1st Quarter Accomplishment Report based on Operations Plan and
Budget (OPB) CY 2014
a. General Administration and Support Services:
1) Personnel
Personnel fill-up is 5, 744 (372 PCOs, 5,253 PNCOs and 119 NUPs) with police to
population ratio of 1:704. This office however has initiated to improve the working
capability of its human resources, physically and mentally despite of the shortage of
personnel in the event that the New Organizational Structure and Staffing Pattern of the
PNP will be implemented.
Boosting the morale and welfare of our personnel has been always the priority of
this office. It firmly holds discipline on one hand, while it gives awards, incentives,
privileges, benefits and expectations to look forward to, and matched orders with very
close supervision on the other hand. Thus, for the period, 4, 920 personnel were given
recognition on their meritorious deeds
On COMPLAN PATNUBAY, twenty-three (23) personnel were involved in
fourteen (14) cases that were acted upon. Out of this twenty three (23) personnel, only
one (1) was separated from the service, five (5) were suspended, three (3) cases were
dropped and closed, seven (7) were exonerated, five (5) cases were dismissed and two
(2) cases were archived.

2) Training
For the period, the Office conducted Programmed Courses attended by
1,053 PCOs and PNCOs, broken down as follows: three (3) batches of Pre-Qualification
Test for Glock 17 cal. 9mm to eight hundred seventy five (875) participants from different
PPOs and CPOs, One (1) batch of Disaster Search and Rescue Management Training to
fifty six (56) participants from different PPOs and CPOs and one (1) batch of PNP SCOUT
Training to one hundred thirty five (135) participants.
Unprogrammed Course were also conducted attended by one hundred
sixty two (162) participants, broken down as follows: one (1) Abbreviated bomb
Identification and Detection Seminar to thirty six (36) participants; one (1) Seminar on
Hospitalization Claims to thirty six (36) participants; one (1) Target Hardening and Critical
Management Seminar to sixty three (63) participants and one (1) Stress Management
Seminar to fifty (50) participants.
One (1) class for Anti-Corruption Seminar was also conducted to one
hundred seventy one (171) participants; and four thousand three hundred eighty one
(4,381) participants celebrated 20th Ethics Day Celebration.
Further, Physical Fitness and Sports Development Program are
religiously being conducted at this Headquarters, such as: Physical Fitness Exercises to
include taebo, running, walking and basketball which is conducted every Athletic Days
(Tuesdays and Thursdays) from this headquarters down to lower units.
b. Support to Operations:
1) Health Services
For the period, the Regional Health Service 12 conducted consultation
and treatment to 4,585 PNP personnel, their dependents, NUPs and authorized civilians.
RHS 12 attended two (2) NHQ conferences/scientific seminar and conducted sixteen (16)
visitation/Dental and Medical Heath outreach program to different Police Stations within
AOR, detailed below:

Likewise, information drive on health awareness have been conducted to
PNP personnel of PRO 12 with basic Medical and Dental services extended up to the
Municipal Police Stations. Coordination have been made with local government Medical
and Dental Health facilities/unit for the benefit of the police personnel within the area and
successfully conducted series of civic action in coordination with the Police Regional
Community Relation Program.
2) Logistical Services
For the period covered, this Office successfully implemented its programs
thru 15%-85% distribution of Logistical support to all line units. In like manner, timely
procurement and delivery of basic supplies and the improvements of the management of
logistics operations related to peace and order and public safety campaign among lower
levels were upheld based on the prescribed Program/Project and other Activities and
Performance Indicator.

c. Operations:
1) Foot and Mobile Patrol
A total of 8, 697, 239 man-hours on police visibility patrol (foot,
mobile/motorcycle, and seaborne) were conducted particularly in crime prone areas
throughout the region. Police response time improved to 5 minutes in urban centers and
10 minutes in rural/remote areas. During the period, 9, 615 legitimate calls have been
responded/ acted appropriately.
2) Campaign against Illegal Drugs
For the period, the Office intensified its anti-drug operations resulting to one
hundred twenty three (123) positive operations, neutralizing 168 drug offenders (86
pushers and 82 users) and the filing of 128 cases in Court. As of this report, (164)
remain as Drug Affected Barangays and subject for clearing operation. A total of 182.2
grams of Shabu, 423 hills of MJ plants, 1,857 grams of MJ leaves have been confiscated
and seized with a total DDB value of Php 3, 453, 715.40.
3) Campaign against Kidnapping
For the period in review, no kidnapping incident occurred within AOR.
4) Campaign against Carnapping/Enforcement of Traffic Laws
For the period covered, a total of 98 (1-MV, 97-MC) were reportedly
carnapped, twenty nine 29 (1-MV, 28-MC) were recovered. Twenty one (21) suspects
were arrested and seven (7) cases were filed in court. Likewise, unauthorized use of
Sirens & Blinkers were banned, thru LOI 34/2010 “Action Plan Against Wang-Wang and
counter Flow”.

