Malaysia Productivity Corporation
(MPC) is a Federal Statutory Body under the Ministry of International Trade
and Industry (MITI). Established in
1962 with the objectives of improving
productivity and quality nationwide
through its research, training, system
development, benchmarking and promotional activities.
As a member of APO, MPC has also
conducted several programs for the
member countries in various areas.
These programmes are sponsored
mostly by APO and partially by the host
country. In 2009, MPC had hosted five
(5) APO Programmes. Recently , MPC
hosted a Training Course on Development of Productivity Practitioners Advanced Program with the main objective
of developing skilled productivity practitioners who will be able to create multiplier effects in their respective countries.

Welcoming Speech
Ladies and Gentlemen,
Salam Sejahtera and a very good morning.
First and foremost, let me extend a warm welcome
or “Selamat Datang” to all our international guests to
Malaysia, especially to Mr. Shigeo Takenaka , Secretary General of APO who are here to be with us
today. I am also very pleased to welcome all participants from APO member countries and also to all the
Malaysian participants who are present here this
morning.
MPC is honored to host this very important program
and provide support to APO in its strategy to develop the fellow NPO. Talking about the Development of NPO that is the main agenda of this course ,
we have experiences success and challenges in our
more than 40 years journey as the National Productivity Organization.

Among our achievements are : We able to develop expert in the areas of
Productivity Linked Wage System, Balance
Score Card, Knowledge Management, Six
Sigma, Benchmarking Application and Public Sector Efficiency.
We are being mandated by the government
to conduct More MTCP for CLMV and OIC
countries. For 2009, 6 programs have been
conducted.
Increase demand in productivity performance improvement and measurement expertise both from private and public sectors.

As always there are many challenges for us to be
where we are now, among the challenges are;
Acquiring new knowledge that is needed by
our fast developing economies.
Developing skilled productivity practitioner
based on the new knowledge that will be
able to be transfer to the industry at a faster
rate.
Expanding our partnership with other organizations beside APO, such as the World
Economic Forum and Institute for Management Development has created new services
that needed special skills.
To attract bigger out reach through strategic
partnership, creative publication and modern technologies.
Ladies and Gentlemen,
By going through the module such as Productivity
& Business Competitiveness, Corporate Strategies
& Implementation, Leadership & Governance,
Process Management & Customer Focus, and
lastly Productivity Tools and Techniques, I hope
all the participants will be equipped with the
proper tools, techniques and knowledge as a productivity and quality practitioner after a vigorous
schedule of twenty days in Malaysia. The site visits to companies and organizations will also benefits the participants to see the real P&Q tools and
culture in place.

On this note, ladies and gentlemen, I would like to
once again thank Mr. Takenaka and APO for the
support and continuous cooperation. I would also
like to thank local resource speakers and all of you
for your participation in this course. I wish everyone a fruitful and interesting session as well as a
wonderful stay in this country. The coordinator has
also kindly visit our Kuala Lumpur City for the participants during the one of the weekends. And with

Training Course on Development of Productivity Practitioners Advanced Program
Introductory Remarks
by APO Secretary-General Shigeo Takenaka
Thank you for giving me this opportunity to speak at
the opening of the training course on the Development of Productivity Practitioners. This is in fact the
first time for me to join this project, which is one of
the longest-running training courses conducted by the
APO.
Today I would like to speak on the importance of
training courses in general and this advanced training
course in particular. At the last WSM in Manila, the
Philippines, I emphasized the importance that the Secretariat attaches to training courses, considering their
tangible and measurable contributions. Back in 2004,
when I joined the APO, we had only 12 training
courses, but from that time on, as many of you may
have realized, we have made conscious efforts to
make training courses the main vehicle for imparting
skills and knowledge to our project participants. The
number of training courses implemented in 2008
stood at 24, and the number of participants rose from
about 200 in 2004 to 750 in 2008.
However, these figures represent only our face-toface multicounty training activities. During this period, we also expanded our e-learning training courses
tremendously. In 2004, we had only two e-learning
courses using the World Bank’s distance learning
centers. In 2008, we implemented six such projects,
and as each project consisted of three independent
sessions, the six projects therefore totaled 18 sessions.
The number of participants in the e-learning projects
also shot up from 100 in 2004 to 1,450 in 2008.

