Constitution and By-Laws
COUNCIL OF DEANS FOR CRIMINAL JUSTICE EDUCATION
Region IX
ARTICLE I
NAME AND NATURE OF THE COUNCIL

This organization shall be known as the Council of Deans for Criminal Justice
Education - Region IX ( CDCJE-R9).
The Council of Deans for Criminal Justice Education shall be non-stock, non-profit
association.

Assist schools offering Criminal Justice Education in attaining its objectives, goals,
and purposes.
Foster excellence in education and research in the field of criminal justice in
institutions of higher learning.
Encourage understanding and cooperation among those engaged in teaching and
research in criminal justice.
Foster fellowship and professionalism among members.
Promote professional, academic, and public awareness of criminal justice issues and
participate actively in the government’s crime prevention programs.
Encourage professional training, seminars, scientific research and extension services
in criminal justice field.
Provide a forum as one-voice professionals for the exchange of information among
persons involved with education and research in the criminal justice field.
Serve as a clearinghouse for the collection and dissemination of information related to
or produced by criminal justice education and/or research programs.
Promote high standards of ethical conduct and professional standard in criminal justice
educational programs as well as in operational agencies and allied fields.
Promote and develop programs that will contribute to the total human resource
development of faculty and staff of Criminal Justice schools in region IX.
ARTICLE III
MEMBERSHIP
Section 1.
Regular Membership in the Council shall constitute the Deans of Criminology or
Criminal Justice Schools, whose current appointment in the private schools may be
either permanent or contractual, and are deemed qualified according to the latest
CHED issuances, and any other individual currently employed and designated as the
top-most ranking official, regardless of position title, in any public institute, college or

department of Criminology or Criminal Justice in region 9. In the event that his or her
appointment as Dean is terminated, for whatever reason, he or she is deemed
automatically dropped from the roster of the Council. Transfer of employment to
another school shall not affect the status of membership; Provided, however, that he or
she still holds the same designation as Dean in any such private or public school of
criminal justice education in region 9.
Section 2.
Associate Membership shall refer to those individuals who are currently engaged in
the practice of criminology or criminal justice education in the Philippines. Associate
members enjoy the same rights and privileges as regular members, except voting and
holding office.
Section 3.
Honorary Membership may be conferred to any individual who has served or is
serving the academe or the field of criminal justice with honor and distinction upon
unanimous vote of the Executive Board, voting at any General Membership Meetings
of the Council.
Section 4.
Application Procedures. Application for membership in the Council shall be
submitted in the form prescribed by the Executive Board and shall be received by the
Chairman for Membership Committee.
ARTICLE IV
OFFICERS
Section 1.
The Officers of the Council shall be the following:

ARTICLE V
DUTIES OF THE OFFICERS
Section 1.
President
The president shall have the following functions:

preside at all meetings of the Council and preserve order and decorum;
act as the executive officer of the Council and shall exercise general supervision
over the affairs of the Council, subject however to the control of the Executive
Board;
recommend to the Executive Board the appointment of chairpersons and members
of the standing committees.

keep the members fully informed of the activities of the Council and shall submit a
written annual report during the general membership meetings of the Council;
execute all policies, rules and regulations promulgated by the executive board, and
the provisions of this Constitution and by-laws;
represent the Council in all its affairs and functions;
countersign checks signed by the Treasurer, and approve all necessary
expenditures and all justifiable disbursements for the Council;
sign documents requiring his signature such as memorandum of agreements,
contracts, and matters to that effect; and
shall exercise and perform such other powers and functions necessary for the
proper exercise of his office or as prescribed by the Executive Board.
Vice President
The vice president shall have the following function:

assist the President in the performance of his duties and in case of the latter’s
absence or incapacity for any cause, he shall perform such duties and other duties
that may be assigned to him by the President or the Executive Board.
Secretary
The secretary shall have the following functions:

take down and keep records of the minutes of all meetings of the general and
special meetings and all other meetings of the Council, and the Executive Board;
shall be responsible in the sending of notices for all meetings, receive and/or refer
to the Executive Board all communications addressed to it or to the President as
the case maybe; and
shall ensure that all reports of the Council, the Executive Board, and the
requirements imposed by the Securities Exchange Commission are properly
accomplished and submitted as required by the latter.
Treasurer
The treasurer shall have the following functions:

shall be the custodian of all funds and properties of the Council;
receive, collect all fees/dues from all members, receive properties and cash
donations from sponsors and/or foundations subject to the intent of the donation.
He shall deposit the funds of the Council in the bank designated by the Executive
Board and shall withdraw only upon authority from the Executive Board through
its Chairman and the President;
prepare financial disbursements only through approved vouchers when authorized
by the Chairman of the Executive Board and the President;
sign checks and withdrawal slips with the President and Chairman of the Board;
and
submit and render report to the general membership during the general

membership meetings, and such other financial reports as may be required by the
President or the Executive Board.
Section 5.
Auditor
The auditor shall have the following functions:

shall be the internal auditor of the Council. He shall audit all cash and properties
and analyze the financial report of the treasurer.

Public Relations Officer
The public relation officer shall have the following functions:

shall be responsible for the dissemination of information appurtenant the Council.
promote the good image and relations of the Council among its members and the
general public.
publish or cause the publication of all vital activities of the Council, subject to the
approval of the President or the Executive Board;
Perform such other duties as the president or the Executive Board may direct.
ARTICLE VI
EXECUTIVE BOARD
Section 1.
The Executive Board shall be the policy-making body of the Council and is composed
of the officers and the immediate past president as the chairman and presiding officer,
all of whom, except the chairman, shall be elected during the biennial General
Membership Meeting which will be held on the last day of the Conference.
Section 2.
Resignation of any member of the Board shall be addressed to the Chairman, who in
return convenes a special meeting of the Board for the purpose of filling up the vacant
positions.
Section 3.
The Board shall meet the day prior to the general membership meeting at the call of its
Chairman. Special meetings may be called at the discretion of the chairman or upon
the written request of at least four (4) of its members. Meetings of the Board are
“closed” and shall be presided by the immediate past president as chairman;
Section 4.
The main function of the Board is policy-making and responsible for the approval of
the plans or program of activities and any other undertakings submitted by the
President which purpose is to carry out the objectives of the Council.
Section 5.
All elected officers who are also members of the Executive Board shall serve for a
period of two (2) years, unless sooner terminated or until his successor is duly elected

and qualified; Provided, that no president shall serve for more than two (2)
consecutive terms.
Section 6.
The President, with the approval of a majority vote of the Executive Board, may
remove from office any elected officer who fails to perform their assigned duties and
obligations; or who fails to act for the good of the Council.
ARTICLE VII
FEES AND DUES
Section 1.
An annual membership fee/ due of Three Hundred Pesos (P 300.00) only shall be
charged to every member. Changes in the dues schedule shall be proposed by the
Executive Board to all members thirty (30) days prior to the general membership
meeting.
Section 2.
Dues shall be payable not later than the scheduled membership meeting of the first
general membership meeting every first semester.
Section 3.
When a member defaults payment of dues or fees for a period of sixty days (60) from
the beginning of the period for which such dues become payable, the member is
considered delinquent and shall cease to be entitled the benefits of the Council.
Section 4.
Any member suspended from their respective school shall, likewise, be automatically
suspended by the Council until the matter is adjudicated. Such member shall be
reinstated immediately upon exoneration therefrom.
ARTICLE VIII
CONFERENCE AND MEMBERSHIP MEETINGS
Section 1.
There shall be at least one conference scheduled every semester of the academic year.
It shall be called by the President, as approved by the Board, which date(s) and place
shall be indicated in the notice sent to all members.
Section 2.
General Membership Meeting shall be held every semester during the last day of the
Conference. It shall be conducted in the following order: call to order, roll call and
determination of quorum, reading and approval of minutes of the last meeting,
treasurer’s report, president’s report, unfinished business, new business, other matters
(next meetings and conferences), and adjournment.
Section 3.
The President or by two-thirds (2/3) of the total number of members may call a special
meeting of the Council at a date, place, and purpose(s) for which the meeting is called
as indicated in the notice sent to the members at least thirty (30) days in advance of the
meeting.

