These guidelines replace all others and will be in effect beginning with the 2013 FBLA Regional
Competitive Events and 2013 State Leadership Conference. Use this document in conjunction with
the FBLA National Chapter Management Handbook.

State Awards Program
Mission Statement
The mission of Future Business Leaders of America - Phi Beta Lambda (FBLA-PBL) is to bring
business and education together in a positive working relationship through innovative leadership and
career development programs.
The mission of the National Awards Program is to prepare students for successful careers in business
through support for curriculum development and innovative assessment tools. To help meet that
charge, the FBLA Competitive Events Program has been developed and made available to local and
state chapters for use in assessing students in the various knowledge, skills, and abilities that make
up today’s business education curriculum.
Classification of and Eligibility for Events
Events are fully described in the FBLA National Chapter Management Handbook.
Competitive events fall into three categories: chapter, team, and individual. These provisions apply
to regional and state events, as well as national events.
Individual, Team, and Chapter Events. A member may enter only one individual or team event
and one chapter event with these exceptions:
 National Parliamentarian. A member taking the National Parliamentarian selection test is not
classified as a competitive event participant and may compete in another event.
 Who’s Who. A member nominated for Who’s Who in FBLA, which is a recognition and not a
member competitive event, may compete in another event
 Gold Member Award, Gold Officer Award and Scholarship. These events, also considered
recognition events, do not preclude a member from entering another event.
Repeat Competitors. Members may not repeat an event at the RCE or SLC. Exceptions to this
regulation are as follows:
 Team Events. In the case of an entry submitted by a team, rather than an individual, one member
of the team may have been involved in an entry submitted at one previous RCE/SLC (except if
that competitor competed as an individual).
 Parliamentary Procedure. Two members of the team may have competed in this event at a
previous SLC, however, they may not compete in the same event more than two (2) years.
 Pilot Events. Participation in a pilot event does not disqualify a member from competing in the
same event once it becomes an official competition. A person participating in a pilot event is
eligible to compete in another individual or team event per a change to the 2012 FBLA National
Chapter Management Handbook (page COMPETITIVE-8).

Recognition and Competitive Event Eligibility
Regional and State Eligibility
A competency level of 70 percent (or a lower level as determined by the FBLA-PBL state chairperson) must
be achieved on all written objective tests by participants to be considered for awards at regional or state
competitions.
For those events offered at both the regional and state levels, only Regional Competitive Events award
winners will be eligible to enter those same events at the State Leadership Conference.

The first-place winner in the Who’s Who in FBLA recognition event at the State Leadership Conference
will be eligible to compete at the National Leadership Conference.
There is no limit to the number of entries at the National Leadership Conference for the following
recognition events:

Largest Local Chapter Membership – Professional Division

The five teams with the top scores on the written objective tests for the Global Business,
Entrepreneurship and Parliamentary Procedure Team competitive events at the Regional Competitive
Events will be eligible to compete on the respective Local Chapter teams at the State Leadership Conference.
Up to Fifteen (15)-percent of the total number of active local chapters are eligible to receive the Gold
Seal Chapter Award of Merit at the National Leadership Conference.
The number of awards presented at the Regional Competitive Events and State Leadership Conference is
determined by the judges and/or the number of entries.
The "Awards Chart" outlines the maximum number of places and the kind of awards given in each
recognition and competitive event at the regional, state and national levels.
For individual events first offered at the State Leadership Conference having more than 32 participants,
awards will be given to the top 15-percent in these events providing competency levels are met. Therefore,
the total number of awards in these events may exceed the numbers listed on the Awards Chart.
Competitive Events General Information

Participants must be members of active local chapters that are in good standing with both the New
Jersey State Chapter and the National Association by having participants on record as dues-paying
members for the current school year by the deadline dates for regional and state competitions.
Membership in FBLA is unified on local, state, and national levels and is not available separately.

Any student who has not followed registration guidelines when registering for a conference will not
be allowed to participate in a recognition and/or competitive event at that conference.

Participants must adhere to the conference dress code established by the New Jersey FBLA State
Executive Board. If students do not comply, penalty points will be deducted for all performance events
or disqualification from competitive events may occur.

No substitutes are permitted in the competitive events after the deadline dates.

Entry forms are available on the state Web site to all active local chapters prior to the Regional
Competitive Events and State Leadership Conference and must be completed and sent to the FBLA State
Office, no later than the dates indicated on the forms. Failure to comply with this regulation may
result in disqualification.

The deadlines in event guidelines and on entry forms refer to the day they are received in the state
office.

Participants failing to submit the proper materials by the stated deadline may be disqualified.

Participants failing to report on time for events may be disqualified.

All judges’ decisions are final. Should a tie occur in any event, the judges will be responsible for
weighing the results to determine the event winner.

Interview, Demonstration, and Speaking Events: It may be necessary to conduct second interviews or
performances with the participants in the interview, demonstration, and speaking events in the event of a
tie; this will be left to the judges’ discretion.

Speaking Events: The number of participants in each event will determine the number of preliminary
performances to identify the participants for the final performances.