5) Anti-Bank/Armored Car/Highway Robbery Campaign –
No incident on Armored Car-Highway Robbery occurred. However, the
office is continuously undertaking intensified monitoring on criminal groups for their
possible apprehension. A total of one thousand five hundred thirty four (1, 534) dry runs
on bank security preparation and fifteen (15) dialogues/meetings with Bankers Association
and LGU’s were conducted.
6) Anti-Kotong Campaign
For the period covered, this Office conducted five hundred eleven (511)
operations. As part of its mandated mission, the Office dynamically conducted Police
Information and Continuing Education (PICE) to police personnel to educate and
remind them not to indulge themselves in illegal activity such as “kotong”. The PICE is
usually done every after Saturday Formation/Inspection. Moreover, continuous monitoring
is being undertaken by the Office utilizing 8 Spotter Teams.
7) Anti-Organized Syndicated Crime Groups/Criminal Gangs Campaign
For the period covered there were no reported neutralized group and no
Syndicated Groups/Organized Crime Groups members were arrested in the AOR.
8) Anti-Terrorism Campaign
For the period, the Office conducted two hundred eighty one (281) positive
operations and recorded a total of 8 (3 IED/Landmine, 5-grenades) explosions and 8
grenades and 8 UXO were recovered with the details as follows:

Through the intensified conduct of checkpoint operations and intensified
campaign against Loose Firearms, seventy five (75) persons were arrested, 71 (20HP,
51LP) assorted firearms were accounted and thirty one (31) cases were filed in Court.

11) Campaign against Illegal Gambling
A total of 80 raids/operations against Illegal Gambling were conducted
which resulted in the arrest of ninety eight (98) ushers/bettors. Likewise, confiscation of
gambling paraphernalia and bet money amounting to Php 57, 878.00 and filing of seventy
three (73) cases in court.

12) Anti-Prostitution/Vagrancy/Child & Women Abuse Campaign
For the period covered, no Prostitution/Vagrancy/Pornography transpired
in the AOR while for anti-child abuse/pedophile police operations, ninety three (93)
cases were reported, filing of forty five (45) cases in court and ten (10) cases were
amicably settled.
13) Campaign against Smuggling
For the period covered, one (1) operation was conducted with one (1)
person arrested.
14) Campaign against Cattle Rustling
For the period, seven (7) operations were conducted resulting to the
recovery of six (6) out of seven (7) stolen cattles and arrest of one (1) person.

15) Campaign against Illegal Logging
In coordination with DENR, the Office conducted fifteen (15) operations
which resulted in the recovery of 26, 872 board feet of illegally cut lumbers with an
estimated market value of P955, 820.00. Cases were referred to CENRO/DENR for proper
disposition.
16) Campaign against Illegal Fishing –

● After Activity Report re Nature of Insurgency Seminar: Police Regional
Office 12 conducted the Nature of Insurgency Seminar last February 12-14, 2014 at PRO
12 Training Facility, Brgy. Tambler, General Santos City. The activity was participated by
fifty-one (51) young Police Commission Officers mostly coming from the different
maneuver units of this PRO. The seminar started at about 8 o’clock in the morning of
February 12, 2014. There was an invocation followed by the welcome remarks by
PSSUPT RANDOLF R. DELFIN, RCDS, presentation of participants by PSSUPT
FLORENDO F. QUIDILLA JR, Chief, ROPD and a message delivered by PSSUPT
SERGIO A. DIMANDAL, DRDO. The seminar proper was formally started and PSUPT
ROLLY OCTAVIO, DCDA Of GSCPO as lecturer on Knowing the Enemy and Two (2)
Causes of Insurgency. PSUPT JOEFEL F. SIASON, Chief ,ROC discussed about
Overlapping Phase of Insurgency and PSUPT ALPHA ABUL KYR MACALANGCOM,
Deputy Chief, RID discussed on CNN Updates in Region 12. On the 2nd day, PSSUPT
RANDOLF R. DELFIN lectured on Protracted Peoples War followed by PSI NEIL SALLY
WADINGAN, HRDD Officer who lectured on Propaganda Work of CNN and Lessons
Learned. After which, PSI ROBERTO T. FABREGAS, CO, 42nd SAC, 4th SAB, PNP SAF
lectured on Guerilla Warfare and Lessons Learned. On the 3rd day, PSUPT NOEL R.
PONSARAN, Regional Chaplain lectured on Basic Conflict followed by PSI NEIL SALLY

