Dear 4-H Family:
Change is never easyit is a challenge and an
opportunity!
NJ 4-H Changes:
There are a few changes that have already begun
and another one coming soon that affects our 4-H
leaders, clubs, and members. It is important for
everyone in our 4-H family to understand the
changes so they can help make them easier.
Rutgers Working with Minors Protection Policy
All 4-H programs must now make sure that all
volunteers – existing and new recruits – not only go
through the current NJ 4-H Volunteer policy of filling
out an application form, providing references, and
training but complete requirements for Rutgers new
policy. This means that volunteers need to:
• Complete an on-line course, Working with
Minors, and provide the office with a certificate
of completion
• Complete a background check – volunteers that
work directly with youth (club leaders) need to
have a basic background check (Tier 1);
volunteers that work directly with youth AND
chaperone overnight activities need to be
fingerprinted (Tier 2)
This policy also means that –
• ALL 4-H clubs need to have at least two (2)
adult volunteers that have been through all of
the requirements. (We do have a few clubs that
are in danger of disbanding because they do
not have a second volunteer that has finished
the two requirements above!)
• Two adults must always be present during club
meetings and waiting for members to arrive and
be picked up.
• No adult may pick up and drive a single
member/child to and from club meetings or
events.
NEW Member/Volunteer Database
Once again, New Jersey 4-H is losing their current
database system that has all of our information on
members, families, and volunteers for mailings,
important event information, and recognizing years
of involvement. The new database, 4-H Online, will
be very different than any of the databases we’ve
had in the past.
While the office is still being trained on how to
make the change to the new system – which will be
sometime in April – you need to know;
1. Members and families will be required to enter
their own information – address, contact
information, club(s), and project(s).
2. New members will fill out online information and
then the club leader reviews to accept
membership.
3. Year-end re-enrollment (to stay a member in a
club) will be the responsibility of the
member/family NOT the leader.
There will be several updates, mailings, and
trainings offered to help us in getting through all the
changes. We are hoping to make all the changes
as smooth and easy as possible.

All 4-H members and adults that participate in
local, regional, state, and/or national events
sign a Code of Conduct. New Jersey has
adopted a new policy regarding what happens
should a member or adult break a rule or fails
to follow the Code of Conduct. This policy will
be followed by Atlantic County 4-H Youth
Development Program, not only for events at
the regional, state, and national level, but will
serve as the basis for our county policy, as
well.

Interested in participating in the
Public Presentations contest? Want
to enhance your public presentation skills? Then,
make sure to attend the 4-H Public Presentations
Workshop!
The annual workshop will help you learn how to
give a better 4-H public presentation, explain how
the Public Presentations contest works, and
introduce you to the different types of speeches,
the basic parts of speech, and what the judges are
looking for.
Reimbursement is expected from the
participant to all those who paid any
portion of their cost to participate in the
event – parents, county 4-H, state 4-H,
local 4-H volunteer association, and other
scholarship sources.
The participant will be on a 6-month
probation period at which time s/he will not
be permitted to attend any 4-H county,
regional, state, or national event or activity.
To regain their 4-H member or volunteer in
good standing, the participant must agree
to complete the following:
a.
write and send letters of apology to
all parties involved – parents, county
4-H staff, chaperones, state 4-H
staff, and others who supported their
participation in the event.
b.
prepare and present a 5 to 8 minute
presentation addressing the area of
violation to a group of adults, youth,
and the peer review team. Group
may include the county 4-H
agent/program associate, 4-H
leaders, and club members.
c.
complete a minimum of 3 hours
community service related to the
area of wrongdoing.
All 4-H members and leaders are invited and
encouraged to attend. Informative handouts and
presentations will be provided.
Pre-registration is required. A minimum of ten
registrations is needed to hold the workshop.
Please call the 4-H Office on or before Wednesday,
March 18, to register.

7 pm at the Hess Educational Complex in Mays
Landing. All 4-H youth are encouraged to

you are willing to serve as a host/hostess for the
evening, please contact Navonne at
owen@njaes.rutgers.edu. Hosts/hostesses need to
arrive by 6:30 pm and will be in charge of helping
members set up their presentations, introduce the
judges and presenters, assist judges as needed
and distribute evaluations. You can still serve as a
host/hostess if you are competing! However,
hosting duties do not count as a presentation.
ACUA EARTH DAY 2015 FESTIVAL

Atlantic County Utilities Authority will,
once again, will hold their Earth Day
celebration on Sunday, April 26. For
the past 25 years, the Atlantic County Utilities
Authority has set aside a special day to bring our
community together and celebrate our Earth. The
festival historically draws a crowd of nearly 4,000
people of all ages who have one common goal: to
have fun and help make a positive change for the
future of our environment. In the spirit of the
celebration, ACUA asks that groups
exhibiting/vending items must be either
homemade/handcrafted, eco-friendly, educational,
or wellness related.

