UP Harong turns 16
The University of the Philippines HARONG is celebrating its 16th year since its foundation in
1995. UP HARONG continues to uphold the values of academic excellence and social relevance in Camarines Sur.

For 16 years already, UP HARONG has been at the forefront of the Bicolano
youth’s endeavor of giving back to the society that nursed it. HARONG has not only
served as a harong to its members during their stay in the university, but also as the
vehicle for their collective effort to contribute to the social and academic development of our Mother Province.
Since its inception, the Academic Festival, or AcadFest as it has been popularly known, has been our organization’s flagship project. AcadFest carries the primary thrust of our organization’s vision of an academically excellent youth in our
province. This year, we dedicate the AcadFest to the promotion of an active advocacy
for peace and understanding among the Bicolano youth of Camarines Sur. We in UP
HARONG believe that, with this AcadFest, we, as young Bicolanos, can do something
to bring everlasting peace in our region, country, and world.
It is with these ideals in mind that we invite every academic institution in
Camarines Sur to help us instill the value of peace and understanding into the minds
and hearts of our Bicolano youth, to share with them the disposition for peace.

Academic Festival
The ACADEMIC FESTIVAL is a prestigious event hosted by UP HARONG, an organization of UP
Diliman students coming from the province of Camarines Sur. Since 1996, it has served as a
haven for intellectual exchange, meaningful exploits, and openhanded discourse.
ACADFEST caters to high school students in Camarines Sur and Cities of Naga and Iriga. It
shall be composed of a series of contests: 15th Tingog nin Rason Debate Tournament, 13th
Boses Kan Jovenes Public Speaking Contest, 9th Harong nin Dunong Quiz Bee, 8th Sural
Essay Writing Contest, 7th Gayon Bikolnon Poster-Making Contest, 3nd Ladawan kan
Kabikolan Photojournalism Contest and the 1st Istoryang Suanoy Contest.
Living in Multiplicity
Throughout the course of history, people have sought ways to attain peace
that is lasting and just. Theories and philosophies have clashed and fought on the intellectual battlefield, pitting the best minds against each other in this grand conversation that is the history of ideas, in pursuit of ideals like Truth, Justice, and Peace.
On the level of the mundane, however, wars have been waged among empires and nations, justifying their slaughter by invoking the principles these thinkers
have held, defended, and argued for, causing countless stories of human suffering and
tragedy.
In this light, this year’s AcadFest, with the theme “LIVING IN MULTIPLICITY:
The Bicolano Youth as an Advocate of Peace and Understanding,” the Organization
hopes to address this perennial problem of humanity by instilling in our youth, not abstract universal principles that will guide them to some utopia, but the disposition for
peace and understanding in our postmodern age where people will be more likely to
encounter ways of life very unlike their own. In this context, tolerance would not be
enough; what is required of us is to have the desire to actually understand other people and appreciate the multiplicity of these forms of life.
We in UP HARONG, as part of our goal to take part in our University’s pursuit
of a well-balanced education for all, has always promoted the idea of a healthy competition among the best young minds of the province, one that will contribute to their
academic development, as well as to the broadening of the horizons by which they
see the world. May this year’s AcadFest do this for you.

GALA NIGHT
1.
The Gala Night shall be held on the third night of the event. The venue will
be announced on the first day of the AcadFest.
2. Food will not be served during the Gala Night. Participants are encouraged
to have dinner first before the event.
3. The Gala Night shall be held to showcase the participants’ talents and
skills through stage performances. Participating schools must send at
least 75% of the number of their participants. Proxies are not allowed and
will not be counted.
3. The Gala Night will be included in the computation of the overall points of
each school (see item 11 of the general guidelines).
4. Attending participants who are not performing must be in their high school
uniform or in their AcadFest shirts. Participants who will be performing may
go to the venue in the attire/costume appropriate or necessary for their performance.
5. Each school must present a 5-8 minute presentation of any sort (singing,
dancing, role-playing, etc.) by 1-15 persons. Participants may also bring
their schoolmates to perform for them (e.g. dancing club), provided they
bring their school IDs with them.
6. 5 points will be awarded for every school’s presentation. The school with
the best presentation shall receive additional 5 points.
7. Every presenting school must submit a brief written description of their performance at least one day before the Gala Night.
8. The Board of Judges for this event shall be composed of three (3) individuals coming from different fields of specialization.
9. The judges shall determine the best presentation based on the following
criteria:

10. Outsiders/classmates/friends of the participants may also attend the Gala
Night.
ACADFEST AWARDS
1. The AcadFest Awards shall be held on the last day of the event.
2. Attendees must be in semi-formal attire. Females must be in blouse and
skirt, or dress. Males must be in long-sleeves and slacks and must wear
leather shoes.
3. Dinner shall not be served. Participants are encouraged to have dinner before the Awarding ceremonies.

be allowed to break into the semi-finals or in the best speaker positions.
The ad hoc team/s shall also be subjected to the rest of the tournament
rules i.e. random matching for the first round, and the power matching for
the second and third round.
g. Stands/positions for every debate (from eliminations to grand finals)
shall be determined through a draw.
II. Semi-finals
a. The match-ups for the semi-finals shall follow the fold procedure. The
fold procedure states that after four rounds of eliminations, the first
seeded team shall face the fourth seeded team in the semi-final room one.
Moreover, the second seeded team shall face third seeded team in the
semi-final room two. The basis for the seeding ranks shall be the team
rankings after four rounds of eliminations.
b. The winning team from each of the semi-final room shall move on to the
Grand Finals.
III. Finals
a. The winning team in the Finals shall be the Grand Champion of the 15th
Tingog nin Rason Debate Tournament.
b. Adjudicators shall also select the Best Speaker of the Final Round.
c. The panel of adjudicators shall be composed of odd numbered panelists.
d. The decision of the panel is final and irrevocable.
3. The Adjudication Core of the debate tournament shall give the motion for
every round. Topics for the rounds shall vary from regional, national and
international issues.
4. A ten-point deduction from the debating team’s score shall be incurred by
teams who are 10 minutes (or more) late for the scheduled event.
5. Adjudicators shall be members of the UP Debate Society and invited
guests.
6. The winners shall receive the following prizes:

16TH TINGOG NIN RASON DEBATE TOURNAMENT
1.
Each school is allowed to send up to 3 teams (3 students/team). Every school
must also have at least one reserve debater.
2.
The tournament shall follow the Asian Parliamentary Format.
3. Debaters should be in smart casual attire during the elimination and semifinals
round and in formal attire during the Finals. For the smart casual attire, participants can wear collared shirt, jeans, closed shoes, button-down shirts, blouse
not necessarily long sleeves and dresses. For formal attire. Participants can
wear long sleeves, slacks, skirts, dresses and the like.
I. Elimination Round
a. There shall be four (4) Elimination Rounds.
b. Winning teams for each round shall get one (1) point while losing team shall
get zero.
c. The match-up for the first round shall be determined through a draw, which is
effectively randomized.
d. The match-ups for the second, third and fourth round shall follow a power
matching system. The power matching system states that teams with the same
level of performance after a certain round should face each other. Teams with
the same points shall be pitted against each other. In case of tie in terms of
team points, the sum of the scores of the team’s three speakers shall take
precedence.
e. Only the top four (4) teams shall advance to the semi-finals. This shall be
determined through the accumulated number of points for the four Elimination
Rounds. Should there be a tie in points in the fourth spot; the sum of the scores
of the team’s three speakers shall now take precedence. In case of a tie in
points and grades, the team with the highest margin shall advance to the semifinals. Margin refers to the difference in the sum of the team’s speaker points
relative to the sum of the other team’s speaker points.
f. In case the tournament shall need a team or speaker to complete the Elimination Rounds, the reserve participants of participating schools shall be allowed to
compose a team and join the debates. However, the ad hoc team/s shall not

by the organizers. Teams shall start writing after the quizmaster gives the signal, “go.” Each correct answer shall be worth 20 points.
6. Inquiries and complaints must be raised right after the question/answer. The
Harong nin Dunong group shall decide if the question/answer can be considered, or if a protest is valid, depending on the weight, reliability, and significance of the arguments presented.
7. The highest scoring team in the Final round shall be declared Harong nin
Dunong Champion. The second and third highest scoring teams shall be declared runners-up.
8. The winners shall receive the following prizes:

14TH BOSES KAN JOVENES
PUBLIC SPEAKING CONTEST
1. Each school is allowed to field only one (1) contestant.
2. The topic shall be related to the AcadFest theme.
3. Participants must be in semi-formal attire.
4. Each contestant shall be given the topic seven minutes before he/she delivers
his/her speech. All participants shall be given the same topic.
5. The language to be used is English.
6. The contestant shall be allotted seven (7) minutes to prepare for his/her speech.
Preparation time shall be simultaneous with the time spent by the pre-ceding
contestant for delivering his/her speech. While the first contestant is delivering
his/ her speech, the other contestants shall be kept in an isolated room with a
UP Harong member.
7. Each contestant shall be given seven (7) minutes to deliver his/her speech. A
card with a number ‘2’ shall be flashed to signal the speaker that he/she has
two minutes left to deliver the contents of his/her speech. Another card with
the word ‘TIME’ shall be flashed to signify that the speaker’s time has elapsed.
8. Points shall be deducted from speakers who continue to deliver their speeches
after the allotted time has elapsed. Two (2) points shall be deducted for every
minute or every fraction of a minute overtime.
9. The Board of Judges for this event shall be composed of three (3) individuals
coming from different fields of specialization.

General Guidelines
The UP HARONG ACADEMIC FESTIVAL shall be held for four (4) days
The event is open to all SECONDARY SCHOOLS in the Province of Camarines
Sur and the Cities of Naga and Iriga.
An official delegation from each high school shall be composed of a coach and
a contestant/team for each competition.
Participants for the event may come from any year level of the secondary
school.
Registration fee:
PhP100.00 [Event Participation: PhP100.00/participant/coach]
If a participant will compete in more than one contest, s/he will pay an
additional PhP100.00 per contest.
We highly encourage the participants and coaches to bring their own tumblers
since the organizers will not be providing plastic cups during the event.
All high school students must wear their high school uniforms during the event
except during the AcadFest Awards. Debate finalists and Public Speaking participants must be in their semi-formal attire (long sleeves and slacks for males;
skirt and blouse, or dress for females) during their respective contests; for
Debate participants during the Eliminations and the Semi-finals, in their smart
casual attire (collared shirt, jeans, closed shoes). All participants and coaches
must be in their semi-formal attire during the AcadFest Awards. Slippers and
rubber shoes will not be allowed.
Participants and coaches from schools outside Naga City may request to stay
at the Naga City Youth Center (NCYC) dormitory for four (4) consecutive nights,
26-29 October, for free (courtesy of the Naga City Government). The schools
should indicate at the reply email their intention to stay at the dormitory.
Schools in or near Naga City will not be allowed to stay in the dormitory; priority will be given to those outside Naga City. This will be on a 'first-come, firstserved basis'. We highly encourage the participants and coaches staying in the
dorm to bring extra blankets and pillows. The organizers will assign rooms for
the schools depending on the number of rooms available. The organizers can
help the contingent look for low-priced inns should the rooms in the NCYC
dorm are inadequate. Payment for the inns will be shouldered by the contingent.

12. The school with the highest number of accumulated points for all the activities
shall be declared the Overall Champion and shall be awarded the Academic Festival
Trophy of Excellence, a roving trophy. The special trophy shall be passed on to the
overall champion of next year’s AcadFest. Schools not participating in some events
will be given zero points.
13. Additional prizes from Asiawise Study Center will be given:
For First Placers: 50% discount on UPCAT Review and/or Tutorial
For Second Placers: 30% discount on UPCAT Review and/or Tutorial
For Third Placers: 15% discount on UPCAT Review and/or Tutorial
For all Participants: 10% discount on UPCAT Review and/or Tutorial
*All members of winning teams shall be given scholarship certificates