by the declaration of graduates by PSSUPT SERGIO A. DIMANDAL, then the distribution
of certificate by the Deputy Regional Director for Operations assisted by Chief ROC,
ROPD. Impression on the seminar from the participants was given by PSI REALAN E.
MAMON, followed by a message from PSSUPT SERGIO A. DIMANDAL. The 3- day
Seminar on “Nature of Insurgency” successfully ended with fruitful results.
● After Activity Report re Command Conference: On February 24, 2014 at
11:15 AM at Brgy. Kawas, Alabel Sarangani Province, PCSUPT LESTER OROPESA
CAMBA, ARD, PRO 12 presided a Command Conference held at the Conference Room
of DPWH District Office, attended by PSSUPT EDWIN SOLLERA MIÑON, PD, SPPO,
PSSUPT ROBERTO T BADIAN, C, RLRDD, Staff Officers of SPPO, CO, PPSC, all Chiefs
of Police of SaranganiProvince,CO, 3rd Maneuver Company RPSB 12and Nellie Rabe,
RSAO 12 . Quad Staff of SPPO presented a briefing relative to their concerns, particularly
Peace and Order Situation, Criminality, Accomplishment and Plans and Programs. ARD,
PRO 12 disseminated directives from NHQ and followed by Command Guidance. After the
conference 134 units of Glock 17 pistols were issued by the Chief, RLRDD and Nellie
Rabe, RSAO 12 to the PSAO for subsequent distribution to qualified personnel followed
by a Tree Planting activity on the perimeter of SPPO ground. ARD PRO 12 and party left
SPPO at about 4:45 PM of the same date.
● After Activity Report on Assessing the Operational Readiness of Police
Stations: This Office conducted a one-day seminar/workshop on CNN for COPS dubbed
as “Assessing the Operational Readiness of Police Stations” on March 4, 2014 at the PRO
12 Multi-Purpose Hall, Tambler, General Santos City graced by PDIR MANUEL REBUGIO
BARCENA, HEAD, CFOMCC/TDIPO-EM and attended by all Chiefs of Police and
Company Commanders of Regional Public Safety Battalion 12 and the Provincial and City
Public Safety Companies. The activity started at 9 o’clock in the morning with an opening
prayer followed by a Welcome Remarks by PSSUPT SERGIO AMATRIAM DIMANDAL,
DRDO and the Presentation of Participants by C, ROPD to PCSUPT MANOLITO
CAÑEDO LABADOR, DRDA who also acted as the Guest Speaker. PSSUPT RANDOLF
REVITA DELFIN, RCDS gave the overview of the seminar. Topics discussed were:
Knowing the Enemy (CNN); CNN Updates and Guerilla Modus Operandi; CPP Protracted
War; and Human Rights Based Policing. The participants were clustered by PPOs/CPOs
during the Workshop Proper and presented their output facilitated by the C, ROPD. PDIR
MANUEL REBUGIO BARCENA, HEAD, CFOMCC/TDIPO-EM discussed on the Lessons
Learned in Combat Operations Service followed by the Closing Remarks of PCSUPT
LESTER OROPESA CAMBA, ARD.

● After Activity Report re Canadian Medical Mission Society: This pertains to
the recently concluded 2- week medical mission conducted by Canadian Medical Mission
Society (CMMS), a registered non- profit society from Vancouver, Canada held at
Mindanao Medical Center (MMC) in Gen Santos City on February 24 to March 7, 2014 for
a free medical mission to indigent constituents of South Cotabato Province, Sarangani
Province and Gen Santos City (SOCSARGEN) spearheaded by the RD Foundation, Inc. A
total of 51 Canadian and 10 Filipino Manila- based doctors, dentists, nurses and other
medical volunteers arrived in Gen Santos City and participated in the activity. The
volunteers were assisted by different local medical society volunteers in treating the
patients. Necessary covert and overt security was provided by this PRO to all medical
volunteers in all their areas of engagements or activities within jurisdiction. The medical
mission culminated in the evening of March 7, 2014 with an Appreciation Dinner held at
Altiera Montana Hotel, Gen Santos City which was attended by different government
agencies and NGOs as partners of the noble endeavor. The medical mission successfully
ended with fruitful result. Foreign and Manila- based volunteers were all accounted for,
safe and secured by this PRO until they depart for Manila on March 8, 2014.
● After Activity Report on the Visit of HEPBSA III in Cotabato City: On March
10, 2014 at 6 PM, a dinner and cultural night hosted by City Administrators was held at the
Golden Lace Function Hall along Macapagal St, Cotabato City in honor of his Imminence
Orlando Cardinal B Quevedo. On March 11, 2014 at about 8 AM, all units of CCPO,
RPSB-12, RPSB-ARMM CONTIGENT, BFP-12, RHPU-ARMM, Medical team from Local
Government units EOD/K-9 team from CCPO, CPPPO, SKPPO, AFP and MBLT-1 were
deployed from their respective areas of assignment in preparation of the visit of HEPBSA
III and Church dignitaries who will be arriving Cotabato City to attend the Thanksgiving
Mass of His Imminence Orlando Cardinal B. Quevedo. At 2:30 PM of same date Church
dignitaries headed by PAPAL NUNCIO arrived at Awang Airport via PAL to attend the
Thanksgiving Mass of His Imminence Orlando Cardinal B. Quevedo at Immaculate

Conception Cathedral, Coatabato City. At 4:45 PM of same date HEPBSA III arrive at
Awang Airport via private plane. He was given an Arrival Honor by 6ID, PA after which he
proceeded to Cotabato City to attend the Thanksgiving Mass at Immaculate Conception
Cathedral. Said mass ended at 6:45 PM of same date. At 7 PM of same date HEPBSA III
and party left Cotabato City going to AwangAirpot with no untoward incident. At 7:15 PM
of same date thanksgiving dinner was held at Southseas Mall, Cotabato City which was
attended by church leaders and high ranking government officials. At 8 PM of same date,
Church dignitaries left Cotabato City to Awang Airport with no untoward incident happened.

