkler system that the building staff is not
authorized to perform. Remember that the Master Plumber cannot perform all of the types
of tests and maintenance that a Master Fire Suppression Piping Contractor can do.

Record Book in the “National Fire Protection Association (NFPA), Inspections, Testing and
Maintenance” section (see page 5).

On April 4, 2012 NY Fire Safety Institute will have a Standpipe and Sprinkler Certificate of
Fitness Examination preparation class. This class will prepare you for the new city exam. All
current holders of any Standpipe or Sprinkler Certificate of Fitness must take these new
tests when the certificate expires. Your current C of F is good until it expires. The classes
are held one day a month. The next class is Wednesday April 4th (9:30 am to 1:30 pm). The
location is the New Yorker Hotel, Eighth Avenue and West 34th Street, Suite 1570.

Carbon Monoxide Detectors Law is Updated
Residential owners are required to ensure that tenants are provided with carbon monoxide
detectors under Local Law 75 of 2011. Private one and two-family dwellings are also required
to have carbon monoxide detectors installed. This 2011 law amended Local Law 7 of 2004,
which required carbon monoxide detectors to be installed by November 1, 2004. The 2011
law additionally requires the replacement of all existing detectors, as their useful life
expires, or by October 2012, whichever is later. Approved carbon monoxide detectors must
comply with UL 2034 of Underwriters Laboratories. For existing buildings, a carbon
monoxide detector can be battery-operated, or can plug into an electrical outlet as long as it
has a battery back-up in case of power interruption. New buildings or substantially improved
buildings must have detectors that are hard-wired to the building's electrical systems. The
installation of combination smoke alarm/carbon monoxide detectors is allowed.
NYC Building Code, CARBON MONOXIDE ALARMS
§28-312.1 Periodic replacement of carbon monoxide alarms. Carbon monoxide alarms required
pursuant to section 908.7 of the New York city building code or sections 27-981.1, 27-981.2 and
27-981.3 of the 1968 building code shall be replaced when the time elapsed since the installation
of such alarm exceeds the manufacturer’s suggested useful life of the alarm. Exception - A
carbon monoxide alarm installed prior to the effective date of this article shall be replaced when
the time elapsed since the installation of such alarm exceeds the manufacturer’s suggested
useful life of the alarm or within 6 months after the effective date of this article, whichever is
later.
§28-312.2 Audible notification of expiration of useful life. All carbon monoxide alarms
installed after the effective date of this article shall comply with UL 2034 and be of a type that
emits an audible notification at the expiration of the useful life of such alarm.

New Fire Safety Director On-Site Tests
Don't become part of the 58%
The new test started September 19, 2011. In this new exam 58% of the candidates are
failing the exam. This compares to 15% which were failing the old test. Prior to taking the
on-site test, the candidate can be the Acting Fire Safety Director. Once the candidate fails
his/her on-site test the person can no longer perform the duties of a Fire Safety Director.
This can cause an unnecessary financial burden to your employer because the employer needs
to replace the FSD. This can lead you to becoming unemployed. NY Fire Safety Institute
recognizes this problem and has started a new on-site test preparation class. This class is
taught by professional fire officers that are fully up to speed on all of the new requirements.
We have a 95% pass rate. For the past three years we were conducting private lessons for
this on-site test which is the most difficult of the three parts needed to obtain the Fire
Safety Director’s Certificate of Fitness. We want you to be part of that 95%. The classes
are held one day a month. The next class is Wednesday March 14th (9:30 am to 12:00 pm).

When a scenario is started and just before the candidate takes the microphone to make an
announcement the inspector could say the cord is cut how do you make the announcement?
The candidate must know their panel.

A new logbook must be started each calendar year
The new Fire Code and the Rules of the City of New York outline the requirements for several
logbooks to be maintained by Building Management. The Bureau of Fire Prevention has set new
guidelines for logbook record keeping. An inspection of the logbooks is performed annually by the New
York City Fire Department Hi-Rise Unit.