In addition, we trained a total of 77 participants in
the national programs held in India, the Islamic
Republic of Iran, and Pakistan in 2008. We also
held three agricultural training courses each in
Lao PDR and Cambodia with the participation of
300 individuals. In total, we trained at least 2,550
people in 2008 as compared with only 300 in
2004.
This year, under our two-tiered project scheme,
we organized nine national programs to follow up
three multicounty projects conducted in 2008.
These nine national programs were attended by
more than 460 participants.
Therefore, by this year, the total number of participants in all of our training courses will reach
3,000. Starting from the figure of 300 in 2004,
this is quite an achievement. We have not only
worked to increase the number of training courses
but also to improve their quality. Now all APO
training courses include examinations to gauge
their quality and the level of learning by participants. Training courses leading to certification
have also been added.

We also take the extra step of producing manuals to
accompany many training courses. The manuals are
provided free of charge to participants or anyone
interested in the subject in the form of downloadable
e-books available on the APO Web site. We intend
to improve our training programs both qualitatively
and quantitatively in future.
Now let me turn to this training course to develop
productivity practitioners. The basic course started
in 1994, and the advanced version was introduced in
1998. These courses have special meaning for us.
Because, first, we do not simply train people: We
train them so that they can train others as well. In
other words, we expect substantial multiplier effects
from them. From 1998, the advanced course has
produced more than 130 productivity practitioners.
If all of them give thorough training to 10 people,
they can train 1,300 every year.
Second, we are conducting these courses with a
view to strengthening national productivity organizations. That is the reason why most of the participants are from NPOs. That is also why we recently
revised the course structure so that the participants
can receive the type of training that is more relevant
to the needs of NPOs. In 2008, the APO formed a
committee comprising professionals from NPOs and
other experts to review the contents of the courses.
They examined the objectives and reorganized and
aligned the contents accordingly. The curriculum
used in the current course is based on the outcome
of that review.
Third, we expect participants to interact and socialize among themselves so that this opportunity may
help you to form new, enduring bonds of friendship
among your peers. If most of you play important
roles in promoting productivity in your own counPage 5
tries for many years to come, such friendships will
be an invaluable asset not only for yourself but also
for the organizations you represent and for the
APO. Therefore I hope that all of you will gain
new knowledge, insights, and friendships from this
course.
Before closing, I would like to express my deep
appreciation to Mr. Mohamad Razali Hussein, Director General of the Malaysia Productivity Center
and his capable staff for their support and cooperation, not only in this training course but also in
other APO projects implemented in Malaysia. I
wish you all a very productive training course and

concept in Bearing and Bearing component and Gems
and Jewelery Industries in Jaipur, India. Apart from

different countries where we have to integrate our ideas, despite differences in culture.

Asian Productivity Organization
The Asian Productivity Organization (APO) was
established by Convention on 11 May 1961 as a
regional inter-governmental organization. Its mission is to contribute to the socioeconomic development of Asia and the Pacific through enhancing
productivity. The meaning of productivity has
evolved and expanded over the years from simply
producing quality products at minimum cost to the
improvement of the quality of life for all. The
character of the APO is non-political, non-profit
and non-discriminatory.
In serving its member countries, the APO performs
five key roles:
• Think Tank
• Catalyst
• Regional Adviser
• Institution Builder
• Clearing House for Productivity Information
1. As a think tank, the APO conducts research on
emerging needs of member countries for their
follow-up and for determining appropriate assistance them.

2. As a catalyst, the APO promotes bilateral and
multilateral alliances among member countries
and between them and others outside the APO
region for collaboration in productivity-related
activities for mutual benefit.
3. As a regional advisor, the APO surveys the
economic and development policies and performance of each member country and assists
in formulating strategic changes for enhanced
productivity and competitiveness.
4. As an institution builder, the APO strengthens
the capability of the national productivity organizations (NPOs) and other institutions to
provide productivity promotion, training, and
consultancy services to the public and private
sectors.
5. As a clearinghouse for productivity information, the APO facilities the dissemination and
exchange of information on productivity
among its members.

Malaysia Productivity Corporation
Malaysia Productivity Corporation (MPC) is a Federal Statutory Body under the Ministry of International Trade and Industry (MITI).
MPC, formerly known as the National Productivity
Centre, was established in 1962 as a joint
Project between United Nations Special Fund and
the Federal Government, with the International Labour Organisation (ILO) acting as its executing
agency.
Over the years, MPC has evolved from being a management training provider to be a productivity, innovation and competitiveness organization. The new
MPC’s corporate tagline ‘Transformation’ ,
‘Innovation’ and ‘Partnership’ signifies the expanding scope of MPC. The new direction is also in tandem with the Government’s inspiration to transform
the nation into a high income economy. MPC is to
introduce new and revised programmes that will
help industries to use innovation as a catalyst in developing high value products and services. At the
same time, MPC is to strengthen strategic partnership between public and private sectors in enhancing
productivity and innovation.