Written Objective Test Events: The written objective tests will be machine graded. Ties will be
broken by comparing the performance of the affected members on the last ten questions of the exam, then
time.

All reports, manuals, scrapbooks, cover designs, letters of application, resumes, speeches,
presentations, and Web sites must be prepared by the student members, not advisers. Local advisers
should serve as consultants to ensure entries are well organized, contain substantiated statements, and are
presented in a professional manner.

Entries must adhere to all of these regulations or these entries may be disqualified. Entries are
reviewed by a screening committee before the conference to determine if all event regulations and format
guidelines have been met and if chapters are in good standing with the New Jersey State Chapter and
National Association.

Entries received from local chapters become the property of NJ FBLA-PBL. These entries may be
used for publication or reproduced for sale by the state chapter.

No results will be given over the phone. Results will be posted on line as soon as they are available.
Chapters not in attendance at the awards assembly at the State Leadership Conference will have their
awards sent to them. A fee will be charged for this service.

Many textbook sources are utilized in the preparation of test questions for the various competitive
events. Participants are urged to prepare by reviewing as many texts as possible. Terminology may vary
from one publisher to another, and test questions may be from several sources.

Reference manuals, textbooks, and other source materials except those listed in the guidelines may
not be taken to the competitive events.

When an event specifies material may be used (specific size index card), only those materials may be
used with no other aides allowed. Individual participants or a participating team must adhere to this
event regulation or they may be disqualified.

Cell phones, pagers and other electronic communication devices are not permitted during any NJ
FBLA competition, workshop, meeting or general assembly. Anyone who has one of these devices
go off during any of these functions will be asked to leave and will not be permitted to return. This will
result in disqualification.

Extract – National FBLA Competitive Events 2012 – Changes & Reminders
[From Page COMPETITIVE-8] Please review these guidelines carefully for modifications and changes. The
following list highlights the most significant changes made for the 2012–13 membership year.
Competitive Event Modifications
• Pilot—LifeSmarts
• E-business and Web Site Design presentation time is seven (7) minutes with a three (3) minute Q&A.
• Digital Design & Promotion can be an individual or team event of two (2) or three (3) participants.
• Digital Video Production. The individual or team must show no more than two minutes of the video to the
performance judges. Only submit on DVD.
• Individual Entry. A member who has competed as an individual in an individual/team event (1-3) may
compete again in the same event as a team member the following year, not as an individual.
• Pilot Events. Participation in a pilot event does not disqualify a member from competing in the same event
once it becomes an official competition. A person participating in a pilot event is eligible to compete in
another individual or team event.
• Parliamentary Procedure—test questions will be based on the new 11th edition of Robert’s Rules Newly
Revised.
• Future Business Leader final round—the objective test will only be used to break a tie.
Administrative and Procedural Reminders
• Each participant may compete in one chapter event as well as one individual or team event.
• Participants must bring a copy of the prejudged media sent if they want to include it in their performance.
• Performance attendance for prejudged events—presentation of the event must be conducted by participants
who authored the event. In the case of a team event, at least one author must give the presentation at the
NLC; however, all team members who wish to be recognized as national winners must register for the
NLC. No replacement or substitutes will be allowed.
• All changes to NLC competitive event participants must be made by the first Friday in June. Deletions are the
only changes allowed on-site.
• For all events allowing equipment to be used, the equipment must be provided by the individual, team, or
chapter for each event entered. A screen, table, LCD projector, and electrical power will be provided onsite. Internet access will be provided for E-business, Electronic Career Portfolio, and Web Site Design.
• Nongraphing calculators will be provided for all objective events.
• Preliminary performance events are not open to conference attendees.
• Each state may submit three (3) entries in all events requiring only objective tests.
• Each state may submit two (2) entries in all interview, speaking, computer production, prejudged, and
performance events.
• Two (2) copies of the following reports or media must be received by the national center for judging by the
second Friday in May— American Enterprise Project, Business Financial Plan, Business Plan, Community
Service Project, Computer Game & Simulation Programming, Desktop Application Programming, Digital
Design & Promotion, Digital Video Production, Local Chapter Annual Business Report, and Partnership
with Business Project. All reports or media should contain the event name, student(s) name (for individual
or team events), school name, state, and year of competition.
• Six (6) copies of application materials must be submitted by the second Friday in May for Future Business
Leader and Job Interview.
• The Statement of Assurance must be submitted for Computer Game & Simulation Programming, Desktop
Application Programming, Digital Design & Promotion, Digital Video Production, E-business, and Web
Site Design by the second Friday in May.
• School-site testing is administered by each state chair/state adviser in different ways; however, all application
school-site testing must be received by the national center for judging by the third Friday in May. These
events include Accounting II, Computer Applications, Database Design and Applications, Desktop
Publishing, Spreadsheet Applications, Word Processing I, and Word Processing II.
• Report projects must not have been submitted for a previous NLC.
• No prejudged materials and resumes will be returned.
• Send all national materials to [the NJ FBLA-PBL State Office who will send them to National Headquarters
at] FBLA-PBL, 1912 Association Drive, Reston, VA 20191