Section 4.
A quorum in the general membership meeting shall consist of a simple majority of the
voting members who registered in the Conference. When no quorum is determined at
the opening of the general membership meeting, it shall be immediately adjourned
until a quorum is obtained. When at the opening of the meeting a quorum is obtained,
any subsequent reduction of the attendance shall not affect the validity of any
transaction of the meeting.
ARTICLE IX
STANDING COMMITTEES
Section 1.
The Executive Board shall organize during its first meeting, the following standing
committees, which shall be composed of one chairman and at least two members.

The Chairman of all standing committees shall submit recommendations during Board
meetings to upgrade the committee and report its accomplishments. The chairman of
each standing committee shall have the discretion to fix the schedule and venue of its
regular meetings.
ARTICLE X
ELECTION
Section 1.
The Officers of the Council shall be elected by the regular members, through secret
balloting, at the biennial general membership meeting. Only regular members as
defined in Article III, Section 1 shall be eligible to vote and be voted in the elective
offices of the Council. Nominations may be made from the floor of the general
meeting. Absentee balloting or proxy votes shall not be allowed for the election of
officers.
Section 2.
After the declaration of a winner, the presiding officer shall call for a motion and duly
seconded to accept the report of the Election Committee, and to destroy the ballots.
Section 3.
The induction of newly elected officers shall take place during a ceremony shortly
before the closing of the biennial conference.
Section 4.
The newly elected officers shall be collectively administered the following oath of
office at the time of their induction. The oath shall be administered by the CHED
Supervisor for Criminal Justice Education, or in his absence, the immediate past
president.
“I, (state your name), elected as the (state your position) of the Council of Deans for
Criminal Justice Education, Region 9, do hereby acknowledge the faith and trust given

to me by the general membership, do hereby solemnly swear to do my duties and
obligations inherent with my position, and that I shall uphold and promote the
objectives of the Council without reservation or purpose of evasion. So help me God.”
ARTICLE XI
GENERAL PROVISIONS
Section 1.
All outgoing and resigning officers, and the different chairmen of the standing
committees shall immediately turn over to their successors all their responsibilities,
records, documents, cash, and other properties belonging to the Council that are in
their possession or custody.
Section 2.
There shall be Advisers who are persons of good reputation and integrity and with
high educational qualification and experience who will be selected by the Council to
provide assistance to the same.
Section 3.
There shall be a logo of the Council which is a circular thread (a different
representation of Unity and Honor), within which is a scale and balance on the upper
portion (for justice), a book and laurel leaves on the lower portion (for truth and
knowledge) and the name of the association “COUNCIL OF DEANS FOR
CRIMINAL JUSTICE EDUCATION, REGION IX” around the circular emblem.
Section 4.
Except as are provided in the constitution and by-laws, and rules of the Council, all its
meetings shall be conducted according to parliamentary procedures as set forth in the
Parliamentary Rules by Orendain.
ARTICLE XII
AMENDMENTS
Section 1.
This Constitution and By-laws may not be altered, amended, or repealed unless
approved by majority of the good standing members as provided in the preceding
Articles. Amendments, updates, and revisions, shall require a 2/3 vote of the
membership present at any of the general membership meeting; Provided, that the
proposed amendments have been submitted in writing to the Secretary at least thirty
(30) days prior to the conduct of any of the two general membership meetings.
Formal changes, such as spelling, grammar, formatting, or rewording to clarify, may
be approved by the Executive Board without a vote of the General Membership.
Each member shall be provided with a copy of the proposed changes or amendments
at least thirty (30) days prior to the general membership meeting.

Section 2.
This Constitution and By-laws shall be adopted by a majority vote at one (1) General
Membership Meeting called for the purpose, and shall become effective immediately
upon ratification thereof in the same meeting.

2007 at the Godecost Center, Andres Bonifacio College, Dipolog City.
