1. Funded External Grants and Contracts:
2010-2012: Co-PI on grant application to Texas Higher Education Coordinating Board to
develop a radar unit that can be used in the surreptitious surveillance of hostage takers. Funded.
2004: Assisted with a request for $70,000 which was submitted to the American Chemical
Society with Dr. Chad Booth of the Chemistry Department as PI to develop ballistic-resistant

plastic. Two related SBIR’s were also submitted on a proof of concept basis. Status: funded.
Developed ballistic testing protocols.
2002: Prepared a briefing to be used by Senator Kay Bailey Hutchinson for a legislative lineitem budgetary allocation to develop a $6.5 million ALERRT center at Southwest Texas State
University. First year federally funded for $485,000 with matching funds of $500,000 from the
State of Texas. Monetary and material corporate donations received from McCoy’s Lumber,
Union Pacific Rail Road, Lower Colorado River Authority, Palm Harbor Manufactured Homes,
and IES Training Systems to supplement government funding. Possible future funding sought
from Sage International, General Electric, and Shell Oil.
1994: Applied for grant from the Institute of Sports Medicine and Human Performance to study
injuries to police officers assigned to high risk positions in local law enforcement. Funded for
$8,000.00.
1992: Applied for grant from Texas Higher Education Coordinating Board to study the use of
inter-active computerized training for law enforcement agencies. Not funded.

2009: Co-PI on an application with a ROM request to the National Institute of Justice to develop
a radar unit that can be used in the surreptitious surveillance of hostage takers. Status: pending.
2004: Submitted a concept paper with a ROM request for $360,000.00 to the National Institute
of Justice to create a continuous database to monitor various forms of terrorist activity. Status:
pending.
2004: Submitted a concept paper with a ROM request for $ 1,000,000.00 to the National Institute
of Justice to conduct proof of concept research for through-the-wall surveillance technology in
consultation with Systems Processes Engineering Corporation. Status: denied. Alternative
sources of funding currently being sought through Department of Defense.
2004: Submitted a concept paper with a ROM request for $1,000.000.00 to the National Institute
of Justice to conduct proof of concept research for a laser based technology as an alternative to
current less predictable stun munitions in consultation with Systems Processes Engineering
Corporation. Status: Pending.
2004: Submitted a concept paper with a ROM request for $335,000.00 to the National Institute
of Justice to conduct proof of concept research for a portable bomb containment unit in