2015, is about
inspiring,
recognizing and encouraging people to seek out
imaginative ways to engage in their communities.
It’s about demonstrating to the nation that by
working together, we have the fortitude to meet our

are a special person whose dedication, knowledge,

As you know, one of the requirements for 4-H
membership is to attend a mandatory Ethics
Workshop. This requirement was voted on and
approved by the 4-H Fair Association and 4-H
Leaders' Association in 2003. You only need to
attend one workshop during your 4-H membership.

our Expressive Arts 4-H
“Imagination in Action” station. The deadline for
submitting entries to Ellen Williams, Expressive
Arts 4-H Agent, is April 17.
With many new state and federal policies, we will
be following through on its fulfillment. We will be

checking our list to make sure all members who
participate in the Fair and county events have
attended a workshop. If a member has not, he/she
will be turned away and will not have the
opportunity to exhibit or perform at the Fair. This
rule also applies to those members who may attend
state shows and events (Small Animal, Horse,
Livestock, Winter Camp, etc.) This workshop is
mandatory for all members and leaders/volunteers.

MASTER GARDENERS OF ATLANTIC
COUNTY SCHOLARSHIP
If you are an Atlantic County high school senior
pursuing a college degree in agriculture or an
agriculture related field with a 3.0 GPA or higher,
you are eligible for this scholarship. Two $500
scholarships will be awarded through a selection
process by the Master Gardener committee.

NJ 4-H STATE PUBLIC PRESENTATIONS
The State Public Presentations will be
held on Saturday, June 13 at Rutgers
University in New Brunswick. Senior
members – grade 8 and above – who receive
an “Excellent” rating at County Public Presentations
are eligible to compete at the state level.
NJ STUDENT TUITION ASSISTANCE
REWARD SCHOLARSHIP (NJ STARS)
NJ STARS is a scholarship program exclusively for
New Jersey residents and covers the cost of tuition
at New Jersey's 25 colleges and 19 community
colleges. Students who graduate in the top 15
percent of their high school class may be eligible. If

enrolled in an institution of higher learning, and in
need of financial assistance may be eligible for a
Patricia Wood-Barry Dilks 4-H Memorial
Scholarship. Scholarship applications are available

Other qualifications include:
1. Minimum of a 3.0 GPA from your high school
2. Recommendation of HS counselor or principal

contests will receive savings bonds and the winners
of the Photo contest will receive a cash prize.

The annual 4-H Yearbook offers three different
contests for 4-Hers to participate in – 4-H Story,
Cover Design, and Photo. All 4-H members are
encouraged to participate and share their writing,
drawing and photography skills. Please see

4-H YEARBOOK AD SALE CAMPAIGN
The next meeting of the 4-H Yearbook
Committee will be held on Thursday, May 7, at
6:30 pm at the 4-H Center. The Yearbook
Committee is hard at work putting the yearbook
together, but we can’t do it without YOUR help!
Please send in your 4-H club summary and
club photo ASAP. Club summaries and photos
are due May 15. You can email them directly
to Navonne at owen@njaes.rutgers.edu. We
also need additional photos of your club and
members in action from August 2014 until now.
We are still looking for more volunteers! If you
are interested in joining the Yearbook
Committee, come to the next meeting!
The 2015 4-H Yearbook Ad Sales
campaign has started! Ad Sales
packets were dropped off at the 4-H
Center on March 2 for club leaders
to pick up and distribute to members and
parents. If you have not received your packet
yet, please contact your club leader. The Ad
Sales packet is also available in the 4-H
Office or online at www.rutgers-atlantic.org.
Look under the 4-H Upcoming Events section.
All ad sales forms and monies are due to
the 4-H Office by Friday, May 15. Ad forms
and monies received after the deadline will not
count towards a member’s credit.
DIGITAL PHOTOS FOR YEARBOOK
Please make sure you do your part in helping
with this campaign! The annual 4-H Yearbook
is produced to promote 4-H, allow 4-H
members to earn credit to offset the cost of 4-H
activities and trips, and to support the David C.
Wood 4-H Center and the annual 4-H Fair.
Please refer to the Ad Sales packet for helpful
hints on selling ads, lists of supporters from the
last two years, and all the forms and letters you
need to solicit both commercial ads and
Friends of 4-H ads.
With all the new age technology we
have in today’s society, the
Yearbook Committee would like to
invite those of you with digital
cameras to submit your pictures to be added to
the Yearbook. When sending your digital
photos to the office, please adhere to the
following requests:
1. A printed copy of the photo must be submitted
2. Digital photos should be submitted on 3½ disk
or CD ROM. (Make sure your name and club
are on the disk so we can return it to you)
If you have any questions, or need a packet or
extra copies, please call the 4-H Office.