12 presented their security plan in jail facilities, number of high risk detainees and other
issues and concerns in their respective office followed by the open forum moderated by
the RLECC 12 Chairman.

Government-Interior Sector Planning Consultation-Workshop: Personnel from this
Office attended the 3-day Looking Forward To2015: A Joint Local Government-Interior
Sector Planning Consultation-Workshop held at DILG Building in Quezon Avenue,
Quezon City on March 19- 21, 2014 which was attended by all DILG Undersecretaries;
Local Government Regional Directors
and Planning Officers; NAPOLCOM
Commissioners, Staffs and Regional Directors; PPSC President and Staff; Bureau Chief,
Regional Directors, Planning Officers and Budget Officers of BJMP and BFP; Planning
Officers and Budget Officers of PNP NHQ D- Staff and PROs with SILG MAR ROXAS.
This PRO was represented by PSUPT FRANKLIN AZUELO ALVERO, Deputy Chief,

ROPD and PO1 Jovel Bayang Padernal, Plans PNCO. During the workshop, the PNP
Sector was divided into two (2) groups. The first group MFO (Major Final Output) 1 was
assigned on Crime Prevention and the second MFO 2 on Crime Investigation which was
led by PSUPT ALVERO. On the 3rd day the PNP Sector finally made their output for the
preparation of DILG Budget on 2015. The PNP presented their output well and clearly to
all the participants how complicated the job of the agency due to multi tasking functions
but delivered good performance which was then appreciated by DILG hierarchy. The SILG
gave guidance to all participants to observed cooperation, coordination and collaboration
as one DILG Family for good governance.
● After Activity Report re Regional Joint Peace and Security Coordinating
Council (RJPSCC) Meeting: On March 27,
2014 at 9PM, this Office conducted Regional
Joint Peace and Security Coordinating
Council (RJPSCC) Meeting held at Police
Regional Office 12, General Santos City. The
meeting was presided by SARD, PRO 12,
PCSUPT LESTER OROPESA CAMBA and
attended by DRDO, PRO 12 Quad Staff,
Commander Joint Task Force GENSAN,
Brigade Commanders of 601st, 6022nd and
1002nd Brigade Philippine Army, together with
their Battalion Commander, RPSB 12 and a
representative from DIPO-WM. The agenda
of the meeting are security situation updates,
contingency plans to prevent members of
other threat groups to undertake activities
inimical to the comprehensive Agreement on
Bangsamoro, NPA hostile actions, plans and
activities, current AFP/PNP Internal Security
Operations which were discussed by
PDs/CDs and Batallion Commanders of the
AFP through power point presentations and
other issues and concerns presented by 1002ndBde, 601stBde, 602nd Brigade and Joint
Task Force General Santos City Commanders. The issue were discussed and
immediately resolved by the RJPSCC 12. An open forum followed with the DRDO as
moderator. The meeting was adjourned at 1 o’clock in the afternoon of same date with a
message from ARD, PRO 12.

3) Police Relation Services
For the period, PCR was able to conduct and record 5,703 activities which
are focused on the delivery of police services and to mobilize and bring to bear the
community, civil society and media in all-out and sustained anti-terrorism, anti-insurgency
and anti-criminality campaign towards the attainment of a safe and secured region.
ACCOMPLISHMENTS:
PRO 12 conducted a total of 598 PCII activities such as: dialogues, seminars, print
media, radio program/interviews, crime/drug prevention programs and reproduction of
leaflets.

A continuing program of action against illegal drugs was launched through the “lefthand effort” in response to the urgent need to pursue a forceful intensive and unrelenting
campaign whether syndicated or street level. During the period, PRO 12 conducted drug
abuse symposia and awareness in different schools & venues in coordination with DARE
officers, DEP-ED, NGO’s & other government agencies.

units. Along with this, Police Regional
Office 12 sponsors/maintains four (4)
regular radio programs namely: the “Pulis

Natin Ngayon”.In Police Regional office 12,
we have the Police Hour in “Tira Brigada”
aired regularly every Friday at 8:30 in the
morning at Brigada News FM, “Bayan Kayo ang Boss Namin” aired at DXMD-RMN” also
every Friday at 5:30 in the afternoon and at DXNP-Community Radio Radio 98.9 FM
“Pulis Ako, Pulis Nyo Po sa Rehiyon 12”.

