After recitation from the Holy Quraan, the Registrar welcomed members of the house and informed that Chairman and Vice Chairman, PEC had not yet been appointed by the Government. The Registrar quoted the provisions of the PEC Byelaws Part III para 6(1) and Part IV para 33 to meet such situations. The House then elected Engr Dr. Niaz Ahmed Akhtar as chairman for the present meeting. Agenda Point No.2 Confirmation of Minutes of 2nd Meeting of PEC Governing Body held on 26 March, 2008: The minutes of the meeting were confirmed by the House. However, Engr M. Khalid Pervez pointed out that in Item No.3, in the list of committees, the committee for Development of Mineral Sector was missed out. An amendment to this effect has now been issued vide PEC letter No. GB/Comm/08-10 dated 08 July, 2008. Agenda Point No. 3 Progress on Minutes of 2nd Meeting of PEC Governing Body: On the progress of Minutes of 2nd Governing Body Meeting, the members expressed serious concern about the nomination of the panel for Vice Chairman and formation of committees. During the 3 discussion it was pointed out that the Government has not yet considered the panel for Vice Chairman and the house may re-reconsider the panel and after deliberations, it was decided to:a. Form the following new committee to select three names for forwarding to the Government for nomination of Vice Chairman, PEC; However, no one among the following members will be considered as a candidate for Vice Chairman:(1) (2) (3) (4) (5) b. Engr Mahmood A. Sulehri (Convener) Engr Amanullah Hanif Engr Ghulam Usman Babai Engr M. Akbar Sheikh Engr M. Anwar Khalid Reconstitute the committees with following changes:(1) Management Committee: Name of Engr M. Idris Rajput be included instead of Engr Sohail Wajahat who may be asked through a letter if he desired to continue/quit in view of his personal engagements. (2) Enrolment Committee: Name of Engr Dr. M. Akbar be included instead of Engr Karamatullah Chaudhry who may be asked through a letter if he desired to continue/quit in view of his personal engagements. (3) Construction Industry Regulation Committee: Engr M. Akbar Sheikh shall be the Deputy Convener. Engr Dr. Asad Ali Shah’s status regarding nomination be ascertained from the Planning Commission. (4) Committee for Professional Development of Engineers: The following members shall be added to the existing composition. (a) (b) (c) Engr Mahmood A. Sulehri (Deputy Convener) Engr Haider Ali Engr M. Khalid Pervez: During the course of discussion, Engr M. Khalid Pervez suggested that nominations should be made in a manner that these accommodate members from all segments and should not reflect domination of any specific group/discipline. It was also agreed by the house that a member will be nominated maximum in two committees. (5) EA&QEC: Name of Engr M. Idris Rajput be deleted on his own request and name of Engr Dr. M. Saleem Shuja be included. It was also decided that the convener of the committee may co- 4 opt some more senior academicians in the committee, as desired by him. Agenda Point No.4 Submission of Minutes of Meeting of 53rd PEC EA&QEC held on 22-23 May, 2008 for confirmation: The Chairman decided that the minutes of 53rd PEC EA&QEC are approved with following directions:a. Intake in BE Textile Engineering and Biomedical Engineering programmes may be delayed and not stopped. Relevant changes be made in the minutes. b. Para 25 of the minutes be deleted. Agenda Point No. 5: Resolution of Case of Engineering Graduates of unaccredited Universities/Institutions: The matter was discussed at length. It was finally decided as under:a. In order to consider/reconsider the cases of batches of students of certain programmes which were not accredited when the students qualified and these student have been awarded degrees by respective universities, the following procedure shall be adopted:(1) (2) (3) (4) (5) The parent university/college which ran a specific programme shall apply to HQ PEC on normal AC-1 form along with fee giving all details of the course(s) and formally request the PEC for a visit. HQ PEC shall detail a visitation team (including relevant experts) to verify the facts on ground/records available in the institution and ascertain/determine shortfalls/weakness, if any, and put up report to the PEC Accreditation Committee (EA&QEC) for consideration. If the EA&QEC concludes that the programme visited contains deficiencies in terms of theoretical knowledge/course work and/or supporting practical/laboratory work the Committee may advise the institution to make up such deficiencies. Comprehensive examination of such graduates shall be conducted under the aegis of parent institution. The question paper(s) for theory and/or practical examination shall be prepared by an external examiner(s) specified by HQ PEC and a representative of PEC EA&QEC shall be present during the conduct of such examination, for any clarifications on the question paper/examination etc. The detailed mechanism for the above shall be spelt out by HQ PEC separately. 5 (6) (7) The whole activity i.e. receipt of AC-1 form in HQ PEC and final registration may be completed within a maximum period of one year to avoid loss of time for the student/graduate engineer. The above mode shall be got vetted by an eminent legal adviser by the Convener EA&QEC and the Registrar, PEC. b. In order to stem recurrence following actions shall be taken:(1) (2) (3) (4) HQ PEC shall write to the Chancellors of the Universities to persuade the institutions to obtain a No Objection Certificate from PEC before initiating an engineering programme. HQ PEC shall also write to Vice Chancellors of Universities to adhere to PEC instructions regarding the scope/intake of students of any engineering programme. HQ PEC shall inform the general public through print and electronic media to enable them to seek admission in accredited programmes only. This shall also be prominently reflected on PEC website www.pec.org.pk. As a long term measure PEC shall consider to amend the Act and regulations for introducing flexibility for implementation of the process of accreditation. Agenda Point No.6 Regulation of students’ intake in the engineering Universities/Institutions: It was decided that matter may be referred to the PEC EA&QEC. Agenda Point No. 7 Any other points with the permission of the Chair a. Minutes of Meeting of Conveners/Senior Members of PEC Committees: The Chairman decided as under:(1) (2) In order to avoid delays in the process of registration of engineering graduates with PEC, the minutes of the EA&QEC may be approved by the Chairman PEC for accreditation of a programme for making it a part of the First Schedule of PEC Act 1976. The minutes shall be placed before the subsequent Governing Body meeting for confirmation/directions. As long as the Chairman/Vice Chairman PEC is not nominated, the Convener EA&QEC may act on behalf of the Chairman PEC and fulfill/approve formalities for the publication of SRO so that the process of registration is not interrupted. 6 b. At the end some miscellaneous suggestions were given by the members. The following was decided. (1) Next meeting of the Governing Body shall be held on 15 October, 2008 at PEC HQ, Islamabad. (2) PEC Employees be allowed to draw the pay increase/allowances etc as recently announced by the Government through formal Notification Nos F.1(1)Imp/2008 dated 30-6-08 and F.4(8)/92-Policy dated 2-7-08. (3) Contractors/consultants who are called to visit HQ PEC by the Enrolment Committee are served with Tea as a goodwill gesture. Initial screening of documents may be carried out at provincial offices of PEC and following members will help PEC offices during this process: (I) (ii) (iii) (iv) Engr M. Shafiq at Karachi Engr Haider Ali at Lahore Engr Javed Safdar at Peshawar Engr Ghulam Usman Babai at Quetta The final approval will be granted by main Enrolment Committee at HQ PEC (4) (5) (6) (7) 8. Engr Amanullah Hanif suggested that registration of contractor with similar name may be registered with PEC provided their trade/profession are different. Bidding documents of electrical and mechanical may be updated for the escalation clause as per present international practice. Members were requested to send the remaining suggestions in writing for detailed deliberations. The House passed a vote of thanks/appreciation for the outgoing Chairman, PEC.
