Redacting 4-H Unit Bank Statements

Purpose: This document is provides information on how county 4-H staff can redact a
4-H unit/VMO bank statement. 4-H staff are only permitted to email a bank statement to
a 4-H unit/VMO treasurer if the document has been redacted. There are two options for
staff redact a document, either 1) through Adobe Acrobat pdf redaction tool or 2)
manually covering content and rescanning a document. The following steps outline both
processes staff can choose to follow in redacting bank statements.
***Please Note: If you are redacting electronically, you will need the full version of
Adobe Acrobat to use the redaction tools.
Information that must be redacted on emailed bank statements is:
 All digits except the last 4 of the account number appearing on the statement.
 All digits of the routing number printed on the check images in the statement.
Option 1 – Redaction through Adobe Acrobat pdf tools
County 4-H staff will:
1. Scan the hard copy bank statement received in the mail.
2. Save the file as a .pdf document
3. In the Menu options, select Advanced > Redaction > Mark for Redaction
4. A pop-up window may appear notifying you of the redaction tools. **After you
apply redactions, you will be prompted to rename your document during your
next save.
5. Click OK.
6. The mouse will now hover over the document and the redaction tool has been
turned on.
7. You may click and highlight a segment of text by clicking and dragging across.
The text will become highlighted as you do.
8. After you release the mouse button from highlighting text, now the text you just
highlighted will appear in a box.
9. Continue steps 7 for all sections of the document containing information that
must be redacted.
10. Hover over a text box that has been redacted and right click once.
11. Select ‘Apply Redactions’
12. A pop window will appear confirming you will be permanently redacting the
content selected.
13. Click OK.
14. You will see a pop up confirmation window that redactions have been applied.
15. Click OK.
16. Save the redacted version as a separate electronic file for the 4-H unit/VMOs
banking records.
17. Attach in your email to the treasurer. In your email settings you can set Outlook
to request receipt of an email sent and request receipt when the recipient reads
the email. These are optional but may be helpful for staff to verify that 4-H
treasurers have received their monthly bank statement.

Option 2 – Manual Redaction and Document Scanning
County 4-H staff will:
1. Place a solid (darker colored preferred) pieces of paper to cover anywhere there
are account numbers (except last 4 digits) and routing numbers listed on the
bank statement. This includes on the printed check images too.
2. Please note: Covering text with a sharpie will NOT work. When the document is
scanned, the marker is transparent and the full account number can be seen.

4. Save the redacted version as a separate electronic file for the 4-H unit/VMOs
banking records.
5. Attach in your email to the treasurer. In your email settings you can set Outlook

the email. These are optional but may be helpful for staff to verify that 4-H
treasurers have received their monthly bank statement.
FAQ:
Why do staff have to redact the document when emailing a bank statement?
A. When sending email that contains sensitive information, such as bank account
information, there is an increased risk of sending emails to an address that could
potentially be hacked into. The process of redacting the bank statements greatly
reduces the sensitive information being transmitted.