HOTEL/MOTEL FIRE SAFETY & EVACUATION PLAN
FDNY FSP Industry Notice # 9 (September 6, 2011)

The Fire Safety and Evacuation Plan required for hotel/motel occupancies, has been modified
and incorporated into RCNY 404-01. The RCNY became effective January 1, 2011. Key
changes include a building information card (BIC), CAD floor plans and a change in the
standard procedures and language for movement of occupants during a fire emergency.
These changes help address the need for quick situational awareness at an operational level.
They also clarify the term Fire Safety In-Building Relocation Areas (FS IBRA) as well as
standardize the movement of building occupants during fire emergencies.
To date there are over 150 hotel occupancies that haven’t submitted a plan meeting the new
criteria. The Bureau of Fire Prevention will soon begin an enforcement campaign with the
goal of increased life safety through code compliance.
Fire Safety Director / EAP Director On-Site Tests
To schedule a Fire Safety Director or Emergency Action Plan Director on-site test you must
now use the 311 Online forms. NY Fire Safety Institute has set up a quick link to the New
York City scheduling site. To schedule one of these tests simply go to www.nyfsi.com then
under Courses select ”Schedule On-Site Test” and pick the test you want (EAP or FSD).
Construction Site Fire Safety Manager Training
A Fire Safety Manager must be present at construction sites that require a Site Safety
Manager or Site Safety Coordinator. All Site Safety Managers, Site
Safety Coordinator, and other eligible candidates must complete
the Construction Site Fire Safety Manager accredited Fire

Building Operation, Maintenance and Recordkeeping Training Course
Attend the Fire Safety Director’s Certificate of Fitness Renewal class. This training is given
by retired fire officers, the real professionals with real life firefighting experience, not
security people. Our instructors have numerous years of fire-related experience to help you
understand what you have to know. We teach fire safety - we don’t lecture about it.

classes are Monday and Wednesday. The next classes are March 26th and March 28th from
9:30 am to 1:30 pm. The class and course book is only $160.

Meijer Recalls Touch Point Fan Heaters Due to Fire, Shock Hazards
WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below,
today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products
immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.
Name of Product: Forced Air Heater
Units: About 6,102
Importer/Retailer: Meijer Inc., of Grand Rapids, Mich.
Hazard: Exposed and unshielded electrical components can cause the heater to overheat and melt, posing fire and
electrical shock hazards.
Incidents/Injuries: Meijer received one report of a unit’s base burning, melting and damaging the carpet beneath it.
No injuries have been reported.
Description: This recall involves Touch Point brand oscillating forced air fan heaters with model number HW-218 and
date code 0811. The model number and date code are on a silver sticker on the bottom of the heater. Universal
Product Code (UPC) 7-13733-30927-1 is on the bottom of the packaging. The heaters are white, 12 inches tall, 9
inches wide and 8 inches deep. They have two round control knobs and a red warning light on the top front, and a
black on/off switch on the front base that controls the fan’s oscillation. The words “Touch Point” appear on the right
front of the heater’s base.
Sold exclusively at: Meijer stores in Illinois, Indiana, Kentucky, Michigan and Ohio from September 2011 through
November 2011 for about $20.

Remedy: Consumers should immediately stop using the recalled heaters and return them to any Meijer store for a full
refund.

Fire Code 901.7 Out of service systems Where a required fire
protection system is out of service, the department shall be notified
immediately and unless otherwise directed by the commissioner, either the
building shall be evacuated or a fire watch shall be maintained by one or
more persons holding a certificate of fitness for fire guard until the fire

Cancellation or rescheduling requests will be accepted with no penalty prior to the start of the
class. When authorized by NY Fire Safety Institute, you may transfer registration fees of cancelled
course to a future course or to another person of same organization. Cancellation requests that
occur after the start of the class will be subject to forfeiture of full course fees.
NYFSI reserves the right to reschedule or cancel any course date (s) for any reason, including
insufficient enrollment. In such instances, deposits will be returned or applied towards next

Major Changes for Standpipe and Sprinkler Examinations
FDNY has implemented new standpipe and sprinkler tests. These new tests are in effect now
S-11 C of F for Residential Sprinkler System
S-13 C of F for City Wide Standpipe System
S-12 C of F for City Wide Sprinkler System
S-14 C of F for Standpipe for Multi-Zone
Current holders of all Standpipe and Sprinkler certificates will not have their C of F renewed and must take
the new test. Although the current Standpipe and Sprinkler certificates are valid until expiration, the
current Standpipe and Sprinkler holders have to comply with NFPA 25, 2002 and NYC Fire Code
2008 edition requirements. The inspection, testing, maintenance, impairment procedures, notification
processes and other related activities have to comply with NFPA and Fire Code even if you have the old C of
F.