PRO 12 has conducted a total of 1,195 Community Assistance Development such
as: medical & dental Outreach Services, bloodletting activity, community relations &
rehabilitation, skills & livelihood development for the out of school youth.
Coordination and participation among NGO’s, GO’s, RLEEC and the CJS is the key
to a lasting partnership between the police and the community. Teamwork is the catalyst
that yields excellence from shared strength.
B.2. Community Organization and
Mobilization:
To strengthen the capacity of Police

Force, PRO 12 was able to mobilized the Community Council of Elder. It also has
mobilized Brgy.Tanods and CVO’s purposely to assist the police during town fiestas,
founding anniversaries and other anti-crime activities with a total of 423 activities
conducted.
Moreover, on the advancement of skills/security trainings, PRO 12 has served
various activities to support the SAGSD of the Civil Security Group for training of security
guards and security officers notwithstanding their participation on other security aspects in
crime prevention. Furthermore, some BADAC members were mobilized to help the police
track down and give vital information on the probable hot spots of drug pushing/peddling
in the AOR in coordination with government line agencies.
C. GENDER AND DEVELOPMENT
GAD aims to acquaint communities with various information concerning women
and community organizing to empower parents & children to organize themselves and to
develop alternative opportunities for access to basic social services. For the period, this
Office conducted activities on Organization & Mobilization of Family/Youth/Women Groups,
Social Institutional Advocacy & Development, news releases concerning family violence,
prevention and protection of victims and dissemination and replication of Best Practices
with a total of 1,229 activities.

D. SALAAM POLICE CENTER
PNP conducted various activities to strengthen linkages and healthy relationship
with Muslim communities and to support government’s campaign against terrorism and
criminalities involving Muslim personalities. A total of 106 activities were recorded which
includes Mosque/madraza-based Projects, Orgn of Council of Imams, Orgn of Muslim
NGOs, complaints assistance and continuous networking & info dissemination.

a. On January 3, 2014 at 2:30 in the afternoon, a program was conducted at
the PRO 12 Conference Room, Tambler, General Santos City in appreciation for the
educational local tour of the graduating class of Bachelor of Science in Criminology, Notre
Dame of Midsayap College specifically together with their school mentors spearheaded by
Ms. Estrellita B. Lacuesta, RCrim., Ph.D. (Cand), CSP, CST, Department Dean.

 Earthquake and Fire Drills
On January 20, 2014 at 9:30 in the
morning, Police Regional Office 12
conducted an Earthquake and Fire Drills at
PRO 12 Headquarters, Tambler, General
Santos City in coordination with City
Disaster Risk Reduction Management

Council (CDRRMC) and Bureau of Fire Protection (BFP) of General Santos City. It was
conducted purposely to assess the level of preparedness of PNP personnel and to
generate awareness on disaster risk mitigation in any disaster or emergency.
c. Scenario 1 (Earthquake Drill)
(1.)It started with a scenario wherein there was a 7.9 magnitude earthquake that
was felt in General Santos City wherein PRO 12 is located. Upon noticed, there was
continuous bell ringing to alarm the personnel of PRO 12 Headquarters. All personnel
inside the building then take cover under office tables and when the tremor stopped, all
personnel went out the building silently but quickly to avoid stampede and upon reaching
an open area, personnel fall in line for accounting purposes.
(2.)Team leaders found out that there were four (4) unaccounted personnel and
right away, PSSUPT RANDOLF R. DELFIN, Incident Commander was informed about the
missing personnel perhaps trapped inside the building. The rescue teams composed of
RSTU 12 and RPSB 12 conducted search and rescue operation inside the building using
different types of methods and techniques. Rescued victims were rushed to the Regional
Health Service (RHS) 12 Clinic.
C. Scenario 2 (Fire Drill)
(1.)Afterward, fire drill was also conducted wherein the RHQ building was
presumed to be under fire. After a series of bell ringing, all personnel including the
members of the salvage team of every office hurriedly went outside the building bringing
important office’ equipments/supplies including documents into the designated evacuation
area located at the left wing of the Admin building between the chapel.

(2.)The BFP and PRO 12 fire trucks then immediately responded to the
conflagration to prevent the spread of fire, loss of lives and damage of properties. Injured
personnel were accorded with initial medical assistance by the medical/first aid team and
were rushed to the Regional health Service Clinic 12.
(3.)After the fire drill, all personnel
gathered in front of the Administration
building for an evaluation wherein Dr.
Agripino V. Dacera Jr., Chairman, City
Disaster Risk Reduction Management
Council (CDRRMC), General Santos City and
SFO3 Benhur E. Licayan, Chief, Operation,
General Santos City Fire Office gave their
critiques on what they have observed in the
drill performance of the personnel. Afterwards,

congratulated all the personnel for actively participating in the said activities. Activity
ended at 11:15 in the morning with fruitful result.
 Launching of S.M.I.L.E
On January 27, 2014 at 10 o’clock in
the morning, PCSUPT LESTER OROPESA