buzzer before the quizmaster gives the appropriate signal shall be disqualified
from answering the current question. A team may answer by pressing the buzzer
after the question has been read for the first time. The team that buzzes shall answer the question within five (5) seconds after the team is recognized. The team
that answers incorrectly shall not be allowed to answer the same question again.
Only the remaining team/s shall be allowed to answer.
1. BLITZ. In this level, each team shall aim to collect letters by getting
the correct answer and rearrange them to form a mystery word, the
number of letters of which shall be revealed before the round starts.
Questions in this level shall fall under Math and Science. Teams shall
be given 25 seconds to solve each problem. Teams shall answer by buzzing. The team that first provides the correct answer shall receive 25 points
and shall choose which letter from the word they would want to collect,
e.g., the third letter [READ: The letters shall be randomly numbered.] The
letter shall only be given and shown to the team. Once the team collects
all letters, the team can start guessing the word anytime during the round,
i.e., even if a question is being read, the other teams are still solving the
problem, or another team is answering. During solving time, the timer
shall not stop even though the team is guessing. However, the team can
still opt to answer other questions, instead of guessing the word immediately. The team that gets the word correctly shall be given 25 points. The
level shall end once a team has formed the word correctly.
2. FIVE-BY-FIVE. There shall be a 5x5 panel containing different categories, namely, Sports, Information and Communications Technology, Literature, Language, Music and Arts. The first category shall be chosen by
the quizmaster(s), after which category selection shall be in consecutive
order. If no team answers correctly, the quizmaster(s) shall decide on the
next category. Answers shall be answered within ten (10) seconds on a
board to be provided by the organizers. Teams shall start writing after the
quizmaster gives the signal, “go.” Each correct answer shall be worth 20
points.
3. IDENTITY. This level shall feature 15 personalities under Current
Events, History and Culture, and UP Facts. For each personality, four (4)
related clues shall be revealed one by one. The teams shall be given ten
(10) seconds to guess the personality. Each team may only answer (by
buzzing) once for each clue. If no team gets the answer after the fourth
clue, the image of the personality shall be revealed. The first clue shall be
worth 40 points, and shall decrease by ten (10) points for each succeeding
clue.
4. WATCH, LOOK OR LISTEN. This level shall have 15 questions under
Music, Arts, Pop Culture, History and Culture, and UP Facts. A related
video/audio/picture shall be presented before the question is read. Answers shall be written within ten (10) seconds on a board to be provided

3. The Elimination Round shall be participated by all teams. Each participant shall
take two (2) written, multiple-choice exam (see table below). The scores of the
team members shall be summed up. The top ten (10) teams shall advance to
the Semi-final Round.
4. The Semi-final Round shall be participated by the top ten (10) teams from the
Elimination Round. The scores of each team in the Elimination Round shall not
be credited to the Semi-final Round. This round shall have three levels: EASY,
AVERAGE, and DIFFICULT, each having 20 questions. Each question shall be
read twice by the quizmaster(s). The team shall write the answer on a piece of
paper provided by the organizer. The time allotted for each question for the
easy, average and difficult shall be 10, 15, and 20 seconds, respectively; for
computational questions, 15, 20, and 25 seconds, respectively. Each correct
answer for the easy, average and difficult shall be worth 10, 20, and 30 points,
correspondingly. The top three (3) teams shall proceed to the Final Round.
5. The Final Round shall be participated by the top three (3) teams from the Semifinal Round. The scores of each team in the Semi-final Round shall not be
credit-ed to the Final Round. This round shall have four levels: BLITZ; FIVE-BYFIVE; IDENTITY; and WATCH, LOOK OR LISTEN. Each question shall be read
twice by the quizmaster(s). For rounds that make use of buzzers, the participants should place their hands on their laps when the signal to press the buz-

5. Each contestant shall be given ten (10) minutes to narrate his/her piece. A card with a
number ‘2’ shall be flashed to signal the speaker that he/she has two minutes left to
deliver the contents of his/her speech. Another card with the word ‘TIME’ shall be
flashed to signify that the speaker’s time has elapsed.
6. Points shall be deducted from speakers who continue to deliver their speeches after
the allotted time has elapsed. Two (2) points shall be deducted for every minute or
every fraction of a minute overtime.
7. Use of hand props and costume shall be allowed.
8. The Board of Judges for this event shall be composed of three (3) individuals coming
from different fields of specialization.

PHOTOJOURNALISM CONTEST
1. Each school is allowed to field only one (1) contestant.
2. The topic shall be related to the AcadFest theme and shall be given during the orientation.
3. A site where participants are to take photographs shall be designated by the organizers. Contestants shall use their own digital cameras.
4. Only point-and-shoot digital cameras may be used. Use of film and D/SLR (Digital/
Single-Lens Reflex) is prohibited. If the participant does not have the required type
of camera, s/he must indicate it in the pre-registration file. Organizers may lend
participants digital cameras for the event.
5. The contestants are required to bring their own camera connectors and/or memory card readers that will be used to transfer their shots to the computer system.

9TH SURAL ESSAY WRITING COMPETITION

3. The topic shall be related to the AcadFest theme and shall be given during the orientation.
4. The contestants shall be given two hours to write their essay. All essays must be
handwritten on a paper to be provided by the organizers. Participants shall not be
allowed to bring their own scratch paper, which the organizers will provide for.
Use only black or blue pens.
5. Participants who will be late by more than fifteen (15) minutes shall be disqualified
from the competition.
6. The Board of Judges for this event shall be composed of three (3) individuals coming from different fields of specialization.
