JOB SPECIFICATION
1. KEY PURPOSE OF THE POSITION
The Project Officer, Procedure Development is responsible to the Senior Project Officer, Service
Development for the drafting a new framework and operating procedures for the community-based
management of offenders.
The Project Officer will focus on improving and consolidating offender case management processes
and standards on the basis of the Enhanced Community Corrections, Service Standards.
Procedure development from the Project Officer will be underpinned by thorough consultation and
negotiation with stakeholders.
3. KEY STAKEHOLDER INTERACTION
The position is responsible to the Senior Project Officer, Service Development.
The position has a close working relationship with the Senior Project Officer, Evidence Based
Practice and Quality Management, the Manager Programs, and the Director Community
Corrections.
The Project Officer will liaise closely with relevant Managers and staff in Community Corrections.
4. BRANCH PROFILE
Community Corrections is responsible for the case management of adult offenders placed on
community based orders and the provision of services to Courts, Prisoner Assessment Committee
and the Parole Board in order to assist offenders to adopt a non-offending lifestyle.
5. SPECIAL CONDITIONS

The Department, pursuant to section 47 of the Public Sector Act 2009 may from time to time
determine the duties of a person as an employee of the agency and the place or places at which
the duties are to be performed.

Some intrastate travel will be required which may necessitate overnight absences.
The incumbent is required to satisfactorily complete a national Criminal History Check.
A current South Australian Driver’s Licence and willingness to drive is essential.

7. KEY AREAS OF ACCOUNTABILITY
Community Corrections is committed to programs and services, and processes for their delivery that
meet quality standards that reflect meaningful outcomes for offenders and other stakeholders.
Managing offenders according to risk reflects an evidenced based approach and is the key
principle behind Enhanced Community Corrections. This approach is an important component of
the department’s Shaping Corrections change program and will target resources to those
offenders at the highest risk of re-offending.
The focus of Enhanced Community Corrections is to match our resources and efforts to those
offenders who present the greatest threat to public safety. This idea represents correctional best
practice already in place in other Australian jurisdictions and internationally, such as the United
Kingdom and United States.
The Project Officer will play a key role in assisting Community Corrections to achieve the desired
outcomes of the Enhanced Community Corrections project, by:
 Drafting and developing a new framework and operating procedures for the community-based
management of offenders
 Ensure that concepts and proposals for a new offender management framework are consistent
with evolving Government policy and strategic directions in the South Australian Criminal justice
system
 Plan, communicate and manage consultative strategies to ensure that proposals and initiatives for
improving the efficiency, effectiveness or quality of programs and services delivered by
Community Corrections take stakeholders’ views into account
 Assisting and supporting the Community Corrections Directorate to review current practice and
develop process improvement strategies and methods of process control
 Liaise and consult with Senior Managers in the Department and with appropriate representatives
of other agencies in the Justice Portfolio where required
 Provide task support and undertake other duties as designated by the Senior Project Officer,
Service Development or Director Community Corrections

8. QUALIFICATIONS

9. PERSON CRITERIA
9.1 Essential Criteria
 Experience in writing procedures, guidelines and or technical support documents relating to
departmental functions
 Demonstrated high level oral and written communication skills, including an ability to prepare
written material within a defined timeframe and to provide effective consultation strategies
 Proven ability to conduct high quality project work with minimal supervision
 Proven experience working as part of a team and the ability to gain the co-operation of others
 Proven ability to think and act strategically, to conceptualise and analyse problems, and to provide
appropriate advice
 Experience in the use of Windows based software applications
9.2 Desirable Criteria
 Knowledge of case management models and case management practices, in a community based
correctional setting
 Knowledge and understanding of the Enhanced Community Corrections model of offender
management
 Broad knowledge of principles underlying contemporary approaches to offender rehabilitation, and
of programs to address criminogenic needs
 Knowledge of the criminal justice system and the Department for Correctional Services, in
particular, Community Corrections programs and services
 Knowledge of the Public Sector Management, Equal Opportunity, Occupational Health, Safety
and Welfare, as they relate to Community Corrections
