STAGE 0 FEASIBILITY STUDY SCOPE OF WORK Clearview Corridor: Congestion Management Study (RPC Task C-4.12; FY-12 UPWP) 1.0 PROJECT DESCRIPTION The Consultant will perform a Stage 0 Feasibility Study and Environmental Inventory to improve capacity on approximately 3.5 miles of Clearview Parkway (LA 3152) from Jefferson Highway (US90) to Interstate 10. The emphasis is on short-term Transportation System Management (TSM) capacity and operational measures which can be implemented prior to the opening of the Huey P. Long Bridge improvements to traffic on or about 2013. 2.0 SCOPE OF SERVICES This evaluation will examine the need and feasibility of adding turn lane capacity on Clearview ‘s northbound and southbound approaches at US61 and a right turn lane for Clearview Parkway northbound to W. Metairie Avenue eastbound, among others. The Consultant will examine the potential for selected median closures on Clearview between W. Metarie Avenue and US61 and at other potential locations. The existing traffic signal timing/phasing plan for the corridor will be reviewed and modified to enhance traffic flow from E. Corporate Avenue to S. I-10 Service Road. A discussion of these and other potential short-term improvement measures is found the the Clearview Parkway: Stage 0 Feasibility Study & Environmental Inventory (April, 2008) prepared by Burk-Kleinpeter, Inc. for the Regional Planning Commission. This background report has been posted on RPC’s web-site to assist interested firms. 3.0 PROJECT KICKOFF MEETING The Consultant will conduct meetings with elected officials and business and community stakeholders to identify community priorities and determine a course of action for the conduct of the project, and will meet with them as needed during the course of the project. 4.0 TRAFFIC STUDY The Consultant will utilize the summary traffic data and traffic projections contained in the above referenced report. New traffic data and will be required for turning movement and queing analysis at study intersection locations. The Consultant will prepare and conduct the traffic study in accordance with standard operating procedures typically performed in these types of analyses. 1 5.0 DESIGN CRITERIA The Consultant will prepare a table of design criteria to be included in the report documenting the design criteria that will be used in developing all geometrics. Appropriate intersection analysis software will be employed to analyze existing and recommended intersection, turning lanes and traffic signal modifications. 6.0 SURVEY The Consultant will have a survey performed of the major intersection locations to determine existing and available rights-of-way for analysis of potential turning lanes and access management improvements. 7.0 CONCEPT DEVELOPMENT AND EVALUATION Based on the above survey, the Consultant will research, review, and develop project concept(s) considered to be reasonable and technically feasible for achieving the project goals. 8.0 TYPICAL SECTIONS The Consultant will prepare typical sections and conceptual plans for roadway and intersection geometrics and traffic signal timing adjustments where appropriate for each of the proposed concept(s). 9.0 PUBLIC MEETING Upon completion of the basic conceptual plan, the Consultant will be responsible for the coordination of a public meeting at the Jefferson Parish Government Complex, for the purpose of obtaining public comment and opinions relative to the purpose and need for the project. 10.0 PROJECT MANAGEMENT COMMITTEE REVIEW The Regional Planning Commission will organize and convene Project Management Committee meetings (three PMC meetings) to provide the Consultant with guidance and technical review of the development concepts. These reviews will occur at the beginning of the project, at the concept development stage, and review of the draft report. PAC membership will consist of RPC, DOTD District 02, DOTD Planning, Jefferson Parish, and other organizations as may be needed. 2 11.0 ENVIRONMENTAL DOCUMENT The Consultant will research all potential environmental constraints or issues that influence early determinations of the project’s feasibility, timing, and cost to both the natural and human environment. However, the project is intended to take place within the existing roadway rightof-way and, therefore, a categorical exclusion is anticipated. 12.0 OPINION OF PROBABLE COST The Consultant will develop a preliminary cost estimate for each proposed project concept, as agreed to in discussion with the PMC. 11. FINAL REPORT Upon review and approval by DOTD and RPC, the Consultant will provide ten bound copies of the Final Report and signed and sealed by a licensed Professional Engineer. A .pdf of the final report, including drawings and appendices, will also be provided on a compact disc. 12. TIMELINE The Consultant must complete all work within six months from the issuance of the Notice to Proceed by RPC. 13. PROJECT BUDGET The Project Budget is $100,000. 3