3. If you choose not to submit a disk or CD ROM,
pictures can be emailed to Navonne at
owen@njaes.rutgers.edu Please make sure
that your pictures are saved in the JPG format
to e-mail them.
4-H SHOOTING SPORTS INVITATIONAL
Saturday, May 9
Heritage Guild, Branchburg, NJ
A full day of shooting sports fun for only $15
per participant. Fee includes use of bows,
firearms, all supplies, and lunch. Leaders must
register club members by Saturday, April 25
and forms must be signed by county 4-H agent
or program associate – no late entries will be
accepted.
Digital photos are great, but the printed copy
alone does not copy well for the Yearbook
printer. By supplying the Yearbook printer with
all digital pictures on disk he will be able to
make clearer copies of pictures. Any
questions, please call the 4-H Office. The
Yearbook Committee will ALWAYS accept
regular photos, so click away!!!
Participant Guidelines –
• Members may be registered for the
following activities: Individual Disciplines or
Team Activities or Both
• Clubs may enter an unlimited number of
participants per discipline and/or team
activity participants.
• Participants can participate in one or more
discipline.
• Participants registered for team activities
will be placed on a mixed county team,
formed by random draw. Each team will be
comprised of 4 individuals consisting of 2
senior members, grades 9-13, and 2 junior
members, grades 4-8.
• Each team must have one adult chaperone
coach who will reside with a team during
the course of the day. Therefore one coach
must be registered by the club leader to
attend for each four team participants.
Please do not refer us to your Facebook page
to obtain a photo. Due to Atlantic County
government internet policy, social network sites
are blocked, and we cannot access them.

workshop to certify or re-certify volunteer leaders
as 4-H shooting sports instructors. The workshop
will feature training in the following disciplines:
archery, rifle, muzzle loading, pistol, and shotgun.

4-H MISSION STATEMENT
The Rutgers Cooperative Extension 4-H Youth Development
Program uses a learn-by-doing approach to enable youth to
develop the knowledge, attitudes, and skills they need to
become competent, caring, and contributing citizens of the
world. The mission is accomplished by using the knowledge
and resources of the land-grant university system, along with
the involvement of caring adults.

waterfront activities, and a sampler of our summer

4-H CAMP COMMUNITY SERVICE DAY
MICRO Camp is a great experience for campers
who are into all sorts of crazy science and
technology, first time campers who want to give
summer camp a try, and campers who already love
Lindley G. Cook and just can’t get enough camp.
Saturday, May 9 ~ 10 a.m. – 2 p.m.
The focus of these weekends will be to get the
camp ready for the summer. Projects will include
the cleaning up of cabins, the dining hall and
opening buildings. We also will set up the
waterfront and do trail maintenance. Lunch is

MICRO Camp is available to children in grades 4th8th. The cost of the program is $350 per child.

Registrations are now being accepted for the
summer of 2015. 4-H Summer Camp will run for 6
one-week sessions, beginning July 6. All sessions
begin Monday morning and end Saturday.
Campers select their activities as soon as
registration payments are completed.
Join us for outdoor educational
experiences for the whole family. This
program is a sponsored by L.G. Cook
4-H Camp in the spirit of the “Get
Outdoors, It’s Yours” National Campaign. This
campaign’s initiatives are to promote, address, and
instill in the general public a basic understanding of
environmental conservation, safety, and fun in the
outdoors.
Many campers have already registered for the
summer of 2015. Bunk space is limited and
sessions fill on a first come-first serve basis.

Lindley G. Cook 4-H Camp
A summer camp job will be the
toughest job you will ever love. It has long hours,
low pay, and is totally exhausting. But the impact
you will have on the life of a child is irreplaceable. A
camp counselor job brings out the best in you and
pushes you to levels you never thought you had.
Sounds like a tough job? Yes it is...but it's one of
the greatest jobs you can ever have.
MICRO CAMP
Monday, June 29 – Thursday, July 2
Make Imagine, Create, Research, and
Originate. These are the principles behind
all of our creative science courses offered in our
MICRO-Camp. Each camper selects a different
class that will challenge their imagination and test
their problem solving skills, all in a supportive and
fun environment that only camp can offer.
This opportunity is excellent for students interested
in the fields of education, environmental sciences,
social sciences, and any future professions that
interact with youth. We provide a comprehensive
training for staff in all aspects of camp life,
including, Red Cross First Aid and CPR, team
building and dealing with issues that affect children
today.

responsibilities and live in the cabins with the
children. The work week is from Monday morning
until early Saturday afternoon. Each staff receives
time off to rest. Staff receive time off between
sessions, one class or rec time off each day
(except Monday), and some evening time off after
lights out Tuesday - Friday. In addition each staff
will be scheduled to come in early on the Sundays
before the session for Early Drop Off camper
supervision.

