VALDERS VILLAGE BOARD MEETING MINUTES
JANUARY 11, 2016
Followed by the Pledge of Allegiance, the regular meeting of the Valders Village
Board was called to order at 7:02PM at the Village Office 207 S. Liberty Street by
President Schneider. Trustees present: Ryan Alfson, Marcus Bartelme, Donald
Schuh, Lyle Schwoerer & Devan Schneider.
Motion by Alfson, second by Bartelme to approve the agenda as presented.
Motion carried.
No one present for public input. Motion by Schneider, second by Schwoerer to close. Motion carried.
Motion by Schwoerer, second by Schuh to approve minutes from 12/3/15 as presented by Clerk/Treasurer Bruckner. Motion carried.
Motion by Alfson, second by Bartelme to approve the December Treasurer's report as presented by Bruckner. Motion carried.
Motion by Bartelme, second by Schwoerer to approve December Village vouchers; check #11874 - #11993 and electronic payments totaling $136,868.28 as presented by Bruckner. Motion carried.
Motion by Schwoerer, second by Bartelme to approve December utility vouchers; check #7650-#7665 totaling $24,845.98 and fund transfer of $12,325.80 as presented by Utility Clerk/Treasurer Kramer. Motion carried.
Motion by Schneider, second by Alfson to Proclaim January as National Mentoring
Month. Motion carried. A Certificate was presented to Michelle Linville of Big
Brothers Big Sisters of Manitowoc County.
Schneider announced the Manitowoc County Villages Association meeting will be hosted by the Village of Cleveland at Hickory House Restaurant on 1/20/16,
6:30PM.
The board was provided with an annual report for 2015 for Police Incidents.
Fire Chief, Chris Dallas reported the department had 104 calls in 2015, (19 Fire
Calls, 62 EMS Assists and 23 Non Fire & EMS calls). All members of the department met the minimum required training attendance in 2015, with 11 members attending all drills. The department will be ordering new gear racks, turn out gear & flash lights which are included in the 2016 budget. In 2016 the department is kicking off new training requirements for all of our members to be at a State Certification Level 1. All courses will be taught at our station training center (40 hours of class time) and HAZMAT (16 hours of class time). Our
Assistant Chief Keith Petersen will be retiring in 2016 after 30 years of service on our squad. Engine #33 will be out of service to have warranty service work completed in the near future. The department received a donation from TDS
Telecom for a used Kohler Generator (70KW) to be utilized to keep our station operational during a power outage; there will be electrical costs to hook up the unit. This generator will be a great asset to our public safety departments and for our community.
President Schneider in the absence of EMS Director, Jay Steuer, reported there were 34 calls in December. $510,000 gross was billed out in 2015 for ambulance service; $274,581 has been collected to date. A five year contract split 50/50 with
Orange Cross for Road America should be signed this month. Schneider welcomed the Town of Meeme back to our ambulance service district area.
Schneider updated the board the Police Chief applications will be accepted through 1/22/16. The board will meet thereafter to continue to work on the matter of the future replacement of the vacant position. Police coverage in the interim will be covered by the Manitowoc County Sheriff’s Department, just as when Chief
Riesterer was off duty.
Motion by Schneider, second by Bartelme to approve the annual Joint Powers
Agreement between Manitowoc County Joint Dispatch and the Village for 2016.
Motion carried.
Motion by Bartelme, second by Schwoerer to adopt Ordinance 1-2016, which redesignates the Local Emergency Government Coordinator from the Police Chief to the Fire Chief Ordinance 6.03(1). Motion carried.

Director of Public Works, Len Heimerman updated the board we are having mechanical problems with the aging pumps at the Wastewater Treatment Plant.
Due to their age; he is having difficulty finding the repair parts and the pumps may have to be replaced. He will update the board further at the next meeting.
Motion by Schuh, second by Bartelme to approve the annual contract between the
Village & the ADRC of the Lakeshore to utilize the Valders Senior Community
Center for a Nutrition Program dining site. Motion carried.
Heimerman discussed with the board the future replacement of the Toro 325D
Lawnmower which was purchased in 2000 for $14,060. After a lengthy discussion regarding why Heimerman felt it should be replaced in the near future; the board approved Heimerman to obtain pricing on a comparable replacement unit and to test out units in spring. The actual purchase of a unit will be discussed at a future meeting once further information is obtained.
Motion by Schwoerer, second by Alfson to approve a Class A Liquor License application for Country Visions Cooperative, Steven Zutz Agent, 511 S. Calumet
Street, Valders for the period of 1/12/16-6/30/16. Motion carried.
Motion by Schwoerer, second by Bartelme to approve Beverage Operator License application for Cody J. Thiel. Motion carried.
Bruckner presented an explanation and calculation from the Village Auditor for the annual Utility Tax Equivalent. Motion by Schwoerer, second by Schuh to forgive the 2015 Utility Tax Equivalent in the amount of $45,244. Motion carried.
Motion by Schneider, second by Alfson to adjourn the meeting at 8:00PM. Motion carried.
