Appointment Duration: Permanent Job Status: Full Time Duties: The incumbent is responsible for the administration of agency programs to ensure airport sponsor compliance with obligations in Federal airport grant agreements, surplus property deeds and Federal statutes relating to airports. Serves as the national point of contact for FAA field offices, other Federal offices, national aviation trade organizations, airports, airport users, and the general public on matters and policy involving compliance with an airport sponsor's Federal obligations. Serves as FAA's national expert on FAA policy and procedures regarding the Airport Compliance Program. Administers the compliance enforcement program under 14 CFR Part 16, Rules of Practice for Federally Assisted Airport Proceedings. Provides airport compliance policy guidance to members of Congress, the Office of the Secretary of Transportation, FAA field offices, airport sponsors and users, airport industry interest groups, and members of the general public. Analyzes the impacts and effects of proposed laws upon FAA regulations and develops and/or amends FAA policies as necessary. Develops and implements program goals and policy on airport access, economic discrimination, use of airport revenue, airport user fees, and other Federal requirements. Supervises investigations and conducts or supports administrative and legal proceedings to obtain compliance. Responsible for resolving and closing Office of the Inspector General audits for revenue diversion. Conducts airport compliance reviews on-site at airports concerning the use of airport revenue. Monitors the airport compliance program to evaluate its effectiveness. Routinely coordinates airport compliance program activities and maintains effective working relationships with attorneys in the FAA's Office of Chief Counsel.