spearheaded the launching of Project
S.M.I.L.E held in front of the Admin Building,
Regional Headquarters, Tambler, General
Santos City. The Project S.M.I.L.E is in
consonance with the CODE-P flagship
program of the C, PNP POLICE DIRECTOR
GENERAL ALLAN LA MADRID PURISIMA,
to instill PROFESSIONALISM to PRO 12
personnel in the performance of their mandated duties and responsibilities.
It is a two-way project, wherein our aim is to bring the police closer to the
community by fostering an attitude to every personnel of this command to serve with a
smile. The ACRONYM S.M.I.L.E is a guiding principle of PRO 12 members as they go on
with their daily duties and responsibilities:
S – stands for SERVICE WITH HUMILITY
M – stands for MANAGEMENT WITH ACCOUNTABILITY
I – stands for INITIATIVE COUPLED WITH ACTION
L- stands for LEADERSHIP WITH COMPASSION

The activity started with the reading of
the concept of project S.M.I.L.E and
message by no less than the ARD PRO 12
emphasizing that Police officers in Region 12
can now be called friends, brothers, sisters,
and can be depended on in times of needs

genuine smile on their lips.
It was then followed by the unveiling
of Project SMILE tarpaulin by the ARD
assisted by the Command Group and
Directorial Staff headed by PCSUPT
MANOLITO CAÑEDO LABADOR, DRDA
and the ceremonial pinning of the SMILE pin
to the Command Group, Directorial staff,
other officers and Chief Clerks of the
Regional Headquarters.

 Tree Planting and Clean-up Drive at Mt Matutum
On February 17, 2014 at 4:30 in the
morning, personnel from Police Regional
Office 12 led by PSSUPT SERGIO
AMATRIAM DIMANDAL, Deputy Regional
Director for Operation (DRDO) and
Regional Health Service (RHS) 12 led by
PSINSP VIRGILIO SIEGFRED S. FERRER,
MD, OIC, Medical Dispensary left this office
and proceeded to Tupi Municipal Police
Station, South Cotabato to get the seedlings

given by Tupi Municipal Environment and Natural Resources Office (MENRO) for the tree
planting activity.
Upon arrival, PSSUPT Dimandal made a briefing to the participating teams
composed of the personnel from PRO 12, Tupi Municipal Police Station and selected PNP
personnel who are undergoing Special Counter-Insurgency Operations Unit Training
(SCOUT)regarding the tree planting activity. He also cited in his briefing the purpose and
importance of the activity.
After hours of hiking, the team
arrived to their destination and started the
tree planting activity and clean up drive
around the vicinity of Mount Matutum.
The following day, the team went
back to the starting point of the activity and
PSSUPT DIMANDAL together with the team
coordinated with the citizens around the
mountain and discussed about how to
preserve the beauty of the place. Activity
ended at around 5 o’clock in the afternoon
with fruitful result.
 Simultaneous Bloodletting Activity
On February 19, 2014, the Police Regional Office 12, under the supervision of
PCSUPT LESTER OROPESA CAMBA, Acting Regional Director through the Police
Community Relations Division initiated the conduct of Simultaneous Bloodletting Activity
with the theme: “Every Blood Donation is a Gift of Life. Give the Gift of Life: Donate Blood”
from the Regional Headquarters down to Provincial and City Police Offices.
A total of one hundred forty-four thousand three hundred (144,300) cc was
collected from three hundred seven (307) various blood donors broken down as follows:

At about 9 o’clock in the morning, the Regional Headquarters in coordination with
the Philippine Red Cross headed by Ms Merltia U Gludo, Chapter Administrator,
Sarangani-General Santos City Chapter together with the General Santos Police Office
headed by PSSUPT FROILAN F. QUIDILLA, City Director and Sarangani Police Provincial
Office headed by PSSUPT EDWIN S MINION, Provincial Director and the partner from the
civilian sector, the Notre Dame of Dadiangas-IBED and Notre Dame of Dadiangas for Girls
Alumni Batch 1993 and Notre Dame of Lagao for Boys/Girls Alumni Association jointly
conducted the bloodletting activity held at Robinson’s Place, General Santos City.
The activity started with an invocation
and the messages from MsGludo and PSSUPT
RANDOLF R DELFIN, RCDS followed by Blood
donation. The blood donors underwent several
steps prior to extraction of blood which were:
registration, weighing, blood pressure check-up,
and physical and medical check-up. A total of
one hundred forty-seven (147) bags or sixty-six
thousand one hundred fifty (66,150) cc of
different blood groups were collected from the
blood donors. Among the blood donors were
PSSUPT SERGIO A DIMANDAL, DRDO, PSSUPT RANDOLF R DELFIN, PSSUPT
FROILAN F QUIDILLA, CD GSCPO and PCINSP JOEFEL REMUDARO, Chief PCR
Sarangani PPO. The activity was participated by personnel from the Regional
headquarters, General Santos City Police Office, Sarangani Police Provincial Office, Joint
Task Force Gensan, NSUs, criminology intern students of Ramon Magsaysay Memorial
Colleges and fifty (50) criminology students of Holy Trinity College of Gensan, JTF
Gensan, and different stakeholders and several mall goers.
Certificates of Recognition were given to the management of Robinson’s Place for
providing a venue and the Philippine Red Cross for facilitation the blood donation. Activity