FCS ADVISORY COUNCIL MEETING
Thursday, April 30~ 7:30 p.m.
4-H Center
All staff are provided with room and board for the
entire length of their contract in addition to salary
over the eight-week employment period. Salary
ranges are from $320/week to $420 a week, based
on position, experience and certifications.
They offer a variety of staff positions, ranging from
counselors to administrative positions. The
counselor positions are typically entry level
positions, and knowledge of working with children is
important. Some certifications are required for
specialized positions (i.e. Life guarding
certifications for waterfront counselors). Some
specialized training opportunities, such as 4-H
shooting sports certifications, are available for
qualified staff.
The FCS Advisory Council helps to plan
and provide guidance for 4-H activities
relating to family and consumer science
project areas including food & nutrition,
clothing/fashion, Cloverbuds, healthy
living/sports/leisure, arts & crafts, public
speaking/presentations, etc. The group helps to
plan events such as county Public Presentations,
Favorite Foods Show, 4-H Open House, pre-Fair
project evaluation, Fashion Revue, and more.
Adults and teen members are welcome and
encouraged to attend. We are always looking for
more members and more input! The FCS Advisory
Council meets 3-4 times each year. Contact

NATIONAL 4-H CONGRESS

It’s come to our attention that
our 4-H members exhibiting
reptiles and amphibians should
be in possession of Hobby
Permits if their projects are
“exotic.” According to the Department of Fish
and Wildlife an “Exotic mammal, bird, reptile or
amphibian” means any nongame species of
mammal, bird, reptile, or amphibian not
indigenous to New Jersey. This would include
our iguanas, bearded dragons and others.
National 4-H Congress is a national 4-H
leadership conference held each year. The trip
focuses on career exploration and community
involvement and includes educational
workshops. Interested candidates must meet
the following requirements:

If 4-H’ers wish to show these project
animals at the 2015 4-H Fair or other state
events, they will need to obtain a Hobby
Permit through the Division of Fish and
Wildlife. Details and applications can be found
at http://www.state.nj.us/dep/fgw/. The permits
will be required to be presented on
Wednesday, August 5, prior to any/all of these
projects being permitted to exhibit.
If any 4-H’ers are breeding these animals to
sell to the general public, they need a pet store
license. The licenses are $100 and can be
found through the same web address.
If a 4-H member gives or sells their animal to
another person, they should give the new
owner a copy of their permit so it can be
attached to the new owner’s application.

At the time of the event, youth must be enrolled
in grades 11-13. This means they must be
enrolled in grades 10-12 as of September 2013
in order to be eligible to apply.
4-H members must have completed at least
one full 4-H year, a registered member by
January 1, 2014 and be a member in good
standing in order to be eligible to apply.
4-H members must demonstrate good 4-H
public speaking skills.
4-H members must demonstrate leadership on
the local level. Leadership at the regional or
state level is preferred.

4-H WINTERFEST
Thank you to everyone who helped
make the third annual 4-H Winterfest,

SJTC – “4-H RE-ROOTING THE WORLD”
March 6 - 8
Six teens will be attending SJTC at
Holiday Inn in Swedesboro. The goal
of SJTC is to provide meaningful
opportunities for youth and adults to work together
to create sustainable community change. SJTC
also offers teens the opportunity to participate in
hands-on learning activities designed to develop
skills in communication, leadership, citizenship and
decision-making. A banquet and fun-filled dance
was held Saturday evening.
In the past, the office has received phone calls from
the public questioning fundraising activities. By
submitting this form in advance, the office can
answer any questions that may arise.

LEAVING THE 4-H CENTER

METHODS OF PRESENTATION
A. DEMONSTRATION *
a. A demonstration is showing how to make something, how to perform a skill, how to
repair something, or how something works. In this method, the subject—animal,
machine, food, clothing, musical instrument, or model—is used in the presentation.
B. ILLUSTRATED TALK *
a. An illustrated talk communicates ideas with the aid of charts, posters, pictures, slides,
graph, or chalkboard. The object discussed is not used; only pictures, a model, or other
representation of the object.
C. ILLUSTRATED TALK – Using Power Point *
a. This presentation utilizes technology as your visual aid. The object discussed is not
used, but using technology allows you to use realistic photos, sounds/music and/or
videos in the presentation to communicate the point you want to address.
D. FORMAL SPEECH *
a. This is a presentation of a speech written by the participant given from memory, from
notes, or outline on index cards as an aid.
E. PERFORMING ARTS *
a. Types of presentations in this category are Monologues, Pantomimes, Puppetry, Group
Scene, Creative Movement, Musical Performance (instrumental), oral interpretation of
literature, dance (tap, folk, clogging, jazz, etc.) or musical performance (vocal). Even
though you may demonstrate or showcase the performing art, your presentation must