PRO 12. After which, ARD, PRO 12 rendered his welcome remarks followed by a
message from the Ex-O DIPO-WM.
After the Opening Program, RPSB 12 Dancers rendered a dance presentation,
followed by a song number from Rhyz
Paclibar, the 6-year old daughter of a PRO
12 PNCO.
Each contending band presented three
(3) songs, one (1) free style, one (1) common
song (Bed of Roses) and one (1) original
composition. They were then made to draw
lots to determine their order of presentation.
The first to perform was the Regional
Band from PRO 9, followed by PRO 12 and
lastly, PRO ARMM.
After the competition proper, selected
winners from the previously conducted “PRO
12 Got Talent 2013” showcased their talents
by rendering their song and dance

presentations. After which, an Awarding Ceremony was presided by PCSUPT LUIS
RICARDO CABARLE CHAVEZ, Ex-O DIPO-WM together with ARD, PRO 12, wherein

 Tree Growing and Educational Tour
On February 28, 2014 at 2 o’clock in the afternoon, program on Tree Growing and
Educational Tour was conducted at the PRO 12 Grandstand, Tambler, General Santos
City with one hundred thirty-six (136) participants composed of students and teachers of
Banisil National High School, representatives from Barangay Hall of Tambler and City
Environment Natural Resources (CENRO) of General Santos City.

During the assessment, the following are the suggestions of the members of the
council:
* Philippine Information Agency as the lead agency on increasing the level of
awareness of the community to the threats shall meet with the concerned
agencies to formulate a comprehensive IEC material that is specific in the
community;

Identify the province that has the most number of disaster occurrence and
prioritize the training of the community;
During the meeting, it was suggested by the representative from MGB that the
DPWH should be included as member of the council for the purpose of structural
engineering aspect since most of the member agencies only address human aspect.
 Jail Visitation
In line with the observance of the
2014 Women’s Month Celebration with this
year’s theme, “Juana, angTatag Mo ay
TatagNatinsaPagbangon at Pasulong”,
women personnel of the Regional
Headquarters opted to celebrate with the
female boarders of the General Santos
City BJMP Women’s Dormitory located at
Lanton, Apopong, General Santos City on
March 14, 2014.
The boarders together with the
women personnel of the Bureau of Jail
Management and Penology (BJMP) and
RHQ women personnel participated in the
ZUMBA led by Mr. Glenn Uchi, Certified
Dance Instructor, at about 7:00 in the
morning of March 14, 2014.
After the Zumba exercise, they
were given snacks from Jollibee Foods
Corporation provided by the Regional
Headquarters.

 Rapid Damage Assessment and Needs Analysis (RDANA) Training

Assessment and Needs Analysis (RDANA)
Training of Facilitators organized by the
Regional Risk Reduction and Management
Council 12 (RDRRMC 12), held at Sydney
Hotel, General Santos City.

representatives from the Local Government
Unit, Member Agencies of RDRRMC 12,
representatives
from
PHILVOLCS/CDRRMC GSC and other
stakeholders.
The training started with the
registration of participants, followed by an
earthquake
drill
led
by
PHILVOLCS/CDRRMC GSC. After which,
the secretariat led an Invocation, Welcome
Remarks and Introduction of Resource
Persons and Participants.
After the Opening Ceremony, the
Lecture Proper started. Topics discussed
were the Introduction to RDANA; Features
of
RDANA;
Coordination
and
Communication; Phases of Mobilization and
Organization; and Getting Ready for
RDANA.

The first training day was concluded with a Course Evaluation by the instructors
and participants.
The 2nd day officially resumed with a lecture on “Pre-, In- and Post-Mission”;
Assessment Process; Second and Primary Data; and Introduction to Map Reading.
After the modular lectures, instructors and participants went on with the Daily
Course Evaluation. A representative from the LDRRMC then grouped and briefed the
participants for the RDANA Simulation Exercise, scheduled to be undertaken the following
day.
Highlight of the activity was the RDANA Simulation Exercise conducted on the 3rd
Day of the training, wherein each group was given a chance to report and present outputs
based on their respective Pre-Mission, In-Mission and Post-Mission Analysis. The
instructors together with the participants then proceeded with the Evaluation of the
Simulation Exercise and the Course as a whole.
The training ended with sharing of impressions from the participants and awarding
of certificates.
 Parangal 2014

 Culmination Program Women’s
Month Celebration
On March 31, 2013 at about 7:30 in
the morning, the Traditional Monday Flag
Raising Ceremony was made very
significant since it was the Culmination
Program of the nationwide observance of
the 2014 Women’s Month with this year’s
theme, “Juana, ang Tatag Mo ay Tatag
Natin sa Pagbangon at Pasulong!”.
The parading battalion elements were
composed of all women personnel of the
police regional office with PSUPT ROSALINA PARIÑAS from the Regional Health Service
12 as the Battalion Commander. Other members of the staff were: PINSP MA. CRISTINA
NAVARO, PCINSP MA. JOYCE BIRREY, PSINSP MARIFEL MAGANTO and PINSP
VERDITHA CRUZ.
The culmination program of the 2014
Women’s Month Celebration was highlighted
with the giving of awards to deserving
policewomen who showed commendable
accomplishments in the performance of their
sworn duties and responsibilities especially in
the field of police operations. Among the

program aimed in addressing insurgency
problem in PRO 12, PO2 Joy Requita,
PO1Juliet Sucayan and PO1 Honey Belmonte
for having participated in the different buy-bust
operations which resulted to the arrest of the
suspects and confiscation of firearms, drugs
and drug paraphernalia.
The program was graced by Ms.
Epifania Cuadra Divino, the Program Manager
of the Save the Children International- South
Central Mindanao Program Office and a
known advocate of women and children’s
rights and peace and development. In her
message, she briefly explained the nature and
role of women in nation building.
After the program, women personnel of
the regional headquarters and Regional Public
Safety Battalion proceeded to the PRO 12
Multi-purpose Hall, Tambler, General Santos
City for a lecture on Women’s Reproductive

PCSUPT LESTER OROPESA CAMBA, Acting Regional Director, who had been
very supportive to all activities related to women and children, commended the
performance of the women personnel in every task given to them. He described women
personnel as the most responsible and dependable in manning the office and emphasized
how indispensable is the existence of women in the organization
4) Investigation Services
For the period covered from January 1 to March 31, 2014, the
Regional Investigation and Detective Management Division had received a total of thirty
three (33) special cases referred by higher authorities such as The President of the
Philippines, SILG, CPNP and other cases for action and investigation. All cases were
properly acted upon. Further, a total of six thousand eight hundred sixty one (6, 861)
crime incidents were reported and gathered and out of this a total of three thousand
seven hundred thirty (3, 730) crimes cleared while two thousand five hundred forty
two (2, 542) were solved which indicated a 54.37% Crime Clearance Efficiency (CCE) and
37.05% Crime Solution Efficiency (CSE). On Average Monthly Crime Rate (AMCR), it
registered at 155.46 incidents per 100,000.00 populations.

1. KIDNAPPING/ABDUCTION INCIDENTS:
For the period January 1 to March 31, 2014, this office recorded no
abduction incident.
b) LOI 03/11 Patnubay
For the period under review, this Office recorded and investigated a total
of thirty one (31) administrative cases and all this complaints were resolved involving a
total of fifty four (54) PNP personnel. Out of this personnel, three (3) were dropped and
closed, zero (0) was archived, two (2) were referred to RIAS and twenty (20) were filed to
DLOS for summary hearing proceedings, three (3) for filing to DLOS, one (1) for dropped
and close, two (2) referred to other office.
c) LOI 01/95 Manhunt Charlie
For the period of January 1 to March 31, 2014, a total of two hundred
seventy (276) persons with warrants were arrested, of which two (2) were listed in the
Top 10 Most Wanted Person by City and Municipal level.
d) Service of Warrants of Arrest

For the period from January 1 to March 31, 2014, a total of five
hundred fifty (550) Warrants of Arrest were received region wide and a total of three
hundred twenty (320) of which were served, reflecting a 58.18% service of warrants
efficiency; while 41.81% percent or two hundred thirty (230) Warrant of arrest remained
unserved for reason that the accused whereabouts cannot be established in the area of
responsibility or elsewhere and others were recalled by the issuing court.
e) Compliance to Court Duties
A total of five hundred sixteen (516) subpoenas and orders from court
were received and out of this five hundred sixteen (516) were duly complied and served.
f) Heinous Crimes
This Office has recorded five hundred fourteen (514) heinous crimes

Out of these figures, one hundred thirty seven (137) cases have been filed in
various Courts while the remaining cases still under follow-up investigation indicating
a26.65% Crime Solution Efficiency (CSE) in the investigation of heinous crimes.
g) Women and Children Protection Desk (WCPD)
A total of one thousand five hundred fifty one (1, 551) crimes related to women and
children were accounted categorized as follows: Crimes against Children four hundred
sixty six (466), Youth Offender Cases three hundred ten (310) and Violence against
Women seven hundred sixty five (765). Out of this figure, a total of one hundred three
(103) cases were filed in court while one thousand four hundred forty eight (1, 448)
cases falls either under investigation, referred to DSWD/Brgy was settled amicably.
